At that time we will be holding our elections for the 2009 Board of Directors. Please be sure and mark this on your calendar and plan to attend, if you cannot attend be sure to mail your ballot in before the 20th so that your vote will count. Crime Stoppers Neighborhood Watch coordinator just received a message from the Washington County Sher- iff's Office that they have recently taken 3 reports of UPS packages being stolen from front porches in the past week. They are suggesting that as a precaution, if anyone is expecting a package that they should try to arrange for a person to be present to accept the package, or ask a neighbor to sign or safeguard the package for them. FROM AROUND THE NEIGHBORHOOD: This winter is bringing a mix of good and bad events. Children and adults are enjoying the snow and sledding on our hills and streets, but at the same time they are causing motorists to be very concerned about accidentally hitting someone walking or playing in the roadways. Due to the current weather conditions drivers can't always control how their car will react at a moment notice therefore, every- one needs to aware and keep sledding to the greenspace and safe areas away from traffic with adult supervision. Winter is hard on everyone so please be thoughtful of your neighbors. Many are having to park their cars down the street or even down on Beef Bend Road because they aren't able to get up the hills to their homes. We've had reports of chains being stolen in our neighborhood. Please report any suspicious activities to the WA County Sheriff's Depart- ment at 503 846-2700. And help out whenever you can. They are suggesting that as a precaution, if anyone is expecting a package that they should try to arrange for a person to be present to accept the package, or ask a neighbor to sign or safeguard the package for them.

Children and adults are enjoying the snow and sledding on our hills and streets, but at the same time they are causing motorists to be very concerned about accidentally hitting someone walking or playing in the roadways. Due to the current weather conditions drivers can't always control how their car will react at a moment notice therefore, every­one needs to aware and keep sledding to the greenspace and safe areas away from traffic with adult supervision.

Winter is hard on everyone so please be thoughtful of your neighbors. Many are having to park their cars down the street or even down on Beef Bend Road because they aren't able to get up the hills to their homes. We've had reports of chains being stolen in our neighborhood. Please report any suspicious activities to the WA County Sheriff's Depart­ment at 503 846-2700. And help out whenever you can. Shovel sidewalks and driveways to help make it easier and safer for everyone to get around the neighborhood.

FROM THE BOARD:EAGLES VIEW HOA BOARD OF DIRECTORS ELECTION RESULTSAt the annual EVHOA meeting in January, members elected board members for the 2009 term. Voted to continue in offi ce were: Shay Briones, President; Dwayne Boyce, Vice President; Becky Hebda, Secretary; Bobbi Arndorfer, Member-At-Large. New to the board this year will be Ali Elmi, Treasurer. Thank you to these HOA members who are willing to give their time and effort to make our neighborhood a great place to live. Board meetings are held the 3rd Tuesday of every month. Check the HOA Calendar of Events below and the website for the date, time and place of each meeting.

ANNUAL BACKFLOW DEVICE TESTINGThe HOA has made arrangements with PM Backfl ow to test our backfl ow devices again this year in April or May. The cost for the testing will be $20. If you signed up last year you are still on the list for this year. If you need to be removed from the list or were not signed up for testing last year and would like to be put on the list please email: [email protected] with the subject line of “Backfl ow Testing”. Be sure to take advantage of this offer. The City of Tigard will be assessing fi nes for those who do not have their backfl ow device tested.

The HOA has received complaints about some dogs owners not cleaning up after their pooches. Please be a good neighbor and take a plastic bag with you and clean up after your dog when it goes on someone else’s yard or in the park areas.

The HOA has made arrangements with PM Backflow to test our backflow devices again this year in April or May. The cost for the testing will be $20. FROM THE BOARD:PRIVATE DRIVES AND PLAYGROUND SAFETY

Now that summer is approaching more families are heading for the outdoors. Which means more children will be playing on the private drive streets. We do understand most of the areas around Eagles View are not fl at and children naturally congregate to fi nd fl at areas usually on the private drives. Please parents help remind the children to be safe in the private drive streets. Because these are also streets that homeowners live on, children also need to be respectful of personal property adjacent to these areas especially around the playground. The Board of Directors has received communications from some members stating their children were informed they could not ride their bikes/scooters etc., on the private drives. The Board understands concern for the safety of the children, however, no one is authorized to determine who may use the private drive property or how the private drive property is to be used other than member-ship-elected Board of Directors and then only with the permission of the membership as a whole. Section 18 of the Covenants, Conditions and Restrictions, to which you all agreed at the time you purchased your property, clearly states that the private drives are the property of the Association. Although that section was amended in July 2007, the prop-erty ownership was not changed. There is no record the Board of Directors or Association membership has given any-one authorization to determine usage of that property. Let’s all work together to make this a safe spring/summer for all. PLAY AND HAVE FUN, BUT BE SAFE AND RESPECTFUL! Thank you for your cooperation in this matter.

