ITEM No. 1: CONFIRMATION OF THE MINUTES
Minutes of 485th meeting of Operation & Coordination Sub-Committee of WRPC held on
15TH July 2016 at Bilaspur were forwarded vide letter No. WRPC/OPN/OCC-Minutes/2016-
17/7720 dated 22.07.2016.
GM, Adani Power Ltd. commented on last paragraph of item no 9.8 of 485th OCC minutes
regarding Commissioning of 2nd transformers at 765/400 kV Tiroda and Akola:
QUOTE:
“GM, WRLDC informed that both these substations were N-1 non-compliant and concern
were being raised. Now MERC order amending the Licensee has been received.
M/S MEGPTCL / MSETCL to indicate further implementation plan.
APML representative informed that MERC order was issued on 30.6.16 and APML would
submit DPR shortly to MERC for approval. Commissioning of ICTs would take 11 months
after MERC approval”.

No commissioning date was communicated by APML representative during meeting &
hence requested for deletion for last sentence.

ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF JULY 2016.
2.1 Frequency Particulars
The average frequency during the month of July, 2016 was 50.01 Hz. The maximum
instantaneous frequency was 50.35 Hz at 07:59:40 hrs on 02nd July 16 while minimum
instantaneous frequency was 49.69 Hz at 21:42:10 hrs on 07th July 16. The frequency
profile during June, 2016 was as under:

2.2 INTER-REGIONAL EXCHANGES
There was a net inter-regional export of 5407.00 MUs by WR against net export schedule of
5320.00 MUs.

Voltage profile at some of 765/400 kV sub-stations during the month of July 2016
furnished by WRLDC is enclosed at Annex-2.3.

2.4 U/F Relay Operations
As per WRLDC records during July 2016 the system frequency didn’t touch 49.2 Hz and no
UFR operation has been reported by WRLDC. However GETCO has reported, AUFLS on
five occasions in July 2016. GETCO may look into relay settings & recalibrate to avoid
unintentional operation of UFR.

2.5 Power Cuts / Load Restrictions
Details of Power Cuts and Regulatory measures during July 2016 as furnished by the state
utilities are given in Annex. 2.5.

ITEM NO.3: OPERATIONAL PLANNING
3.1Proposed Planned maintenance programme of generating units.
The maintenance programme of generating units for the months August 2016 & September2016 is given in Annex 3.1.
The Sub-Committee may discuss and finalize the outage schedule of generatingunits for the above period.
3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS
Maintenance programme for transmission lines during the months August 2016 & September2016 is given in Annex 3.2.
The Sub-Committee may discuss and finalize the maintenance programmeproposed above.
3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – AUGUST 2016& SEPTEMBER – 2016
Details of anticipated restricted & un-restricted demands for the months of August 2016 &
September 2016 are given in Annex 3.3.
Constituents may furnish the anticipated station wise Availability & Energy for the months of
August 2016 & September 2016.

ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS
ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN
All the constituents are requested to submit the CMP report for the First quarter (April 2016
to June 2016) for the year 2016-17.

ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR
Status of physical & cyber security in Power Sector for the the First quarter (April 2016 to
June 2016) for the year 2016-17 have not been received from some of the constituents.
The Sub-Committee may like to note and furnish details in respect of above.
ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEMDuring 29th WRPC meeting it was decided that the status of progress of SLDC’s & Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly OCCmeeting.The matter was discussed during 31st TCC/WRPC meeting and WRTS-II, PGCIL hasbeen assigned the role to coordinate & sort-out the issues at the earliest for timelineimplementation of project with states & LD&C division of PGCIL. WRPC suggested to calla meeting to expedite the same.Accordingly a meeting on SCADA/EMS was held on 27th April, 2016 with M/s Alstom at
Bhopal. The most of the issues have been resolved by M/s Alstom. Other small punch

