3.1 SYSTEM OPERATION
A. Camera locations:
1. Camera locations on the plans are diagrammatic. They are provided as a guide for
the contractor.
2. Prior to final installation conduct a walk through with the owner / architect /

engineer to insure appropriate locations for adequate viewing of each camera.
3. The walk through shall be conducted with the use of a remote security video
camera and monitor, provided by this contractor, to allow for viewing of each
camera as its final installation location.
4. Submit coordinated camera enclosure types, lens types, mounting locations and
heights during the submittal drawing phase.
5. No conduit or cameras are to be installed until all locations have been verified and
signed off on by the owner / architect / engineer.
6. Any adjustments necessary such as relocating cameras, replacement of lenses, etc.
due to the installation of cameras without written approval of the final installation
location shall be made at the cost of this contractor.
B. Security Video System Call-Up:
1. System alarms shall originate in the Card Access System equipment, driven by the
Card Access system programming.
2. The security video system shall be linked through IP based networking to the Card
Access System, allowing the generated system alarms to be communicated directly
to the security video system. The security video system programming shall handle
the alarm information accordingly to call-up the proper camera alarm view.
3. A called-up camera shall be automatically displayed within 0.5 seconds on the
designated call monitor.
4. The following events shall be programmed to initiate a call-up event to the security
video system and cause the associated camera to automatically be displayed on the
Control Consoles Call/Alarm Monitors.
a. HMI Screen Camera Call-Up Icons: Each camera is to have a call up icon.
b. HMI controls: Each corridor and common space with multiple cameras is
to have its own icon which calls up all cameras in the area simultaneously.
Deselecting this icon, changing screens or another alarm shall reset to the
current state.
c. Door Alarms. Both sides of a monitored or controlled door are to pull up.
d. Duress (Panic) Alarms: All cameras in an area with a Duress switch are to
call up simultaneously.
5. If a camera can view any one of the above listed call-up alarm points or areas of
incident, the security video system shall be programmed to call-up that camera (or
cameras) view(s) accordingly.
6. Where multiple Cameras must be called-up (viewed) during an alarm event, the
cameras shall be called-up simultaneously.
7. Provide the ability for the HMI systems to be able to select any camera in either a
fixed or sequenced mode to any video segment (tile) of the video displays (all
monitors) at the HMI station in the Security Monitoring Station.
8. Provide the ability to control the video displays (all monitors) at the HMI station
via the Video Management software. Include the ability to select any camera in
either a fixed or sequenced mode to any video segment (tile) of the video displays
(all monitors) at the HMI station. Include the ability for the video images to be

viewed with just video on the monitor without any excess windows commands or
command trees keyboard.
9. Final security video call up sequence of operations may be modified by the
Owner/Architect and determined during system development. Include the time,
materials and programming to revise the system to incorporate the owner, architect
and engineers comments during the factory testing and installation. Reference
Specification Section 287050 PART 3.2 HMI Software Support.
C. PTZ Pre Position Alarms:
1. PTZ dome cameras shall be sent alarm data via the data connection to the Card
Access System equipment which shall be used as pre-position inputs to the dome
R/D in order for the PTZ camera to pan/tilt/zoom on the location of alarm incidence
or intercom call-up. Program through the Card Access System to security video
communications network accordingly.
2. Any door alarm, panic alarm, glass break alarm or other signal indicated which is
viewable by a PTZ camera shall cause that camera to pan/tilt/zoom on the incident
of alarm, calling up that camera to a designated security video monitor.
3. Security Video System Camera Call-Up Pre-Position Points shall utilize the
highest Pre-Position Number(s), rather than the lowest. (example: 99, 98, 97... ,
and NOT 1, 2, 3....). The lowest numbers, starting from 1, shall be reserved for
Owner defined Pre-Position Points, at a later date.
4. Final security video pre-position points may be modified by the Owner/Architect
and determined during system development. Reference Specification Section
287050 PART 3.2 HMI Software Support.
D. Control Station Operation:
1. Each HMI Station shall be equipped with multiple Color Video Monitors. The
security video system operation shall be interfaced with the operation of the HMI
Stations. Reference Specification Section 287050 for further detailed operation(s)
of the HMI systems.
E. Security Video Keyboard Controller:
1. Keyboard controllers shall be provided to control the pan/tilt/zoom functions of
the PTZ cameras from the control room locations.
2. The keyboard controls shall be used to allow the operator to program and chose
the video display of indicated monitors. Either to be full screen or multiple view
screen, accomplished by selection of the video input assigned to the associated
monitor position.
3. In either a full screen, or multiple view mode, cameras displayed on any individual
video picture may be chosen using the keyboard. For each picture, any one camera
may be displayed, or multiple cameras chosen and sequenced as desired.
F. Camera Titles:
1. Program all camera displays with the camera ID number and a brief description of
the field of view. The camera ID number and description shall be determined by
the Owner and/or Architect / Engineer during the software development phase I.

