BACKGROUND
The 1991 census reported a child sex ratio (CSR) of 967 girls per 1000 boys. This
declined to 953 in the 2001 census and now stands at 941 as per the 2011 census. 29 out
of 30 districts show a decline in sex ratio at birth below 950 as per Annual health Survey
data. Skewed sex ratios are already exerting their effect on gender relations. Districts
with disturbing ratios have also been facing situations of violence against women, rising
crimes against women and trafficking. Stringent control over choices available to women
and adherence to patriarchal norms are also enforced on women. It is evident that a
paucity of girls does not enhance their value in a society where they already where they
already suffer from a subordinate status.
It is a travesty that a nation that aspires to be a world power has no social respect for its
women. Various social, economic and demographic indicators provide evidence of a
gender bias as well as deep-rooted prejudice and discrimination against women and girl
children. A century old Indian demographic history records that in the matter of sheer
numbers, the female ratio in total population had always remained unfavourable. In many
states of India, there are several evidences that indicate a widespread practice of using
female birth intervention. As a result, an alarmingly lowest ever sex ratio in the age
group 0-6 has been reported by the 2011 census. Although, reasons for decline in the
child sex ratio are many, but the most important is the presence of a strong son
preference. There are age old as well as modern factors for this preference.
Continuous decline in girl child sex ratio since 1961 is a matter of concern for the state of
Odisha. During 1991 census, Boudh, Kalahandi, Malkangiri, Koraput and Rayagada were
some of the tribal dominated districts that had a girl child sex ratio of around 1050 girls
to 1000 boys, while tribal districts like Deogarh, Bargarh, Sambalpur, Sonepur,
Sundargarh, Mayurbhanj, Bolangir, Gajapati, Keonjhar, Kandhmal, Nowrangpur and
Nuapada were close to 1000 girls per 1000 boys. During 2011, all these districts
experienced a decline in child sex ratio. A review of the information from Annual Health
Survey and Civil Registration System also gives a bleak picture of girl children in the
state

Major Focus Areas:
1. STRENGTHENING INSTITUTIONAL MECHANISM: The State Supervisory Board was
reconstituted vide notification No. 24370/H dated 17.9.14 and the meeting was held on
21.1.15 under the Chaorpersonship of Honourable Minister, H & FW Department,
Government of Odisha. Similarly, the State Advisory Committee was reconstituted Vide
Notification No. 30208 / H & FW Dept. dated 01.12.14 and the meeting of the reconstituted
body was held on 6.1.15 under the Chairpersonship of Mission Director, National Health
Mission. District Advisory Committee has been reconstituted in 22 districts.
2. STREAMLINING AND STRENGTHENING MONITORING MECHANISM: District Task
Force comprising of Collector, SP, DSWO, CDMO or Representatives have been formed for
undertaking Inspection and raids of ultrasound clinics. Form “F” software has been
introduced in the state of Odisha. Ultrasound centres can submit From F through both online
& offline. Upto Dec 2013, a total of 1,78,000 From F has been analyzed. Registration and
renewal of ultrasound centres is being streamlined. 50 complaint cases have been filed so far
by the State Government of Odisha for violations of different provisions of PC PNDT Act.
Most Inspection and follow up of cases done by State Team state has successfully conducted
2 sting and decoy operations. Dedicated District level PC PNDT have been approved for 23
districts and 13 are in position.
3. TRAINING AND CAPACITY BUILDING OF KEY STAKEHOLDERS: Various stakeholders
have been trained on situation of Child Sex Ratio in Odisha and provisions of PC & PNDT
Act. The categories of participants include Appropriate Authorities (30 DAAs & 58 SDAA),

5. ENSURING AVAILABILITY OF RESOURCE & COMMUNICATION MATERIALS: The
Government in Health and Family Welfare Department has developed different resource
materials such as Books on - Compilation of PCPNDT Act and relevant judgments,
Overview of gender related laws, - Legal Provisions for Women in Odia, Brochure on Sex
Selection and Provisions of PC PNDT Act in Odia, Leaflet on legal provisions of PCPNDT
Act in Odia, Video CD: Docu-drama on “Save the Girl Child”, “Mu Kanya bhruna
Kahuchhi”
6. AWARENESS GENERATION: Advertisements in newspapers, sensitisation meeting of
SHG leaders on Save the Girl Child in 137 blocks, State level campaign on “Value the Girl
Child” through OSLSA in 845 High School Legal Literacy Clubs and 100 colleges (+3
level), Campaign on “Leaders for Daughters” , Block level awareness programmes against
sex selection in Nayagarh, Angul, Ganjam, Cuttack & Khordha
7. COMMUNITY ENGAGEMENT: Campaign on “Value of Girl Child” across all districts
with focus on 23 districts with CSR < 950, and tableau on Save the Girl Child displayed on
Republic Day in all districts. Sensitization of selected NGO functionaries on provisions of PC
& PNDT Act, Initiation of community level discussion, sensitization of community level
stakeholders viz. AWWs, ASHA, PRI members under UNFPA supported project.

STATE LEVEL COLLOQUIUM FOR EXECUTIVE MAGISTRATES ON
STRENGTHENING IMPLEMENTATION OF PC & PNDT ACT
A one day State level Colloquium was organized by the Health and Family Welfare Department
on 24th
December 2013 under the Chairpersonship of the Honourable Minister of H & FW, Dr.
Damodar Rout. Around 45 Executive Magistrates had represented 25 districts of Odisha for the
Colloquium. The programme was coordinated under the active guidance of Smt. Roopa Mishra,
IAS, Mission Director, National Health Mission, Odisha. Dr. Damodar Rout, Honourable
Minister, H & FW, Dr. N.K. Das, Special Secretary (T), H & FW Department, Smt. Roopa
Mishra, MD NHM (O), Dr. B. Dash Mohapatra, DFW (O) were the guests of the programme.

The objective of the programme was to capacitate the nominated officers with information and
knowledge relating to Declining Child Sex Ratio, build consensus on the provisions under PC
PNDT Act , MTP Act , enable implementation of the PC PNDT Act in true sense, seek active
support of the Executive Magistrates during Inspection and Monitoring carried out by the state
and districts, extend support to the institutional mechanism in taking action against violators and
encourage local intelligence to intimate on unregistered market providing service of detecting
sex of the foetus.
Training of Cadre Prosecutors on PC PNDT Act
To support taking up of cases relating to seal, search and seizure at the district level, a one day
Training on PC PNDT Act of Cadre Prosecutors placed in lower Courts at State level, was
organized in two batches on 9th February 2014 at Hotel Keshari, Bhubaneswar. Around 58 cadre
and non – cadre prosecutors attended the training programme. The said programmes was held in
coordination with Directorate of Public Prosecutions.
The objectives of the training programmes were
a) To develop deeper understanding of the provisions of the PC & PNDT act including
social dimensions of sex selection.
b) To inform competent authorities about the details of the PC & PNDT Act for improved
implementation and ensuring compliance of act provisions.
c) To discuss and develop a plan of action to initiate processes towards improved
compliance of the PC & PNDT act provisions in the state.
d) To extend support to District Appropriate Authority in seeking records

DISTRICT LEVEL INTERVENTION TO ADDRESS DECLINING SEX RATIO AND
IMPLEMENTATION OF PC & PNDT ACT
A. One day seminar for district bar association members on PC PNDT Act at District level: This activity was
planned in 17 districts of Odisha in the FY 13-14, while the rest 13 districts were covered during FY 12-13.
