Timing Judge–Timing Designation Primary
Automatic timingSemi-automatic, with two or three buttons per lane, each operated by a separate timerManual, with three watches per lane, each operated by a separate timer
Secondary If watches are not primary system, need secondary system equal to or lower than the primary systemStationary overhead video cameras recording 100 images per second (cameras integrated with primary system)Semi-automatic, with one, two or three buttons per lane, each operated by a separate timerManual, with one, two or three watches per lane, each operated by a separate timer
TertiaryUnless primary system is manual watches or secondary is video integrated with primary system or includes at least 1 manual watch, at least one manual watch per lane shall be provided
Timing Judge–Timing Designation (con’t)
Except where the primary system consists of watches, each competition must have at least two timing systems – primary and secondary
Secondary and tertiary times are recorded but not used except to corroborate or correct missing or inaccurate primary/secondary results

Timing Judge – Determining Official Times (con’t)
Primary Timing System Malfunction my have occurred if:
Difference between the time obtained by the primary system and the back-up system(s) is approximately .30 second or greater
Place judge reports a different order of finish
It is reported the swimmer missed the pad or had a soft touch
Timing Judge – Adjusting for Timing System Differences
When determined, the back-up time(s) shall be adjusted for the differences in timing systems and then integrated with accurate primary times to establish official times
Never take a good pad time away from a swimmer!!!Timing system difference is determined by calculating the consistent average difference between valid primary and backup systems used at the meetAdjustments in a Nutshell
Watches close to pad – pad officialWatches close to button – adjust button
Pad – Button; Average; Adjust Button TimeWatches not close to pad or button – adjust average watch
Pad-Average Watch; Average; Adjust avg. watch timeLate start of timing system
Average Watch – Pad; average; adjust pad

15
Timing Judge – Adjusting for Timing System Differences (con’t)
Watch the clock start and finishes. Note a late start and late touch.Look at the timing system sheets ASAP after the heat. Look for the following:
Compare the pad and buttons. Look for the .30 discrepancy. Do not depend on the “*” on the printout. Look for ties between pad and button, examine if they occur often.Where there is a discrepancy, compare to watch times.
Adjust using either Meet Manager or manually if computers are not availableWhen an error occurs, try to fix the cause! If you are observing a malfunction in equipment, bring it to the attention of the person who can fix it. When it is operator error, speak to the timer, or notify the referee (determine the flow of information at the officials’ meeting)
Timing Judge – Order of FinishPlace and ranking by integration of official times, including those adjust within the rulesTies – official times identical to hundredths shall be ties, with swim-offs as required to determine qualifiers or alternates for consolation or final heats
Always be certain to notify the referee when preliminary results show ties to determine qualifiers or alternates for bonus, consolation, or final heats (e.g. A, B, C finals)In timed finals, results are reported as a tie with both swimmers receiving the award for that place
Judging – Place judging shall be used to change the order of finish produced by the ranking of official times ONLY IF:
Swimmers competed in same heatTimes obtained from automatic timing equipment are not availableBoth place judges observed different relative order of finish and made a written record of their observation at the conclusion of the heatAll judge’s decisions (JD) must be indicated in the meet results
9/14/2016
16
Timing Judge – Disqualifications
A swimmer disqualified while swimming an event does not earn an official time. Rather, a DQ is designated on the event results.
The referee may ask the Administrative Official to keep a DQ log to record all disqualifications.
Path for forms: usaswimming.org/member resources/applications and forms OR within meet manager, go to the reports menu select administrative and print forms needed under the PDF forms option
Timing Judge - Times
Official Time
No swimmer shall be required to re-swim a race due to equipment failure, which results in unrecorded or inaccurate time or place
All times are reported to hundredths (.00) of a second; TRUNCATE - NO ROUNDING UP OR DOWN

Role can vary greatly by type of meet, host team, and LSC practices
Much of the job is computerized Often the tasks are done by a variety of people who are not officials
CLERK OF COURSE (CON’T)Meets
Must be sanctioned, approved or observed for times to be considered official
SanctionedMeet conducted in conformance with USA Swimming technical rules in which all must be members of USAS.

