    PURPOSE

    TopresenttheFirstQuarterCustomerServiceExcellenceAwardstooutstandingemployeesonbehalfoftheCobbCountyCustomerServiceCouncil.

    BACKGROUND

    In1991, aCobbCountyCustomerServiceTaskForcewasformedtoevaluateandmakerecommendationstoimprovethequalityofcustomerservicedeliverytoresidentsandthoseconductingbusinesswiththeCounty. Tothisend, theCobbCountyCustomerServiceCouncilhasredesignedtheprogramtoenhancetherecognitionofexceptionalemployees, providingforameaningfulmechanismofrecognition.

    CountyDepartmentsaredividedintotengroups. Eachgroupnominatesemployeeswhobestexemplifythehighestlevelofcustomerserviceasthe CustomerServiceSpecialist. AllCobbCountyemployeesareeligibleforsuchrecognition. FortheFirstQuarterof2015, fouremployeeshavebeenselectedfortheiroutstandingcommitmenttocustomerservicedeliveredtoboththeirfellowemployeesaswellasexternalcustomers. Attheendofeachcalendaryear, one CustomerServiceSpecialist shallbeselectedfromallquarterlyhonorees.

    Women sHistoryMonthhaditsoriginsin1981whenCongresspassedPub. L. 97-28whichauthorizedandrequestedthePresidenttoproclaimtheweekbeginningMarch7, 1982asWomen sHistoryWeek". AsrequestedbyCongress, PresidentReaganissuedPresidential

    Proclamation4903proclaimingtheweekbeginningonMarch7, 1982asthefirst "Women sHistoryWeek" andrecognizingthevitalroleofwomeninAmericanhistory. PresidentReaganthenissuedPresidentialProclamation5619proclaimingMarch1987as "Women sHistoryMonth" andcallinguponallAmericanstomarkthemonthwithobservancestohonortheachievementsofAmericanwomen.     BACKGROUND

    Dr. BrianFristannouncedhisretirementasChiefMedicalExaminereffectiveSeptember30, 2014. TheBoardsubsequentlyapprovedtheCountyManager srecommendationforlong-termoperationsofthedepartmentbyhiringaChiefandDeputyChiefMedicalExaminer. TheBoardalsoapprovedanamendmentoftheFY14andFY15operatingbudgetduetoachangeinoperatingcost, increasedexpenseforinterimcoverageandpayoutofsuppliespurchasedbyDr. Frist. AsnotedintheOctober14, 2014Agenda, theFY15budgetmightrequireadditionalreviewoncetheappointmentofaChiefMedicalExamineroccurred.

    UponassumingmyroleasChiefMedicalExamineronMarch29, 2015, IidentifiedseveralemergentneedswhichwerecreatedbyDr. Frist sdeparture. Asmuchoftheequipmentwaspersonallyownedbyhimandwastakenwithhimuponretirement, therearesignificantgapsintheitemsnecessaryfortheMedicalExaminer sOfficetofunctiononadailybasis. SeveralitemsareneededtoaddthecapabilityfortwoMedicalExaminerstofunctionwithintheoffice. Theremaindersoftheitemsareessentialupgradestobringtheofficeinlinewithbestpracticesandnationalstandards. TheitemswhichareneededareinfrastructureimprovementstotheMedicalExaminer sOfficeandthemajorityarenotrecurringcosts. Theitemsrequestedarespecificallydiagnosticequipment, personalprotectiveequipment, toolsandupgradesnecessarytoaddasecondpathologistasfollows:

    Specialattentionwasmadetoinsurethattheitemspurchasedwiththisrequestarebothimmediatelynecessaryandtransferabletoanewfacility. Additionally, thereisanimmediateneedforadditionalofficespaceforthenewDeputyChiefMedicalExaminer. AconstructionprojectwithPropertyManagementhasbeenestimatedtoaddthenecessaryofficespacetotheexistingstructure.

    TheseaccountableitemsandsafetyequipmentwerenotmentionedintheinitialprojectionsbecausetheneedswouldbeidentifiedaftertheChiefMEappointmentandevaluationofexistingresourcesandservices.     entities. InaccordancewithFederalguidelines, eachfederalparkpursueandobtainanagreementwithlocalagenciestobetterservethepublicandprotectparkresources, employees, andvisitors.

    TheUnitedStatesDepartmentoftheInterior, NationalParkService (KennesawMountainNationalBattlefieldPark) hasagreedtoaMOUwiththeCobbCountyPoliceDepartmentthatestablishesmutuallawenforcementassistancewithinandaroundtheKennesawMountainNationalBattlefieldParktopromotethewelfare, safetyandenjoymentofparkvisitorsandprotectparkresources. Additionally, theagreementprovidesthecooperativecommunicationsthroughthe800MHzmobileandportableradiosnecessaryforparkstafftoadequatelycommunicatewithCobbCounty.

    Theagreementwillbeeffectiveforfiveyearsfrom thedatelastsigned, unlessitisterminatedearlierbyeitherpartyinaccordancetotheagreement.     ThedepartmentproposestopurchasethreePolicePackageTahoesatanequippedcostof40,836.95andatotalcostof $122,510.85andtoaddtothepatrolfleet. Thesevehicleswillbe

    purchasedthroughstatecontract #9999-SPD-ES40199409-002. Additionally, theTahoeswillneedtobeequippedwithatechnologypackage. Thetechnologypackagecostswillbe11,446.00pervehicleforatotalcostof $34,338.00.

    TheTahoeswillprovideavehicleplatformtoaccommodateofficerswhoarelargeinstature, aswellasprovideoff-roadcapabilitiesinthefield. TheTahoeswillalsoprovideincreasedcargocapabilities, allowingofficerstostorelargerequipmentforcriticalincidents.

    IMPACTSTATEMENT

    AllfuturecostsareexpectedtobegeneralmaintenanceandperformedbyCobbCountyFleet. Thevehicleswillbeunderwarrantyforthefirst5yearsor100,000miles. Afterthewarrantyexpires, maintenancecostsareestimatedunder $2,000.00peryear.

    Police (KSU-DPS), andtheKennesawStateUniversityAthleticDepartmentforCCFEStoprovidestandbyBasicLifeSupport (BLS) servicesateventsinwhichKSU-DPSorKennesawStateUniversityAthleticDepartmentrequestssuchservice, suchastheSportsandRecreationParkorotherKSUAthleticvenues.

    B. RolesandResponsibilities. a. CobbCountyFire & EmergencyServicesagreesto:

    i. ProvidetrainedandcertifiedemergencymedicaltechniciansEMTs) atorabovetheEMT-Intermediate85levelwhenrequestedbyKSU-DPStosupportathleticevents. TheEMTswillbeemployedbyCobbCountyFire & EmergencyServicesandwillbeinCCFESuniform. TheEMTswillbeoutfittedwithalltheequipment, supplies, andmedicationnecessarytoperformbasiclifesupportinaccordancewiththeprotocolsasestablishedbytheCobbCountyFire & EmergencyServicesMedicalDirector. NamedafterdecoratedNewYorkFirefighterTerryFarrellwhowaskilledinthelineofdutyontheSeptember11attackontheWorldTradeCenter, thisvolunteerfundexiststoassistfiredepartmentsandtheirmembersthroughphilanthropiceffortssuchasequipmentdonationtodepartmentsinneed. Therearecurrentlychaptersinelevenstates, includingGeorgia.

    InJuneof 2012, anoff-dutyTeal sMillfirefighterwasinvolvedinahead-onmotorvehicleaccident. Boththefirefighterandhiswifewerepinnedinthevehicle. SinceTeal sMilldoesnothaveextricationequipment, theyhadtorequestaneighboringdepartmenttorespondtoextricateoneoftheirown.
