Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body
representing the urban water industry. Our members provide water and sewerage services
to over 20 million customers in Australia and New Zealand and many of Australia's largest
industrial and commercial enterprises.
Based around our vision of 'customer driven, enriching life', WSAA facilitates collaboration,
knowledge sharing, networking and cooperation within the urban water industry. We are

1 EXECUTIVE SUMMARY
Issue 2 addresses a future work item identified in the previous report. Adroit Piping
Systems has supplied water quality test results, from a Nata Accredited Laboratory
demonstrating compliance to AS/NZS 4020 for the PE compound P901BK. Adroit Piping
Systems has also provided a Product Certification ( ISO Type 5) Certificate and Schedule,
issued by Australian Certification Services Pty Ltd, Cert No 3016, issued date 24 July
2017.
Adroit Piping Systems Pty Ltd trading as Adroit Piping Systems is an Australian company
providing a range of products and related services to the plastics piping systems for the
civil, construction, mining, water and oil and gas industries. The company has been trading
for 20 years. The company is based in Ermington NSW where it has both warehouse and
manufacturing facilities.
Adroit Piping Systems produces a wide range of fittings including eccentric and concentric
reducers, full face and stub flanges, reinforced forged tees, end caps and sweep or post
formed bends. These fittings are made from PE100 and are intended for use in PE100
piping systems. Both the eccentric and concentric reducers are made by the same process
and for the purpose of this assessment were considered to be part of the same product
group. Similarly, the full face and stub flanges are part of a single product group.
The company has a quality management system, accredited by SAI Global, for the supply
of pipe, fittings, equipment, tooling and ancillary items required for the installation of HDPE
piping systems, including the manufacture of fittings and specialised fabrications from
HDPE pipe. The products that are covered by this appraisal are listed in the company’s
WaterMark Schedule issued by Australian Certification Services. This is a Level 1
WaterMark which is a conformity assessment scheme based on ISO Guide 67 system 5.
The WaterMark schedule is comprehensive, being 133 pages long.
The two PE100 compounds nominated by Adroit Piping Systems as used in the extruded
pipes from which they form their fabrications are both listed in PIPA POP004 as PE100
compliant in accordance with 4131:2010 “Polyethylene (PE) compounds for pressure pipes
and fittings”. These compounds are Alkadyne HDF 193B produced by Qenos and
HE3490LS from Borouge. Moreover, the materials satisfy the temperature rerating
requirements of PIPA POP013 Temperature Rerating of PE Pipes and have been tested
for compliance with AS/NZS 4020:2005 “Testing of products for use in contact with drinking
water” within the past 5 years. In addition, Adroit has had product made from Borouge
HE3490 successfully tested by the Australian Water Quality Centre for taste and
cytotoxicity.
Certificates of compliance with AS/NZS 4130:2009 “Polyethylene (PE) pipes for pressure
applications” have been provided by the two companies, Crompton and Enviropipe that
supply Adroit with extruded pipes from which the fittings are made.
The post-formed bends (or sweep bends) have been demonstrated to comply with AS/NZS
4129:2009 “Fittings for polyethylene (PE) pipes for pressure applications” section 5 Post-
formed bends. Butt-welded assemblies of the other fittings have satisfied the 20°C/100 h/
12.4 MPa hoop stress, 80°C/ 165 h/5.4 MPa hoop stress and 80°C/ 1000 h/5.0 MPa hoop
stress pressure tests specified in Table 6.3, Section 6 of AS/NZS 4129.
1.1 Recommendations
It is recommended that WSAA members and associates, subject to any specific
requirements of the member or associate, accept or authorise the ADROIT butt welded
polyethylene (PE) fittings, sweep bends, and junctions as detailed in this report for use in
pressure applications including water supply and sewerage provided the design,
installation, acceptance testing and operation etc. are in accordance with the appropriate

WSAA Codes, including WSAA member integrated Codes, nominated Standards and
manufacturer’s requirements.
2 THE APPLICANT
Adroit Piping Systems is an Australian organisation; it commenced trading in 1996 in the
sales and service of plastic piping systems to the civil, construction, mining, oil and gas
industries. Today the Organisation operates from a modern factory and warehouse based
in 67-69, Atkins Road, Ermington NSW. The Organisation specialises in the manufacturing
and supply of innovative piping systems and parts to piping and utilities suppliers.
Based in Sydney, New South Wales, Adroit Piping Systems offers a comprehensive range
of piping systems manufactured primarily from polyethylene for pressure and drainage
applications. The advantages of Polyethylene Piping Systems have been appreciated in
the gas and water industries and by general industrial users for many years. Adroit Piping
Systems specializes in polyethylene piping systems that offer the benefits of:
Quality approved products which are designed and manufactured to meet
international and Australian standards;
Savings in labour costs in maintenance and modification;
Reliability with minimum maintenance and repairs;
High pressure/flow rating;
Design Flexibility/wide choice of system;
Low capital costs; and
Comprehensive installation training.
Adroit Piping Systems follows relevant Australian Standards during manufacture of its
productions, including:

