RE: Resolution regarding CMAQ Funding Program Local Assurance for the 211th

Street Metra Station Access Improvement Project

BACKGROUND/DISCUSSION:

In 2013, the Regional Transportation Authority (RTA) awarded the Village a Local Technical

Assistance (LTA) project to assess pedestrian and bicycle access and patterns within and near the

Park Forest 211th Street Metra commuter parking lot. The goal of this project is to create plan

that identifies improvements to the pedestrian and bicycle connections between the commercial

corners (Indiana Street to Olympian Way), existing residential neighborhoods, and the

connection between the Park Forest parking lot and the station, platform, and bus turnaround

entrances. The completed plan proposes improvements that include resurfacing and restriping

the parking lot, enhancing pedestrian scale lighting in the parking lot and along the walkway to

the station entrance, adding way finding signage to the station, bus stop, and bicycle and

pedestrian accessways, creating a covered pedestrian walkway that connects to the main station

stairway, creating a bicycle accessway that connects to a covered bicycle parking area, moving

the handicapped parking to a more accessible location, and upgrading the APA ramps with

slopes that conform to the regulations.

The attached resolution supports an application for Congestion Mitigation and Air Quality

(CMAQ) grant funding to prepare the Phase I engineering plans that are needed to construct

these improvements. The Village qualifies for 80% funding for Phase I work, which will

provide the Village with the engineering support needed to create a “shovel ready” project. The

Village will, therefore, be in a position to apply for construction funding through subsequent

CMAQ phases or other grants.

The Village’s engineering consultants, Baxter & Woodman, prepared the attached resolution and

will prepare the CMAQ grant application on behalf of the Village.

(CMAQ) FUNDING PROGRAM

LOCAL ASSURANCE RESOLUTION FOR

211TH STREET METRA STATION ACCESS IMPROVEMENT PROJECT

WHEREAS, the Mayor and Board of Trustees of the Village of Park Forest, Cook and Will

Counties, Illinois, desire to improve access to the Park Forest sections of the 211th Street Metric

Electric Station area; and

WHEREAS, the Village of Park Forest plans to incorporate the Regional Transportation

Authority of Northeastern Illinois’ (RTA) 2015 Access Improvement Plan (AIP) into the land

use and economic development element of the Village’s comprehensive plan; and

WHEREAS, the AIP endeavors to better accommodate Village residents and patrons of the Park

Forest Parking Lot #1 while establishing Transit-Oriented Development (TOD) and pedestrian

friendly elements within the station area; and

WHEREAS, the Chicago Metropolitan Agency for Planning (CMAP) administers the CMAQ

Program from the Federal Highway Administration to assist local communities with transit

enhancements; and

WHEREAS, the CMAQ is a reimbursement program, not a grant program, and will reimburse

80% of the costs for preliminary (Phase I) engineering to communities; and

WHEREAS, the Village of Park Forest seeks to repave and enhance the southeast commuter

parking lot (Parking Lot #1) with more efficient striping, way finding signage, improved

lighting, improved pedestrian and bicycle access paths, and updated ADA access; and

WHEREAS, the RTA’s 2015 Access Improvement Plan has been identified by Village Staff to

comply with the Village’s desire to improve and enhance the transportation and transit corridors

within the Village.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village

of Park Forest, Cook and Will Counties, Illinois, in the exercise of their home rule powers, that it

supports the application to the Chicago Metropolitan Agency for Planning’s (CMAP) Congestion

Mitigation and Air Quality (CMAQ) Program to assist in funding the above described project.

RE: A Resolution in support of local match funding for a CMAQ application to fund Phase I

Engineering for the construction of a shared use side path along Western Ave.

BACKGROUND/DISCUSSION:

CMAP put out a call for projects eligible for the Congestion Mitigation and Air Quality Improvement

(CMAQ) and Transportation Alternatives (TAP) programs. Local agencies that have an eligible

project need to submit an application, as well as, additional documents as required by the application

requirements. Public Works would like to submit a project application for the construction of a Shared

Use Side Path along Western Avenue to connect Old Plank Trail, south to Thorn Creek Trail at Steger

Road. This project was selected from the Bike and Ped plan. According to the application booklet,

bicycle facility projects will automatically be considered for both programs using the same application.

