Indoor activities for families will be followed by kids helping us stock the fish in the park. Please bring a bucket with you. Program is $2/person or $5/ family, and proceeds help to fund the cost of our Trout aquarium. If you love to hear the birds singing their hearts out each Spring, then check out Bluebirds with Bob to learn about this beautiful New York State Bird on Friday, April 13, from 10am-12pm. Participants with suitable Eastern Bluebird habitat at their homes will be able to take a free nesting box while supplies last. The program includes children’s activities. On Saturday, April 14, learn about the different habitat needs of various animals that call the Rensselaer Plateau home from 1pm-2pm before creating your own “habitat in a jar” to take home. Members of the Rensselaer County Legislature provided fundingsupport to the Young Actor’s Guild staged at the RensselaerUnion on the Rensselaer campus. The Finance Committee of the Center Brunswick UnitedMethodist Church announced that it will award $1000 to astudent to be selected from the Tamarac High School Class of2012. The money may be used for any type of expensesrelated to further education. Students do not have to belongto this Church or any other church or religion to be eligible forthis award. The term MDF, or medium-density fiberboard, started making itsway onto home-improvement shows and among do-it-yourselfers,making it a popular material in recent years. MDF is formed withwood fibers or shavings mixed with glue or resin. Under heat orpressure, the MDF is made into a solid material. Because MDF is notmade from slices of wood to form veneers, it will not have thetraditional graining or knots associated with wood.MDF is often
easy to cut, drill and manipulatebecause users will not have towork around grain or knots. Butusers should be careful to drillpilot holes before attaching MDFbecause it can split. Due tomachine creation, MDF isgenerally uniform in thickness,which makes it consistent formany uses. It is important tonote that sanding and cutting ofMDF can cause the release offormaldehyde. As legislative representatives of District 3, including the townsof Brunswick, Pittstown and Schaghticoke, we are happy toprovide our constituents with a report on actions taken at theMarch 13, 2012 legislative meeting.As expenses for social services increase, it is important to pro-tect taxpayers from fraud and that the services are receivedby those needing assistance. Last year, legislators joined otherelected officials across the state in asking for a state review ofwhat we call chronic callers, persons who repeatedly call forambulance for non-emergency situations.Based on anecdotal evidence from emergency service respond-ers, we have learned persons repeatedly call for ambulancetransport to hospital emergency rooms for non-emergency situ-ations like a headache, basic aches and pains, cold, hunger ordrunkenness. These transports are very costly, and are a drainon emergency services. We believe a review by the state wouldhelp discourage abuse of the system and protect taxpayers.County Executive Jimino also gave her annual State of theCounty speech and discussed the ongoing problems caused byunfunded state and federal mandates. We are proud of effortsto protect taxpayer savings, including a $900,000 savings ininsurance costs, and over $400,000 in reductions in the legis-lative offices. We have also sought increased accountability tohelp reduce costs for mandates.The Legislature was also proud to welcome Henry Bauer as arepresentative of the City of Troy. Hank formerly served asCity Court Judge and as City Councilman, and his wife Laurawas elected three times to serve as legislator.Legislators approved a resolution supporting expansion of theDNA database across the state. An expanded DNA databasehelps bring those responsible for crime to justice, protects vic-tims of crime and helps those wrongly accused. We were alsohappy to see state officials approve expansion of the DNAdatabase just days after our meeting.One day before the meeting, Tom Walsh unveiled the latestaddition to the Hall of Heroes, the area in the County OfficeBuilding recognizing the contributions of our veterans. The newaddition lists those veterans recognized at the monthly Honora Deceased veteran ceremonies each month.The next meeting of the Rensselaer County Legislature is Tues-day, April 10, 2012. MEMBERSUpdates from the March 20th Board meeting to share:• Shelly Levings from Questar provided an update on the TaxLevy Cap (TLC) and how it affects our District. Averill Park’sTLC is 3.95% based on the State’s eight step formula, not2%. At or below this cap a simple majority vote (50% + 1vote) is needed to approve the proposed budget. Anyadopted budget above 3.95% would require a super majorityvote (60% approval). If the adopted budget is voted downtwice, a 0% TLC would be instituted.• The Board provided direction to the Superintendentregarding the inclusion of a Kindergarten Program in allbudget scenarios at the TLC of 3.95% or higher. This wasbased on feedback received and the need to allow families toplan properly.• Budget scenarios above and at the TLC were presented bythe Superintendent. All scenarios are available on the Districtwebsite.It is important for the community to know the numbers andbudget scenarios are evolving daily. For example, based onupdates received over the last couple weeks, the budgetgap at the 3.95% TLC has gone from $4.7 million to $3.3million, and as of March 22nd, to $2.8 million. Hence why ourbudget calendar is set up to address the finer cost details inmid-March when a more accurate picture can be provided. Arevised 3.95% TLC budget scenario, along with theimplications of a 0% TLC were reviewed at the March 27thmeeting. The final numbers from Albany should be definedby early April and we are discussing opportunities to realizesavings with all of our bargaining units currently without acontract.Continued budget discussions will occur at the April 3rdmeeting prior to budget adoption at the April 17th meeting.Please take the survey regarding the program level thecommunity is willing to support, available on the Districtwebsite under the Budget Corner. The survey will be availablethrough Sunday, April 1st.
