Trans Bill to be introduced by Rep. Moreno, Sen. Ulibarri – just removal of surgery requirement

Timing is likely late January or early February – in time for One Colorado Lobby Day February 9

Speaker has already expressed approval

Now starting with LGBT caucus, then trying to build bipartisan support; already lining up speakers

Publication requirement bill won’t happen this session – conversation being started now, coalition being built so that bill is not led by trans but is rather presented more broadly

Opposition to religious freedom language – various bills this session anticipated

One introduced last Wednesday, banning colleges from denying funding to student groups that discriminate – same as last year – will probably die in committee

Sen. Steadman’s civil union / marriage cleanup bill assigned to kill committee

Rep. Rosenthal running reparative therapy bill later this session – February/March

Marriage Equality Latest Developments:

November 19: Montana ban struck down

November 25: Arkansas and Mississippi bans struck down, but rulings stayed

January 5: Stay in Florida lifted, marriages go forward

January 8: Oral argument in Fifth Circuit (Texas, Louisiana, Mississippi)

No action yet by the Supreme Court, which is now holding conferences, on Sixth Circuit (Kentucky, Michigan, Ohio, Tennessee), Louisiana cases

HRCP Legislative Calls

December: Kim from Women’s Commission on Rose Andom Center for Domestic Violence

Mission: help reduce DV in one single location. Before DV victims would have to go to multiple locations to receive services, which could be traumatizing.

Center is providing space, not services itself. Organizations still utilizing their own funding sources, but using this space. Way to direct people to organizations that already existed – not trying to duplicate services.

Personal project for Mayor Hancock, who went on MSNBC to speak about it.

Women’s Commission has developed ad hoc committee to finalize fundraising efforts. Catchall committee that is “ever-evolving.” Committee is open to all commissions, individuals in community to help brainstorm, problem-solve for fundraising to get Center operational, spread awareness

Eleanor Dewey – Co-Executive Director at Colorado Anti-Violence Project

III. Guest Presentation(s) History: Started hotline in Denver in 1986 to address hate violence & police violence. Now have expanded to all forms of violence. Hotline is main avenue to get connected to LGBT survivors of violence. Current Work: Now Receive 3-400 calls per year. Are often buffer between media, attorneys and survivors. Also have Youth program “Seeds of Resistance,” which uses arts/media and social media to prevent violence in their communities. Also do Know Your Rights trainings. Attempting to work with homeless shelters & DHS to address state laws that protect gender identity expression, which were being violated in many shelters. Faith based shelters are still resistant. CAVP attempting to get shelters to comply with state law. Do a lot of community organizing and media work. Currently working with a Latino man who was followed into a parking lot after dropping off his boyfriend after he was yelling homophobic slurs. Attacker got out of car with tire iron and threatened the man. Man hit the attacker with his car as a form of self-defense. CAVP working after seeing that LGBT people of color specifically are being charged when defending themselves from hate crimes. Law Enforcement Work: Cited that 80% of hate violence report also reported police misconduct. CAVP is working to document these incidents more than anything. They are attempting to gather statistics on these issues. While this is a piece of CAVP’s work, they are

more focused on community organizing and policy changes. Find that police department reform is often very difficult. Dewey discussed survivor self-determination; they let the survivor guide the process, which often includes working with the FBI, police, filing protection orders, etc. Work strongly with Victim Advocates within the police department. First Responders Committee will invite CAVP to upcoming subcommittee meeting. Shelter Advocacy: CAVP is working to debunk many myths within the shelters. Discussed how most shelters have good intentions and have been shifting within Gathering Place, Urban Peak, Safehouse, etc. A few are still resistant. DHS provided $$ to CAVP for trainings and were supposed to pull funding to those who were not compliant, but unfortunately these shelters house the most people and there may have been additional consequences for pulling the funding. 2. Public Policy: Arash and Leah (see report for full details) Potential state legislation to remove name publishing requirement. Also potentially legislation to have a DORA licensed person to receive gender change on birth certificates/ID’s/etc. Currently requires a surgery and then a court order. Personhood legislation is likely to be introduced again, though is not likely to pass. Kansas is resisting Supreme Court rulings on marriage equality. Federal judge in Puerto Rico upheld a ban. Sixth Circuit upheld ban; is very likely

to go to Supreme Court. Courtney is drafting training on DHA model and will provide DSD training on trans policies.

Leah discussed Denver’s municipal equality index scorecard. Denver did well on scorecard, but lost some points on not offering trans healthcare, not providing benefits to contractors, and having an official liaison to work with law enforcement. Committee will also be working to update City and County policies.

4. First Responders: Erica (Catherine) (see report for full details)

Sgt. Wyatt worked with the committee, and while there is no formal LGBT group, they can often feel isolated. Discussed hosting a happy hour and invite LGBT first responders. With the Mayor, wanted to discuss search for new Sheriff to ensure that LGBT community has a seat at the table to select an ally to the community. Want to ensure transgender inmate policy will be kept in place.

3. Denver Public Schools/Youth: Dawn (Leah) (see report for full details)

Meeting is tomorrow. Planning for February workshops and hoping to do with DPS and community partners. Currently reaching out to get their buy in.

4. Outreach: (Jeremiah)

Will hopefully be on the KGNU on 12/20/14. Working with Out Front to have

the commission do a reoccurring column for the new year (500 words). Need

feedback on the listening session report.

C. Upcoming Events and Updates a. Holiday Party on December 9th after the meeting with the Mayor at Dorelle’s

House. VIII. New Business:

A. Meeting with Mayor Hancock on December 9th. a. Subcommittee report outs (3-5 elevator speech) b. Listening Session report

i. This is only a summary. Commission needs to pull out key themes and create actual report. Issues around affordable housing, discrimination, trans issues, safety, healthcare, etc.

ii. Can we break this down by subcommittees? Can we visualize the executive summary to discuss key themes?

iii. Need each commissioner to send main points read, as well as how that may affect subcommittee work. Send to Emily by 12/1/14. She

will compile info and create infographic informational sheet to provide the Mayor.

B. Kinky Boots Fundraiser: a. Jeffery revisiting with Jennifer to see how much $ was raised for GIC.

C. New Commissioner Orientation: a. Good feedback from commissioners.

D. Recap from “Cabinet in the Community”: a. Jules encouraged commissioners to attend in the future. Need to get more

swag in the future room. E. Recruitment for 2015 commissioners

11/20 is transgender day of remembrance. This year, there has been 1 trans person murdered per week. Denver is fortunately a safe city, but will be

Annual Red Ball event coming up for Colorado Aids Project www.redballdenver.org.

Arash worked on WY Marriage Equality ruling last month

Jeffery works with Cooking Matters, which supports “No Child Hungry.” Jeffery will be handing out turkeys at 64th and Federal. There will be a dental clinic, demonstrations, etc on 11/20 from 10-2.

Center did 1st ever Veteran’s Day celebration. Sen. Ulibarri, Congressman Rosenthal, and John spoke.

Friday, November 28th is the Grand Illumination of downtown, including Union Station, at 6pm. Cookies, hot cocoa, etc.
