The newly developed role of Head of Innovation is an investment in our leadership capacity for strategic communications, employee and community engagement. Set within the ever changing digital landscape, we’re looking for someone who can act as a role model for change demonstrating the behaviours and attitudes which are needed to drive a new way of working. We’re looking for you to join us on the next stage of our journey which is the development of the Perth and Kinross Offer/Deal. This is our vision for a new sustainable model of public service, which is shaped and co-designed with staff, citizens, communities, partners and stakeholders.

You will directly support the Chief Executive and Executive Officer Team and work with leaders at all levels to engage in significant cultural change. You will lead and drive Innovation, Improvement and Organisational Growth. The role is fundamental in shaping our strategic direction and creating positive, collaborate relationships with a wide range of stakeholders.

The Person

Our ambitious agenda requires an experienced, dynamic leader with demonstrable experience of delivering change and business improvement at a strategic level.

You will be an emotionally intelligent, values-led leader who can build relationships and make connections which will inspire and lead transformation across staff groups and communities.

The Offer is a very new way of working for us, and we’re looking for someone who’s up for the challenge of being at the forefront of change to create the future of public services in Perth and Kinross.

This role is responsible for shaping and managing the strategic innovation positioning, messaging and marketing of the Council, driving a clear strong narrative and communication execution. You will come with great vision and ambition to really make a difference as you will be afforded the autonomy to ensure we are set up for success in the future.

2 High Street, PerthJob PurposeThe Head of Innovation is responsible for the leadership, vision and effective management of the Service, providing a corporate focus to drive the strategic direction with innovation and improvements in service delivery. People are at the heart of all we do and as we redesign services to deliver the best possible outcomes for our citizens and communities we need to take our people with us.

You will provide strategic leadership and oversight of the communications and media functions to achieve clear, consistent external messages. Promoting the Perth and Kinross Offer/Deal internally and to the wider community, locally, regionally and internationally.

Responsibility for driving business and cultural change by supporting new ways of thinking and working which is fundamental in co-designing and delivering outcomes focused strategic frameworks and initiatives.

You will be an active and effective member of the Leadership Team who ensures the high visibility, focus and delivery of the strategic aims of Equalities and Fairness; Economy & Entrepreneurship; Education & Learning and Empowerment.

Salary£85,597

Relocation ExpensesMay be available on request.

Hours of WorkThe hours of work are a minimum of 36 hours per week or whatever hours are necessary for the proper performance of this role. A Flexible Working Hours Scheme is in operation.

CarBusiness mileage will be paid at the rate of 45p per mile for the first 10,000 miles and 25p per mile over 10,001.

Terms and ConditionsTerms and conditions will be in accordance with the Scottish Joint Negotiating Committee for Chief Officials.

Annual Leave EntitlementAnnual leave entitlement is based on 25 working days, rising incrementally by one day during the first 5 years of continuous service at the commencement of the leave year, to a maximum of 35 days per annum after 30 years’ continuous service. The Council also recognises a total of 7 local and public holidays. An Annual Leave Scheme which recognises service with a range of other employers also applies.

PensionYou will automatically join the Local Government Pension Scheme unless you choose to make alternative arrangements.

Terms of AppointmentThe appointment will be subject to satisfactory references and medical clearance.

Notice PeriodThe contract may be terminated by giving 3 months' notice in writing on either side.

DisclosureThe appointment will be subject to a satisfactory Disclosure Check.

Other EmploymentYou may not engage in any other business or take up additional employment without the express consent of the Council. You must inform the Council of any outside activity which may in any way conflict with your work for the Council.

Politically Restricted PostsThis position is politically restricted under the Local Government Officers (Political Restrictions) Amendment Regulations 1998 (as amended).  This means that you are prevented from taking part in certain political activities.

Selection ProcessThe Panel Review of applications will determine whether a first and second interview or a single interview process will apply. Please note that, in the event of a two-stage interview, the first interviews will take place on 9th October 2019 with a provisional date for a 2nd interview scheduled for 22nd October 2019.