points will be resolved by resident engineer of M/s Alstom by the end of September 2016.
Representative from M/s Alstom informed regarding resolution & escalation of project
three level of engineers will be deployed viz at site level, at regional level & at all India
level. Issues will be monitored at centralized level & resolving of the issues will be solved
by appropriate level of expertise.
Representatives from Gujarat, MP & Chhattisgarh have agreed to the above
arrangements of punch points resolving & man power deployments by M/s Alstom .
PGCIL confirmed the same for Goa, DD & DNH. The defect liability period will be started
from 1st June 2016 for one year & thereafter AMC will be continued for next five year as
per contracted terms & conditions.
Representative from SLDC Chhattisgarh stated that the progress of up gradation of
SCADA system has almost stalled in main as well as in back up SLDC despite it being the
first in adopting ALSTOM system.
Major Issues at Backup LDC are:
1. Commissioning of DG set which is lying idle since last 1 yr.
2. SAT of SCADA not complete. EDNA not yet installed.
3. EMS - not yet started.
4. Man power deployed is totally new & incapable of doing SCADA work.
Main SLDC
5. EMS commissioning abnormally delayed despite retrieval of OPGW breakage.
6. Some of punch points still remains unresolved.
He further informed that SLDC Chhattisgarh will take over the system only after resolving
the above issues by ALSTOM.
AGM, PGCIL Raipur assured to expedite the punch points of SLDC Chhattisgarh.
AGM, WRLDC informed that integration of communication link of DD & DNH from S/s to
SLDC is not reliable as on date.
Representative from PGCIL, Vadodara informed that scope of work regarding DD & DNH
under M/s Alstom has already completed but communication link between Sub-station to
SLDC are not ready.
Member Secretary, WRPC suggested to convey a meeting between DD, DNH, Goa,
WRLDC, WRPC by PGCIL Vadodara to resolve the issues.
CEE, Goa Electricity Department vide letter dated 01.07.2016 requested for integration of
telemetry points up to 33 kV level of Goa system in M/s Alstom software.

GM, WRTS-I, PGCIL, Nagpur informed that the M/s Alstom have already completed the
scope of their work under the current contract and TOC was also given to them for both
Main and Back-up SLDC’s. The contract is now almost closed with a few formalities left.
Integration of any 33 KV station was not in the scope of present contract and inclusion of
the same at this stage is not possible.
Member Secretary suggested Goa to take the above work as separate project & submit
the proposal to PGCIL for further consideration.
A meeting was conveyed at Silvassa on 05.08.2016 by PGCIL, Vadodara to sort out the
issue of data transfer from substation to SLDC of DNH, DD & Goa.
The Sub-committee may like to discuss the same.
ITEM NO. 8.4: RATIFICATION OF PROJECTED DEMAND AND GENERATION ATRPC FORUM FOR Q3- OCT16-DEC16.
Chief Manager, WRLDC submitted the data received from NLDC for Quarter 3-October –
16 to December-16 for ratification of Demand & generation data for POC computation.
The same is enclosed at Annexure 8.4 for ratification.
The Sub-committee may like to discuss the same.
ITEM NO. 9: WRLDC ITEMS9.1Telemetry Issues
It is being observed that instances of loss of crucial real time data are increasing and
there is lack of matching response in restoring the same. Ideally there has to be
protection path from each nodes to ensure n-1 redundancy for telemetry aslo. The
locations having major issues are as under:
a) Highly intermittent data from Kolhapur GIS
400kV Kolhapur GIS-Kudgi-D/C data is also being used to calculate the drawl of Maharashtra.
Data from Kolhapur goes to Mapusa on OPGW. From Mapusa to Nagpur it goes on Reliance.
From Nagpur to WRLDC it comes on PowerTel. During last meeting POWERGRID representative
informed that alternate path would be explored through Narendra-Kudgi –Mapusa-Nagpur by

July’16 end. However another alternate arrangement from Kolhapur(PG)-Kolhapur(MS) can also
be explored for which MSETCL agreed.
POWERGRID may apprise present status.
b) Gateway problems at Sholapur
Both gateways hanged on 16.04.16, which resulted incorrect computation of drawal of
Maharashtra. POWERGRID WRTS1 during last meeting informed that these gateways
have been procured. There is some License issue before making it online and same will
be done by July 16 end. PGCIL informed in last meeting that the issue of licence from
Sweden was sorted out and telemetry would be available by July’16 end. Issue is not yet
resolved. WRLDC issued letter to Solapur and WR1 RHQ on 1st August 2016.
POWERGRID may intimate the statusc) Intermittent data from Dharamjaygarh
Real time data from Dharamjaygarh is received through GPRS and POWERGRID
Intranet which is highly intermittent. During last OCC POWERGRID representative
informed that Fibre Connectivity is in advance stage of completion and data through fibre
will be available by July16 end. Fibre connectivity has reached upto Champa only.POWERGRID may apprise the status.d) Wrong up-dation of SCADA data from NTPC Korba stationSince last two- three months the situation has not improved/sorted out and there is issues
between NTPC and POWERGRID about the scope.

NTPC informed in 485th OCC meeting that transducer was damaged at Korba during the
tripping on 30th Mar’16. The work is under the scope of PGCIL. PGCIL informed it would
be taken up with contractor -M/s Honeywell. Issue is still pending.

e) Non-availability of telemetry for elements from MSETCL stations
Telemetry from following elements from MSETCL end is not available at WRLDC: During
last OCC it was informed by Maharashtra representative that majority of data will be
available by June end and balance by july end.

