1.0 Preface

Star Energy Resources Ltd. Operating under the brand name of StarEnergy Oiltanking is a partnership between Star Energy Corporation andOiltanking GbmH.

The berth facilities referred to in this booklet are intended for the sole useof vessels nominated by the terminal’ s clients.

While every reasonable effort has been made in the preparation of thisJetty Infor mation Booklet (JIB) to assure its accuracy, Star Energy

Oiltanking assumes no responsibility resulting from errors or omissions inthis booklet, or from the information contained herein.

3.0 Terminal Regulations

3.1 Ships Responsibilities

Responsibility of the Master

The Master of a seagoing vessel or the Master of an inland vessel(hereinafter "the Master") should take care that he and al l other personson board , whilst on board of the ship, as well as i n the installationcarefully follow all rules, regulations, formalities, measures and directions

given and/or to be given by or on behalf of the authorities and/or StarEnergy Oiltanking. The Master should take care that all agreements madebetween Star Energy Oiltanking and persons on board of the ship arecarefully observed. All operations on board the ship relative to the shipand/or the cargo are to be executed under surveillance of the Master, alsoif such operations are carried out by personnel of Star Energy Oiltanking.

Ban on naked fire and smoking

The use of open fire - which includes welding, smoking, use of matches,

lighters and non-officially approved illumination - is forbidden under allcircumstances on board the ship as well as i n the installation, in the openair or in enclosed areas where the construction or the ventilation systemdoes not give protection against penetration of inflammable gases.

Water pollution

Unless off icially approved, it is forbidden to allow the discharge ofsubstances, in any way or for any reason in cluding overfilling, i n theinstallation or into the marine water.

Commencement and progress of operations

When the installation has declared itself ready for delivery respectivelyreceipt of the cargo, the loading respectively discharging of the ship shallcommence and continue non-stop, irrespective of day and night andholidays included (provided permission has been granted by theauthorities), unti l the complete cargo has been loaded respectivelydischarged. During this period, the Master shall ensure that the shipreceives respectively discharges the cargo without interruption and/ordelay, with due observance of the relative agreements made with S tarEnergy Oiltanking, and with observance of regulations and rules applicable

to the cargo and the installation in question.

Alongside berth

Vessel Master and Officers shall participate fully at the joint  “Pre-CargoConference”  to check and assure that all conditions of the  “Ship / ShoreChecklist”  are affirmatively answered, and that cargo operations areagreed and understood by both parties. Vessel crew shall be available toassist in the connection / disconnection of cargo arms, and to operatevessel valves as required. Prior to the commencement of cargo

operations, the vessel shall double check and assure that the vessel is in afit/proper condition to operate, and that all regulations and requirementsare effectively in place. Whenever possible, a  “closed loading system   ”  shall be used by the vessel when handling cargo or ballast (where notpossible the number of ullage ports open at any time is to be restricted toa maximum of three and all such openings should be fitted with flamearrestors). Cargo t ank lids or hatches are not permitted to be keptopened. Sufficient crew shall be on board the vessel at all times tooperate the vessel and to respond to any emergency (includingpossible vacation of the berth). In order to effectively respond to any

situation, the vessel’ s Master and the Chief Officer shall not take shoreleave at the same time. Throughout the period whilst the vessel isalongside SEOT berth, all conditions of the  “Ship-Shore Safety Checklist ”  shall be monitored and maintained. Strict surveillance by the vessel   ’ sOfficers and crew shall be observed during all operations to enable a quickand effective response to any emergency. This response shall includestoppage of the vessel pumps in case of automatic closure of terminalvalves. On comp letion of cargo operations, vessel shall immediatelydepart berth unless SEOT has granted approval for the vessel to stayalongside. Should the ship experience undue delays (for whatever reason)

then SEOT at its absolute discretion reserves the right to ta ke the ship offthe berth. Vessel cargo tank transfer or any other vessel operation whichaffects the agreed ship/shore cargo plan shall only be permitted with the

written approval of SEOT. Vessels shall rely on their own resources forweather updates.

