Meeting Purpose: Mandatory Pre-Bid Meeting
ITEMS DISCUSSED
1. Introduction by Craig Elliot of Ragnar Benson. Provided sign-in sheet for mandatory pre-
bid meeting and made introductions. Craig Elliott is representative for the district on this
project.
2. Parking will be on site for contractors;
3. Additional times for site visits: November 19th and November 26th (next two Tuesdays @
9AM)
4. Note: Pre Bid Meeting Agenda B: Project Procedures/5. Bidding Requirements- point 6
incorrectly states to contact the Hagney Architects with any conflicts in the documents.
Strike out Hagney Architects and replace with RPS 205 Purchasing Director information
below:

6. Asbestos: See Specifications for Report. Windows indicated on the drawings will be
removed by the abatement contractor, however boilers may have "roping" containing
asbestos- this is presently being tested.
7. Any existing utilities that are removed for the demo or installation of the new, are to be
reinstalled and functional.
8. Pete gave a "mechanical tour" of boiler layout, tunnel and pool mechanical room
9. Q: Any asbestos removal as part of project?
A: Asbestos abatement by school.
10. Q: If catwalk is removed, what about the utilities that run under it? electrical feed?
A: Any utilities removed will need to be reinstalled, the removal of the catwalk is at the
contractors discretion...Contractor's Means and Methods- If the existing boilers can be
demolished and removed, and the new boilers placed in their location without catwalk
demolition- the catwalk could remain in place.

11. Q: Abatement Contractor - is he installing temp. openings?
A: Abatement contractor is responsible for the installation of the temporary enclosure.
All other work shall be the responsibility of the boiler room upgrade contractor.
12. Q: Catwalk beams look to be embedded in foundation wall?
A: Means & methods if removed and reinstalled at the contractors discretion. Existing
drawings are available. Detail will be reviewed.
13. Q: "possible for board meetings to approve bids if bid time moved?"
A: Only one RPS Board Meeting in December, a Special Board Meeting will not be
possible.
14. Q: "Phased installation?"
A: See Milestone dates (after "Summary" specification section)
15. Q: "Bid Due Date Change? ....Monday after Thanksgiving week, may be difficult.."
A: No; one meeting in December. However will be discussed with the district.
16. Q: Supplemental conditions state only one payment? Is this correct?
A: Progress payments
17. Q: Demolition of existing utilities, boilers....can there be an "off" period?
A: No downtime to school without prior notice, boilers needed during heating season.
18. Q: "Additional site visit?"
A: Tuesday mornings at 9:00 a.m. the next two weeks.
19. Q: "Steel work?"
A: For new openings/penetrations on roof
20. Q: For new openings/penetrations on roof- roof warranty?.
A: Will clarify in Addendum.
21. Q: "Missing specs: Hollow metal doors & frames; Door hardware; EPDM roofing; Painting."
A: In Addendum.
22. Q: Catwalk, can it be shored instead of removed/reinstalled?
A: At contractors discretion

A: yes, will be made available.
24. Q: HM Door/Frame @ pool mechanical- gets paint?
A: Yes, also guard railing at roof and misc steel (at existing lintels where new work is
involved)
25. Q: GWB specification- where does this apply?
A: will be omitted by Addendum.
26. Q: "Illinois Use" tax referenced?
A: taxes: Section 16 relates to tangible personal property purchased outside the State of
Illinois. The Illinois School Code requires that persons bidding on and awarded a
contract, and their affiliates collect and remit Illinois Use Tax on all sales of tangible
personal property into the State of Illinois. Therefore, any purchases of property outside of
this state will require the collection and remittance of use tax under the Illinois Use Tax
Act (35 ILCS 105/1). Conversely, the provisions of Section 5 will apply to sales within the
State of Illinois as to which the District w2ill provide a tax exempt number.
27. Q: Supplementary Conditions- "Minority requirements" not clear?
A: while it is the goal of the district to meet these guidelines, state funding is not involved.
This requirement does not apply. Regarding the provisions relating to MBE and FBE, the
State of Illinois in this project, Bid No. 13-34 has not and is not expected to provide funds
in excess of $250,000.00 and therefore the state goals are not applicable. The District
supports the use of Minority and Female owned business enterprises however, has not
adopted goals for MBE and FBE.
The above summation is our interpretation of the items discussed and the decisions reached at the above
referenced meeting. Any persons desiring to add to or correct the minutes are requested to put their
comments in writing within ten days otherwise the minutes will stand as written.

The undersigned has checked all of the figures contained in this proposal and further understands that the
Owner will not be responsible for any errors or omissions made therein by the undersigned
The undersigned agrees to assist and cooperate with the Owner in preparing the formal Contract, and shall
execute same and return it to the Owner along with surety bonds and insurance certificates, as may be
required by the specifications and other Contract Documents, within 10 days following its receipt.
The undersigned further agrees to begin work on said contract as soon as practicable after date of "Contract"
