Ahmed Yahya Ali welcomed the group, and noted that there was no quorum for the meeting. To be respectful of the time of the members who attended, he would continue with the agenda and defer some of the decision items to the March meeting.

It was noted that Central Council did not meet since the Sub-council’s last meeting on November 20, 2014.
a. Immigrant Community Capacity Engagement (ICCE) Project update -Taghrid Hussain
Taghrid Hussain noted that the report for the second phase is ready and will be shared with the group. The process of hiring Arabic and Somali outreach workers for the third and final phase of the project is currently underway.
Presentations that have been delivered through phase one and two of the ICCE project are being translated into Karen, Vietnamese, Spanish and Nepali.
b. Situational scenarios on challenges facing immigrants of all ages- Trish Taft/Neena Sharma-Kendrick

Huda Hussein reported that the work group met and changed the direction given their current membership. The group is exploring ways of delivering workshops on issues related to Children’s Aid Society and Women’s Community House to new immigrants. Farnak Aeeni will update the Sub-council moving forward.
5. Partnering with the Experiential Learning Centre at Western Simon
Simon Pont reported that he met with five students and they are exploring the project that the Neighbourhood Watch (NW) has put forward. The students are enthusiastic about creating a social media presence for NW and ways of broaden its reach so that newcomers may find about NW. Simon will present the work done by the students under his supervision in March.

Huda Hussein noted that registration for the January 26, Day of Learning will be shared with the community later today and encouraged members to register as space is limited.

Huda Hussein chaired the meeting as the chair and vice chair could not attend. She welcomed the group and noted that four permanent members are unable to attend. She informed the group that the Governance Work Group would be bringing their recommendation to Central Council with regard to amending the Terms of Reference to address the issue of quorum. She also noted that information in this regard will be shared with the group at the June meeting.

4. Updates from the Work Groups
a. Central Council update – Huda Hussein
Since the last Sub-council meeting, Central Council met on February 24 and March 30, these are the updates:
A new co-chair, Dev Sainani, was appointed following the departure of Janet Tufts from United Way;
The new housing video was shown and there were updates from the Pathways to Prosperity website. LMLIP’s Day of Learning was also discussed. Feedback was positive and generated ideas for future days of

learning;
Funding was obtained for shooting ‘We are London’. The first show aired on April 6;
Requests were received from two Sub-councils for certificates of appreciation and completion. Appreciation certificates will be given to volunteers who have gone above and beyond, while completion certificates will be given for workshops such as diversity. Central Council agreed on issuing the certificates but process has to be decided;
Rita van Meyel from the RBC Centre for at Risk Children and Families, a 10-year project focusing on better mental health outcomes for the immigrant and refugee population in London, made a presentation to Central Council and
Three LMLIP members – Mohamed Al Adeimi, Victoria Esses and Huda Hussein were invited from London to speak at the House of Commons on how settlement services contribute to economic prosperity.
b. Immigrant Community Capacity Engagement (ICCE) Project update -
Taghrid Hussain
Two staff members were hired to engage with the Arab and Somalian communities respectively. Partnering with CCLC, the Intercommunity Health Centre and the South London Neighbourhood Resource Centre, the Arab community has now scheduled two focus groups and two workshops for the year.
One focus group has been held for the Somali community. However, the community worker has personal issues and cannot continue. The job may be re-posted to hire a replacement She observed that it is very difficult to engage with the Somali community and get them to attend workshops since they have trust issues. After some discussion: the group offered the following recommendations: 1. The JPS needs to brainstorm on how to engage this community. 2. Engage Somali youth at libraries who would then take the message home to their parents.
c. Newcomer Outreach Materials - Huda Hussein
The objective of this project is to create lesson plans to be delivered to adult language learners at the Language Instruction for Newcomers to Canada (LINC) centres. The Justice and Protection Services Sub-council (JPS) has the content (provided by Children Aid’s Society and the Women’s Community House) and two volunteers from the Education Sub-Council will draft the lesson plan. The draft will be shared with the Work Group when it is ready.
5. Partnering with the Experiential Learning Centre at Western - Simon Pont
Neighbourhood Watch (NW) partnered with five students in different years of study at Western University as part of its Community Engaged Learning (CEL) project;
The aim of the project was to help NW with its social media presence in order to appeal to a wider audience including young and older immigrants;
Faranak, Ema, Najwa and Phil to meet & discuss content of lesson plans

The students devised a user guide for Facebook and Twitter. They also redesigned NW’s Facebook page. The project helped increase audiences on both social media platforms;
The students suggested potential volunteer translators at Western who can assist in translating NW’s literature and
NW plans to build on the success of this project, looking at ways of developing new areas such as advisory groups. Huda Hussein suggested including NW in the Family Settlement Collaborative (FSC). The FSC connects the LINC centres in London to various agencies which present information sessions for newcomers. Simon responded that he would like to participate in the FSC.
6. Strategic Planning – 2015-2016 – Discussion and prioritization
The following ideas were explored for 2014-2015:
Connecting with the Family Court for youth and setting up a quarterly visit to the Court House and explore opportunities of supporting immigrant youth who are involved in the justice system;
Checking with the Settlement Sector about the welcome package provided to newcomers to include information on the justice system St. Leonard will explore providing information on their services in one of the Family Centres where they see a need and
Continue the partnership with the ICCE project to further engage communities. To promote the workshops, conducted by the John Howard Society, information will be posted on the LMLIP and their own website.

Ahmed Yahya Ali welcomed members to the last meeting before the summer break. He mentioned that Trish Taft and Dave Flemington have left the Sub-council and thanked them for their contributions. Huda Hussein informed the group that the Terms of Reference have been amended to address the issue of quorum.

