Summary:
This ordinance amends the Kane County Code, Chapter 10: Fireworks. Under the current requirements for multi-event, one year permits, pyrotechnic displays are not to be permitted after seven thirty o'clock (7:30) P.M. the evening before the public schools located in the location of the pyrotechnic display will be in session with the exception of Memorial Day. The proposed amendment to the ordinance adds the additional exception for any additional school days added to the originally published school calendar because of scheduled school days that were cancelled for weather or other reasons. This proposed amendment is in response to the fact that the original published school calendar for Geneva Community Unit School District 304 was extended to a date which is the day after Kane County Cougar's game already scheduled and published to provide fireworks. The amendment addresses this immediate conflict as well as any future reoccurrences.

WHEREAS, the Kane County Code, Chapter 10: Fireworks provides rules and regulations
for permits for pyrotechnic displays; and WHEREAS, pyrotechnic displays for multi-event, one year permits are not to be permitted
after seven thirty o'clock (7:30) P.M. the evening before the public schools located in the location of the pyrotechnic display will be in session with the exception of Memorial Day; and
WHEREAS, the Kane County Cougars, a permit applicant for multi-event, one year permits
for over 25 years, provides pyrotechnic displays as part of their family-friendly entertainment; and WHEREAS, the originally published school calendar for Geneva Community Unit School
District 304 was extended to a date which is the day after Kane County Cougar's game already scheduled and published to provide fireworks; and
WHEREAS, the Kane County Cougars desire to provide their fans with the fullest extent of
entertainment value for the cost of their admission; and WHEREAS, amending the Kane County Code for multi-event permits will allow the
scheduled and published fireworks display to proceed as well as provide resolution if similar school schedule changes occur in the future.
NOW, THEREFORE, BE IT ORDAINED by the Kane County Board the Chapter 10 of the
Kane County Code be amended by deleting and adding the following:
Chapter 10 FIREWORKS
ARTICLE II. PERMITS Sec. 10-16. Generally
6. A multi-event, one year permit shall be purely a personal privilege, good for and not to
exceed one year after issuance, unless sooner revoked and shall not constitute property, nor shall it be subject to attachment, garnishment, or execution, nor shall it be alienable or transferable, voluntary or involuntary, or subject to being encumbered or hypothecated. Such license shall not descend by the laws of testate or intestate devolution, but it shall cease upon the death of the licensee. A multi-event, one year permit shall stipulate the following:
a. That all displays of any nature whatsoever be concluded by eleven o'clock (11:00)
P.M., b. Shall not be permitted after seven thirty o'clock (7:30) P.M. the evening before the
public schools located in the location of the pyrotechnic display will be in session with the exception of Memorial Day and any additional school days added to the originally published school calendar because of scheduled school days that were cancelled for weather or other reasons, and

c. Any further conditions or restrictions, including, but not limited to, special provisions
for audible and visual fireworks, as may be reasonably determined by the county board chairman based upon the location of the venue and the character of the surrounding area.
A multi-event, one year permit may be suspended or revoked by the chairman of the county
board upon good cause shown. In addition to or in lieu of any suspension or revocation, the chairman may impose a fine on the applicant, owner, operator, or any or all of them, in the maximum amount of five hundred dollars ($500.00) for each violation. Notwithstanding any language herein to the contrary, all multi-event, one year permits shall expire and may be renewed commencing May 1st of each year.

Summary: This resolution authorizes and directs the Kane County Building Officer to order a title search on the Property and to provide written, mailed notice to the owner or owners of the Unsafe Building, including the lien holders of record, in accordance with 55 ILCS 5/5-1121, that the County desires to demolish the Unsafe Building and it will apply to the Circuit Court for an order authorizing such demolition in the event the owner does not commence proceedings to do so within 15 days of the date the notice is mailed. It also authorizes and directs the Kane County State's Attorney's Office to file on behalf of the County a Petition with the Circuit Court, in accordance with 55 ILCS 5/5-1121, for an order authorizing the demolition of the Unsafe Building in the event that the owner does not comply. In 2017, Kane County was awarded an Abandoned Residential Property Municipality Relief Program (APP) Round 2 Grant in the amount of $250,000 from the State of Illinois to reimburse certain costs for demolition of abandoned residential structures. To date, this grand has reimbursed $123,660 to Kane County. Funds expended for this potential demolition is eligible for reimbursement under the grant.

