Air / Ground Communications System Acquisition
• Conducted bilateral meetings with potential vendors throughout Summer 2008
• Released Request for Comment 30 Oct 08– Summarizes FAA's Data Communications operation environment– Continue to communicate with industry on the details of the service
acquisition
• Developing draft acquisition strategy paper to be released to industry for comment– The exact scope of the service and contract are still under development
Data Communications Program – Status
ICAO ACP WG-M #136
Specifications Development
• Specifications development activities– En Route SSD– Tower SSD– Communications Service Provider SSD– Infrastructure SSD– Maintenance, Monitoring and Control CONOPs/SSD
Data Communications Program – Status
ICAO ACP WG-M #137
Final Investment Analysis – Activities
• Economic Analysis– Cost estimation development for software development,
hardware procurement, air-ground network acquisition, equipage incentivization, etc.
– Develop understanding of system benefits to include operational scenarios
• SIR Development– Create acquisition documents for air-ground network– Release of Request for Proposal to industry– Proposal evaluation
• Coordination with overall NextGen rulemaking plan
• Prototype and Test– Services Validation– Security, HF– Aircraft / Flight test capabilities– Interoperability– Communication Infrastructure– Demonstrations– Foundation for formal T&E process
• Implementation Strategy Planning– Target ARTCCs to maximize benefit – Early stages – roll out plan / trade space analysis
- Develop and Release SIR- Receive and Evaluate proposals- Develop Interface Requirements- Mid-term Human Factors and Standards- Finalize Business Case Analyses- Complete JRC 2B, Final Investment Decision- Contract Awards
