Railroading History• Pacific Railway Act of 1862 granted 10 square miles of public land on each side

of the track for every mile laid. • The Safety Appliance Acts At the beginning of the 20th Century, mandated

automatic couplers, installation of compressed-air train brakes and the addition sills, steps, ladders, running boards, and grab irons.

• The nation's rail route mileage, which reached a record 254,037 in 1916.• Between the end of World War II and the mid-1970s, the federal government

spent more than $81 billion on highways and another $10 billion on inland waterways.

• Almost 60 merger applications involving two or more Class I railroads were filed between 1957 and 1970 and the ICC denied only six.

• Total US railroad network’s 170,000 miles.• The Organization of Petroleum Exporting Countries (OPEC), in the midst of the

Yom Kippur War, announced that they would no longer ship petroleum to nations that had supported Israel in its conflict with Egypt on October 17, 1973

• The amount of rail traffic handled by our Nation’s railroads has increased over 55 percent since the rail industry was deregulated in 1980.

AIAA Policy Recommendations• WORKFORCE AND EDUCATION Recommendation: Provide federal government incentives for more students to

pursue careers in math, science, and engineering.  The AIAA proposes legislation to establish a National Science and Technology Corps - an analog to the Reserved Officers Training Corps. 

• AIR TRANSPORTATION SYSTEM TRANSFORMATION Recommendation: The AIAA supports the DOT and the Administration's plans to launch a Next Generation Air Transportation System Initiative to transform our Nation's air transportation system. 

•  AERONAUTICS RESEARCH AND DEVELOPMENT Recommendation: America's aeronautics and aviation industries are at a critical crossroads.  They face serious global competition and demanding economic circumstances.  The path to recovery hinges on their ability to maintain their historical superiority in offering aeronautical vehicles, technologies and systems that introduce cost-effective, yet dramatic innovation.  NASA's budget should begin to show this new commitment to R&D in 2005, and should reach the 10% level by 2006. 

• DEVELOPING AND IMPLEMENTING AN INTEGRATED SPACE TRANSPORTATION PLAN Recommendation:  An integrated space transportation system development and operations plan should be formulated that accounts for currently projected civil and military mission needs while also enabling major new space initiatives. 

• DEPARTMENT OF HOMELAND SECURITY - UNMANNED AERIAL VEHICLES Recommendation:  Call on the DHS and the FAA to provide clear guidelines/procedures/policies for the deployment of UAVs to be utilized in the NAS for homeland security and help stimulate the emerging UAV industry.

• DEPARTMENT OF DEFENSE - 3% FUNDING FOR SCIENCE AND TECHNOLOGY Recommendation:  AIAA supports providing 3% of the overall DoD budget for the S&T accounts.  The 6.1 Basic Research account, which provides the ideas that so many of these technologies are developed from, and is less susceptible to the ebbs and flows of military procurement.  Providing consistency in funding will also provide consistency in this research and assure America's continued roll as the leader in developing defense and commercial technology.