AUTHORIZING PETITION TO CIRCUIT COURT FOR DEMOLITION OF DANGEROUS AND/OR UNSAFE BUILDING PROPERTY LOCATED AT 1205 S. STATE ST, AURORA
TOWNSHIP, PARCEL ID #15-35-153-012
WHEREAS, 55 ILCS 5/5-1121 authorizes the County of Kane, upon petition to the Circuit
Court, to demolish, repair, or enclose or cause the demolition, repair, or enclosure of dangerous and unsafe buildings or uncompleted and abandoned buildings within the territory of the county, but outside of the territory of any municipality, and to remove or cause the removal of garbage, debris and other hazardous, noxious or unhealthy substances or materials from those buildings; and
WHEREAS, 55 ILCS 55-1121 (a) requires that the County apply to the Circuit Court for an
order authorizing such action after the County has provided at least 15 days written notice by mail to the owner or owners of the building, including the lien holders of record, and such owner or owners have not commenced proceedings to put the building in a safe condition or to demolish it; and
WHEREAS, 55 ILCS 55-1121 authorizes the County to recover the costs related to the
demolition, repair, enclosure, or removal incurred by the County, including court costs, attorney's fees, and other costs related to the enforcement of Section 55 ILCS 5/5-1121 ; and
WHEREAS, certain Community Development Block Grant funds may be appropriated and
may be available to pay the costs associated with the demolition of dangerous and unsafe buildings within the County; and
WHEREAS, the Kane County Building Officer has determined that a building (the "Unsafe
Building:) is located at 1205 S. State St, Aurora Township; and WHEREAS, the County desires to demolish the Unsafe Building if the owner or owners do
not commence proceedings to do so after 15 days written mailed notice. NOW, THEREFORE, BE IT RESOLVED by the Kane County Board as follows: 1. The Kane County Building Officer is hereby authorized and directed to order a title

The County’s contracted electronics recycler, eWorks, will conduct the event in cooperation with County staff and volunteers, in the same manner as regularly scheduled events in St. Charles. This Agreement does not obligate the County to any costs.

portion of the county and Campton Township (Township) has agreed to allow the use of the Anderson Park parking lot, by the County, for the purpose of conducting a one-day collection event on November 9th, 2019 for the recycling of electronics and books; and
WHEREAS, this Agreement does not obligate Kane County to any cost, and serves to
outline the mutual promises between signing parties. NOW, THEREFORE, BE IT RESOLVED that the Chairman is authorized to sign the Special

WHEREAS, Kane County has a history of environmental stewardship, from energy
efficiency, water conservation, land stewardship, and participation in clean air initiatives; and WHEREAS, the Kane County Operational Sustainability Plan adopted by the Kane County
Board on February 13, 2013 and the Kane County 2040 Plan adopted by the Kane County Board on May 8, 2012 jointly specify that Phase III of the Sustainability Plan will seek to build mutually beneficial sustainability programs with municipalities and other entities, and coordinate with regional efforts; and
WHEREAS, it is important for local governments throughout the United States to take
leadership roles to advance sustainability both in their own communities and in concert with regional, national and global initiatives; and
WHEREAS, the Metropolitan Mayors Caucus provides a forum for the chief elected officials
of the Chicago region to develop consensus and act on common public policy issues and multi-jurisdictional challenges; and
WHEREAS, the Metropolitan Mayors Caucus created the Greenest Region Compact to
address environmental sustainability issues of global importance at the local level; and WHEREAS, the Greenest Region Compact, an update to the original pledge and sometimes
referred to as the Greenest Region Compact 2, is built on important environmental initiatives already underway in communities, in partnership with many non-profit, state, regional and national organizations; and

