Missouri Housing Development Commission is dedicated to

strengthening communities and the lives of Missourians through the

financing, development and preservation of affordable housing.

WHO WE ARE• MHDC is committed to strengthening communities

through the financing, development and preservation of affordable housing.

• The commission administers the federal and Missouri Low Income Housing Tax Credit (LIHTC) programs, federal HOME funds, the U.S. Department of Housing and Urban Development (HUD) Project Based Section 8 rental assistance contracts, the direct MHDC funding of several housing assistance programs, and the Affordable Housing Assistance Program Tax Credit to help prevent and end homelessness.

Definition

•Physical, mental, or emotional impairment, which is expected to be of long-continued and indefinite duration; substantially impedes his or her ability to live independently

Missouri Housing Trust Fund:General Information•The Trust Fund was created by the state

legislature in 1994 to help meet the housing needs of very low-income families and individuals (RSMo 215.034).

•Housing Trust Fund monies are used to provide housing and housing services to persons with income at or below 50% of the area median income.

•50% of the funds must be used for persons at or below 25% of the area median income.

Missouri Housing Trust Fund:General Information• The trust fund is funded by the set-aside of $3

from the recording fees on all real estate documents filed in the state of Missouri.

• Annual funding has ranged between $3 million and $6 million during the past few years.

• The Notice of Funding Availability (NOFA) is typically released in June and is posted on the MHDC website at www.mhdc.com/housing_trust_fund/documents/FY2010/application_guidance.htm

• 30% of Trust Fund monies are allocated for non-profit agencies.

Emergency Solutions Grant Program

•Established in 1986 •Since 1997, DSS has awarded approximately $1.5 million in grants per year to eligible cities and counties

Emergency Solutions Grant Program

• On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009, which included $1.5 billion the Homelessness Prevention and Rapid Re-Housing Program (HPRP), which was distributed based on the formula used for the Emergency Shelter Grants (ESG) program

• Congress passed the HEARTH Act of 2009 transforming the old Emergency Shelter Grant into the new Emergency Solutions Grant

Emergency Solutions Grant Program

• DSS submitted a Substantial Amendment to Missouri’s Consolidated Plan on May 15, 2012

•DSS is partnering with MHDC on the day-to-day administration of the program with DSS retaining overall accountability and oversight of ESG

•HUD approved the substantial amendment and awarded Missouri’s second 2011 allocation on September 7, 2012, with the notice of 2012 award received shortly thereafter

number, characteristics, and geographic distribution of homeless people within the state

•To describe sheltered and unsheltered populations as well as homeless subpopulations

•To inform the public of homeless issues and aid planning in response to local needs as well as federal and state funding initiatives
