M. “Bud” West AFA Chapter 419 www.budwest.afaflorida.org Colonel McCaffrey to Speak at the May 16, 2013, Meeting Col McCaffrey is the Commander, USAF Reserve Officer Training Corps Detachment 145 at Florida State University. He is a command pilot with over 2,300 hours in the T-37, T-38, F-111A/E, AT-38B, F-15C/D and the T-6A aircraft. Col McCaffrey was commissioned upon graduation from the United States Air Force Academy in 1988. He also has completed multiple masters degrees. He distinguished graduate of Squadron Officers School, Air Command and Staff College, Joint Forces Staff College at NAS Norfolk, and Industrial College of the Armed Forces. Col McCaffrey completed Undergraduate Pilot Training (UPT) at Williams AFB AZ in July of 1989. Following UPT, he flew with the 79 th TFS in the F-111E at RAF Upper Heyford, England. While there he deployed to Incerlik AB, Turkey and flew 11-night combat mission in support of Operation DESERT STORM. His next tour was to Holloman AFB, NM where he instructed in the AT-38B. He led the CADRE for the AT-38B Introduction to Fighter Fundamentals (IFF) program move to Air Education and Training Command (AETC) at Sheppard AFB TX. In April of 1996, he transitioned to the F-15C and relocated to Mt Home AFB, ID. As a member of the 390 FS, he deployed to South West Asia for AEF V and VII, flying 18 combat missions over Southern Iraq. In 1999 he completed a staff tour as F-15 Joint/ Bilateral Operations Officer for HQ 5 th Air Force at Yokota AB, Japan. During this tour, he led the first deployment of the Japanese Air Self Defense Force (JASDF) from its homeland since World War II to Anderson AB, Guam for the inaugural Cope North Guam exercise. He served as Chief, Policy and Strategy Branch at HQ NORAD J5 where he developed Homeland Air Defense policy and strategy following the 9-11 attacks. He arrived at Vance AFB in February 2005 as the T-6 initial CADRE and transition lead. After successfully bedding down the system, Col McCaffrey took command of the 8 th FTS in June of 2005. Following command, he reported to HQ USPACOM as speechwriter and strategic thinker to the commander and later Deputy Director, Commander’s Action Group. Col McCaffrey also served as Chief, Doctrine and Education Group at HQ US Joint Forces Command J7. There he was responsible for development of all Joint Doctrine and certification of all Joint Education Courseware for the Chairman, Joint Chiefs of Staff. In his most recent assignment prior to reporting to Florida State University he served as the Commandant, Squadron Officer School (SOS) and later rose to the Wing Command Equivalent position as Commander, Squadron Officer College where he completed a groundbreaking transition of all company grade professional military education and earned a zero downgrade “Excellent” rating on the Wing’s 2011 ORI. His awards include the Defense Superior Service Medal, the Legion of Merit, the Distinguished Flying Cross with “V” devise, the Defense Meritorious Service Medal w/OLC, Meritorious Service Medal w/2 OLCs, Air Medal, Aerial Achievement Medal, Air Force Commendation Medal w/OLC, Armed Forces Expeditionary Medal w/ Service Star, Southwest Asia Service Medal w/2 Service Stars, and the Global War on Terrorism Service Medal among others. Col McCaffrey is married to the former Miss Lisa Mulholland of Colorado Springs, Colorado. They have three children: Garrett (20), Trevor (15), and Mallory (9). Colonel McCaffrey also has become a very active participant in Bud West Chapter Executive Committee. PRESIDENT’S REMARKS By Cliff Palmer In early April, Tallahassee was the host of the first annual North Florida Homeless Veterans Stand Down where more than 200 veterans seeking assistance with housing, employment, medical, and legal assistance, found many willing agencies and fellow veterans ready to help. The Chapter was represented by providing bottles of water and a helping hand with befriending some veterans. The organizers, lead by COL (USA, Ret) Washington Sanchez, brought 65 providers to the North FL Fairgrounds for 3 days of great food, housing, counseling, haircuts, and even court proceedings set up in a tent by the county. By all accounts it was a great success. I look forward to next year’s Stand Down and having a greater AFA presence. Another great event being planned for our distinguished WWII veterans is the Honor Flight to Washington D.C. on May 11. Our long-time chapter member and former Secretary, Steve Murray, serves on the Honor Flight Tallahassee Board of Directors and has helped to raise more than $100,000 to pay for more than 80 WWII veterans to fly to Washington for the day to visit the WWII Memorial as well as other military memorials. I will serve as a “guardian” to one of the veterans, and help document this important trip. Another significant veteran’s project being planned in conjunction with Memorial Day is the Leon County Schools Veterans Memorial. The memorial is currently under construction, and should be completed in time for the dedication ceremony on May 23 at noon. Please plan to attend to be part of the Chapter members who will present the American and State of Florida flags to honor the students from our county who made the ultimate sacrifice. Thanks to CMSgt (USAF, Ret) John Schmidt for presenting the AFA national medals to two very outstanding AFROTC cadets at FSU, along with the CMSgt Schmidt Award for Community Service (See article in newsletter). In addition to the medals the Chapter presents each year to ROTC, JROTC, and CAP cadets, we also provide a $100 scholarship to each recipient. Given our limited Chapter funds, please consider making a donation on behalf of this important program so that we can continue to support our young men and women students. Please remember that we must recruit new members in our area in order for the chapter to grow. There are many in Tallahassee who could enjoy the benefits of joining the AFA and our chapter, but we just have to find them. One way is to invite a neighbor or friend to one of our quarterly dinner meetings. I’m certain that once they attend a meeting, enjoy the fellowship and listen to our guest speaker, they will want to join the chapter. We are planning an excellent dinner meeting for May 16, so please make your reservation immediately, and bring a friend! Lt Colonel Cliff Palmer will introduce General Snowden. The Patriot Guard Riders will participate and the four HS JROTC units will serve as combined “Honor Guard.” A combined band from the five local high schools will perform. Two Lincoln band members will perform “Echo Taps.”
