The Procurement Edge News for the Professional in Public Purchasing 1 Ahhhhh.... SUMMER IS FINALLY HERE!!! Usually those words bring with it thoughts of VACATION, cookouts, swimming, baseball, amusement parks, lazy-day-afternoons, and, all the other wonderful things we spend our entire winter’s chill hoping will get here soon! This year, however, we have encountered a new animal, a beast if you will. It has taken the wind from our sails, the heart from our passion and the dollars from our savings and our thoughts have switched to “how long can I afford to keep going at this pace?” It is true, the current state of affairs in our nation is unlike it has been since the Great Depression that besieged America, and, ultimately the entire industrial world, in October of 1929. Unlike President Herbert Hoover, who underestimated the seriousness of the crisis, President Barack Obama has been sound and stern, accentuating the devastation of the times, but, steadfast in the belief that we can rise from the ashes with renewed possibilities if this Nation’s people and the Government learn together to pull ourselves up from the bootstraps and get back to doing those things that made America prosperous. It would be easy to sugarcoat the potential, promising an open road to recovery... but, that is a bit like Hoover, who assured America that we would be out of the crisis in 60 days, an impossible prediction that missed by more than a dozen years. Instead, Obama has moved forward with the determination of FDR’s New Deal and calling on Americans to endure the immanent hardships with the patience and desire that together we can rebuild. Every industry in America has been called out to assess and report, to account for and trim down, to get back to the basics or get out of the fire. Even in our own vocations, we have felt the squeeze on our daily lives, as evidenced by the crunch on things deemed unnecessary by those in places required to cut away the fat from overextended budgets. Lost in the shuffle are things like training, travel, conventions and excessive involvement in outside organizations. In worse case scenarios, we’ve seen many good people losing their jobs. Add to the physical losses, the increase in emotional setbacks, with depression and stress filling the void created with job loss. Times are at best tough, but, eventually we have to decide for ourselves that it’s time to get moving, to make some changes, to blossom. Renowned Cuban-French author and diarist, Anais Nin, best described the transformation when she wrote this: “and the time came when the risk to remain tight in a bud was more painful than the risk it took to blossom.” We can choose our own course of action for every condition or circumstance we are put into and at times, our choices directly influence those of others, but, if we are ever going to get back our swagger, we have to take a risk and rise above the things that took us low. So, the current economic condition has affected my ability and opportunity to go to Forum in St. Louis this year, what a disappointment! Indeed, it would have been nice to reconvene with peer and friend alike at National, to cheer on our Chapter and our nominees in the national awards and to be part of the annual extravaganza, but, am I going to let it affect my influence on others in every area of my journey? Not if I ever want to be content to make a change... and, in lieu of the continual political finger pointing to assess blame for our economic crisis, does finding a culprit for our condition really solve our problems? Perhaps the greatest reform would be to continue working on the infusion and growth of the partisan belief in a better, more prosperous America. Now is the time to step up and take a chance on those innovations that we know will help, but, haven’t had the impetus to put into action yet; now is the time to create jobs by moving away from total reliance on foreign oil and a greater effort at harnessing our own natural resources; now is the time to become certified, to join a committee, to get active in doing those things which make us more valuable to our employer, more confident and more influential on others. Ahhhhh.... SUMMER IS FINALLY HERE!!! So, now you’ve decided that this is the year you are going to get CERTIFIED and this time you are serious about adding four letters of designation behind your name... you’ve read all the propaganda, heard all the commotion, seen the good things that happen to certified people and you want your own slice of the pie... so, you started taking some of the classes as we have outlined in our CPPB/CPPO TRACK, you’ve read and re-read your text books and you’ve looked beyond and over and into and around everything you can get your hands on to get yourself in STUDY MODE with a target of the much talked about CERTIFICATION EXAMINATION. The experts say, give yourself a good 6 months to get ready, with a comfortable mix of classes, self-study, group study and prep time to pull it off with flying colors. For the next few issues, let’s talk to those who have already conquered the foe you are about to face head on... let’s learn a few tips from the CERTIFIED, and in the process, maybe we can grow a few more stars for our Chapter Galaxy... (and, for those of you contributing your secrets, remember this: recertification points come in all shapes and bylines). This month, JEAN ROMINE, CPPB, Purchasing Coordinator, City of Columbus, Department of Public Utilities, earns some recertification points with her take on, “CONFESSIONS OF THE CERTIFIED... Getting Ready for the Exam.”

