Preamble:

HUDHUD cyclone has occurred on and devastedalmost entire

area of 4 coastal districts of Andhra Pradesh. Srikakulam,

Vizianagaram, Visakhapatnam and East Godavari were badly hit by

the cyclone and the worst hit to Visakhapatnam City. As per records

of IMD Hyderabad till date, all cyclones made landfall in the plains

and semi-urban areas along the Indian coast.Hudhud not only

emerged as first high intensity cyclonic storm in 2014 to make

landfall at wind speeds of 206 kmph, but also the third highest

intensity cyclonic storm out of the 515 cyclonic storms that

developed in either the Bay of Bengal or the Arabian Sea since

1891. Heavy damages were occurred for Infrastructure, Housing,

Companies and other public and private properties. Most of the

people have become homeless.

Regarding restoration and cyclone relief operations, Apart

from plunging the Department in to action, many voluntary

organizations and many people have contributed services and

financial assistance, supplied material etc. Many corporate

companies have also come forward to give support the shelter less

poor and broadly the cyclone victims. They have also made

proposals to provide cyclone resistant and seismic resistant buildings

along with infrastructure to bring to normal status.

Keeping in view of the hardship being faced by the victims the

Govt., have taken a decision to develop colonies with the assistance

from NGOs, VoluntaryOrganization, Multi National companies etc for

a quick relief to the affected families.

Hence, a comprehensive development with Housing and

Infrastructure Project proposal is prepared with a view to sustain Cyclone

damages in feature.

CYCLONE RECONSRUCTION PROGRAMMEPROJECT PROPOSAL

I.1 Location:

The Village is situated at 8 Km from CHODAVARAM Mandal

And 22 Km from Anakapalli city.

The village is connected by rail network at a distance of 22 Kms.

(In case of rehabilitation, share about proposed relocation site & infrastructure also)

I.2 About the Village:

Rivers, water sources for Drinking /Agriculture etc.

People’s development in cultural and economic areas.

Abundant availability/Scarce availability wrt construction of houses,

development of people

I.3 Topography:

The village is located on fairly sloping ground with a general fall

from North-East to South-West. The nature of the soils is generally

Rocky/hard gravel/sandy/clayey/loamy/mixed soils etc. below the ground.

The ground water table is at about 25 mt - 30 mt below the ground

level. The maximum summer temperature rises as high as 42C.

I.4 Demographical features.

The population is 2300 as per 2011 census, out of which male

population is 1174 and Female population is 1126 and having ………….

wards, in this village .literacy peoples are 1173

I 5.The existing Infra Structure:

The existing village with its present level of development is

analyzed in the following paras with a reference to Population, Housing,

Slums, Water supply, educational and medical facilities and other

infrastructure facilities.

a) Population and Housing:

ADDURU (DPR) village is having population of 2300 as per2011

census and having 698 households existing in the village. According to

the condition of the house the statistics are as follows.

b) Details of Surveys and PRA exercise :

Preliminary reconnaissance survey is conducted to capture the

demographic, infrastructure data etc. for which the Door to Door house

hold surveys has become vital. Identified the families who fall below

poverty line as well as sanctions of pensions etc.

1. It is proposed to accommodate in the existing colony with scattered

manner duly utilizing the existing infrastructure and proposing to

bridge the gap in the existing infrastructure development for

creating habitable conditions.

c)Road Net work and connectivity in the Village:

ADDURU

The Village has total roads of length 3.5 KMs, of which 1 KMs are gravel roads,1KMs are WBM roads 0 KMs are BT Roads ,1.5 KMs are CC Roads and balance KMs are earthen roads.

d)Water Supply:

Protected water supply with 0 Public Taps and 0 individual supply

connections are available. In addition to 39 hand pumps are already

available in this village.

e)Drainage:

Village provided drainage facility system. The village has Drainage

facility Drains Length 1.5 Km. Requires further 2 The line estimates are

prepared and enclosed.

f)Education Facilities:

1 M.P.U.P Schools 0 Z.P.Schooland 0 Urdhu School are existing.The

student teacher ratio is 28:1 Apart from this 0 private institutes are

available. Statement enclosed.

g)Medical Relief:

One Government hospital & First aid centers etc are available

within the vicinity 0.5 Km Distance.

