Since June 2019, local educational agencies (LEA) have been
required to adopt a Budget Overview for Parentswith the adoption of
the Local Control and Accountability Plan (LCAP) and Annual Update.
Senate Bill 98eliminated the requirement for submission of the LCAP
for the 2020-21 school year and instead requiredsubmission of a
learning continuity and attendance plan. Senate Bill 98 also
required submission of the BudgetOverview for Parents by December
15, 2020 with the first interim report. SB 820 required the
CaliforniaDepartment of Education, in consultation with the
executive director of the state board, to revise the template
forthe Budget Overview for Parents, for this year only, to require
reporting of both expenditures connected to the2019-20 LCAP and
budgeted expenditures connected to the 2020-21 Learning Continuity
and Attendance Plan(Learning Continuity Plan). SB 820 also required
that the Budget Overview for Parents specify the amount offunds
allocated through the Coronavirus Aid, Relief, and Economic
Security (CARES) Act. Rationale:The 2020-21 Budget Overview for
Parents provides the projected revenue for the current school year,
whichseparately identifies the CARES funds. In addition, the Budget
Overview provides the amount of the general fundbudget included in
the 2020-21 Learning Continuity Plan and the amount budgeted for
increased or improvedservices for “high need” students. A copy of
the Budget Overview for parents is available in the Office of the
Superintendent and posted on thePomona Unified School District
website for review.

LCFF Budget Overview for Parents
For the 2020-21 school year school districts must work with
parents, educators, students, and the
community to develop a Learning Continuity and Attendance Plan
(Learning Continuity Plan). The
Learning Continuity Plan replaces the Local Control and
Accountability Plan (LCAP) for the 2020–21
school year and provides school districts with the opportunity
to desribe how they are planning to provide
a high-quality education, social-emotional supports, and
nutrition to their students during the COVID-19
pandemic.

Expenditures not included in the Learning Continuity Plan are
general fund expenditures that contribute to
the Pomona Unified School District's overall general operating
functions. These general operating
expenditures include certificated, classified and management
salaries and benefits, materials and
supplies, utilities, equipment, repairs, contracted services and
other costs. In addition, expenditures for all
restricted programs were not included in the Learning Continuity
Plan. These programs include: Special
Education, Title I, Tile II, School Improvement Grant, Routine
Restricted Maintenance, and the After
School program, and various other programs.

Increased or Improved Services for High Needs Students in in the
Learning Continuity
Plan for the 2020-2021 School Year
In 2020-2021, Pomona Unified School District is projecting it
will receive $63,818,684.00 based on the
enrollment of foster youth, English learner, and low-income
students. Pomona Unified School District
must describe how it intends to increase or improve services for
high needs students in the Learning
Continuity Plan. Pomona Unified School District plans to spend
$35,962,844.00 towards meeting this
requirement, as described in the Learning Continuity Plan. The
additional improved services described in
the plan include the following:
Additional staff was hired to implement all day Kindergarten
program as in prior years so high needs
kinder students can benefit from a smaller teacher/ student
ratio. Students who qualify for the Transitional
Kindergarten (TK) program are also receiving balanced
instruction to prepare them for a rigorous
kindergarten curriculum and social independence. Combination
classes are kept to a minimum by
retaining staff that had been previously hired to reduce
combination classes. Music and art teachers continue providing
enrichment to low-socioeconomic students and computer science
lessons continue to be supported. English Learners benefit from the
Dual Immersion Program which provides the model for
rapid language acquisition. Career and Technical Education
continues for our low-socio economic
students in order to prepare them for the job market after
graduation. The work with parents and
community is ongoing and adjustments are made in order to meet
the needs of our English Learners,
Foster Youth and Low-income students.

In 2019-2020, Pomona Unified School District's LCAP budgeted
$63,981,066.00 for planned actions to
increase or improve services for high needs students. Pomona
Unified School District actually spent
$54,832,986.00 for actions to increase or improve services for
high needs students in 2019-2020. The
difference between the budgeted and actual expenditures of
$9,148,080.00 had the following impact on
Pomona Unified School District's ability to increase or improve
services for high needs students:
Students were not able to reap the benefits of continued
in-person academic instruction, extracurricular
and enrichment activities. Academic summer programs in both ELA
and Math and special assignments
providing interventions to students were unrealized due to
closures. Various programs such as Music,
Science and Robotics were also interrupted impacting the
extended learning of unduplicated student
groups. Extra assignments for Certificated staff to support
student interventions were not implemented as
planned resulting in a loss of interventions for our
unduplicated student groups. Professional development
for staff such as conferences was canceled limiting awareness of
new instructional strategies, therefore, students received limited
engagement and modalities of lessons. Materials and supplies were
not
purchased as planned impacting the daily instructional activity
and engagement of students. Overall, the
unprecedented effect of the pandemic resulted in pupil learning
loss, changes to services, increased need
in social-emotional well being and hindered academic goals.

The LEA must disburse Title I, Part A funds in accordance with
the approved Consolidated Application andReporting System (CARS).
When PUSD’s School Plans are approved by the Board of Education
each year inDecember, those plans are built with estimate budgets.
Once the Consolidated Application is certified at the end
ofFebruary, each School Site Council reviews the final budget
allocations and makes decisions as to how the fundswill be used.
This item is being submitted to update the Board of Education
regarding the final figures for each ofthe 2019-2020 budgets per
the request of the Federal Program Monitoring reviewer.

4. Educational Services
It is recommended that the Board of Education approve the 2021
School Plans for Student Achievement (SPSA)for elementary, middle,
and high schools in Pomona Unified School District. Rationale:The
purpose of the SPSA is to provide a single comprehensive school
plan to raise the level of academicperformance on all state
standards. The SPSA integrates the purposes and requirements of all
programs in whichthe school participates:
Title ILCFF/LCAP - Supplemental/Concentration
The template for the SPSA has been designed to meet the content
requirements of Education Code Section64001. The development of the
SPSA requires collection and analysis of student performance data,
settingpriorities for instructional and program improvement,
rigorous use of evidence-based strategies, and ongoingmonitoring of
results. If a school operates a Title I, Targeted Assisted School
(TAS) program, the SPSA mustdescribe how underperforming students
will be supported academically. If a school operates a Title I
School-WideProgram (SWP), the SPSA must describe the strategies
that provide all students opportunities to reach StandardExceeded
and Standards Met levels of academic achievement, as required by
the Every Student Succeeds Act(ESSA). Each site's SPSA has been
developed with the review, certification, and advice of applicable
schooladvisory committees and approval by each school's School Site
Council. Each SPSA must have Board approvalto authorize
expenditures proposed in the plans. A copy of each school's SPSA is