On 10 May 2016 at 01:09 Hrs, due to lightning and rain the Neutral displacement relay of
400/220 kV ICT 1 & 2 of Lonikhand2 Sub-station along with 400/220 kV ICT 1 at Lonikhand
sub-station has tripped. WRLDC remained ignorant of tripping of Lonikhand ICT because the
telemetry from Lonikhand2 is not available. SLDC Kalwa also failed to report the event to
WRLDC. SLDC Kalwa to examine the case and ensure prompt sharing of information for
reliable operation. MSLDC informed during last OCC that OPGW work is under progress in
Lonikhand-I-Lonikhand-II line. For other stations, contract has been given to M/s TTLS through
VSATs.
SLDC Kalwa, MSETCL may like to apprise the progress.9.3 Over Voltage issues in South Western Maharashtra
Consequent to the start of monsoon, Maharashtra demand has reduced. The demand
during night hours is around 12000-13000 MW. Further there is high wind generation
in Karad, Kolhapur areas. Even after taking all actions mentioned below-High Voltages
(more than 430kV most of the time) are being faced in 400 kV Solapur,

Kolhapur,Parli, Pune GIS, Lamboti, Girwali, Mapusa and 765/400 kV Solapur PG
voltage is 810kV and above in night hours. Lines have tripped on O/V.

In real-time it was reported that LR of 765 kV Pune GIS - Solapur-S/C cannot be
used as BR due to awaited clearance from OS. However, on intervention by
WRLDC, the issue got resolved and since 30th June these rectors are now being
taken as Bus reactor.
Present status of following actions for Voltage Regulation to be taken:Shunt reactorcommissioning by MSETCL: The 125 MVAr Bus reactors at 400 kV Akola, Kolhapur,
Solapur and Nanded were reportedly expected to be commissioned in Dec 2016 by
MSETCLMSETCL may apprise the progress
a. Capacitor switching off in LT system to be monitored in Maharashtra
b. Utilization of LR of 765 kV Wardha-Aurangabad ckts at Aurangabad end as Bus
Reactors through NGR bypass arrangement. PGCIL informed in last OCC that there
is space constraint at Aurangabad to make the line reactors switchable. However,
Engineers are working for exploring NGR by pass scheme to utilize the line reactor as
bus reactor whenever line is kept out of service.

c. Commissioning of NGR bypass scheme in Reactors at 765 kV Aurangabad –Solapur
D/C at Aurangabad and Solapur end. 765 kV Aurangabad- Solapur line--OCC
approved outages for A'bad-Sholapur D/C one by one are planned from 08.08.2016 to
10.08.2016 . As informed from WR1, jumpering work to convert LR as BR at Sholapur
and Aurangabad ends will also be done in same.
d. Commissioning of STATCOM at Aurangabad, Gwalior, Sholapur and Satna--Award
placed in June'15.

9.4 Over Voltage issues in other parts of WR Grid
Status of the prolonged outage of following reactors to be reviewed:
a. The 50 MVAR Line Reactors of 400 kV Sujalpur-Bina ckt-1 and ckt-2 at Sujalpur endare out of service since 04.03.2016 for conversion from non-switchable to switchable
reactor. WR-II,PGCIL informed that the conversion would take one year. Meantime the
line reactors were taken into service as the work is not yet started.
POWERGRID WRTS2 to indicate the progress.
b. The Bus Reactor at 400 kV MB Power is out of service since 25.05.2016 reportedlydue to failure of LA. MB Power informed that it would be available by 25.7.16. But till
date it is not available

c. 125 MVAR Bus Reactors at Nagda and Indirasagar were expected to becommissioned in July 2016 by MPPTCL / NHDC respectively. MPPTCL informed in
last OCC meeting that 125MVAR bus reactor at Nagda would be installed by Aug’16
and 50MVAR reactor would be shifted from Nagda to ISP.
MPPTCL/NHDC to indicate the present status.
During last OCC meeting, WRLDC informed even after taking all measures for
controlling high voltage , many stations in southern Maharashtra viz., 400 kVSolapur, 400 kV Kolhapur, 400 kV Parli, 400 kV Pune GIS, 400 kV Lamboti, 400 kV
Parli(MS) and 400 kV Mapusa recorded very high voltage during June. Same
condition is also prevailed in July’16. The following measures have to be taken
by all on priority:-1. Expedition of commissioning of Bus reactors at Kolhapur,Nanded ,Sholapur
and Akola. – Action by MSLDC
2. Since there is MVAR injection from 220kV side , ICT tap changing may be
explored at Chandrapur, Kolhapur (3x315 MVA, Karad (3x315 MVA,Nanded

3. All generators at the state control area may be instructed to absorb
MVAR to contain high voltage.
It was observed that the Regional entity IPPs viz., DB Power,Essar Mahan,GMR
EMCO,Jhabua Power,JP Nigrie ,MB Power and NTPC mouda units were injecting MVAR
during high voltage period in July’16 . WRLDC has already issued letters to them for
necessary action. Following State Generators are injecting MVAR into the grid.

