Love the Harrisonville Square would like to use some of the old hotel parking space as a public
gathering space for chairs, tables, game boards, etc. for people to be able to sit/talk, have small
concerts, play games, etc. This will involve participation from the City with Love the Square.

BOARD OF ALDERMEN PROPOSAL Today the Love The Harrisonville Square organization and the Love the Harrisonville Square design committee is asking for approval to use 18 of the 35 parking spaces at the site of the old hotel. Funding for this project will come from a combination of possible appropriated funds from the city, Love The Harrisonville Square funds/ fundraising, in conjunction with grants for the plaza space. The amount in which is TBD. Getting this approval will allow us to continue to work further on this project and get a more specific number and vision and come back to the Board of Aldermen for final approval. The information below is a general vision and plan for the Board of Aldermen to get a general picture. We are not asking for final approval on the vision, mission, and plan as written yet. The vision: ◼ Open green space, with recycled green turf ◼ Lots of chairs and seating space ◼ Photo op space with a hashtag ◼ Landing from Pearl with stairs down to the space ◼ Beautiful string lighting to create a safe cozy atmosphere ◼ Big sturdy outdoor games: cornhole, checkers, concrete card tables, big chess
pieces, dominos, etc. ◼ Outdoor speakers ◼ Stage for live performances ◼ Potato sack races ◼ Archway at entry/ landing ◼ Beautiful greenery and flowers ◼ Plaque explaining the toilet paper roll and the history of the community space ◼ Sidewalk chalk ◼ Inviting food trucks ◼ 4 square game ◼ bubble machine The mission: Our mission is to create a landing space right off the square for families and friends to gather and enjoy Harrisonville’s historic square and everything it has to offer. A quite safe space accessible to everyone. A homey spot with old childhood games that represents Harrisonville’s hospitality and keep people wanting to come back to our square and generate revenue for our city.

The plan: -Safety: the plan for safety is to have enough lighting to create a safe space. I believe the proximity to the police department will also aide greatly in the safety of the plaza. In addition having heavy decorative barricades to keep patrons safe from accidental or intentional acts. -Maintenance: The idea is to use maintenance free products as much as possible through donors and volunteers, similar to the flower planters on the square. -Parking: the square currently has 405 parking spaces, the plan is to use 18 of those spaces to help the beautification and revitalization of the square. There are a total of 96 spaces on the square, 97 on the street (off the square), 134 in the two parking lots near the library, 44 in the parking lot west of the square, and 17 in the parking lot adjacent to the proposed site of the plaza. The grant from Missouri Main Street Connection Harrisonville received, has a strong emphasis on green space and the important role it plays in the revitalization and beautification of the square. Using these underutilized 18 parking spaces is a great step in renewing our beloved square.

SUBJECT: 2904 Twin Pines Surface Water Problem

Issue:
Water surfacing at fire hydrant in front of 2904 Twin Pines Rd. causing issues with the yard and
home.
Background:
KC Wilson, owner of 2904 Twin Pines Rd. has experienced a heavy amount of surface water at
the house that is pushing up at the fire hydrant in front. The water is likely following a rock or
hard surface shelf that escapes the pond located on the west side of Highway 7 across the street
from Twin Pines Rd. The water is causing hydrostatic pressure on the house foundation wall
that Mr. Wilson reports has moved the wall and inch and 1/2 in the last year, especially the
beginning of this year with the high amount of rainfall.
Ted Martin, our engineer, did an analysis and believes it is possible the pond water is causing the
issue due to elevation slopes he has calculated and it can escape at the hydrant due to the clean
rock infill that surrounds the water pipes. Also, Twin Pines is the natural draining area for rain
starting at Highway 7.
Recommendation:
Mr. Wilson wants the City to take care of the water problem. Mr. Martin has drawn a plan for an
underground "french drain" that would divert the water across the street and down the hill
eventually surfacing 300 feet down Twin Pines Dr. We would install the pipe in the right of way
while Mr. Wilson could extend it into his yard on private property. Mr. Wilson would prefer the
City pay and do all of the work to solve the issue from the water flow.

Issue:
Parking on Bird Ave. causing problems with traffic flow.
Background:
Bird Avenue is a connector road between Mechanic St. (Highway 7) and South St. (Highway 2)
for residential/light commercial traffic. It is a residential street (no traffic count available) that is
used by passenger vehicles, contractors, emergency vehicles, and school busses. Tractor/trailers
are not to use that street. There are issues at times when it is busy and there are vehicles parked
along the street for larger vehicles to pass through safely for two way traffic. It is one of the
City's collector streets and has 5 intersections from Mechanic to South.
Recommendation:
Discuss recommending to the traffic engineer to make Bird Avenue no parking from Mechanic
to South St.