Certification is an accomplishment I wanted for myself... not only because my function as a “Purchasing Coordinator” with the City of Columbus, Department of Public Utilities deals with the disciplines required to become certified, but, also because it is a personal statement of achievement that means something to me. It’s been said that “anything worth having requires sacrifice,” and, that is so true with regard to Certification. It is the pinnacle statement of measure for professionals in this organization and it requires an equal sacrifice of learning, relearning and application, all of which takes time. For me, it wasn’t a single tip to success in preparing for this examination. It was a combination of study, reading, taking notes, working alone and in groups, taking review classes taught by respected peers and, never conceding to the thought that I was ready enough until just before I took the exam and couldn’t do anything but take it. About a month before the exam, I started reviewing notes and anything I felt was important enough to remember with a highlighter and spent 16-20 hours of “me time” focusing on the information I had assembled. One of the most important things to remember is that certification and/or involvement in an organization such as NIGP/CO-OPP is no guarantee of continued success... but, it is an avenue to opening doors for networking with a variety of peers that you would not have had access to or a common bond with prior to this achievement. It’s not just four letters after your name that makes you Certified... it’s that unmatched feeling you get when you realize that sometimes hard work does pay off in the long run. ~Jean Romine, CPPB

It’s been a while since we last met so I want to give a huge THANKS to Gretchen Adkins, Mo McGuire and Tammy Marcum for the March Is Purchasing Month meeting and the new website. WHAT ABOUT THAT WEBSITE, other than the mug shot. The website is a tool that can be used by members and committees. The new site is very user friendly and has a wealth of information. It will allow members more information then in the past. Be sure to take the time to update your information and browse around. Under the President’s Message there is helpful information that will assist you navigate and give a brief overview of the many benefits that Chapter Manager now provides to our members. Spring is here and summer is coming and that can only mean that the NIGP Forum is upon us. This year the forum is being held in St. Louis August 22-27. Hopefully our chapter will be very well represented. The annual forum is a great chance for procurement professionals to network, share ideas, be part of panel discussions and attend various seminars relating to public procurement and the trends of the profession. If you are facing budget cuts in training, don’t forget that CO-OPP can assist members through the Professional Development Assistance program. Contact Dave Newcomer for details or visit our new wonderful website. Don’t forget to register your agency for the 2009 REVERSE TRADE FAIR which will be held October 21, 2009 at Veterans Memorial. This bi-annual event is a chance for businesses to meet government and to discuss business opportunities. I ask that you register for a booth for your entity and to join the TEAM to make this event successful by volunteering for a committee. This is your chapter and the event assists in many of the benefits that chapter offers you as a member so take time to get involved to help. Please contact Brenda Luke for further details. There will be more information coming your way Lastly I want to speak about a recent book I read. In his book titled, Uncommon, Finding Your Path to Significance Tony Dungy former coach of the Indianapolis Colts reflects on individuals being uncommon in a common world. He encourages people to set themselves apart from the status quo and influences of our life. Coach Dungy challenges individuals to look for their path to make a difference in their life, service to your community and career. Throughout the book Coach Dungy asks us as individuals to be uncommon and do what is right. Seek new challenges and to leave a legacy to others whether in our day to day lives or in our career. As you think about that, consider your views of the future of our profession and you as an individual. How will you make an impact for the future of your entity and the public procurement profession? The  Intergovernmental  Cooperative  Purchasing Committee  (ICPC)  was  created  to  reduce  the  costs  of goods  and  services  by  providing  public  entities  with opportunities for cooperative purchasing.   The thought is that  by  agreeing  on  competitive  specifications  and contract terms and conditions for items of common usage, participants  can benefit  from  the  combined  strengths of each  other  to  get  the  best  possible  pricing  for  their entities.      Over  the  past  several  years,  committee members have shared contracts and information for FUEL, PAPER, CELL PHONES, OFFICE SUPPLIES, and PLASTIC CAN LINERS, to name a few.  For the past  few months, CO‐OPP members representing the  State  of  Ohio,  City  of  Columbus,  Airport  Authority, Columbus  City  Schools,  Ohio  State  University,  MORPC, Franklin County and COTA have been gathering at COTA or MORPC  to  candidly discuss where we  are  and where we  want  to  be  in  terms  of  our  committee.    One  of President  Joe  Lombardi’s  greatest  causes  rests  in  his desire  to  see  this organization  grow beyond  its  seams... with an OUT‐reach  to  those smaller entities  that  literally dot the map in our State where this Chapter is one of the only viable means of an organized NIGP family.  We don’t even  scratch  the  surface  of  our  reach,  but,  with  the cooperation of an effective ICPC and an active OUTREACH effort, we  can  reap  the harvest of  interested peers who are  hungry  for  the  information we  can  provide  through our organization.    The  ICPC  will  be  involved  with  the  June  25th General Membership meeting  to  engage  in  discussion  regarding cooperative  contracts  in  relation  to  emergency  disaster recovery needs.     This  is your chance to see what’s been going on and for those of you  in relatively small areas of the  state, perhaps  it  is  your  chance  to  get  involved  in  a group that can make a marked difference where you are. YOU  CAN’T MISS  THIS MEETING... MARK  IT  DOWN  ON YOUR CALENDAR.  Join us every other month as we continue to rethink the ICPC process through brainstorming, timely discussion and active participation.   WATCH  for  announcements on  the next  meeting  and  make  it  a  point  to  be  there.    The General Membership Panel will give you the  incentive to get  involved and  the BROWN BAG LUNCH MEETING  that follows  will  give  you  forum  to  be  part  of  this  exciting committee chaired by Bonny Rickerson, CPPB, COTA.