3.2 SYSTEM INITIALIZING AND PROGRAMMING
A. The Systems shall be turned on and adjustments made to meet the requirements of the
specification and on-site conditions.
B. The Systems shall be programmed to function as specified, and a copy shall be made of
the initial program and given to the owner.
C. Any special programming shall be documented and a written copy given to the owner.
3.3 ON-SITE SERVICES
A. The ESC shall provide the on-site services of a technical representative to supervise all
connections and fully test all devices and components of the system during the installation
phase. The system shall be demonstrated to perform all the functions as specified.
B. Final Adjustments:
1. Calibrate the security video equipment and verify operation before the system is
placed on-line. Before obtaining permission from the Owner to schedule the
acceptance test, provide written certification to the Architect /Owner and Engineer
that the complete system has been calibrated, tested and is ready to begin the 14
day burn-in period and acceptance testing.

Allowances
In reference to Part 1.2 B. #2. and 1.3 A. The contractors costs
for unloading and handling on the site, labor, installation costs,
overhead, profit and other expenses must be included in the
base bid and not accounted for in the $500k Allowance. Does
that include taxes, bonding costs and any other costs?
Costs related to items called for by the
construction documents (including but not limited
to taxes, and bonding costs) shall not be part of
the owner's $500k allowance. Costs associated
with change in scope or change orders (including
but not limited to taxes and bonding costs) shall
be funded by the owner's $500k allowance.

Allowances
Per 1.3A Please clarify if the following is correct: The $500k
Owner allowance for owner approved construction changes
does not include any work explained or inferred anywhere in
the construction documents. It is to be used for anything new,
not shown, or inferred anywhere in the construction
documents. If unforseen conditions arise or changes to the
work within the construction documents arise, these will be
covered through an approved change order and not from the
$500k allowance. Is this correct?

scope of work, valid claims by the contractor and
unforeseen items which arise in connection with

Warranty for components of metal panels systems, for the two
year warranty. To provide an apples to apples scope, will you
please clarify what constitutes "deterioration of metals and
other materials" and will you please define what "normal
weathering" is?
The text in Item 1.11-A-1-b has been replaced with

On CP0.7 it would lead one to believe that all the columns,
beams (Primary & Secondary) and deck are to receive
fireproofing and all the structural steel would not be primed? Is
this correct? Repeatedly in the drawings it indicates "fire
proofing not shown for clarity" for example; "A7.1/05.09 - Steel
Beam (Fire Proofing not shown for clarity)". Despite these
notes it would appear that fireproofing is shown on many of
the columns and beams and not on others, for example A7.5
has columns with fireproofing and without in similar details on
the page. Will you please clarify what beams, columns, decks
are to recieve fire proofing and which ones will not and require
steel contractor to primer this steel?
Per CP0.7 and CP0.1 ALL structural columns,
beams and deck shall be fireproofed. The
intended meaning of the phrase "FIREPROOFING
NOT SHOWN FOR CLARITY" is "THIS ITEM SHALL
RECEIVE FIREPROOFING, BUT FIREPROOFING
HAS NOT BEEN DEPICTED HERE IN ORDER TO
MAKE IT EASY TO SEE THE OTHER
COMPONENTS TO BE CONSTRUCTED." Where
fireproofing is required, primer is not required.

STEEL BOLLARD - SEE DETAIL 2 / LH2.02"
Quantity of Stainless steel bollards is two (2).

which is just the backsplash tile in the breakrooms and
has only one color on the finish legend so I do not
understand why there is a pattern.
The TI-04 tile has one color on one end and
another color on the other end of each tile. Please

large enough to accommodate long words of text in ADA
tactile braille.
For example OFFICE will likely fit but CONNFERENCE
ROOM will not. CSB recommends an 8x8 field of space to
accommodate tactile text/room number and braille.
See Delta 7 detail 35/A12.2 (attached) for
dimensions. Would like to try and make 8”x6.5”
field of space work. Overall sign is starting to
become very large.

additional sign type that adheres to the design intent and
allows the owner to update?

address Section 101400, 2.4 A.4. Line 1, Line 2,
Line 3 would be available for the title of an
occupant and would be changeable. All other
parts of sign would be fixed. This applies to all
office signage, all other room signage should not
need ability to have changeable signage

Assuming the sign drawn on Detail 35 is the basis of
design. Is it to be expected that the awarded signage
contractor will need to develop coordinating sign types?
For example an ADA Restroom Sign, Exit Signs, Training
Rooms (to accommodate daily agenda) Flag / Projection
Signs, etc.
This design could be used for ADA Restrooms,
Storage Rooms, Exit Signs (meaning sign at
stairwells and exit doors to exterior).
Flag/projection signs would need to coordinate
with the design intent of the detail provided and
locations provided to architect/owner for
review/approval. Would need to discuss with
owner if “daily agenda” signage is required at
training rooms, but if so, signage contractor is to
develop coordinating sign.

Structural steel supports require a galvanized
coating as well as powder coating as called for by
drawings. "Hot-dip" galvanization is acceptable.