WHEREAS, the Sheriff’s Office Adult Corrections Center intakes an average of
approximately 480 people per month; and WHEREAS, Illinois statute only allows “strip searches” for specific categories of crime,
allowing for entry to the general population of the jail without extensive search; and WHEREAS, the Sheriff’s Office has identified technology known as a “body scanner” that
detects internally concealed contraband and conducted an open bid for vendors; and WHEREAS, at the conclusion of the open bid, the Tek84 Intercept body scanner was
selected as the most versatile and comprehensive devise; and WHEREAS, the initial cost for the Tek84 Intercept is One Hundred Forty-Nine Dollars
($149,000); and WHEREAS, the Sheriff has sufficient funds in the internal “Canteen” account used for the
benefit of inmates to purchase the Tek84 Intercept. This purchase will help ensure inmate safety while maintaining constitutional privacy.

Summary:
This resolution authorizes the approval of the Office Supplies and Toner Cartridges contract renewal for the County for a one-year term. The County spent approximately $100,000 on office supplies and $50,000 on toner cartridges last year. Staff recommends the Office Supply contract be awarded to Warehouse Direct of Des Plaines, IL and the Toner Cartridge contract be awarded to both Genesis Technologies, Inc. of Northbrook, IL and The Tree House, Inc. of Norwood, MA for a one-year term and includes two (2) one-year renewal options.
WHEREAS, bids were solicited and received for the County's Office Supplies and Toner
Cartridges and Catalog Discount for the fiscal year 2017; and WHEREAS, Warehouse Direct Office Products with the lowest responsive, responsible
bidder for supplying office supplies and offering a 55% discount on catalog items; and Genesis Technologies, Inc., and The Tree House, Inc., were the lowest responsive, responsible bidders for toner cartridges.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the low bid from
Warehouse Direct Office Products of Des Plaines, Illinois and the low bids from Genesis Technology, Inc. of Northbrook, Illinois and The Tree House, Inc. of Norwood, Massachusetts be accepted and approved for a one year contract renewal term with option to renew for two additional years. Funding shall be paid from the office supplies account in the applicable Departments and Offices.

Summary:
At the March County Board meeting, the Board approved termination of Heartland's contract and an Emergency Procurement Agreement with Palmer Logistics to continue the import of fill for the Setters Hill Cross Country Course uninterrupted. The nature of Palmer Logistics is that of a soil broker as opposed to a Clean Construction and Demolition Company as Heartland was. While Palmer Logistics has a greater ability to direct fill to the site due to the nature of the business which will enable the potential for import to increase significantly over Heartland's 2018 import and aim to get the project to get back onto schedule, Palmer Logistics does not have heavy equipment, street sweeping equipment or gate operation staff and equipment to perform these duties that Heartland was performing. For this reason, we are requesting approval of a contract with Weaver Consultants to perform the task of Gate Operation as they are familiar with the project as the design engineer and construction services company and can efficiently mobilize to perform, this additional task.

