1. Synopsis of the Request for Pre-Qualification (RFPQ) DAI, implementer of the USAID-funded AVC-Livestock project, invites qualified vendors to submit their application for Pre-Qualification for the Provision of Agriculture commodities.

October 14, 2021. Late applicants will be rejected except under extraordinary circumstances at DAI’s discretion.

• Applicants shall submit their applications electronically to [email protected]

• Applicants shall sign and date their application.

• All applications shall be in English language

• Applications must include the information requested. Additional information provided may not be reviewed.

• Information requested MUST be provided in the templates/formats supplied or as described in the RPQP.

• It is IMPORTANT that applicants use the templates /formats provided herein rather than prepare their own.

2. Purpose

2.1 Background The Afghanistan Value Chains – Livestock (AVC-Livestock) is a USAID funded program expected to run through June 2023. AVC-Livestock utilizes a market systems approach to strengthen and facilitate key transactions at either end of the farmer in targeted value chains - the commercial vendors of the goods and services that farmers need to grow higher volumes of quality produce, and the processors and traders who purchase farmers’ harvests. AVC-Livestock is a market-driven, private sector-focused program that aims to sustainably strengthen the dairy, poultry, honey, red meat, fish and fiber value chains throughout Afghanistan resulting in increased incomes, employment and productivity throughout targeted value chains.

2.2 DESCRIPTION OF THE COMMODITIES

2.2.1 Timeframe The seed and feed are required in accordance with the technical specification provided herein. Following this RFPQ, DAI-AVC-Livestock will issue solicitation to the qualified shortlisted firms with more details on the exact timeframe for the delivery of the requested commodities

2.2.2 Location DAI-AVC-Livestock support its anchor firms all over the country. Thus, the exact delivery location for these commodities may vary based on the location of the anchor firms. Therefore, the firms may be required to deliver the commodities throughout the country with different quantities. More details on the delivery location/s will be provided to the pre-qualified firms within the solicitation.

2.2.3 Others DAI AVC-Livestock anticipates awarding between 3-8 contracts to different firms for the supply of the below listed commodities. Due to the volume of commodities and multiple delivery locations throughout the country, shortlisted firms can bid on as many or as few locations or types of commodities as they are realistically able to manage.

2.4 Inspection and Acceptance The vendor shall be solely liable for all risks associated with the production, procurement and delivery of the commodities to the destination/s. DAI-AVC-Livestock and the relevant anchor firm/s will only accept the commodities that fully meets the technical specification provided herein, and the solicitation issued after.

2.5 Quantities The types, composition, and quantities of the commodities listed above are only estimates. It may increase or decrease at the solicitation stage based on need and DAI’s agreement with the relevant anchor firm/s.

3. Required Qualification The interested firms submitting application in response to this EOI shall have the following:

➢ Previous experience in provision of the same or similar agriculture commodities to other national and international organizations in the country. Shall submit copies of their contracts, completion certificates and contact details of their previous contractor’s reference check.

➢ Valid Agriculture license from Government of Afghanistan to operate in Afghanistan. ➢ DUNS (Data Universal Numbering System) or willing to obtain DUNS before the award ➢ Able to manage transportation of one or more of the commodities throughout the country or in

a specific target geographic region. ➢ Any certification that requires procurement and distribution of agriculture commodities. ➢ Seeds must be supplied from a valid and certified source ➢ Seeds germination certificate is required

4. Evaluation Criteria The criteria presented below have been tailored to the requirements of this RFPQ. Organizations should note that these criteria serve to: (a) identify the significant matters which they should address in their application; and (b) set the standard against which all applications will be evaluated. Preference will be given to local organizations which has previous experience in provision, production and delivery of similar agriculture commodities with the country. Organizations that cannot clearly demonstrate their ability in provision of the agriculture commodities will be excluded from the pre-qualification. The applications / EOIs will be evaluated in accordance with the following evaluation criteria:

Any organization found to be NOT eligible will be removed from further consideration. For those organizations found to be eligible, a rating system using “acceptable” and “unacceptable” will be used to evaluate the technical applications, which will include a review of the company’s organizational experience, resources, financial and administrative capacity. ➢ Acceptable: Organizations submit the documentation with an insignificant variation from the

technical requirements set forth in the RFP/Q. Most of the technical evaluation criteria have been addressed and clearly specified in the documentation. Only those applicants who receive an “acceptable” rating will be included in the shortlist for upcoming solicitations.

➢ Unacceptable: Companies submit the documentation with a significant variation from the technical requirements set forth in the RFP/Q. Most of the evaluation criteria have not been addressed and specified in the documentation. Unacceptable grading means DAI-AVC-Livestock will not shortlist the company to receive future solicitation.

Attachment A: Prep-Qualification Application Form Notice: All Organizations that want to undergo a pre-qualification evaluation by DAI-AVC-Livestock must be eligible per the terms and conditions of Article 17(1) of the Afghanistan Law on Public Procurement (hereinafter the “Law”) enacted in July 2008 and as amended in January 2009.