Street Electrification facility provided. The total length of

streets in this village 5.5 km.

Infrastructure Estimate Proposals:

Provisions of comprehensive infrastructure facilities are aimed and the

line estimate proposals are prepared for Water supply, Street

Electrification, Individual and community Sanitation, Roads etc.,.

Construction of Cyclone resistant Buildings for Weaker Sections

CYCLONE RESISTANT FEATURES PROPOSED

Dwelling unit with a plinth area of 30 Sqmt. along with bath-cum-

toilet of 2.75 Sqmt. is proposed.

The houses are to be constructed with RCC frame.

Basement height is fixed as 1 mt. above ground level to avoid

inundation.

Plinth level beam has been provided for the structural stability.

Lintel level beam is also provided for anchorage between wall and

roof slabs.

The size of the house site shall be not less than 80 Sqyds

A staircase is provided to have an access to the roof slab.

Parapet wall is proposed around the slab for safety.

Internal electrification has been proposed.

Flooring and internal plastering is also proposed.

Multipurpose room of size 9’.00’’ x 11’.2’’.

Bed room of size 9’.00’’ x 9’.10’’

Kitchen of size 9’.00’’ x 5’.0’’.

Bath / toilet of size 6’.00’’ x 4’.0’’.

Verandahof Size 9’.4’’ x 4’.0’’.

Mode of Execution:

Execution through Builders / NGOs./CBOs/External Agencies

In this mode of construction the cost of construction per house with

cyclone resistant features would be Rs.3.98 lakh. This is mainly due

to addition of statutory provisions and fulfillment of the conditions.

The estimated cost for construction of houses through tender

contract system would be @ Rs.1124/- per sft. i.e.,

Rs.3,98,000/-.This is mainly due to provision of VAT 5%, Labourcess

1%, QC charges 1.5%, tender premium 5%, Additional PS charges

4.5%, Overheads& Builder’s profit 14% to fulfill the conditions by

the Builder.

INFRASTRUCTURE:

Infrastructure requirements has been assessed for scattered

housing and cluster housing separately. Estimates have been prepared

for provision of Water supply, Drainages, Roads, Electrification separately.

Details of Amount Required For Provision of Infrastructure

OPTION –I

• Infrastructure with WBM roads, masonry drains, water supply and

solar street lighting would cost Rs.80,000/- per plot.

 

Laying of WBM Roads = Rs.27,000/-

Construction of masonry drains = Rs.27,000/-

Drinking water facility = Rs.16,000/-

Solar Street lighting = Rs.10,000/-

Total = Rs.80,000/-

• Wherever leveling is required an additional amount of Rs.69,600/-

per plot is required for leveling.

OPTION –II

• Infrastructure with CC roads, CC drains, water supply and solar

street lighting would cost Rs.1,02,000/- per plot.

Laying of CC Roads = Rs.38,000/-

Construction of CC drains = Rs.38,800/-

• Solar lighting for individual houses with 1 KV off grid power would

cost Rs.2.47 Lakh per house and 30% of the cost would be

subsidized by MNRE, GoI.

PROPOSED MODALITIES FOR EXECUTION

Nodal agency will be identified for coordination between the NGOs /

VOs / CBOs & Corporate and the Government.

Standard dwelling unit plan and specifications has been finalized for

both Rural and Urban areas duly incorporating cyclone resistant

features.

An MOU is to be entered by the designated nodal agency with the

NGO/CBO/External agency for taking up the projects.

A Technical Committee will be constituted for finalization of the

specifications and evaluation of bid proposals submitted by the

companies/NGOs/CBOs.

Government may examine supply of raw materials particularly

cement, steel & sand at reasonable prices.
