Clarifications, Questions and Answers: 1. Question: This RFP package only includes MEP drawings. It appears that the design intent is to have new offices built out; however, there are no architectural drawings/specifications showing the architectural scope. Please advise if the architectural scope will be part of this project or done by others, after the project is completed. Answer: Project only includes MEP. Architectural will be performed by other prior to contractor mobilization. Follow-up Question: If architectural will be performed prior to us mobilizing, we would highly suggest only building the walls & waiting until after this project’s MEP scope is completed before installing the ceilings. Perhaps this can be further clarified in the official pre- bid addendum Q&A. Answer: ARCHITECTURAL WORK to be completed prior to Mech. Work will be coordinated walls will be left open near deck for ducting and conduit runs 2. Question: The existing sprinkler piping that is pointed up is currently painted red. Please confirm the requirement for the new sprinkler piping to be painted red.Answer: Yes, maintain pipe color for any sprinkler pipe changes. Follow-up Question: Based on the walkthrough, it sounded like the sprinkler scope will be eliminated since the ceiling scope will be performed by others Answer: Correction to previous response Sprinkler scope by others 3. TO: Prospective Proposers

This Addendum forms part of and modifies Proposal Documents dated, November 06, 2019, with amendments and additions noted below. 1. Clarifications, Questions and Answers:

1. Question: This RFP package only includes MEP drawings. It appears that the design intent is to

have new offices built out; however, there are no architectural drawings/specifications showing

the architectural scope. Please advise if the architectural scope will be part of this project or done

by others, after the project is completed. Answer: Project only includes MEP. Architectural will be performed by other prior to contractor

mobilization. Follow-up Question: If architectural will be performed prior to us mobilizing, we

would highly suggest only building the walls & waiting until after this project’s MEP scope is

completed before installing the ceilings. Perhaps this can be further clarified in the official pre-

bid addendum Q&A. Answer: ARCHITECTURAL WORK to be completed prior to Mech.

Work will be coordinated – walls will be left open near deck for ducting and conduit runs

2. Question: The existing sprinkler piping that is pointed up is currently painted red. Please confirm

the requirement for the new sprinkler piping to be painted red.Answer: Yes, maintain pipe color

for any sprinkler pipe changes. Follow-up Question: Based on the walkthrough, it sounded like

the sprinkler scope will be eliminated since the ceiling scope will be performed by others

3. Question: Specification section 21 13 13 (sprinklers) calls for extra sprinkler heads as part of the

6. Question: The existing piping insulation in the room is not currently jacketed with PVC nor

metal; however, the specifications call for jacketing. Please advise if jacketing will be required on

this project.

Answer: Jacketing will be required per specifications. Follow-up Question: If jacketing is

required, is the expectation for the jacketing to be painted? Usually jacketing isn’t

painted. Answer: Confirmed – jacketing to be painted – color TBD

7. Question: Johnson Controls is the current BAS/Controls system in the building. Please confirm

the intent is for Johnson Controls to be utilized for this project for the BAS/Controls scope of

work.

Answer: Johnson Controls must be utilized for this project BAS/Controls scope of work

8. Question: Phoenix valves are currently in the room and a Phoenix panel in the mechanical room.

Is Phoenix the desired exhaust valve manufacturer of choice for this project?

Answer: Pheonix is the required exhaust valve manufacturer

9. Question: Please advise if the extra materials requirement as outlined in specification section 23

20 00 will be required for this project.

Answer: Yes, provide extra materials noted on ALL sections

10. Question: Specification section 23 21 00 details pipe flushing procedures. Please advise if this

level of flushing will be required. If not, please provide project specific flushing expectations.

Answer: Flushing is required and cannot be flushed through the equipment. Follow-up Question:

The flushing requirements in the specifications do not seem to be project specific (more-so for a

new build scenario). I assume the requirement will be for localized flushing with bypasses on

each end with a small pump. Please confirm. Answer: Means and methods will not be confirmed

– the flushing plan is a required submittal for review and approval.

11. Question: Please confirm ductwork and hydronic piping shop drawings are required prior to

fabrication?

Answer: Yes

12. Question: There are existing windows with a knee-wall along the north wall of the room. The

electrical drawings show outlets along this wall. Is the intent for the circuitry/conduit to be

surface mounted on this wall? Or possibly routed beneath the raised flooring and up through the

knee wall from below?

Answer: Surface mounted conduit is acceptable

13. Question: Please advise if duct cleaning will be required for this project.

Answer: No

14. Please advise if the new exhaust ductwork is required to be welded.

Answer: No

15. Question: Please advise if the new exhaust ductwork is required to be stainless steel.

Answer: No

16. Question: Firestopping is referenced for MEP penetrations; however there is no firestopping

specification. Please provide specification.