Leaving the berth

The Master is bound to leave the berth as soon as possible, aftertermination of loading respectively discharging. Star Energy Oiltanking hasthe right to demand that the ship be removed from its berth when StarEnergy Oiltanking deems thi s necessary for reasons of safety, compliancewith safety regulations and/or directions from the harbor authorities orother authorities, the smooth continuation of activities or for any other

valid reason. Likewise, Star Energy Oiltanking has the right to demandthat the ship, which has taken berth alongside an assigned mooring andwhich, in spite of the installation's readiness, is not able to or for whateverreason does not commence loading respectively discharging cargo, orwhich discontinues any of these activities for more than 6 hours, clears itsberth instantly. If the ship does not clear its berth on first request fromStar Energy Oiltanking, then Star Energy Oiltanking has the right to shift(have shifted) or to remove (have removed) the ship for a ccount and riskof the Master and the owner of the ship.

Availability of berth

Star Energy Oiltanking shall not be liable for any damage, demurrage orother costs incurred by the ship, as a result of the fact that the ship hashad to wait due to the mooring not being available, attainable orserviceable, whether or not prior reservations were made or the ship'sexpected arrival time was announced or as a result of a deviation from theorder of sequence in which ships are being dealt with. Neither is StarEnergy Oiltanking liable for damage, demurrage or other disadvantageincurred by the ship, which has taken mooring at the assigned mooring

facilities, as a result of the installation not being ready for deliveryrespectively receipt of cargo due to delay or discontinuation of loading ordischarging.

Direct transfer from ship to ship

For any manipulation of goods which is to take place between the ship andany other vessel, prior permission from Star Energy Oiltanking is required.Even if Star Energy Oiltanking has allowed such transfer, it will take placeunder the Master's responsibility and for account and risk of the Master

and the owner of the ship and not for account and risk of Star EnergyOiltanking.

Entering Star Energy Oiltanking's premises

Ship crew members being present on the installation as well as those whoenter the installation on request of the Master and/or the ship crewmembers, do so entirely at their own risk, also when this happens withpermission of or under escort by Star Energy Oi ltanking. Star EnergyOiltanking is never liable for death, injury, damage, loss, fines, costs orother harm incurred by those who set foot on the installation. This sectionalso applies to vehicles with which crew or other persons coming from orgoing to a ship find themselves on the installation. The Basic Safety Rules(see chapter 3.2) have to be adhered to when entering the terminal

premises.

3.2 Basic Safety Rules

When entering Star Energy Oiltanking   ’ s premises the following rulesapply:

  Smoking is prohibited except in the marked smoking area.  It is prohibited to carry sources of ignition (e.g. lighters, matches) at

all times.

  Use of non spark -/explosion-proof equipment (e.g. mobile phones,radios, cameras , calculators, battery -powered hearing devices) isonly allowed by special permission from the management.

  The minimum personal protective equipment (PPE) consisting ofsafety helmet, footwear (anti -static safety shoes with productresistant soles) and protective clothing (anti static long -sleeves)must be worn at all times.

  Where indicated through signposting or required by a Work Permit ,additional PPE (e.g. eye, ear and breathing protection) requirementsshall be met as well.

  It is forbidden to possess or consume alcohol, drugs or otherintoxicants on the site or to be under their influence.  It is not allowed to drink or eat during work or in tank pits , pump

stations, manifolds, loading racks or jetties.  Garbage and waste must be collected and disposed o ff in dedicated

containers.  Drivers of all vehicles must obey traffic signs and regulations.  The general speed limit of 30 km/h must be observed.  Handrails and walkways must be used where provided.  All accidents, injuries, incidents or near misses must be reported to