CLERK OF COURSE – SeedingAssignment of a heat and lane to each swimmer based on entry times within an event
General Principles
Heats usually assigned slowest to fastestFastest swimmers compete in the last heatFastest swimmers get the “best” water
Inside lanes (lanes 3 and 4 in a six-lane pool; lanes 4 and 5 in an eight-lane pool, etc.)
Swimmers assigned to lanes in the following order:6-Lane pool: 3-4-2-5-1-68-Lane pool: 4-5-3-6-2-7-1-8
Every heat must have at least three swimmersTimes ranked fastest to slowest, with “non-conforming” times last (short course vs. long course), followed by NT (no time), if allowed
Clerk of Course - Seeding (con’t)
9/14/2016
22
Clerk of Course - Seeding (con’t)
Vertical, or circular seeding (Prelims)
Three fastest heats of event
Fastest swimmers get “best” water
Slower heats are seeded horizontally
Clerk of Course - Seeding (con’t)Pre-seeded
Work generally done in advance by entry chair; heat sheets, lane timer sheets, check-in sheets, etc.
The admin official should check to see that paperwork for recording times is available for each lane
Lane timing sheets
Deck-seededPurpose is to determine which swimmers will compete in an event so that entries can be seeded in an efficient manner with
the minimum number of heats.
Positive Check-In Only those swimmers who check in will be assigned a heat and lane*

DECK ENTRY PROCEDURES
At a non‐LSC Championship meet, an athlete may be deck entered into that event provided that they meet the following conditions:
i. The athlete is a USA Swimming registered athlete.
ii. The athlete and/or the athlete’s club is already entered into the meet.
iii. The athlete has not exceeded the maximum individual entries limit
for the day/meet.
iv. The athlete’s time for the deck‐entered event is within the qualifying
times for the meet, if applicable.
The entry fee for deck entries is $10, inclusive of a deck entry surcharge, but in addition to any meet‐specific surcharges. Deck entries close 30 minutes prior to the start of the session.
9/14/2016
25
DECK ENTRY PROCEDURESThe procedure for deck entering is as follows:
1) The Admin Official will place a "Deck Entries" (on the AMS Website under “Forms”) sheet at the Admin table prior to the beginning of warm-ups.
2) Coaches/Swimmers will provide the athlete’s name, club, seed time, and time of
submission, then pay the Admin Official the $10 entry fee (cash or check
payable to the host club).
3) The Admin Official will verify the athlete’s registration by first checking to
see if the athlete is already entered in the meet. If they athlete is already
entered, the Admin Official may proceed; if not, the coach of the athlete must
prove the athlete’s registration status by showing their Member Card, Deck
Pass app, or LSC-portal generated member roster. Once the registration status
is verified, the Admin Official will add the athlete to the meet.
4) The Admin Official must check the current meet entries to ensure that the athlete and/or the athlete’s club has already been entered into the meet, and that the athlete will not exceed the maximum number of events for the day or meet by adding the deck entry event. Should the athlete exceed either of the event limits, the athlete should not be deck-entered and the fee should be returned. An exchange of a deck-entered event for an already entered event is not permitted.
5) The Admin Official must ensure that the athlete's entry time is within those permitted in the meet's announcement – Person entering the athlete must come with Proof of Time, when meet requires “Proof of Time”.
6) The Admin Official will fill out a Standby Ticket and hand it to the coach/athlete. It is the coach’s responsibility to distribute the Standby Ticket to the athlete.
7) The athlete will proceed to the Starter at the beginning of the deck-entered event with their Standby Ticket. The Referee will direct the athlete to move to an open lane: in this event, the athlete will hand the Standby Ticket to the timer in that lane and proceed to compete; in the event that there are no open lanes, the swimmer shall return the Standby Ticket to the Admin Official for a refund