Our 2nd Annual EasterOur 2nd Annual Easter Was Great Fun for all!EVHOA’s 2nd annual Easter Egg Hunt on Saturday, April 11 was great fun for all! Kids from the ages of 2 - 12 and Moms scrambled for hidden eggs with prizes and candy in them. We also had a great time hosting our fi rst teen’s fl ashlight hunt. Thanks again to Angela Toyer for chairing the event for the 2nd year in a row. We also want to thank all the volunteers that helped stuff eggs and hide them and everyone who helped setup and clean up afterwards. 3nd Annual Neighborhood Garage SaleJune 26, 27 & 28

Remember it’s time to go through all those items you’ve been wanting to get rid of, but haven’t, and set them aside for our 3nd annual neighborhood garage sale. The HOA will pay for an ad in the newspaper and the signs will go up around the neighborhood, so homeowners need only open their garages and display their items to participate! We’ve had great turn outs in previous years and are looking forward to another great garage sale this year. So get your items ready!

awn Care Policy: There have been complaints from homeowners that properties in the neighborhood are not being kept up and have become unsightly. The board requests that homeowners observe the policy that is stated in our CCR’s that “Homeowners will keep their property in good order at all times”. The Board realizes that homeown-ers are trying to sell homes or are in foreclosure, but all the more reason to keep our neighborhood looking it’s best. Please keep your property maintained and clutter, such as trash receptacles, kept clean and put away if your property allows. UPCOMING NEIGHBORHOOD EVENTS:

HOA DUES

Because the Board has been able to maintain a stable budget and there is a contractual agreement with Clearwire, in February 2009 it voted a $2.00 DECREASE in the monthly HOA dues making them $25.00 a month or $270 per year. This decrease is in order to share with the members the income from the contract with Clearwire. The decrease was effective March 1, 2009 and many of you have seen the notice on your monthly billing, however, since many of you pay by the year, the Board wanted to be sure you were advised. For those who have paid by the year the 10% discount was applied to the new monthly rate effective in March, 2009. The Board will continue to maintain its fiduciary responsibility in order to bring the best possible value to our members.

4th Annual Neighborhood Block Party August 22, 2009

11 am - 5 pm

Our HOA Neighborhood Block Party is coming up on Saturday, August 22, 11am - 5pm, at the top of Tewkesbury Drive and Powerline Park, so be sure to mark your calendars. Like last year, we will have a dunk tank, bounce house, slip’n’slide, and lots of good food. Bingo prizes are being donated by local busi-nesses this year!

We need volunteers to help supervise in the following areas: Slip N Slide; Dunk Tank; Bounce House. These would be 1/2 hour slots. If you are interested please send an e-mail to [email protected] with the subject line “Block Party”. Or call Shay at 503-524-7350.

Bike Safety Class August 13th 7-8 pm at Playground Bicycling is a fun and healthy exercise. Before riding your bike on roadways, take time to learn the rules. Many bicyclists are seriously hurt in accidents because they are not properly protected or they don’t practice safe cycling. The Sheriff’s office will provide Eaglesview with a deputy to teach children how to properly wear helmets, ride in traffic, and how to operate a bicycle safely. Bring your bike and helmet and join in. This is a free class for our HOA members.

Pre-registration is required. The Sheriff’s office needs a minimum of 10 children to provide this class.

Once again our Neighborhood Block Party turned out to be a great success with beautiful weather, lots of good food and fun for all. Thanks again to Shay Briones for all her hard work and effort that went into organizing and schedul-ing the event and all the board members who helped to setup, supervise games and cleanup.A very big thank you to all the HOA volunteers who helped setup, cook, supervise games, get dunked in the “dunk tank”, called Bingo numbers, and generally give a helping hand. We had a great volunteer turnout this year and re-ally appreciate how everyone helped out. We also want to thank the Tualatin Valley Fire Department and the Wash-ington County Sheriff’s Department for their continued participation each year. It’s always nice to see and get to know our public officials and thank them for continue help.

Eagles View HOA Fall Pumpkin FestivalWhen: OCTOBER 31, 2009Time: 5-7pmWhere: Fall Stand on the Sidewalk at top of Powerline Park (Weather permitting) ome join us for some Halloween fun at the Fall Pumpkin Festival. We’ll have PUMPKIN DECORATING and BEST COSTUME CONTESTS with prizes for 1st place and runner up in both categories. Drop off your decorated pumpkins between 4:30 - 5pm and then come back by the stand to vote for your favorite decorated pumpkin until 7pm. Best Costume contest will be held from 5 - 5:30pm, so there’s lots of time for you to go trick’or’treating. There will be refreshments of Hot Cocoa, Cider and Cookies. This measure involves the corporate tax hikes the legislature enacted during its 2009 session. Petition signatures were gathered to let the voters decide, however, the voters are going to be barraged with political ads on both sides - none of which will give you the information of how these tax measures affect your Association.It is important for you as members of the Association to know how this measure will impact the Association and indirectly your pocketbook.Measure 67 increases the minimum corporate tax from $10 to $150 and increases the Secretary of State filing fee from $50 a year to $100 a year. Because of our income from Clearwire the minimum tax increase does not impact Eagles View but the doubling of the filing fee does. This notice is simply how this tax measure affects your Association. You must decide how you will vote in January, 2010 when you receive your ballot.