WHEREAS, The County of Kane (the "County") along with the Forest Preserve District of
Kane County (the "District"), have a significant real estate holding bounded by Fabyan Parkway to the South, Kirk Road to the East, the Union Pacific Railroad to the North and Illinois State Route 25 to the West (the "Fabyan Property Complex") ; and
WHEREAS, with the closure of the Settlers Hill Landfill and demo of the former Kane County
Jail, the District and County have worked together to develop and adopt a Master Plan for the Fabyan Property Complex which defines the potential development, the opportunities which the District and County will pursue for the property; and
WHEREAS, the County entered into an agreement with Heartland Recycling Aurora CCDD,
LLC subsequent to Request for Proposal No. 16-017 to import material for the construction of a cross country course as part of the Master Plan but as a result of Heartland's failure to perform, the County approved Resolution 19-67 authorizing termination of their contract on March 12, 2019; and
WHEREAS, the County ratified an Emergency Procurement with Palmer Logistics to
continue the import of fill for the construction of the cross country course (Resolution No. 19-68). As Palmer Logistics is not a CCDD company however, there are tasks related to the soil import that must be performed by Others; and
WHEREAS, Weaver Consultants Group is under contract to perform Construction Phase
Services for the cross country course, is familiar with the project, and has the capability to perform the task of Gate Operator that was previously being performed by Heartland.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman is
hereby authorized to enter into a contract with Weaver Consulting Group, Chicago, IL to perform the task of Gate Operator of the construction of the Cross Country Course in the amount of Ninety-One Thousand, Seven Hundred Fifty-Nine Dollars and Zero cents ($91,759.00) on a Time and Materials basis.

WHEREAS, Kane County Development and Community Services is seeking to extend its
contract authorization limit with consultant, R2C2 LLC; and WHEREAS, R2C2 LLC will provide ongoing project management services for the Kane
County Juvenile Justice Center Farm to School Program (or “Program” hereafter), working with project partners and coordinating the deployment of program resources, including the expansion of gardening facilities, delivery of a Farm to School student curriculum, and development of local procurement strategies; and
WHEREAS, no Kane County funds will be expended in service to a renewed consulting
contract with R2C2 LLC to fulfill the role of Farm to School Program Coordinator and auxiliary functions; and
WHEREAS, Kane County Development and Community Services shall request and receive
regular disbursements of USDA Farm to School Grant funds to cover project management services and related Program expenses through June 2020; and
WHEREAS, the total contract with R2C2 for Program services paid through USDA grant
funds is not to exceed $42,400 in FY 2019 and a total of $72,150 by June 2020; and WHEREAS, the Growing for Kane Health Impact Assessment calls for incentivizing local
food production and connections to school systems with higher rates of free and reduced price meal eligibility.
NOW, THEREFORE, BE IT RESOLVED that the Chairman of the Kane County Board is authorized to execute a contract extension with R2C2 LLC, not to exceed Seventy Two Thousand One Hundred and Fifty Dollars ($72,150).

Summary:
Speer Financial, Inc. has been engaged as the County's independent financial advisor. The services of an independent financial advisor include analyzing the financial needs of Kane County, constructing bond issues, assisting in selection of an underwriter or organizing a competitive sale, dealing with the rating agencies, and advising on potentially new revenue sources and continuing compliance findings. In January, the County issued a Request for Proposals (RFP) for financial advisory services, and once again the proposal from Speer Financial, Inc. was ranked #1 in terms of qualifications, experience, references, approach to service and cost among the proposals received. Therefore, we are asking the County Board to authorize a contract with Speer Financial, Inc. that will continue through March 31, 2020, with the option to renew annually for a total of four additional years, with the final expiration date after all one-year extensions being March 31, 2023.
Speer Financial, Inc., fee for bond sales is payable from bond proceeds. Their fee is the same as it has been for many years and is based upon the par amount of bonds issued and is calculated as follows:
For bond issues under $10,000,000: $4,500 plus 0.25% of bonds issued in excess of $2,000,000 up to $10,000,000
For bond issues over $10,000,000: $25,000 plus 0.10% of bonds issued in excess of $25,000,000 with a fee cap of $50,000.00 per sale.

