House Prices• Strong economic growth

coupled with constrained housing supply has led to significant house price growth.

• Median house prices in 2018:

• National: €250,000

• Dublin: €370,000

• Central Bank macroprudential rules have acted to somewhat constrain price growth and prevent additional credit risk

• Credit growth remains subdued in the main – a significant difference when comparing 2008/2009 to 2018/2019.

Rental Market

• Lack of supply in housing market has led to inflation in rental market.

• Led to introduction of Rent Pressure Zones – a form of rent control.

• Average rent in Q1 2019 was €1,169 nationally, and €1,662 in Dublin.

• National rent levels surpassed pre-crisis highs by Q3 2016.

• Recent quarters have seen a slowdown in inflation.

Ensure that existing housing stock is used to the maximum degree possible – focussing on measures to use vacant stock to renew urban and rural areas

National Planning Framework focuses on Compact Growth

– Higher densities - more housing development close to and within built up areas and jobs

– Better use of “infill”, “brownfield” and re-use of existing buildings