Just like that... another month has passed and we are a mere 6 months away for gathering in St. Louis, Missouri, for the 2009 NIGP FORUM, “The Gateway to Excellence”. It’s TIME to start planning for this annual event, especially since we are in a budget crunch year. Look into all of your resources, including OUR OWN PDA (contact Dave Newcomer) for any funds you may be qualified for. Time to check in with the INTER-GOVERNMENTAL COOPERATIVE PURCHASING COMMITTEE (ICPC) and see what they’ve been up to since they decided to restructure and revamp the direction of the Committee. “The process by which the public purchaser demonstrates a standard of compentency for the benefit of public and themselves.” There are currently three (3) levels of Certification available in our organization. The Certified Professonal Public Buyer (CPPB) is the first level, followed by the Certified Public Purchasing Officer (CPPO) and the most recent addition to the Certification family, the Executive Certificate in Public Procurement (ECPP). All of these levels of certification express a combination of work experience, coursework in procurement, dedication to the profession, and formal education.

The core of continuing educational opportunities for NIGP members. Over 100 total classes, some of which are scheduled at various venues/chapters throughout each year. A complete listing is available on the NIGP website in a spreadsheet appropriately called, “The Guide”. It contains the Course name, the Continuing Educational Units (CEU’s), the contact hours and the UPPCC recertification points you have and/or will earn by attending.

Distance learning, at your own pace, in your own confines, on your PC, at a time that is convenient to you is the ideal way to hone your skills, creatively train your staff, and encourage lively discussion amongst your peers. There are also some online graduate courses in public procurement being offered through Florida Atlantic University (FAU), which can be accessed from the NIGP Website.

With the use of a computer and phone, you can participate in a 90 minute live workshop from your desk, focusing on topics which cover the pulse of our organization. You can ask questions, particpate in discussions and interact with your instructor and other classmates from around the country, all while earning certification points. These sessions are limited and require a registration process for scheduling purposes.

LOCAL OPPORTUNITIES: The UPPCC performed a Job Analysis study to ensure that the certification exams are aligned with the skills, knowledge and abilities needed for successful job performance in the public purchasing profession. The 2008 Body of Knowledge is the end result of the Job Analysis Study. A Job Analysis consists of several activities: the development of a survey tool, survey dissemination, compilation of survey results, and finally, the development of the Body of Knowledge. The Body of Knowledge below is based on input of nearly 2,000 active public purchasing professionals from the most recent Job Analysis Study conducted in 2007. The new Body of Knowledge consists of 92 total tasks and 108 total knowledge statements representing common skills, knowledge and abilities of the public purchasing profession.

The Ohio Departments Building had its share of setbacks, including several labor delays and a natural gas explosion, which killed 11 workers and injured 50 others at the site on April 14, 1932. The initial $5 million cost, grew by another $750,000 in repairs and renovation and the building was finally ready in March 1933 to house twelve departments of the State of Ohio. In the 1990’s the building became home to the Ohio House of Representatives while the Statehouse underwent its own renovation. Finally, in 1998,

the General Assembly agreed to fund renovations to transform the building into the Ohio Judicial Center. On February 17, 2004 the Ohio Judicial Center opened its doors to the public, showcasing its splendor and magnificence to thousands of Ohioans, meeting both the immediate and foreseeable future needs for the Court and its affiliated offices and consolidating them into a single one-

fa In 2001, in the midst of all of the chaos surrounding the move to the facility, our spotlight member, DANIEL B. MERRILL, began his career with the Court, as a Purchasing Officer, granted charge with all of the purchase orders and contracts for the maintenance of the newly renovated 80 year old, fifteen story building, its 250+ tenants and all of the support necessary to maintain the operations within her hallowed halls. Certainly a daunting task for anyone, but, Daniel had 30 prior years of Project Management, Purchasing experience in the private sector, with a concentration in Industrial Nucleonics and was retired from a Military career in thb Dan earned a Bachelor of Science Degree in Business Management from Franklin University and has attained lifetime certification as a C.P.M., from tM When Dan isn’t busy crunching numbers or buying “a lot of little wooden hammers” he enjoys spending time with his wife Maggie or the joys of two grown children Chip and Trisha and their granddaughters, Ali (10) and Emily (6). Dan likes motorcycling, golf and square dancing and plays tuba in the Shrine band... and, if that isn’t enough to add a sense of flavor and adventure to his life, Dan is also a certified hynotherapist.