MSPGCL generators are envisaged.

9.6 Implementation of Web-based Scheduling software
The Web-based Energy Scheduling (WBES) software was launched w.e.f. 00:00 hrs
of 01.07.2016. All Users have been given a unique User Name and Password for
coordinating the scheduling. The old software has now been discontinued w.e.f. from
01.08.2016. The experience in the first few days have been highly encouraging barring
few issues. The present status are as under:

Further, all users requested to use the Google Chrome browser v40 or higher to
access the WBES software. Users are requested to highlight any issues being faced in
WBES software, all efforts will be taken to address the issues.

During last OCC, it was agreed that each SLDC will also monitor FRC of 500 MW and
higher units in their intra OCC and share the details in the regional OCC. Gujarat
and Madhya Pradesh have computed their state Generator Frequency response and
shared the data with WRLDC for the event 25th June,2016.a. Mahrashtra SLDC-- Details awaited. Maharashtra to share the action plan. There were
more than 10 units of 500 MW and above.
b. Chattisgarh SLDC – details awaited.
On any event of generation and load loss of more than 1000 MW, WRLDC informed
all regional entity Generators to submit the archived time series data (at least 1
second interval at least) of Grid Frequency vs MW pertaining to their generating units
(that were ON BAR) in excel sheet. Following generating stations have submitted data
to WRLDC.a. Sasanb. JPL-Ic. JPL-IId. KSKe. Moudaf. EMCOg. Jhabuah. DB power

OCC may deliberate on the following issues:i) Regarding submission data to WRLDC
ii) To appraise the actions being taken to tune their governor in compliance with provisions of
IEGC.
Iii) SLDCs to intimate the response of major generating units within their jurisdiction.
9.8 Commissioning of 2nd transformers at 765/400 kV Tiroda and Akola
Both Tiroda and Akola substations were N-1 non-compliant and concern were being
raised. Now MERC order amending the Licensee has been received. APML informed
in last meeting that MERC order was issued on 30.6.16 and APML would submit DPR
shortly to MERC for approval .
APML may apprise the status to committee.
9.9 Mock Black Start Exercise in Western Region
As mandated by IEGC 5.8 (b), the Black start capable units need to conduct mock black start
exercises once in every 6 months. Western Region has 29 generating stations with blackstart capability. Though six months of 2016 have already been passed, mockdrill was
conducted in only one station at Gandhinagar, Madhyapradesh. The joint mock black start
exercise for Kawas and Jhanor generating stations was postponed from June to August,2016.
The details of procedure was finalised in consultation with all stakeholders.
Committee may finalise the date to conduct the mockdrill in the month of August and complete
the Joint mock exercise.
All constituents/regional entities are requested to plan the Mock exercise of their blackstart units and submit their plan for compliance of IEGC regulation 5.8(b).

9.10 AUTOMATIC DEMAND MANAGEMENT SCHEME(ADMS) AS PER IEGC5.4.2(D)
Hon’ble CERC has issued the order on dt.31.12.2015 in the matter of Non-compliance ofRegulation 5.4.2 (d) of the Central Electricity Regulatory Commission (Indian Electricity
Grid Code) Regulations, 2010 . which provides for implementation of demand
management schemes by State Load Despatch Centre through their respective State
Electricity Boards/Distribution Licensees.
Considering the request of the respondents to grant more time to implement ADMS,
Commission has granted the time till 30.6.2016 to implement ADMS, failing whichdefaulters shall be liable for action under Section 142 of the Act for noncompliance of theRegulation 5.4.2 (d) of the Grid Code and order of the Commission. RLDCs are directed
to submit the report in this regard by 31.8.2016.As per the WRLDC record, in Western Region, Gujarat have completed the
implementation of ADMS successfully . In Madhyapradesh , it was completed in 173 nos.
substations and was under progress in 125 nos. sub stations as on Feb,2016.
Maharashtra have tested one pilot project but no information received regarding total
implementation of ADMS. As per the progress received from Chhattisgarh, target for
completion was Dec 2015. But completion status is not yet received. So far no status of
ADMS implementation in the state GOA, UT of DD and UT DNH received at WRLDC.

Jaypee Nigrie(JNSTPS), Madhya Pradesh. The 487th OCC meeting would be hosted by
Adani Power Ltd. at Ahmedabad. The tentative date for the meeting is 16th September
2016. Adani Power Ltd. may confirm the same.