the shift leader, control room or the HSSE Department.  Instructions of Star Energy Oiltanking personnel must be followed atall times.

````3.3 Conditions of terminal use

The use of the terminal by any vessel shall be deemed to constitute anagreement between the Vessel Owners and SEOT, and an acceptance ofall terms and conditions contained in this booklet. The terms andconditions as laid out in this booklet shall apply on each and everyoccasion that the Terminal is used by a vessel, whether or not the ‘Acknowledgement of Receipt’  has been signed by the Master of the vessel

on behalf of the Owners.

The Owners shall be liable to SEOT, and shall hold SEOT indemnifiedagainst all costs, consequences and claims by third parties, that arise fromincorrect deceptive and/or incomplete statements , indications,information, notifications, and/or directions, whether or not caused by thenegligence of SEOT employees, agents, contractors, or suppliers ofservice.

The Owners shall hold SEOT harmless from claims made by any person, or

groups of persons , with respect to injury or loss of life, whether causeddirectly or indirectly by the vessels use of the terminal.

No guarantee of safety or suitability is given with regard to the terminalfor vessel permitted, or invited, to use it. SEOT shall not be r esponsiblefor, and shall be indemnified against any loss, damage, or delay of anysort that may be sustained by, or occur to, any vessel, her Owners, or hercargo, or any part thereto by whatsoever or by whatever cause, whetheror not it is due in whole o r in part to any act, neglect omission of fault ofSEOT employees, agents, contractors or suppliers of service.

SEOT shall not be responsible for any loss, damage or delay caused bystrikes, lockouts, disputes or disturbances, whether or not its servants areparties thereto, acts of God, public enemy, declared or undeclared war,

sabotage, explosion or fire, marine disaster, embargo , boycott, blockade,breakdown of vessel away from or at the terminal, and acts of eithergeneral or particular application of any de jure or de facto governmentauthority.

In all circumstances the Master of the vessel shall remain responsible, onbehalf of the Owners, for the safety and proper navigation of his vessel.

The terms and conditions contained in this booklet shall be governed andconstrued, in all respects, in accordance with the laws of the United ArabEmirates, and parties hereto hereby agree to submit to the jurisdiction of

the courts in the United Arab Emirates.

Berth demurrage – in the event that a vessel incurs demurrage, then thevessel and her Owners shall:

  Be responsible for full berth demurrage.  Be responsible for all costs, or port charges, levied by the Port

Authority or any other Government body.  Hold SEOT harmless against any demurrage, detention, or loss of

whatsoever nature, incurred as a result of another vessel waiting to

berth.

In the event of terminal closure due to any adverse weather conditions,strikes, lockouts, accidents, acts of God, war, or any other circumstanceswhich is beyond the cont rol of SEOT, then the terminal may be closeduntil such time as SEOT considers appropriate. Such closures may be totalor partial, and may either relate to berthing or cargo operations only.

  Any decision by SEOT to close the terminal, or any part thereof, isnot open to discussion or debate.

  The vessel owners shall hold SEOT harmless and indemnified fromany and all claims made for costs, expenses, damages or lossesincurred as a consequence of vessel delay due to terminal closure.

  It shall not be necess ary for the decision to close the terminal to beformally communicated to any vessel.

Any vessel contravening the provisions of these regulations may bebanned by the terminal, and notwithstanding commencement ofoperations may be instructed to vacate the berth.

SEOT reserves the right to delay, or refuse, access to the terminal berthby any vessel without assigning any reason for its decision.

Federal Government, the Government of Dubai, Dubai Municipality,DPAJA, and/or SEOT requirements.

Vessel pump room sea valves and engine room discharge valves shall beclosed and sealed, and remain sealed at all times. Seals should only bebroken with the consent of SEOT to permit ballast operations.

No tanks, compartments, spaces, bilges, pipelines, slops, drains, or anyother source of oil or petroleum or contaminated water shall bedischarged, flushed, leaked or cleaned into the sea.

Should any oil, petroleum or contaminated water shall be discharge d orother materials escape into the sea from a vessel, then that vessel shallbe responsible to notify the terminal immediately and for all costs incurredas a consequence of pollution and cleaning.

Cleaning, blowing of boiler tubes, or emitting smoke/soot is strictlyprohibited whilst vessel is alongside the terminal’ s berth.

Master shall assure that no unhealthy or offensive goods are depositedfrom his vessel . Any item in the opin ion of DPAJA which is considered to

be offensive or a health hazard may be removed, confiscated, ordestroyed at DPAJA   ’ s sole discretion. All costs associated with theremoval, destruction and clean-up shall be bore by the vessel.

