CALL TO ORDER/PLEDGE: The meeting was called to order by Chair Johnson at
6:00 p.m.

Chair Johnson took a moment to inform everyone that Marlene Smith passed away
yesterday. Smith was a long-time generous supporter of the community and will be
greatly missed. Visitation is Thursday from 2:00 – 8:00 p.m. at Trinity Lutheran Church.
The funeral service is Friday at 11:00 a.m. at Trinity.
CONSIDERATION OF AGENDA:
Additions/Deletions: Swedish Immigrant Trail Update was given as an addition to the
Agenda.
Motion by Schultz, second by Renaker, to approve the Agenda with the addition.
Motion passed 7-0.
CONSIDERATION OF MINUTES:

2015 meeting as presented. Motion passed 7-0.

8. Swedish Immigrant Trail Update

County Commissioner George McMahon and County Park Commission Member Gregg
Carlson were present to update the Park Commission on the status of the Swedish
Immigrant Trail. Previously, the City had submitted a letter to the County stating
concerns with the lack of progress on the trail. Carlson reported that County Planner Ken
Roberts is working on the Master Plan for the trail. The Master Plan is necessary in order
to apply for grant funds in the future. Clearing has begun for the east end trail project (to
Taylors Falls). This project includes two miles of pavement and three bridges. The
project will be under construction this summer. There will be a parking lot on Tern
Avenue, which will allow access to the trail.
Commissioner McMahon stated that he is visiting all of the Park Commissions –
Lindstrom, Chisago City, and Center City -- providing updates and asking for continued
support. He encouraged members to attend County Board meetings. He plans to become
involved in the negotiations with five land owners along the proposed trail segments.
McMahon and Carlson noted that there is no designated trail mapped out from Chisago to
Wyoming; however, the Master Plan should help to address the route. County Board
meetings take place on the 1st and 3
rd Wednesdays of the month at 6:30 p.m. Public
comments are heard at 7:00 p.m.
9. Allemansrätt Park
The Grand Opening Ceremony for the Anderson Peninsula will take place on
Saturday, May 30th
, at 11:00 a.m. Bob McGillivray, the representative with the
Trust for Public Land, is not able to attend; however, he will send a
representative. City Staff will send out invitations as appropriate. The large
scissors from the Chamber will be used to cut the ribbon. Yellow ribbon is on
hand.
The Friends of Allemansrätt are planning the Silent Sit fundraiser for May 16th
.
Details are falling into place, with much community support.
Signage for the Anderson Peninsula has been designed and is ready to be
constructed. The sign will be positioned perpendicular to the road.
Bachman noted concern with the refurbishing of the original Allemansrätt Park
sign. Commission Members will look at it to determine if corrections are needed.
An asbestos inspection is scheduled for tomorrow at the 1970’s Anderson house.
Great River Greening continues to work on buckthorn removal and is planning to
burn soon, depending on the weather/wind.
The High School Forestry Class is considering building boardwalks in the park.
They will be going out and taking measurements. If they do the project, it would
be finished by the end of the school year. The school may cover the cost of
materials as well.

