4:32 Call to Order: Pip White, 2012 President
The meeting was called to order by President Pip White at 4:32
pm. Pip referred board members to antitrust statement printed in
August agenda. Pip opened meeting with discussion of Board
vacancies/upcoming elections. He noted he received an email from
Sandi Quildon, AIA resigning her position as Secretary effective
today due to scheduling conflicts (email to EXCOM attached to
minutes). Given Sandi’s term will expire Dec 31, 2012, Pip
recommended Amy Blagriff continue to assume duties of drafting
meeting minutes for board approval. Pip clarified that the position
of 2013-2014 Secretary is slated for election at our October 17
annual business meeting.
Board members concurred that given only two meetings remain
after our November annual meeting, the existing vacancy would not
be filled for remainder of 2012. Pip also provided summary to board
members of Nominating Committee recommended candidates: 2013 VP
President Elect- John Ida, AIA; Treasurer – Carol Sakata (one year
term to complete John Ida 2013 term); Director Candidates: Kris
Palagi, Lorraine Palumbo, Chis Hong, Cathy Ho Schar, Mark Ayers,
Fritz Johnson Jr. Kristen Nakagawa . Hawaii Island Section: Sean
Roth; Associate (two candidates for 1 position): Queenie Leung,
Dayton Wong. Pip clarified: 4 Director positions are open; with an
additional 5 th person needed to complete 1 year-term of Sam
Haagenson (relocating in Fall): the Nominating committee recommends
the 4 persons ranked in order of (most) votes would serve 2-year
terms; while 5th highest vote getter would complete one year term.
Katie Mac Neil expressed interest in serving the upcoming term
(open) for AIA Honolulu representative to Hawaii State Council.
ACTION: Amy Blagriff noted that per consultation with AIA legal
counsel, Sam Haagenson and John Ida need to submit short letter of
resignation with

effective date of December 31, 2012. Letters/email resignation
should be included with October meeting minutes of the Board.
Secretary’s Report : Amy Blagriff, EVP (pro tem)
Amy Blagriff, EVP asked for any edits/amendments to minutes of
June board meeting. Motion to approve and seconded to approve as
printed. Unanimous in favor. Call was made for new business items:
and none noted. Treasurer’s Report (John Ida, AIA; Amy Blagriff,
EVP) Amy Blagriff provided overview/summary of Chapter profit and
loss statement for period ending July 30, YTD (Profit and Loss
compared to budget). Amy noted that program income is significantly
down due to Center construction and that some of unrealized income
has been offset by rent savings in temp space. She emphasized
importance of fall programming (possible codes seminar as one idea)
pending completion of Center, to help us meet end of year goals as
budgeted. Amy also reported on Center for Architecture expenditure
report, month ended July 31, 2012. She reported that expenditures
and donations to date are in line with projected construction
budget numbers. Geoff Lewis and Kristin Nakagawa were acknowledged
for their continued positive results in securing promised Center
donations; we have received only positive responses to date.
President’s Report: Pip White, AIA
1) Bylaws Proposal: Pip reviewed with Board members the
rationale for the proposed Bylaws amendment to add up to two public
directors/as appointed by the Board. Noted was that other AIA
components across the country and AIA National have added seats for
public directors to increase connections with larger community and
to solicit feedback from a non-member perspective; with very
positive results.
ACTION: Amy Blagriff clarified that the annual meeting mail-out
included draft language stating “the Board of Directors RECOMMENDS
passage of this bylaws amendment…” Amy advised board to expect
follow-up email this week containing the specific language (which
was currently being finalized with AIA Legal counsel). Board
members need to respond via email vote to approve supportive
language.
2) Center Program Committee: Pip advised board members that
he
asked John Ida to Chair Center Program Planning with assistance
of Pat Onishi, AIA - who had both accepted this role. Board
discussion followed, noting the Chair for this ongoing committee
would be well-served having Pres-elect as Chair, and discussed idea
of asking Secretary to Chair Architecture Month events (since the
VP used to direct Architecture Month planning).
3) Blue Sky Board discussion/Center Mission and Vision: Pip
shared his view that key is for the Center to become a “vibrant
voice in the community” on key issues affecting our communities and
our lives.

