From: Sent:To:Cc: Subject: Barnsley Local Plan Post Submission DtC meeting Dear Following the recent Duty to Cooperate meeting with you about progress with the examination of our Local Plan, please see attached a draft note of the meeting which it would be helpful if you would confirm / suggest amendments so that there can be an agreed note. I can confirm that we have completed the SHMA addendum and updated the Housing Background Paper (BP3) as discussed at the DtC meeting. We are proposing our OAHN as a range from 967 dwellings per annum to 1398 dwellings per annum. Within this range we propose to set our housing requirement at 1100 dwellings per annum. The documents can be found using the following links. https://www.barnsley.gov.uk/media/5488/barnsley‐2017‐shma‐addendum‐report‐1703‐final‐a.pdf https://www.barnsley.gov.uk/media/5487/local‐plan‐housing‐background‐paper‐version‐2‐march‐2017final.pdf You may be interested in the sensitivities that have been applied to commuting ratios which have been reduced from 1.25 to 1.19 (1.19 is the figure from 2001 census therefore we are using a ratio that has been achieved in the past). The SHMA addendum considers a slight change reasonable, which implies that as the number of jobs in Barnsley increases a higher proportion of the workforce would live in Barnsley. Our view is that the implications of this from a DtC perspective will be minimal. It is not uncommon for a dwelling to accommodate more than one person that travel to work within different authorities. Please let me know if you have any comments on the above. In addition it may be helpful if you would to set out the position of your authority in respect to whether it would be able to accommodate any of our housing need, should the question arise during the examination process. 2017.
“Dear Colleague
The Barnsley Local Plan Examination Hearings starts tomorrow, 16th May at 10am, led by Inspector
Sarah Housden. In order to update the Inspector with a final position on Duty to Cooperate and Legal
Compliance we will inform the Inspector that there are no outstanding issues with respect to your
authority and the content and policies of the Barnsley Local Plan.
We would be grateful if you could reply by return to confirm this position.

Our statutory purpose is to ensure that the natural environment is conserved, enhanced, and managed for the benefit of present and future generations, thereby contributing to sustainable development. We are grateful for the opportunity to work with Barnsley Council over the past months to address the concerns raised by Natural England in our letter dated 18 August 2016 (our ref 189247). Natural England welcomes the modifications and clarifications set out in the Barnsley Local Plan Habitats Regulations Assessment Submission Version dated December 2016 which we consider to fully satisfy the concerns raised by Natural England regarding the Habitats Regulations Assessment at publication draft stage. We note that there have been no substantial updates to the assessment of recreational pressures subsequent to the November 2016 revision of the Habitats Regulation Assessment. Natural England considers that this section would benefit from further clarification, as noted in our response dated 14 December 2016 (our ref 196846), however we are broadly satisfied with your conclusions that the plan will not lead to adverse effects on the integrity of the South Pennine Moors European designated sites, based on the information provided. We would be happy to comment further should the need arise but if in the meantime you have any queries please do not hesitate to contact us.