Library District on or before April 15, 2019. · Town and Country Public Library District shall allow Kane County to be reimbursed from

WHEREAS, Kane County Treasurer, with the consent of the Kane County Board, currently
administers a Tax Anticipation Warrant program, which is beneficial for Kane County Taxing Districts and Kane County and;
WHEREAS, It is highly desirable to streamline the approval process. Now, therefore, be it
resolved the County Treasurer is hereby authorized to enter into tax anticipation agreements on behalf of the County without additional approvals or resolutions provided the following guidelines are met:
· No tax anticipation agreement can exceed 12 months (taxing districts can reapply
annually) · Agreement amount is limited to 50% of the taxing districts prior year distribution · Funding is also limited to funds available as determined by the County Treasurer
· The taxing districts primary officer and board must both authorize the agreement
· The County Treasurer must authorize the Agreement
· Interest amount cannot be less than current county average interest earnings as
reported at the last Finance Committee meeting preceding the Agreement
· All Activity of the Tax Anticipation Warrant Program is subject to audit and review by the Internal / External auditors and the County Board
NOW, THEREFORE, BE IT RESOLVED that the County Treasurer is hereby authorized to
approve and administer a Tax Anticipation Warrant Program Passed by the Kane County Board on April 9, 2019.

WHEREAS, the County of Kane, the City of Aurora and the City of Elgin have received a
Edward Byrne Memorial Justice Assistance Grant (JAG) to be administered by the City of Aurora; and
WHEREAS, this Agreement is made under the authority of the Intergovernmental
Cooperation Act, 5 ILCS 220/1 et seq; and WHEREAS, each governing body, in performing governmental functions or in paying for the
performance of governmental functions hereunder, shall make that performance or those payments from current revenues legally available to pay that party; and
WHEREAS, each governing body finds that the performance of this Agreement is in the best
interest of all parties, that the undertaking will benefit the public, and that the division of costs fairly compensate the performing party for the services or functions under this agreement; and
WHEREAS, the City of Aurora agrees to provide the County of Kane $20,195.00 from the
JAG award under the training category for the yearly subscription for the LEXIPOL policy and training program.

Summary:
On October 9, 1991 the House of Representatives designated that each year the second full week of April would be dedicated to the men and women who serve as Public Safety Telecommunicators. Edward Market of Ohio addressed the House that day stating: "Every day, in all our communities, dedicated public safety telecommunicators answer our calls for assistance. They dispatch our calls for help to local police and fire departments, facilitating the execution of emergency rescue and law enforcement operations in all our districts. These public safety personnel serve as the vital links within our cities and towns, although rarely appreciated because they are not physically at the scene." America's public safety telecommunicators serve the public daily in countless ways without due recognition by the beneficiaries of their services. It is for that reason that this resolution is requesting the County Board to authorize and request a proclamation calling on the people of Kane County to observe the week with appropriate ceremonies and activities.

WHEREAS, the Kane County Emergency Communications Center that receive these calls
has emerged as the first point of contact for persons seeking immediate emergency assistance and is expected to multi-task under emergency conditions with compassion, accuracy, and professionalism throughout the year; and
WHEREAS, this week, celebrated annually, honors the thousands of men and women who
respond to emergency calls, dispatch emergency professionals and equipment, and render lifesaving assistance to the citizens, residents, and visitors of Kane County; and
WHEREAS, County Board Chairman, Christopher J. Lauzen is authorized and requested to
issue a proclamation calling on the people of Kane County to observe this week with appropriate ceremonies and activities.