Boy Scout Sam Klun has received a donation from the Friends of Allemansrätt
towards his Eagle Scout project to build boardwalks. He will likely secure the
rest of the funds from the Fire Department.
Olinger reported that he will move ahead with tearing off the porch on the 1870’s
Anderson house. He will get a quote for painting the house. The City’s summer
workers will mow the area early in the season. RISE will be asked to clean up the
area around the house, at a minimal expense.
There is an $11,000 tax liability this year for the Peninsula property.
Olinger and Bachman went out and marked locations on the Peninsula for trails and camp
sites. Some clearing was done last week, as there was a juvenile who needed to do some
community service. Ideas were presented for fire rings, benches, picnic tables, and tent
pads. The estimated cost per “site” is $1,250. Boat tie-ups are estimated to cost $25.
The Lake Improvement District will sponsor one site.
Commission Members decided to meet on Sunday, April 12th
, at 1:00 p.m. and look at the
marked areas. It was noted that some of the materials needed for each camp site may
already be available on the property. The plans will be finalized after the review on
Sunday. There is a Boy Scout who has expressed interest in doing work on the Peninsula
for his Eagle Scout Project. These plans will be helpful for his project as well.
Motion by Schultz, second by Renaker, to approve the concept plan for hike-
in/boat-in picnic sites on the Allemansrätt Peninsula. Motion passed 7-0. Bachman
will attend the next LID meeting – which is at the same time as the Park Commission
meeting, May 4th
, to formalize their contribution.
The Chisago Lakes Lions Club has asked if they can store some signs at the shed by the
Norelius house. Consensus of the Commission is to allow this request.
10. Trailhead Update
The bike repair station has arrived. A $1,000 grant has been received from Midcontinent
Foundation for the hydration station. $8,265 is available for the trailhead project.
Olinger noted that the evergreen trees have grown very large at the Chamber site. He
would like to have a City Planner look at the area and help design the placement of the
trailhead amenities, which also include a porta potty shelter and a kiosk. Council
Member Wishy suggested that perhaps two of the evergreen trees could be removed, and
one could be left.
11. Harmony in the Park
A proposal was received from the Music Connection in Forest Lake to add a sound
system to the Lions Park Bandshell. Rich Bachman coordinated the details for the
proposal. The system will contain two permanently installed speakers with cables

terminating with a box near the electrical panel. It includes a portable eight input mixer
and will provide excellent coverage of the listening area for both spoken word and music.

WARRANTY The Music Connection warrants new materials and labor for a period of 1 year. This includes onsite
service. Some manufacturer's warranties extend beyond this period. Warranty does not extend to existing
equipment or to noise caused by electrical interference from the venue. To provide best warranty service
possible, The Music Connection installs only equipment purchased from The Music Connection.
INSTALLATION RECOMMENDATIONS -Dedicated 15amp 110-volt ISOLATED GROUND circuit should be installed at Mixer/Amp location
for sound equipment electrical power. This will reduce chance of electrical interference and “hum”
in system.
Bachman recommended swapping out the 2 Rode M3 Wide Area Condenser
Microphones for 2 wireless microphones. The cost should be the same. He also
suggested upgrading the PG58 Handheld Vocal Microphone for a SM58, at an increase in
cost of $35. The total proposal would then be $5,129. If approved, Bachman stated that

he will help with the setup. Some of the equipment will have to be stored indoors, unless
some sort of secure lock box is purchased and installed by the Bandshell. Straub reported
that the required 15 amp 110-volt isolated ground circuit is already available. Olinger
reported that there is money available for this purchase – not in the park budget, but
elsewhere.
Motion by Renaker, second by Dudley, to move forward with the purchase of the
equipment. Motion passed 7-0.
Chair Johnson reported that he has been raising money for this year’s festivities. There
will be some articles and photos in the Chisago County Press. He is putting the final
touches on the accompanying activities (health fair, craft fair, etc.). He will work with
Straub to update the banner in May, and plans to get posters and schedule cards printed at
that time. A tentative schedule will be posted in the newspaper as well, because people
have been calling about it already. Park Commission Members expressed support and
appreciation for Johnson’s work on the Harmony series.
12. Historical Societies
Administrator Olinger met with the Chisago County Historical Society to try and
encourage that they work together with the Lindstrom Historical Society.
Representatives were willing to make an effort. Olinger has also contacted a high school
teacher who is interested in connecting with the societies. The teacher will connect with
the appropriate parties. Olinger will talk to representatives in Center City to see where
they are at with their historical data.
For the last two months, the Commission considered a proposed Agreement from the
Chisago County Historical Society, along with a $500 donation request. Commission
Members stated that they would be willing to provide a donation once the Chisago
County Historical Society and the Lindstrom Historical Society are combined.