Domestic garbage skips a re obtainable for vessel garbage disposal, andshould be arranged by the Master through his agent and shall besubjected to SEOT approval.

3.9 Boats alongside vessel

Work boats, barges, delivery boats, etc. are not permitted alongside avessel moored at SEOT terminal. DPAJA tugs are permitted alongside avessel providing all cargo deck openings have been securely closed.

3.10 Smoking

Smoking is not permitted on board a vessel, except in such safe area(s)as may be jointly agreed between SEOT a nd the vessel   ’ s Master (theMaster shall ensure that all vessel officers and crew are aware of thedesignated smoking area(s) and shall periodically check to ensure

compliance). Smoking is not permitted in the terminal , in the terminalbus, or in any other vehicle inside the terminal premises.

3.11 Engine trials & engine repairs

Vessel shall not carry out engine trials whilst alongside the terminalwithout written approval from both DPAJA and SEOT. Vessel’ s main engineshall be kept ready for immediate use at all times.

Any repairs which may affect the immediate availability of the vessel   ’ smain engine may only be carried out with the written approval of bothDPAJA and SEOT. It is not permitted to carry out boiler cleaning, chipping,scaling, scraping, or any other type of work which could generate heat orsparks. It is not permitted to carry out welding, cutting, burning,

soldering, drilling, grinding, or any other type of work which couldgenerate heat or sparks.

3.12 Inert gas regulation

DPAJA require that petroleum and related product vessels are equippedwith an inert gas system, and that tank spaces shall be maintained at 8%or less oxygen content whilst within the port limits.

On an individual basis DPAJA may consider waiver of this regu lation under

the following conditions:

  High flash cargoes with a flash point greater than 60 ◦C , p r o v i d i n gthe cargo is handled at a temperature of at least 5 ◦C b e l o w i t s f lpoint.

  Vessel is less than 20,000 SDWT.  Vessel is a chemical carrier with an operative  ‘closed loading system’  

(waiver by DPAJA would require the vessel to appoint a DPA JAapproved inspector.

  Vessel is less than 40,000 SDWT and has a valid  ‘Inert Gas

Exemption’  certificate (waiver by DPAJA would require the vessel toappoint a DPAJA approved inspector).  Considering the saf ety of the terminal and vessel , SEOT prefers to

have the inert gas system operative and cargo tanks inerted whenthe vessel is equipped with a working inert gas system, irrespectiveof the size of the vessel and exemptions.

3.13 Electrostatic ignition precautions

As a precaution to reduce the accumulation of static electricity during the

handling of petroleum prod ucts, SEOT exercises pipeline fl ow controls tomitigate the effects of electrostatic charge separation, electrostaticaccumulation, and the possibility of electrostatic spark discharge.

At the commencement of loading in to an empty tank, the linear velocityin the pipeline to each individual tank (ship or shore) should not exceed 1m/s until the bottom of the tank is covered, or until the i nlet pipe hasbeen fully immersed in product and or until the float is afloat in floatingroof tanks to avoid further splashing, turbulence and generation of staticcharges.

Following the cessation of turbulence and splashing, the flow rate may beincreased to the agreed maximum between ship/shore, however it shouldbe noted that static accumulator cargoes shou ld not exceed 7 m/s, (also

note that SEOT has further product flow rate restrictions when fillingfloating roof tanks).

During cargo transfer, and for 30 minutes after completion of filling of thetank, metallic equipment’ s for dipping, ullaging or sampli ng must not beintroduced into or remains in the tank.

After the 30 minutes of relaxation period, metallic equipment may be usedfor dipping, ullaging or sampling but it is essential that it is effectivelybonded and securely earthed to the structure of t he tank before it is

introduced into the tank, and that it remains earthed until after it hasbeen removed from the tank.

A permanently fitted metal float level gauge does not present a staticelectricity hazard provided the metal float has electrical con ductivitythrough the tape to the structure of the tank and the metal guide wiresare intact.

harbor master’ s discretion)  At severe thunder storms or lightnin g all operations shall be

suspended.  Loading arm operations will be suspended at wind speeds >35 knots

and disconnection of the loading arm shall be decided through a jointdiscussion between terminal and master and through evaluating theprevailing safe conditions.

6.0 Mooring Arrangements

Notes:

  Mooring lines shall be secured to proper self -stowing winches,mooring bitts or bollards onboard.

  Mixed mooring is not permitted.  Whenever possible, springs and breast lines shall be of wires.  All wires shall be attached with nylon tails not exceeding 11 meters

in length.  Automatic self-tensioning winches must not be left in automatic self-

tensioning mode on completion of mooring.  Emergency towing wires shall be in place at both forward and aft of