CHAMPIONSHIP FORMATTED MEET• Definition: A meet that is formatted with Prelims (competition
in which a number of heats are swum to qualify the fastest swimmers for the Finals) and Finals
• Requirements:– Scratch Table – separate table for swimmers to review the results from
prelimns to establish if they have qualified for finals
– Intent to Scratch Forms – Forms that will be completed should a swimmer not intend to participate in finals or would wish to declare an intent to scratch after their last event.
• The swimmers have 30 minutes from the time an announcer reads the results from prelims naming all that have qualified including two alternates to present to the scratch table to either declare their intent or to scratch.
• SEE SCRATCH FORM ON NEXT SLIDE……………………….
CHAMPIONSHIP FORMATTED MEET• Instructions:
Scratch Table – Once the 30 minutes has expired, the event is closed and the number of scratches are highlighted. At this time, the following should occur.• Coaches/Swimmers should be notified that their swimmer has been
scratched into finals due to the number of scratches and they would need to confirm whether they will swim or not.
• This should be noted on the results list with either a “will swim” or “not swim”. Their name should then be highlighted as a scratch and another Coach/Swimmer should be contacted until all heats are filled for finals.
Penalties – If a swimmers is not part of the qualifying heats and subsequently gets scratched into finals, there is no penalty.• If the One/Two or Three Heats, plus Two Alternates are not filled for
finals, then finals will run with the number of swimmers that are present.

Paperwork, Paperwork, Paperwork
Some of the paperwork you might see running a swim meet relates to ........• Disqualifications• No Shows• Declared False Starts• Penalty Swims• Timing Adjustments• Computer Changes
9/14/2016
31
What To Do With The Paperwork........Disqualifications:
- Check the DQ slip and ensure it is correct
- Are the swimmer's name and team correct?
- Is the event, heat and lane number correct?
- Are the infractions indicated?
- Is it signed by the Official and the Referee?
If the DQ is in proper order:
- Indicate the DQ in Hy-Tek
- Code the disqualification for the results
- Initial the slip once it has been processed
- Attach the DQ slip to the file / paperwork
And More Paperwork........No Shows- Code the no show (NS) in Hy-tek
- No penalty in a timed final race
Penalty Swims- Code the no show (NS) in Hy-Tek
- Locate the other swims for the session
- Only used in preliminary / finals meets
Declared False Starts- Code the declared false start (DFS) in Hy-Tek
- Can be voided at any time with the swimmer swimming race
Missed Race / Changes- Changing heat and/or lane for swimmer who missed race
9/14/2016
32
And Even More Paperwork.........
Relay Entries- Entering relay teams into Hy-Tek
- Confirm eligible swimmers
- Check for changes
Scratches- How you enter scratches into Hy-Tek
- Scratches and declaration of intents
- Differences in time finals and prelims / finals events
And What About Time Trials.........
- What's the best way to organize the events?
- How can you combine the swims?
- What about mixing genders?
- How should you number the events / heats?
9/14/2016
33
It's All About The Results..........
Make sure you get it right!!
Do the results match the entries?
Do the results make sense (was a new world record just set at the 10 and under session?)
Knowing Hy‐Tek's Meet Manager Software..........
You must be comfortable with:
- Setting up the meet itself
- Entering athletes and/or clubs into the meet
- Revising and correcting swimmer information and entries
- Producing heat sheets in different formats
- Printing timers' sheets prior to start of the session
- Selecting and printing various race reports
- Produce exception reports
9/14/2016
34
Some random thoughts.......
Be on time for the session and arrive early
Be sure to sign in for OTS credit
Speak with the Meet Referee
Wear your USA Swimming credentials at all times
Key Considerations For TheAdministrative Official........
The Administrative Official must exhibit integrity, knowledge, concern and exercise consistent judgment for the competitive interest of the swimmers