Bridges and Boardwalk update
Anderson Peninsula update-RISE has an employee working who has removed the two
fenced in areas. The trails have been mowed again. The first asbestos abatement quote
was $11,000. I have a second quote coming. RE Peterson is providing a quote to shore
up the cattle pass so the fire trucks will enter the property. Chief Sellman says if the pass
is shored up he will burn the house. The canoe was stolen and the fence was cut behind
the house. The sign is on order.
Anderson Peninsula Grand Opening-we need to make final preparations.
Great River Greening update-The City budgeted $10,000 last year and $5,000 this year.
Great River Greening will work with this number to continue to eradicate the invasive
species.
Silent Sit Update
2015 budgeted projects-Norelius House has $15,000 for renovations minus the insulation
of $3,500. We have enough money in this fund to demolish the building. Gate/sign for
Anderson we have $4,000 but the sign is only $2,400. We also had $40,000 in Anderson
houses. The taxes were $11,000 but we had $3,000 so minus $8,000, remaining $32,000.
I am estimating the dumpster and RISE is about $2,000 so now we have $30,000. My
first quote for asbestos removal was $11,000. I’m obtaining a second quote but let’s say
that is so we are at $19,000. We have RE Peterson giving us a quote to shore up the
bridge so the Fire Trucks can cross and for removal of debris after the Fire Department
burns the house. I don’t have those yet. We should be pretty close with some extra for a
campsite and the donation to the Boy Scouts and High School for materials for bridges
and boardwalks in Allemansrätt Park.

- Heather reported that the bridge closest to Cedar Ridge entrance is in dire

investigate.
- Rich B. will assist in the mowing of the meadow trail, it will be mowed to 8
feet wide.

canoe event in which canoe and kayakers
will meet at Ki Chi Saga Park to canoe and portage through – South Center,

Trail. Starting time 8:00 am with a lunch break somewhere in Lindstrom and
ending at Camp Ojikita. Anyone interested is welcome to join in the fun!

I am having a planner from MSA assist me to consider options at Memorial
Park. The Chamber of Commerce and the VFW have both requested the three evergreen trees be removed. The Chamber doesn’t like them because they block the building and the VFW is concerned the roots will impact their
memorials bricks. But, I won’t do anything until we have a plan. We have money to cover installation of the hydration station and bike stand
for this year. The porta potty shelter and kiosk needs to be added to next year’s budget. I estimate $6,200.

Thanks to Kathy George, the Twins Grant has been awarded!! This is a matching grant for $10,000. The grant was submitted for: Century Fence – Chain Link Fencing $ 5,550.00
St. Croix Recreation Fun Playgrounds – Hydration Station $ 3,410.00
Staff Time / Concrete Slab / Water Line $ 2,000.00
TOTAL $21,640.00
Pumphouse Park-We planned for $21,640 worth of improvements. The City purchased, using Water Fund money, the hydration station for $3,410 and will set it on a pad and hook it up to water, $2000. The
grading by Peterson is $10,680. We can go ahead this year using the Twins $10,000 grant money to improve the infield and add the warning
track using money from the Parks Miscellaneous fund of $680 to make up the difference. We can finish up the fence early next spring for $5,550, maybe add $6,000 to the budget since our quote was from late
2014.

renovations if we plan to demolish the house. We have $11,500.

Allemansrätt and Anderson Peninsula-
Norway Dog Park-We discussed eliminating this project because Chisago City has a new Dog Park. We can see how well that park is utilized.
Allemansrätt Invasive Species removal-We should continue funding the invasive species program with matching funds through Great River
Greening, $10,000 Allemansrätt Park Payment-We need to keep paying our debt, $27,169.
Olinda Trail Trail Extension-We should continue to plan for matching
dollars to extend the trail to 288th, $10,000. Allemansrätt Anderson Peninsula-We planned on constructing a pavilion
and reserved $28,000 for next year. We have no plans and no cost estimates.
Contingencies-We reserved $5,000 for contingencies.

We have been contacted by Lise Kroner, who is coming to tour the Lindstrom area this fall. She is wondering if we would be interested in arranging a
musical event/concert with her band Akervinda. They will be here from August 15-21. They charge $250/person and there are 4 people. So, the cost would be $1,000.