Adroit Piping Systems is a quality-endorsed company certificated by SAI Global in
compliance with ISO 9001:2015 (certificate of registration NO QMS40134) for the supply of
pipe, fittings, equipment, tooling and ancillary items required for the installation of HDPE
piping systems including the manufacturing of fittings and specialised fabrications from
HDPE pipe. The Quality Management System has been developed and implemented to
ensure that all customer requirements are satisfied. The Quality Management System is
applicable to all departments and to all activities undertaken by Adroit Piping Systems.
Adroit Piping Systems has been a supplier of non-corrosive piping systems, machinery and
tooling to customers throughout the plumbing, gas fitting, mining and utilities industry.
3 THE PRODUCT
This appraisal applies to the range of ADROIT PIPING SYSTEMS PE Butt-weld fittings,
sweep bends, and junctions as listed in Table 1. A more detailed description of these
fittings is provided in the Product Catalogue in Appendix A and the Watermark Certificate
Product Schedule referenced in Appendix B.

The ADROIT PIPING SYSTEMS PE products are suitable for use with polyethylene (PE)
pipes manufactured in accordance with AS/NZS 4130:2009 “Polyethylene (PE) pipes for
pressure applications” for the conveyance of drinking water, recycled water, and sewage in
buried and above ground pressure applications and with fittings complying with AS/NZS
4129:2008 “Fittings for polyethylene (PE) pipes for pressure applications”.
ADROIT PIPING SYSTEMS PE products have been issued with Watermark Level 1
Certificate of Conformity by Australian Certification Services Pty Ltd for compliance with
AS/NZS 4129:2008.
The ADROIT PIPING SYSTEMS PE products are manufactured by Adroit Piping Systems,
Australia, from materials extruded or moulded using virgin PE100 material, either BorSafe
HE3490LS (Borouge) or Alkadyne HDF193B (Quenos). These compounds are listed in
PIPA POP004 as having demonstrated compliance with AS/NZS 4131.

The ADROIT PIPING SYSTEMS range of PE Butt-weld fittings, sweep bends, and

(SDR 17). The reinforced reducing tees and sweep bends are also suitable for
electrofusion welding.

4 SCOPE OF THE APPRAISAL
The scope of the appraisal is covered in Section 3 above and the listings in the
ApprovalMark Product Schedule located in Appendix ‘B’. A specific dimensioned list of

5 APPRAISAL CRITERIA
5.1 Quality Assurance Requirements
The WSAA Product Appraisal Technical Advisory Group accepts PE100 tees, reducers,
flanges, end caps and sweep bends manufactured in compliance with AS/NZS 4129 and
duly certified by means of an ISO Type 5 product certification scheme undertaken by a
JAS-ANZ accredited Certification Assessment Body (CAB) or by an international
accreditation system recognised by JAS-ANZ.
The manufacturer is generally expected to have a production management and control
system that has been duly accredited in accordance with AS/NZS ISO 9001 as a
prerequisite to undergoing a product certification audit.
5.2 Performance Requirements
Adroit Piping Systems PE100 reducers, flanges, reinforced tees, end caps and sweep
bends have been appraised for compliance with AS/NZS 4129 and POP006 “Derating
Requirements for Fittings”.
Appraisal criteria are also determined by the WSAA Product Appraisal Technical Advisory
Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members.
The following Product Specification is also relevant to this applicat ion:

6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
The following certificates have been submitted by Adroit Piping Systems.
SAI Global Pty Ltd Certificate of Registration No. QMS40134 for the operation of a Quality
Management System in compliance with the requirements of ISO 9001:2008 for the Adroit
Piping Systems PE products establishment located at 1220 Abernethy Road, High
Wycombe, 6057, Perth, Australia. The scope of the certified Quality Management System
covers the supply of pipe, fittings, equipment, tooling and ancillary items required for the
installation of HDPE piping systems, including the manufacturing of fittings and specialised
fabrications from HDPE pipe.
Australian Certification Services Certificate of Conformity (ISO Type 5 License) No.
3016, issued for products manufactured in compliance with AS/NZS 4129.