SUPPORTING THE COUNTY'S INCLUSION OF SB1240 THE CHECKOUT BAG TAX ACT 2019
WHEREAS, SB1240, a state bill sponsored by Senator Terry Link, applies a 7 cent per
bag user fee on the sale of all plastic carryout bags in the state of Illinois, which is an avoidable fee and not an across the board tax; and
WHEREAS, the City of Chicago has an existing 7 cent fee on all carryout bags, enacted in January 2017, which serves as an example of success of such legislation, and with the City earning $500,000 a month from their share of the fee (City gets 5 cents, Retailer gets 2 cents); and
WHEREAS, the funds collected by SB 1240 will be distributed as follows: 2 cents to retailers, 2 cents to the State General Fund, and 3 cents to a Checkout Bag Tax Fund to be distributed to county government for the use of implementing Household Hazardous Waste (HHW) programs, education programs, grants to promote infrastructure for recycling and composting, and attaining goals of solid waste management plans; and
WHEREAS, based on an estimate of 50 bags used per person per year at 3 cents per bag, this revenue source would provide over $700,000 (Seven-Hundred Thousand Dollars) annually to Kane County, which would support expansion of existing HHW home collection and drop-off programs; ongoing recycling events and increased material collection, including paints, fluorescent tubes, batteries, and packaging; school education programs; grants to encourage infrastructure and market development for recycling and composting, and attainment of Solid Waste Plan Goals; and
WHEREAS, Lake County, DuPage County, Champaign County, the Solid Waste Agency of Lake County, the Solid Waste Agency of Northern Cook County, and the West Cook County Solid Waste Agency have all taken formal positions of support; and
WHEREAS, Kane County has staff dedicated to implementing waste diversion, recycling, and educational programs that benefit all residents in the county, including municipal residents, resulting in a reduction of solid waste and environmental pollution and increasing environmental education and recycling.
NOW, THEREFORE, BE IT RESOLVED, that the Kane County Board of Directors hereby issue a statement of support for SB1240 The Checkout Bag Tax Act.

WHEREAS, the Village of Pingree Grove has expressed a desire for the Office of the Kane
County Clerk to assume responsibility for the administration and issuance of raffle licenses pursuant to the Kane County Raffle Ordinance; and
WHEREAS, the Village of Pingree Grove has passed its Ordinance numbered 2019-0-04
approving an intergovernmental agreement with the County of Kane for the administration of raffle licensure pursuant to the Kane County Raffle Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman
thereof is directed to enter into, on behalf of the County of Kane, an intergovernmental agreement with the Village of Pingree Grove for administration of the Kane County Raffle Ordinance which shall also be on file with the Kane County Clerk and the Kane County Auditor upon execution.

Summary:
Pursuant to State Statute 605 ILCS 5/5-301, the County is required to consider on an annual basis a 5-Year Transportation Improvement Program. As part of the County’s long-range planning efforts, the County considers on an annual basis a listing of anticipated improvements and costs within the next 5 years. This 5-Year financial plan is referred to as Kane County’s 5-Year Transportation Improvement Program (TIP). A draft listing of projects and estimated costs for FY2019-2023 were presented to you at the January and February meetings. The list of projects primarily reflected previous direction of the County Board by utilizing the adopted FY2019 Transportation Budget and the currently approved 5-Year TIP. The final draft document is included in the agenda materials. Staff will summarize the document and present highlights of the materials. This is a working document and will likely be updated during the year to address programming changes. The TIP includes:

APPROVING ADOPTION OF THE KANE COUNTY 2040 TRANSPORTATION PLAN AND 5-YEAR TRANSPORTATION IMPROVEMENT PROGRAM (TIP)
WHEREAS, the Illinois Compiled Statutes (605 ILCS 5/5-301) requires the County of Kane
annually update its 20-year long-range transportation plan; and WHEREAS, pursuant to Kane County Resolution No. 12-101, the Kane County Board
adopted the Kane County 2040 Transportation Plan, which is a comprehensive long range transportation plan that identifies major multi-modal transportation projects that respond to existing deficiencies and projected development trends, provides guidance for transportation decisions and cooperative planning, increases system efficiency and personal mobility, and identifies resources to implement transportation projects; and
WHEREAS, proper management of the Kane County transportation system requires multi-
year planning to address the demand for new and improved transportation facilities and to properly maintain existing transportation infrastructure; and
WHEREAS, the 2040 Transportation Plan is comprised of three major elements - the 2040
Recommended Roadway Plan, the Kane County Bicycle and Pedestrian Plan, and the 2040 Transit Plan (each previously adopted by the County Board July 12, 2011); and
WHEREAS, the FY2019-2023 Transportation Improvement Program is a working document
that provides a list of the major transportation improvements anticipated within the next 5 years and also serves as the annual update of the 2040 Long Range Transportation Plan.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the County of Kane
hereby approves the FY2019-2023 Transportation Improvement Program as the update to the previously adopted Kane County 2040 Transportation Plan which is hereby adopted for FY2019 as the County of Kane’s 20 Year Long Range Highway Transportation Plan pursuant to the provisions of the Illinois Compiled Statutes (605 ILCS 5/5-301).
BE IT FURTHER RESOLVED that the Kane County Clerk shall cause the Kane County