the vessel.  The mooring watch shall be maintained to ensure that moorings are

properly tended.

7.0 Security

The Star Energy Oiltanking terminal complies with the ISPS Code.Therefore the Security Checklist according to I SPS has to be filled in bythe ship ’ s agent 2 weeks in advance of the ship   ’ s arrival. Star EnergyOiltanking will provide the agent with the document in a digital format andthe agent will return the completed checklist.

On demand of the ship a Declaratio n of Security will be provided by StarEnergy Oiltanking.

The terminal is enclosed by a barbed wire topped fence, and gates whichare kept closed. The terminal is manned by a 24 hour Security Guard whocontrols the entry/exit of all personnel into/out of the terminal andpatrolling at routine intervals. Close circuit cameras are provided atprominent locations around the terminal and the entire terminal ismonitored through those cameras. All visitors to the terminal/vessel(including embarking/disembarking vessel personnel) are required to belogged in/out by SEOT Security Officer. For security and safety reasons,visitors (inclusive of vessel officers/crew) are not permitt ed to walkthrough the terminal and transportation is provided by the terminal. SEOT

reserves the right to carry out random personnel search of vessel crew orpersonnel entering or exiting the terminal.

9.0 Product Transfer 

Prior to any product transfer the Master of the ship will fill in theShip/Shore Safety Check -List according to ISGOTT and sign the DearMaster Letter of ISGOTT. Both documents will be provided by theterminals representative together with the Guideline for Completing theShip/Shore Safety Check-List before starting operation.

10.0 Other Facilities 

With prior arrangements, the following services can be provided at

Chandler, deliveries & ship visitors 

All deliveries, visitors are required to be notified to SEOT by the vessel   ’ sagent in advance, and are subject to SEOT approval. Heavy stores, oil indrums, and hard stores are not permitted to be loaded/unloaded via thevessel cargo deck during cargo or ballast operations. Subject to SEOTspecific approval, the above hard/heavy stores may be delivered via thecargo deck providing all cargo/ballast operations have ceased, all cargodeck openings are securely closed, cargo arms have been disconnectedand the berth area cleared as safe by SEOT operations. The use of a stemcrane for loading/unloading of hard/heavy stores after cargo/ballastoperations may be permitted providing the stem crane doe s not overlook

the cargo deck and with a specific clearance from SEOT HSSEDepartment. Soft/stores such as laundry/provisions, or small items carriedby hand may be loaded /unloaded at any time. Vehicle approach to avessel moored alongside SEOT berth is not permitted.

Terminal bus service 

SEOT operates 24 hour bus service between the terminal main gate andthe vessel berth areas. The bus shall depart from the terminal main gateon the hour every hour. Disembarking vessel personnel shall wait at the

berth  ‘bus stop’  5 minutes prior to bus arrival. Embarking vessel personnelshall wait outside the terminal until the bus is scheduled to depart to theberths. Outgoing ship crew shall be issued with a SEOT security pass –

these regulations a UHF radio will be handed out to the vessel, which mustbe within hearing range of the person on duty. Channel 2 is used forroutine ship/shore communications whilst alongside

SEOT berth. In case of communication failure between ship and shore thecargo operation shall be suspended by ship/shore until the time thecommunication is restored. In an emergen cy, terminal UHF channel 1 isdesignated for emergency communications and the Vessel shall change tochannel 1.

The radio will have to be returned to the loading master prior to sailing of

the vessel. The adjustments of the radio should not be changed sin ce itwould interfere with the reliability of the radio. Furthermore we would liketo point out that Star Energy Oiltanking will hold the Master responsiblefor any damage caused by misuse on purpose of the radio.

The ship will be called by its name from the Star Energy Oiltanking controlroom. Star Energy Oiltanking should be called as follows:

"Star Energy Oiltanking control room this is ....……………………………………….….(Name of the ship)

In case of ship collision or grounding at jetty approaches

  Inform the control room on WHERE did WHAT happen and WHO isinforming by using ships radio.

  Consult PSA pilot who is train ed to handle marine emergencies and asdirected by the port control.

Emergency evacuation

  Ship’ s crew has to evacuate during emergencies when their stay onboard is deemed unsafe. 

  Master in consultation with the SEOT incident commander and harbourmaster decides means of evacuation. 

  Rig pilot ladder or accommodat ion ladder on offshore side forrescue/evacuation purpose.

  Follow the instructions of the SEOT incident commander, if theevacuation is planned through land. 

When the emergency alarm sounds

  Act as per the instructions of the SEOT CCR depending upon the

emergency situation.  Immediately stop all activities in a safe manner.  Shut down all ignition sources.  Follow escape routes to an upwind assembly point. See map.