6.2 Compliance with Performance Requirements
The products subject to this appraisal are produced under
(a) Certification Mark, Certificate of Conformity Number 3016, issued by Australian
Certification Services Pty Ltd on 26 July 2017.
(b) WaterMark Certificate of Conformity Number 23244 issued by Australian Certification
Services Pty Ltd on 26 November 2016.
According to the WaterMark Certificate of Conformity, the products have been assessed to
WaterMark Level 1. Volume three of the National Construction Code (Plumbing Code of
Australia) requires that for Level 1 WaterMark, “an approved user must meet the
requirements of ISO Guide 67 System 5, provide warranty and comply with licence
conditions”.
The Certification Mark and WaterMark Certification Schedule provides a comprehensive
listing of the product range subject to this appraisal including Model Identification, Brand
Name and Description. For each product type there is a range of diameters, SDRs and
pressure ratings. In the case of Sweep Bends there is also a comprehensive range of
angles.

6.3 Compliance with Material Requirements
6.3.1 PE100 Compound.
The products subject to this appraisal are ApprovalMarked and WaterMarked (Level 1) for
compliance with AS/NZS 4129. It is a requirement of Section 6 of this Standard that spigot
end fittings for butt fusion are made from polyethylene complying with AS/NZS 4131. Also,
sweep bend are to be made from pipes complying with AS/NZS 4130. The pipe Standard
AS/NZS 4130 also specifies that the PE compound used to make PE pipe is to comply with
AS/NZS 4131.
The materials nominated by Adroit as used to make their products include Qenos Alkadyne
193B and Borouge BorSafe HE3490LS. Both of these compounds have been assessed by
PIPA and are listed as AS/NZS 4131 compliant for PE100. Both compounds are also listed
as complying with the temperature rerating requirements described in PIPA POP013.
A Qenos Quality Report dated 04.09.2015 has been provided confirming compliance of
Alkadyne 193B with the volatile content, carbon black concentration and dispersion and
oxidation induction time are in compliance with AS/NZS 4131. Similarly Borouge has
provided a Certificate of Analysis dated 12.07.2014 showing HE3490LS meets the same
requirements.
Additionally a certificate of compliance has been provided by Cromford Pipe for DN110
PN12 pipe made to AS/NZS 4130 using IRPC P901BK PE100. This material is also listed
in PIPA POP004 Polyethylene Pipe and Fittings Compounds as a PE100 material for which
compliance with the temperature rerating requirements of PIP013 has been demonstrated.
6.3.2 PE100 Pipe
According to Adroit Piping Systems PE100 pipe used in the manufacture of the fittings is
extruded by either Cromford Pipes or Enviropipes. A Certificate of Compliance (Certificate
No. 00165) has been provided by Cromford Pipe confirming DN110 PN12 pipe satisfied the
batch release test requirements listed in Table A1 of Appendix A of AS/NZS 4130.
EnviroPipe has similarly provided a Certificate of Compliance (Certificate No.1605J40374)
for product supplied to Adroit Piping Systems.
6.3.3 Materials in Contact with Drinking Water.
It is a requirement of AS/NZS 4131 and AS 4130 that the compound and pipes respectively
satisfy the requirements of AS/NZS 4020 Testing of products for use in contact with
drinking water. Reference to PIPA POP004 indicates the two nominated compounds have
been satisfactorily tested within the past 5 years. P901BK, as nominated in the Cromford
Pipe certificate of compliance, was satisfactorily tested to AS/NZS 4020.
Additionally, Adroit Piping Systems has provided a copy of Australian Water Quality Centre
Report No 170643 for Taste of Water Extract and Cytotoxic Activity of Water Extract in
accordance with AS/NZS 4020. Both tests were passed at an exposure of 30,000 mm2 per
litre.