CMAQ program is designed to fund surface transportation projects which improve air quality and

mitigate congestion, TAP program is designed to fund non-motorized transportation projects.

Under the CMAQ and TAP program, Phase I Engineering is normally 100% responsibility of the Local

Agency while all other phases are eligible. There is a provision in the application that local

agencies/sponsors may request CMAQ funding for Phase 1 Engineering based on a financial hardship.

Financial hardship is guided by the local agency’s tax capacity (the sum of sales tax base plus

equalized assessed value divided by population) at or below $31,741, which is 25 percent of the

regional median tax capacity. Park Forest qualifies for this financial hardship. If Phase 1 engineering

is sought, funding for the later phases of the project cannot be requested until the next funding cycle

(FY 18-22), and such funding is not guaranteed.

All eligible phases will be programmed at a maximum level of 80% federal funding for both CMAQ

and TAP funding.

As part of the project application, DPW would like to include a resolution adopted by the Village

Board committing to matching funds should the Village’s application be selected. Below is a current

breakdown and estimate of project funding needed.

A Resolution in support of local match funding for a CMAQ application

WHEREAS the Mayor and Board of Trustees of the Village of Park Forest, Cook and Will Counties,

Illinois, desire to create safe and enjoyable bicycle and pedestrian routes and encourage

sustainable local transportation within the Village; and

WHEREAS the Village of Park Forest has incorporated Chicago Metropolitan Agency for Planning’s

(CMAP) 2014 Final Bicycle and Pedestrian Plan (BAP) into the land use and economic

development element of the Village's comprehensive plan; and

WHEREAS the BAP Plan includes a shared use path improvement plan along Western Avenue from

the Old Plank Road Trail to the Thorn Creek Trail; and

WHEREAS the CMAP administers the CMAQ Program through funds from the Federal Highway

Administration to assist local communities with bicycle facility projects; and

WHEREAS the CMAQ Program is a reimbursement program, not a grant program, and will

reimburse 80% of the costs for preliminary (Phase I) engineering to communities; and

WHEREAS the Village of Park Forest seeks to construct a shared use path along Western Avenue by

connecting gapped segments and upgrading sidewalk segments along the corridor,

which connects the Old Plank Road Trail and Thorn Creek Trail, two regional bike

paths; and

WHEREAS the Western Avenue shared use path improvements were recommended in CMAP’s

2014 Final Bicycle and Pedestrian Plan, was adopted by the Village of Park Forest

December 8, 2014, and has been identified by Village Staff to comply with the Village's

desire to develop a comprehensive non-motorized transportation network that will serve

the needs of all Park Forest residents.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village of

Park Forest, Cook and Will Counties, Illinois that it supports Village Staff's application to Chicago

Metropolitan Agency for Planning’s (CMAP) Congestion Mitigation and Air Quality (CMAQ)

Program to assist in the funding of the above described project.

BACKGROUND/DISCUSSION:

The 2014/2015 Police Department budget (Vehicle Services Fund) includes $96,000.00 in

funds for the replacement of three police squad cars. Attached is the price invoice from Terry

Lincoln-Mercury in Peotone for the 2015 Ford Utility Police Interceptor. Terry’s is matching

the price for the State purchasing bid cost. We are very pleased with the Police Utility

Interceptors we have previously purchased. In the past ten years we have purchased

numerous vehicles from Terry Lincoln-Mercury with positive results. It is our intent to

purchase the vehicles from Terry Lincoln-Mercury of Peotone.

The amount to be approved is:

(1) White Ford Utility Police Interceptor @ $25,945.00

M-Plates/Title for car @ $105.00

Total $26,050.00

This price leaves sufficient funds for converting and detailing the vehicle within the total

budget. This is the third and last squad to be purchased during this budget year.

RE: An Ordinance Amending Chapter 6 (“Alcoholic Beverages”), Section 6-49

(“Number Limited”) of the Code of Ordinances to update the number of liquor

licenses permitted

BACKGROUND/DISCUSSION:

The number and type of liquor licenses available at any time in the Village are controlled by

Section 6-49 of the Village’s Code of Ordinances. Village Staff has recently reviewed this

Ordinance section and found that updates are needed, either because approved liquor licenses

have not been used, or because approved liquor licenses are not reflected in the most up-to-date

Ordinance. Following is a summary of the changes that are recommended in order to ensure that

Section 6-49 reflects the actual liquor licenses that are in effect at this time.

