Factors that drove • EPA has told us that EPA is ‘limited’ to signing 2-3 RODs/yr;
Only one ROD signed FY 19.
• ECC and Army had required 17 RODs by June of 2020 when ECC contract ends:
• Contract Officer determined there is not enough time to conduct the 3 of the 4 remediation tasks.
• Cannot have two contracts doing the same thing. A line must be drawn.
Ted Gabel
ECC Contract ModificationECC responsible only for:• Final Record of Decision for 600 Hill Record of Decision (COMPLETED although must be PN)
• Proposed Plans to be Public Noticed:
• Mortar and Skeet Proposed Plan

Update on PFAS Investigations
RAB MeetingDecember 12, 2019
Ted Gabel
Per-and Polyfluoroalkyl Substances
• Man-made compounds which include PFOS and PFOA
• Very persistent and found world-wide in the environment, people, and wildlife
• Used since the 1940s in many products including consumer products
• Used since the 1970s by DoD in fire-fighting foam
• EPA lifetime health advisory level (LHAL) in drinking water is 70 ppt for PFOA and PFOS (One ppt is equivalent to one grain of sand in an Olympic-size swimming pool)
• NJDEP groundwater remediation standards for PFOA and PFOS not yet promulgated
PFAS Facts
Ted Gabel
PFOS/PFOA in Picatinny Drinking Water
• February/March 2018 – Samples from Picatinny drinking water wells have PFOS/PFOA above EPA LHAL.
• Alternate water temporarily provided to Picatinny until granulated activated carbon (GAC) system (temporary then permanent) installed on water system.
• Since temporary GAC installed quarterly sampling of drinking water indicates the following:o Untreated drinking water continues to have
concentrations above EPA LHAL.o Treated drinking water, provided to consumers, has
levels below any level of concern.
Ted Gabel
Temporary GAC System installed by American Water
• System comprised of two 20‘ high x 10’ wide vessels in series filled with a coconut shell based carbon media.
• Water in contact a minimum of 20 minutes per NJDEP regulations. GAC absorbs PFAS.
• Performance testing and sampling conducted quarterly.
• These units will be operated until permanent system installed.
Temporary Treatment System
Ted Gabel
Permanent Treatment System• Construction permit
submitted to NJDEP on December 28, 2018 and approved April 18, 2019.
• Pad for permanent carbon treatment facility completed.
• Perform Remedial Action-Operation at 14 sites and Long-term Management at 70 sites. Sites are consolidated into 7 Remedial Action Operation Groups/Sites and 12 Long-term Management Groups/Sites.
• Remedial Action-Operation Groups/Sites:o Group 1, Group 3, RI Concept Site 78, Area B, Area D, Area E, and Mid-
Valley
• Long-term Management Groups/Sites: o Lower Burning Ground, Group of 13, Post Farm Landfill, Pyro Range &
Landfill, Landfill & Dredge Pile, Defense Reutilization and Marketing Office, Waste Burial Ara, Waste Dumps & Labs, Green Pond and Bear Swamp Brooks, Area C, 25 Site Group, and 21 Site Group
• Selected remedy: Expedited Bioremediation of chlorinated volatile organic compounds
• 2017 molasses injection to address persistent vinyl chloride
•2019 Sampling: o Only vinyl chloride above site cleanup
level in groundwater of two periphery wells (MW-18 and IW-03B) and one well downgradient of injection line 3 (MW-06B)
o No contaminants of concern above site cleanup levels in surface water

Picatinny Restoration Advisory Board Meeting
Status Update: Area B
• Basic trend analysis for well 20/24-MW-06B does not provide a good answer as to time remaining to meet the VC SCL since the concentrations at the site were previously below SCLs (2012-2015)
• However, using a pore flushing model based on parameters presented in the 2008 RD and the maximum VC concentration detected in 2019, the estimated time to reach the SCL is approximately 4 years

Wetland Mitigation
Lower Burning Ground (PICA-002)• LTM: Groundwater and surface
water monitoring, LUC inspections, wetland enhancement monitoring (qualitative and quantitative assessments)
• 2 mitigation sites within the vicinity of PICA-002 to offset impacts to wetlands and floodplain area
• Existing wetland areas enhanced through:
o Control of invasive plant specieso Planting of natural vegetationo Creation of micro-depressions to
create habitat diversity
UNCLASSIFIED7 of 21
Picatinny Restoration Advisory Board Meeting
Wetland Mitigation
• Monitoring completed for a period of 5 years
• Qualitative o Early summero Identified areas invasive species
establishmento Subsequent herbicide application
conducted
• Quantitativeo Late summer/early fallo Established permanent sample plot
locations (Oct. 2015)o Collected data regarding species
composition, percent cover, stressed vegetations, herbivory, wildlife etc.