ACTION: Pip asked Board to review language (see end of minutes):
“Bringing Design to the Community/Other Center’s Mission(s)” and to
provide input via email on their ideas for crafting a mission
statement for AIA Center
for Architecture. ACTION: Pip noted plans to call for a meeting
of Committee chairs no later than November of this year. Board
members agreed it key that we re-engage our members, Board members
and Chairs in the work of AIA and our new Center –to help us
develop outwardly focused programs and member based programs.
ACTION: Katie MacNeil suggested we use our Annual business meeting
to inspire members about the Center’s potential to connect with
each other and the community at large. Katie volunteered to
organize a power point show for the annual meeting Vice President’s

Louis distributed updated handout: Center Opening Party:
November 2 (revised draft). Board discussion followed. (HANDOUT IN
MINUTES) ACTION: Louis to revise plans as discussed, and will begin
arrangements for Nov 2 party pending final approval at Oct 9
meeting of the EXCOM. Louis also reported that plans by State for
Centennial Celebration of Library were cancelled due to lack of
funding. AIA involvement had been solicited but would no longer be
needed. (HANDOUT IN MINUTES). Other reports Executive Vice
President report
Amy Blagriff reported on the following items: 1) AIA
Repositioning – visit by National Board Member Elizabeth Chu
Richter. ACTION: Board members asked to participate in feedback
session, Friday, August 31, Noon (Handout –AIA Consultants
Summary)
2) Center Construction Started August 27, 2012; possible delays
but working to move in by October 1 to realized additional rent
savings.
3) CACE annual meeting, August 8 – 11 was attended with Camilla
Nicholas. Camilla was successful in securing donation ARE Study
materials.
ACTION: Amy is in discussion and will follow-up with NCARB on
ARE/IDP concurrency and how NCARB might help expedite concurrency
in Hawaii.
4) Board assistance for Pacific Building Trade Expo, 10/17/12
requested ACTION: 1 ) Board sign up to introduce speakers (contact
Reid Mizue)
2). Board members asked to make calls to potential exhibitors;
sales noted to be down.

Professional Practice Committee Report was presented by Phil
Camp:
Phil noted that Wolf Prix redacted his acceptance to speak at
Fall opening session planned for UHSoA. Board discussion followed
to provide input on (remaining)Fall 2012/Winter 2013 draft series.
Board members seemed to concur that proposed draft did not seem to
hold together as a 3-part program, but would work well as
individual offerings for an ala carte program (sign up one at a
time). Legal issues/BIM/Integrated project delivery discussed,
along with suggested speakers for IPD program (Norm Strong and Jim
Suehiro of NWP region) ACTION: Phil Camp to share Board feedback
with additional Practice committee members to re-work draft
proposal; Mayumi Hara to inquire with Jim Suehiro (Seattle) about
possible IPD session. New Business: Katie MacNeil announced she
would assume Chair of Architecture for Health Committee with Pip’s
approval. Darren Hand is relocating to Australia in Fall; Walter
Muraoka, AIA would continue as Vice Chair. Motion to Adjourn.

ADDENDUM to Minutes: President’s Report/EXISTING LANGUAGE FOR
BOARD INPUT The Center for Architecture: “Bringing Design into the
Community” The Honolulu Chapter of the American Institute of
Architects (AIA Honolulu) has just opened Hawaii’s first Center for
Architecture. Located on the corner of Fort Street Mall and Queen
Street in downtown Honolulu, the Center for Architecture brings a
focal point for design to street-level in the heart of the business
district. This is a creative, flexible and collaborative space
where local design firms, interested businesses, allied
organizations and interested community members can establish a
major public presence for the islands’ design and
community-development industry. Bringing new life to downtown
Honolulu and the historic business district, the Center for
Architecture:
is a central location for scheduled and impromptu meetings of
AIA members, industry professionals and community members and
groups, who are invited to just drop in
provides spaces for networking and education, a state-of-the-art
conference facility, resource center and exhibit area—and serves as
a working office for AIA Honolulu staff and volunteers
will evolve to offer a range of visual, graphic, oral and
interactive programs aimed at facilitating public dialogue and
harnessing the power of thoughtful planning, collaborative
leadership and good design to improve our communities and our built
environment.

Dear Committee Chair Anderson and Council Members:
AIA Honolulu, formed in 1926, is the local Honolulu Chapter of
the ~80,000 member national
organization, the American Institute of Architects. We are the
largest AIA chapter in the State of
Hawai‘i with over 800 members. AIA Honolulu represents architect
and allied professional
members on county matters on the islands of Honolulu, Kauai and
the Island of Hawai‘i. We
advocate on issues which impact the architectural profession and
our built environment, and
collectively work to promote the health, safety and welfare of
our island communities.
Please consider this testimony in SUPPORT. We believe it is in
Honolulu's best interest to pass
Bill 35 CD2 to adopt, with local amendments, the 2006 editions
of the International Building Code
and International Residential Code for One- and Two-Family
Dwellings. Nationally and locally
across Hawai‘i, the AIA supports regulation by a single set of
comprehensive codes, coordinated
and contemporary, which establish sound threshold values of
health, safety and protection of the
public welfare, and which are cost effective in relation to
public benefit.
We believe that it is key for our island communities to operate
under as uniform of a building code
for all of Hawaii as can be achieved through a consensus forming
process—which will ultimately
serve to minimize or eliminate fragmented requirements that have
historically existed between
our counties. We support current processes to provide a set of
up-to-date and unified building
codes for Hawai‘i, while allowing for county amendments to
address specific geographical,
environmental and cultural needs of our island communities.
While we have some reservations about specific language in some
of the proposed amendments,
we understand the process of code development is an ongoing one,
and we offer our
participation—following passage of this important bill—to
continue collaboration with all interested
parties to achieve the greatest benefit to our communities and
public at large.