6.3.4 Testing of reinforced Reducing Tees
CSIRO Report Number HHI 2892 dated 9 November 2015 has been provided detailing the
80°C pressure testing of a DN200 x DN110 SDR11 forge moulded reinforced reducing tee
in accordance with the requirements of Table 6.3 of AS/NZS 4129. The test pressure
calculations are correct and the results indicate the product passed both the 165 h and
1000 h tests. The CSIRO laboratory is NATA accredited for this work. An Australian
Certification Services test report has been presented showing an assembly comprising a
range of products, including a reducing tee, butt-welded together passed the 100 h, 20°C
and 12.4 MPa hoop stress pressure test.
6.3.5 Testing of Reducing Adaptors, End Caps and Flange Adaptors.
CSIRO Report Number HHI 2891 dated 9 November 2015 has been provided detailing the
80°C pressure testing of an assembly comprising a DN250 x DN200 reducing adaptor,
DN200 end cap and a DN250 full face flange adaptor all made from PE100 in SDR11. It is
noted that SDR11 PE100 pipes are designated PN16. Pressure testing was carried out for
165 h and 1000 h at 80°C as required by Table 6.3 of AS/NZS 4129. It is confirmed the
pressure calculations are correct and the results indicate the product passed both the 165
h and 1000 h tests. The CSIRO laboratory is NATA accredited for this work.
Australian Certification Services Test/Inspection Report Number 23224/6112015-1 has
been provided confirming an assembly comprising a DN200 end cap, DN250 x DN200
reducer, DN250 flange and DN200 x DN110 reducing tee met the requirements for Clause
1.11 (Freedom from defects) of AS/NZS 4129 and Table 6.3 with respect to the pressure
test for 100 h and 12.4 MPa hoop stress at 20°C.
6.3.6 Sweep Bends
Australian Calibration Services Test/Inspection Report Number 23244/392015-1 has been
provided for the assessment of a DN315 SDR11 PN16 post formed bend (sweep bend) in
accordance with Section 5 of AS/NZS 4129. According to the report the bend complied with
all of the dimensional requirements of the Standard ¹.
In conclusion, the Certificates and Test Reports confirm that the products tested complied
with the performance requirements of the relevant Standard AS/NZS 4129.
NOTE 1:
The minimum wall thickness at any point of a sweep bend must not be less than the minimum wall thickness
of the parent pipe.
7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
Polyethylene piping systems have been commonly used in the Australian water industry for
many years. The Adroit Piping Systems PE100 products that are the subject of this
appraisal can be handled, installed and operated in the same manner as other PE100 pipe
products. Butt-welding and, where appropriate, electrofusion welding can be performed
with these products under the same conditions as applied to PE100 products in general.
Normal butt-welding and electrofusion equipment is used with these products. Reference
can be made to, for example, the PIPA website for details of training organisations with
expertise in welding PE pipes and fittings. Additional information can be obtained from:

9 PACKAGING AND TRANSPORTATION
Packaging and transport of Adroit Piping Systems is the same as traditionally used for
PE100 fittings and assemblies with additional advice provided by Adroit in Adroit Piping
Systems Document 16-QAO – Preservation of Product relating to handling, packaging and
delivery of products. Reference should also be made to AS/NZS 2033 Installation of
polyethylene pipe systems, PIPA POP005 Packaging, Handling and Storage of
Polyethylene Pipes and Fittings and PIPA TN002 Weathering of PE pipes.
In particular, the method and packaging of Adroit Piping Systems products are size and
type dependent. Different types of products have different packing methods. Due to their
large sizes, most products are strapped directly onto pallets and plastic wrapped as a
whole, occasionally using cardboard to protect the products from damage.
ADROIT PIPING SYSTEMS range of products are to be packaged in bulk or individually
protected where necessary in order to prevent deterioration and, whenever possible, they
shall be placed in individual cardboard boxes or plastic wrapped directly in accordance
with AS/NZS 4129:2008 section 1.16. ADROIT PIPING SYSTEMS attaches a copy of the
Delivery Docket on the boxes or plastic wrap. The Delivery Docket contains all the required
information regarding the products, such as:

10 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of the
Competition and Consumer Act 2010 (Cth), which covers manufacture to the relevant
standard, and details of Adroit Piping Systems warranty is included in their terms and
conditions of sale. The products are covered by the normal commercial and legal
requirements of the Competition and Consumer Act 2010 which covers manufacture to the
relevant Standard. A copy of the Adroit Warranty Letter has been provided. Refer to

12 DISCUSSION
According to Adroit Piping Systems PE100 pipe used in the manufacture of the fittings is
extruded by either CromfordPipes or Enviropipes.
The Cromford Pipe Pty Ltd’s IDENTI-PIPE® Series 1 Polyethylene (PE) Pipe is a certified
product manufactured in Australia in compliance with AS/NZS 4130:2009 – Polyethylene
(PE) pipes for pressure applications. The IDENTI-PIPE® Series 1 polyethylene pipe
supplied to Adroit Piping Systems has been previously appraised by WSAA under Product
Appraisal Report No PA 1429.
The Enviropipe Pty Ltd ENVIROPRESSURE® Series 1 Polyethylene (PE) Pipe is a
certified product manufactured in Australia in compliance with AS/NZS 4130:2009 –
Polyethylene (PE) pipes for pressure applications. The ENVIROPRESSURE® Series 1
polyethylene pipe supplied to Adroit Piping Systems has been previously appraised by
WSAA under Product Appraisal Report No PA 1310 Issue 2.

14 LIFE EXPECTANCY
Based on the documented conformance with the designated Standards and specifications
Adroit Piping Systems products covered by this appraisal will perform as required of PE
100 fittings.
Plastics pipe systems are often designed on the basis of 50 year extrapolated test data.
This is established international practice but is not intended to imply the service life of PE
100 pipe and fittings is limited to 50 years. For correctly manufactured and installed
systems, the actual life cannot be predicted, but can logically be expected to be well in
excess of 100 years before major rehabilitation is required.
Using modern rehabilitation techniques, pipeline systems can be successfully maintained
and operated indefinitely provided the pipe and other structures do not collapse.
