BACKGROUND
In1991,
aCobbCountyCustomerServiceTaskForcewasformedtoevaluateandmakerecommendationstoimprovethequalityofcustomerservicedeliverytoresidentsandthoseconductingbusinesswiththeCounty.
Tothisend,
theCobbCountyCustomerServiceCouncilhasredesignedtheprogramtoenhancetherecognitionofexceptionalemployees,
providingforameaningfulmechanismofrecognition.
CountyDepartmentsaredividedintotengroups.
Eachgroupnominatesemployeeswhobestexemplifythehighestlevelofcustomerserviceasthe
CustomerServiceSpecialist.
AllCobbCountyemployeesareeligibleforsuchrecognition.
FortheFirstQuarterof2015,
fouremployeeshavebeenselectedfortheiroutstandingcommitmenttocustomerservicedeliveredtoboththeirfellowemployeesaswellasexternalcustomers.

BACKGROUND
OnOctober10, 2006,
theBoardofCommissionersapprovedaMemorandumofUnderstandingMOU)
betweentheCobbCountyDepartmentofPublicSafetyandtheNationalParkServiceNPS)
thatrenewsamutualaidandcooperativecommunicationsagreementbetweenthetwo
entities. InaccordancewithFederalguidelines,
eachfederalparkpursueandobtainanagreementwithlocalagenciestobetterservethepublicandprotectparkresources,
employees, andvisitors.
TheUnitedStatesDepartmentoftheInterior, NationalParkService
(KennesawMountainNationalBattlefieldPark)
hasagreedtoaMOUwiththeCobbCountyPoliceDepartmentthatestablishesmutuallawenforcementassistancewithinandaroundtheKennesawMountainNationalBattlefieldParktopromotethewelfare,
safetyandenjoymentofparkvisitorsandprotectparkresources.
Additionally,
theagreementprovidesthecooperativecommunicationsthroughthe800MHzmobileandportableradiosnecessaryforparkstafftoadequatelycommunicatewithCobbCounty.
Theagreementwillbeeffectiveforfiveyearsfrom thedatelastsigned,
unlessitisterminatedearlierbyeitherpartyinaccordancetotheagreement.
Further, theagreementmaybemodified, extended,
orterminatedbyawritteninstrumentexecutedbytheparties.

Thecountyrecentlypurchasedfifteenpartiallyequippedinterceptorsedans.
Thebudgetedcostsforthevehicleswere $60,000.00each, atatotalcostof
$900,000.00. Thetotallyequippedcostofthevehicleswere
$49,000.00each, yieldingasavingsof $165,000.00.
ThedepartmentproposestopurchasethreePolicePackageTahoesatanequippedcostof40,836.95andatotalcostof
$122,510.85andtoaddtothepatrolfleet. Thesevehicleswillbe
purchasedthroughstatecontract #9999-SPD-ES40199409-002.
Additionally, theTahoeswillneedtobeequippedwithatechnologypackage.
Thetechnologypackagecostswillbe11,446.00pervehicleforatotalcostof
$34,338.00.
TheTahoeswillprovideavehicleplatformtoaccommodateofficerswhoarelargeinstature,
aswellasprovideoff-roadcapabilitiesinthefield.
TheTahoeswillalsoprovideincreasedcargocapabilities,
allowingofficerstostorelargerequipmentforcriticalincidents.
IMPACTSTATEMENT
AllfuturecostsareexpectedtobegeneralmaintenanceandperformedbyCobbCountyFleet.
Thevehicleswillbeunderwarrantyforthefirst5yearsor100,000miles.

Purpose. A. ItisthepurposeofthisMemorandumofUnderstanding (MOU)
toformalizeanagreementbetweenCobbCountyFire &
EmergencyServicesCCFES),
KennesawStateUniversityDepartmentofPublicSafety &
University
Police (KSU-DPS),
andtheKennesawStateUniversityAthleticDepartmentforCCFEStoprovidestandbyBasicLifeSupport
(BLS)
servicesateventsinwhichKSU-DPSorKennesawStateUniversityAthleticDepartmentrequestssuchservice,
suchastheSportsandRecreationParkorotherKSUAthleticvenues.
B. RolesandResponsibilities. a. CobbCountyFire &
EmergencyServicesagreesto:
i. ProvidetrainedandcertifiedemergencymedicaltechniciansEMTs)
atorabovetheEMT-Intermediate85levelwhenrequestedbyKSU-DPStosupportathleticevents.
TheEMTswillbeemployedbyCobbCountyFire &
EmergencyServicesandwillbeinCCFESuniform.
TheEMTswillbeoutfittedwithalltheequipment, supplies,
andmedicationnecessarytoperformbasiclifesupportinaccordancewiththeprotocolsasestablishedbytheCobbCountyFire
& EmergencyServicesMedicalDirector.
TheEMTswillcarryadepartmentissuedradiowiththecapabilityofcommunicatingwithKennesawStateUniversitypolicedispatchandCobbCounty911.

thisvolunteerfundexiststoassistfiredepartmentsandtheirmembersthroughphilanthropiceffortssuchasequipmentdonationtodepartmentsinneed.
Therearecurrentlychaptersinelevenstates, includingGeorgia.
InJuneof 2012, anoff-dutyTeal
sMillfirefighterwasinvolvedinahead-onmotorvehicleaccident.
Boththefirefighterandhiswifewerepinnedinthevehicle. SinceTeal
sMilldoesnothaveextricationequipment,
theyhadtorequestaneighboringdepartmenttorespondtoextricateoneoftheirown.
CCFESwishestodonateonecompletesetofsurplusedHurstextricationequipment.
Thisextricationequipmenthasreachedtheendofitsusefulservicelifeandwasalreadyscheduledforsurplussale.
Theapproximatevalueofthisequipmentislessthan $1,500.00.
ThedonationofthisequipmenttoTeal
sMillcomeswithnoexpressorimpliedwarranties, andwouldbetransferred