collaborating with AIA
Architects, Consulting Engineers, Construction Industry
organizations, and the Honolulu
Department of Planning and Permitting Building Division. We
welcome the opportunity and offer
our architect members' expertise and involvement to continue
on-going work to enable future
code revisions.
Building codes and standards affect every aspect of professional
practice, acting as the minimum
standard of care that AIA members must meet as licensed
professionals. Thank you for your
consideration and support of passage of Bill 35, CD2 which will
facilitate ongoing work to provide
Hawai‘i with a unified set of updated codes while addressing the

I'm really sorry, thought I could make it today to see the

Building Code Update:
I am very interested in what Jim Reinhardt has to say. Can

AIA Honolulu has Tim Hiu,
Acting Director booked for the October 17th Pacific Building
Trade Expo to address the latest
C&C of Honolulu DPP building code updates. So we have that
crossover next month.
Pacific Building Trade Expo Update:
Thank you to all those who signed up to introduce one of our
Expo Seminar speakers. I will get
more info. for the day-of to all of you via email. We have 2
slots still in need of persons to be an
introducee. An 8:00am and a 3:30pm slot is still available. If
you or someone in your firm
would like to participate please let me know. It's always a
great and easy way to get some of
your architects/PM's some experience with speaking in front of a
crowd.

The Annual AIA Honolulu/Hawaii Foodbank CANstruction event is
coming up SATURDAY,
October 6th from 9-2ish at Pearlridge Center, Uptown

participating this year...probably the largest participation
since the First CANstruction 7 years

Committee Chair Martin and Council Members:
AIA Honolulu, formed in 1926, is the local Honolulu Chapter of
the the American Institute of Architects, anational organization
with approximately 80,000 members. AIA Honolulu is the largest
AIAchapter in the State of Hawai‘i with over 800 members,
representing architects and alliedprofessional members in Honolulu
and on the islands of Kauai and Hawai‘i. We advocate onissues which
impact the architectural profession and our built environment, and
collectivelywork to promote the health, safety and welfare of our
island communities.
Please consider this testimony in SUPPORT of Bill 35 CD2.
We believe it is in Honolulu's best interest to pass Bill 35 CD2
to adopt the 2006 editions of theInternational Building Code and
International Residential Code for One- and Two-FamilyDwellings
with local amendments. Nationally and locally, the AIA supports
regulation by a singleset of comprehensive and coordinated codes
which establish sound threshold values of health,safety and
protection of the public welfare, and which are cost effective in
relation to publicbenefit.
We believe that it is important for our island communities to
operate under a set of buildingcodes which is as uniform as
possible while reflecting the specific geographical,
environmentaland cultural needs of each of our island communities.
We support the current processes toprovide a set of up-to-date and
unified building codes for Hawai‘i, while allowing for
countyamendments to address our local issues.
Since April 16, 2012, Honolulu has, by default, been operating
under the provisions of the StateBuilding Code, the 2006 IBC with
amendments developed to reflect the interests of the entirestate,
of all four counties. As such, those amendments do not reflect
Honolulu’s specificinterests, particularly issues related to the
increased urban densities and high-rise construction,and the risks
associated with those issues. In addition, the wind design
procedures of the ‘06IBC were designed to be tailored to
area-specific wind maps. Those maps are part of Bill 35. The more
general requirements in the State Code unnecessarily penalize
designers working onbuildings to be constructed in Honolulu.
In addition, we want to add our support for the modifications
offered by the Structural EngineersAssociation of Hawaii. Those
suggestions correct several typographic and incorrect
referenceproblems in Bill 35 CD2.
While we have reservations about specific language in some of
the proposed amendments, we

understand the process of code development is an ongoing one,
and we offer our participation— following passage of this important
bill— to continue collaboration with all interested partiesto
refine the particular sections.
Our AIA Honolulu Codes Committee has historically been active in
collaborating with AIAArchitects, Consulting Engineers,
Construction Industry organizations, and the HonoluluDepartment of
Planning and Permitting. Building codes and standards affect every
aspect ofprofessional practice, acting as the minimum standard of
care that AIA members must meet aslicensed professionals. We
welcome the opportunity to continue with the on-going work toenable
future code revisions and offer our architect members' expertise
and involvement.
We urge your support of passage of Bill 35, CD2 which will
facilitate ongoing work to provideHawai‘i with a unified set of
updated codes while addressing the challenges confronted by
ourindustry to make our buildings safer, cost-effective and more
energy efficient.