Wetland Mitigation• Herbicide applications over the last 5-years have positively affected the
establishment of the planted stock and regeneration of native species • Hydrology indicative of established wetland conditions:
o Drainage patterns, oxidized rhyzospheres, inundation, and saturated soils
• Increase in the woody stem plant densities within the forested and shrub wetland areas for both Wetland Mitigation Sites #1 and #2
o As woody plants continue to grow, they will likely further shade out the shade-intolerant invasive species
• The persistence of invasive species is attributable to neighboring wetland areas that are dominated by invasives that serve to recolonize the mitigation areas

• Purpose: To evaluate the implementation and performance of the remedy in order to determine if the remedy is or will be protective of human health and the environment.
• Recommendations for optimization from the 2016 Fifth Five-Year Review for RAO-LTM sites incorporated into new scope of work for EA o Evaluation of Area D (PICA-076) Permeable Reactive Barrier (PRB) performance
o Evaluation of chlorinated volatile organic compound (CVOC) concentrations upgradient of the Area D PRB
• Area D Study Goals
o Answer the question: Will the PRB work in the near future?
o Should the Army do something to reduce the timeframe of MNA cleanup?
2016 5-Year Review Recommendations
UNCLASSIFIED12 of 21
Picatinny Restoration Advisory Board Meeting
Area D PRB & Upgradient CVOC Evaluation• Contamination Source: Building 24 - plating
facility that operated from 1960 to 1981
• Selected remedy: Permeable Reactive Barrier to intercept groundwater flow and monitored natural attenuation
• Remedial Strategy Data Gaps:
o Concentrations in deep unconfined wells downgradient of the former source not delineated
o Additional investigation of potential residual source needed to address elevated CVOCs and reduce overall mass flux to the PRB
o Increase in TCE concentrations southwest of the PRB
UNCLASSIFIED13 of 21
Picatinny Restoration Advisory Board Meeting
Area D PRB & Upgradient CVOC Evaluation• PRB Evaluation
o Performed in situ screening using a hydraulic profiling tool (HPT)
o Collected in situ groundwater samples near the PRBo Installed one CMT well (4 ports)
adjacent/southwest to D-PRB-09o Collected soil cores from within the PRB to visually
inspect for biofouling/silting; collect VOC sampleso Conducted comprehensive sampling/gauging evento Collected surface water samples from Green Pond
Brook
• Upgradient CVOC Concentration Evaluationo Installed two transects of 5 boreholes eacho Used HPT to provide horizontal and vertical
delineation of TCE in areas upgradient/downgradient of D-92-3
o Installed 3 CMT wells (7 ports at different depths in each)
o Collected biological reductive dechlorinationparameters in 6 wells
o Collected microbial samples from 3 wells to assess the available microbial community structure

Potential Alternative Proposed in Focused FS• The results of the additional investigation were
evaluated in light of the RI/FS, associated risk assessments, and ROD.
• Based on the current site conditions (i.e., groundwater characteristics), current contaminant levels, and site remedial history, the FFS evaluated:
• Current remedy (continue with the current Limited Action remedy of MNA with the PRB - no current unacceptable exposure risks exist)
• An active remediation alternative (in situ bioremediation to stimulate the aquifer conditions), a specific technology that will best address the remaining contamination and encourage MNA.
UNCLASSIFIED15 of 21
Picatinny Restoration Advisory Board Meeting
Potential Alternative Proposed in Focused FS
• In Situ Bioremediation Injectiono Process in which indigenous micro-organisms such
as fungi, bacteria, and other microbes enhance degradation or metabolism of organic contaminants found in the saturated zone, converting them to innocuous end products.
• Area 1 = horizontal well injections o Estimated to be 75,000 sq.ft.
o Treatment interval of 40-60 ft bgs.
• Area 2 = vertical well injectionso Estimated at 150,000 sq.ft.