Summary:
The County Board reduced the road impact fees by creating a percentage multiplier in the Kane County Road Improvement Impact Fee Ordinance. The original ordinance required only a portion of the calculated road impact fee to be paid, beginning with a 50% multiplier and increasing three (3) percent each year until reaching 62% on April 11, 2021. By the current amended ordinance, the multiplier is scheduled to increase to 53% on April 11, 2019. In order to continue to promote new residential and commercial development, staff recommends an additional one year delay on the scheduled increases in the Kane County Road Improvement Impact Fee Multiplier in Exhibit C of the ordinance. AMENDING ORDINANCE NO. 17-92, KANE COUNTY ROAD IMPROVEMENT IMPACT FEE ORDINANCE
WHEREAS, the Kane County Board has previously delayed scheduled road impact fee
increases to assist in improving the regional real estate market; and WHEREAS, while improving, current regional economic conditions remained sluggish in
Kane County as compared to previous development levels; and WHEREAS, to support continued economic growth and to assist with new residential and
commercial real estate development in Kane County, the County of Kane desires to freeze, for a period of one year, any scheduled increase in Kane County Road Improvement Impact Fee Multiplier as set forth in the amended Exhibit “C” to the Kane County Road Improvement Impact Fee Ordinance, (hereinafter the “Amendment”), a copy of which is on file in the office of the Kane County Clerk.

WHEREAS, in order to accomplish the Project, it is necessary to retain the services of a
professional engineering firm to provide Phase III Construction Engineering services therefor; and WHEREAS, Wight & Company, 211 North Clinton Street, Suite 3N, Chicago, IL 60661 has
experience and professional expertise in Phase III Construction Engineering and is willing to perform the required Project services for an amount not to exceed $394,834.88 as set forth in the Phase III Construction Engineering services agreement (a copy of which is on file with the County Clerk’s Office).
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the County of Kane

NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the County of Kane accept the offer of James J. APPROVING SUPPLEMENTAL FY 2019 BUDGET ADJUSTMENT AND AUTHORIZING EXECUTION OF COLLECTIVE BARGAINING AGREEMENT BUILDING MANAGEMENT
MAINTENANCE AND JANITOR BARGAINING UNIT
WHEREAS, the following collective bargaining agreement (“CBA”) expired on November 30,
2017:
- CBA between the County and Policeman’s Benevolent Labor Committee (“PBLC”),
dated December 1, 2013 through November 30, 2017; and WHEREAS, the County has been engaged in collective bargaining negotiations with the
PBLC, concerning wages, hours and other terms and conditions of employment for the bargaining
unit; and WHEREAS, the respective parties have reached an agreement concerning wages, hours
and other terms and conditions of employment to be included in a new Collective Bargaining
Agreement (“CBA”) superseding prior agreements; and
WHEREAS, the terms of the new CBA include certain wage increases for
FY 2018 and FY 2019 which were not budgeted. NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman
thereof is hereby authorized and directed to enter into, on behalf of the County of Kane, the
following superseding collective bargaining agreement, a copy of which is and shall be kept on file
with the County Board Office, the State’s Attorney’s Office, the County Clerk’s Office, the Auditor’s
Office and the Treasurer’s Office:
- CBA between the County and Policeman’s Benevolent Labor Committee (“PBLC”), dated December 1, 2017 through December 31, 2022
BE IT FURTHER RESOLVED by the Kane County Board that the Building Management
FY2019 budget be amended as follows:
