6uestions of fa!t(a) An administrative finding on a mi$ed 6uestion of law and fa!t is

sub7e!t to 7udi!ial review; the !ourt ma substitute its own 7udgment

for that of the agen!

(b) Where there is a mi$ed 6uestion of law and fa!t and the !ourt !annot