AN ORDINANCE AMENDING CHAPTER 6 (“ALCOHOLIC BEVERAGES”),

ARTICLE II (“LICENSES), SECTION 6-49 (“NUMBER LIMITED”)

OF THE CODE OF ORDINANCES, VILLAGE OF PARK FOREST,

COOK AND WILL COUNTIES, ILLINOIS

WHEREAS, Section 6-49 of the Code of Ordinances, Village of Park Forest, Cook and

Will Counties, Illinois (“Village Code”) provides for the number and type of licenses in effect at

any one time for the sale of liquor; and

WHEREAS, the Village seeks to amend the number of liquor licenses in the Village to

reflect the licenses that are actually in use in the Village.

NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the

Village of Park Forest, Cook and Will Counties, Illinois, in the exercise of the Village’s home rule

powers, that:

Section 1. Recitals Incorporated. The above recitals are incorporated herein as

though fully set forth.

Section 2. Code of Ordinances Amended. Chapter 6 (“Alcoholic Beverages”),

Article II (“Licenses”), Section 6-49 (“Number Limited”) of the Code of Ordinances of the Village

of Park Forest, Cook and Will Counties, Illinois, is hereby amended by adding the following

underlined words and deleting the stricken language to read as follows:

(a) Except as otherwise provided in section 6-55, the number of licenses in effect at

application. Each unconstitutional or invalid provision, or application of such provision, is

severable, unless otherwise provided by this Ordinance. All ordinances, resolutions or orders, or

parts thereof, in conflict with the provisions of this Ordinance are to the extent of such conflict

hereby repealed.

Section 4. Effective Date. This Ordinance shall be in full force and effect from and

after its passage and approval and publication as required by law.

MOVED that the Consent Agenda and each item contained therein be hereby approved:

SUBJECT: Approval of a proposal for SCADA upgrades at the Village’s Water Plant remote

sites

BACKGROUND/DISCUSSION:

In early 2014, Public Works solicited proposals to replace and upgrade the Water Plant’s

Supervisory Control and Acquisition Data (SCADA) system. The SCADA system allows the

Water Operators to control the functions of the Water Plant. It allows operators to set feed rates

for lime and soda ash, control plant flows and pressure, backwash filters, receive alarms for

equipment failures, and collects data that is reported to the IEPA for monthly compliance.

The proposal from Metropolitan Industries of Romeoville, IL was selected and consisted of using

Trihedral VTS which includes 1,000 tags for future growth of the SCADA system. This future

growth would allow Public Works to connect new items wished to be monitored and/or controlled.

This 2nd proposal from Metropolitan Industries consists of installation and setup of SCADA

hardware and any required software at the Water Plant’s remote sites such as the elevated water

tanks, wells, and possibly the Village’s lift stations. This would then allow Water Operators to

monitor and control these remote sites from the same system used to monitor and control the Water

Plant.

Metropolitan Industries is extensively involved in the water industry from Municipal applications,

Commercial applications, residential applications as well as an extensive background with pumps,

motors, lift stations, water plants, and SCADA programming. Communities that have used

Metropolitan Industries for SCADA systems are: Lansing, South Holland, East Hazel Crest,

Chicago Heights, Harvey, Munster, Matteson, Hammond Water Plant, Calumet City, Blue Island,

Lockport, Romeoville, Alsip, Markham, Burnham and Crestwood. DPW is satisfied with the work

completed at the Water Plant and would like to continue this work with this same contractor.

This work will be paid for out of the WATER FUND – SUPPLY AND PURIFICATION where

$70,000 for Interim Lagoon Remediation will not be used and approximately $30,888 of remaining

balances from SCADA improvements, Phosphates (Permit and feed equip.), and Chlorine Boosters

will be utilized for this project.

RECOMMENDATION: Approve this proposal submitted by Metropolitan Industries for new

SCADA RTU’s at Water Plant remote sites at the contract amount of $92,640 dollars and authorize