4. Central Council update
The Central Council met on April 27 and May 25 and these are the updates:
The main topic of discussion currently is the development of the 2016-2019 Strategic Plan. The Governance Task Group, which is leading the effort, will use the Theory of Change (ToC) model to develop the strategy. ToC is a methodology that defines long-term goals and then maps backward to identify actions that need to be taken to achieve those goals. The Sub-councils and community will be consulted while formulating the strategy.
Pathways to Prosperity is holding its annual conference from November 30 - December 1 in Toronto
The tenth episode of ‘We are London’ was recorded. Two more episodes will

be shot in the Fall.
The launch party for ‘I am London’ on June 4 was attended by the Mayor, Deputy Mayor and a City Councillor.
5. Updates from the Workgroups
a. Immigrant Community Capacity Engagement (ICCE) Project update -Taghrid Hussein
Taghrid could not attend the meeting, so she will provide an update at the next meeting. Huda mentioned that one of the project’s coordinators would make a presentation at the September Sub-council meeting.
b. Newcomer Outreach Materials - Faranak Aeeni
The work group met on May 12 and discussed content obtained from Children’s Aid Society and Women’s Community House. The material is being developed for adult language learners in collaboration with two representatives from the Education Sub-Council. The group will meet again in July and project staff will attend this meeting to provide support.
Sheila Carson, Coordinator of Thames Valley ESL classes will review the material when drafted. The goal is to have it ready by March 31.
6. Strategic Planning – 2015-2016 – Discussion on implementing ideas
It was suggested that the Sub-council connect with the Family Court for youth and set up a quarterly visit to the Court House and explore opportunities of supporting immigrant youth who are involved in the justice system.
A one-page handout describing the services offered by agencies connected to the justice system, will be collated by project staff and submitted to the settlement sector for inclusion in their newcomer welcome package. The handout aims to further raise awareness of the justice system among newcomers.
Continue the partnership with the ICCE project to further engage communities. To promote the workshops, conducted by the John Howard Society, information will be posted on the LMLIP and their own website.
7. Information Sharing
Simon Pont informed the group that Neighbourhood Watch (NW) is applying for funding under the ‘New Horizons for Seniors’ which aims to address the social isolation of seniors. NW will collaborate with the Victorian Order of Nurses (VON) and Meals on Wheels to identify isolated seniors and find ways to engage them. Isolation is caused by a variety of factors including social and language barriers and the program aims to address this. He mentioned that the initiative is relevant to the LIP because some isolated seniors are from the immigrant community. The deadline for the funding application is July 10. NW’s summer campaign ‘Talk to your Neighbour’ #TTYN launches on June 20 at the East London Library. The campaign aims to get neighbours back to the basics by connecting with each other.

The Central Council met on June 23 and these are the updates:
Presentation on the Access to Health Interpretation Position Paper on the value of professional interpretation in the health sector was delivered by members of the group from the LMLP Health & Wellbeing Sub-council. Council endorsed the paper and encouraged group to share it
The Governance Task Group has provided update on their work regarding 2016-2019 Strategic Planning; documents and existing resources will be reviewed to assist in drafting the Plan; Sub-councils will be engaged in the process
5. 2016-2019 Strategic Planning – Discussion – Ahmed Yahya Ali
Yahya noted that gathering input/information for the 2016-2019 Strategic Plan is under way. He also noted that on October 21, 2015 (12:30-4:30 pm) LMLIP is holding a consultation session with members and the community to obtain input for the new plan. The group then discussed the question on the needs of immigrants in the next few years. The following ideas were put forward:

Educate the host community and change the perception of the community
on refugees and immigrants; Raise awareness on the justice system among newcomers/immigrants; Work closely with the settlement sector to provide information on the justice
system to their clients; Communication Look at apolitical, neutral way of dealing with human issues; Build relationship with ethno-cultural and religious groups to support them in
their efforts of supporting newcomers/immigrants; Educate the community on immigration which include policies and any
changes; Youth/jobs; Employment – is a big issue in the settlement process and the feeling of a
sense of belonging; Mental health; Accreditation; Keep best practices such as the Immigrant Community Capacity
Engagement to educate ethno-cultural communities on the justice system Coordinate services among all sectors with the clients’ needs at the centre.
6. Updates from the Workgroups
a. Immigrant Community Capacity Engagement (ICCE) Project update -Taghrid
Taghrid reported that the Arabic community has exceeded their targets with 26 workshops and 13 more scheduled; the Somali community have delivered 4 workshops and 8 more to be scheduled. In total 237 hours of volunteer hours by individuals from the Arabic and Somali Community were contributed. Taghrid noted that John Howard Society has submitted an application to obtain funding to continue the work of the ICCE with 6 more ethnic communities. A forum for service providers on the Arabic and Somali communities is scheduled for October 27, 2015 (pm) more information will be shared later.
b. Newcomer Outreach Materials - Faranak Aeeni
Faranak reported that the group did not meet. Huda Hussein noted that a group from the Education Sub-council is exploring the drafting of lesson plans.
7. Strategic Planning – 2015-2016 – Yahya
ICCE Project: Work with the Arabic and Somali Community will continue until March 2016;

Group went through ideas from October 21 and made notes and suggestions:
Understanding needs and stages of immigration, can go under all Sub- councils
Newcomers need to be aware of their surroundings, and when to ask for help with police, fire and children’s services.
We need to understand that raising a family for newcomers looks different than a family settled here.
Need to use the word ‘enhance’ not ‘lack’.
Access to services; need to have more communication about this
Services need to provide adequate information to immigrants