Answer: Yes, Spec will be provided (Attached, will be included as Exhibit A on official

Addendum)

17. Please advise what fire alarm system is currently in the building. Will the same fire alarm

company be required on this project.

Answer: Notifier System - JCI currently has programming

18. Please advise if the fire alarm conduit is to be red.

Answer: No, only junction boxes have to be painted red

19. M2.0 states there will be a ceiling. If so, please provide an RCP and ceiling specs.

Answer: No ceiling in freezer enclosure. Follow-up Question: Ceilings will still be in the offices.

In the job walk, it sounded like the light fixture scope would be removed from the project. If so,

this question is irrelevant. Answer: Ceilings for office area are for ‘FUTURE BUILD-OUT’ -

question is irrelevant.

20. M3.0 lists Note 3 and 4; however, neither note is referenced on the drawing itself. Please advise

where these notes are applicable.

Answer: AThe note 3 should read “from existing connection” not “to existing” and should be

located at the connection point symbol by each FCU. The note 4 should replace the note 2

pointing at the dotted lines.

21. M3.0 states two options for condensate piping. One utilizes a condensate pump, the other does

not. Please advise how this should be priced.

Answer: Please price utilizing condensate pump

22. M2.0 shows transfer ducts in the walls of the new offices. If the buildout of the walls is not part

of this project, are we to turn the transfer ducts over as attic stock so the owner can install these

when the walls are built in the future?

Answer: Offices are not in this project, disregard transfer duct product

23. The fan coil unit schedule on M6.0 lists Note 3; however, the far right column does not reference

Note 3 for any of the fan coil units. Is Note 3 applicable to this project?

Answer: Correct, note 3 in the schedule is not used & those FCUs are not ECM units.

24. The fan coil unit control diagram on M6.0 states the motors are 480v; however, the fan coil unit

schedule states 208v or 120v, respectively. Please confirm the voltages of the motors will be per

the fan coil unit schedule.

Answer: Please note the voltage and phase is correct in the schedule. The control diagram at

460V is not correct, but that should not affect the control sequence of operation or the points list.

25. Please advise if the fan coil unit starters/disconnects are preferred to be supplied by the

mechanical or electrical vendor on this project.

Answer: Electrical vendor

26. The Contract Documents state that welding machines can not be tied into the building’s electrical

infrastructure. We anticipate a small welding machine being required for the mechanical upgrades

of this project. Can any provisions be made for a welding machine in this space without the need

of a generator?

Answer: Welding is not expected on this project

27. The Wage Rate Table is dated June 30, 2015. Please confirm this will be the Wage Rate Table for

this project.

Answer: Correct

28. Is a builders risk insurance policy required for this project?

Answer: No, typical insurance thresholds as required by the UGC are required.

29. Is a full-time superintendent required for this project?

Answer: Yes

30. Is a full-time project manager required for this project?

Answer: Yes. Follow-up Question: Is expectation for project manager to be onsite full-time? Or

can the project manager work remotely from office? Answer: Confirmed – remote except for site

meetings

31. Is a full-time safety professional (PSC) required for this project?

Answer: No

32. Will there be available space for a dumpster onsite? If so, where?

Answer: Yes - typically in the loading dock

33. Please confirm hazardous material removal is by owner, if discovered during the project.

Answer: Confirmed, Owner to remove hazardous material

34. Other than shutdowns that affect the neighboring occupants, are there any requirements for off-

hours work during this project?

Answer: Building Manager requests notification of noise producing activities - these will be

discussed during construction progress meetings, some afterhours work will be required giving

exam schedules during construction. Any cutting activity is required to be done in the loading

dock - freight elevator is available for transporting material. Follow-up Question: Please confirm

that piping and conduit installations in the public corridors will be required to be completed

during off-hours/weekends. Answer: Confirmed – work in public corridors required off-

hours/weekends. REMEMBER ONLY EVERYOTHER WEEKEND IS AVAILABLE AND

WORK WILL BE COORDINATED LIKEWISE

35. Should the project schedule include the usual 10% mandatory float? If so, please confirm the 10%

shall be considered from the time of NTP to Substantial Completion.

Answer: Yes 10% float required.

36. Will the public bathrooms in the building be accessible to construction workers doing the project

or does the general contractor need to provide temp toilets? If temp toilets are required, where can

they be located?

Answer: The awarded contractor will be allowed to utilize 1 set of building restrooms (specfic set

to be determined at pre con conf), however these must be respected and maintained. If at any

time this is not happening, this privileage will be removed from the contractor.

37. It was stated in the pre-bid walk that the light fixtures scope would be removed from the scope of

this project. Please confirm.

Answer: Correct. Follow-up Questions: E2.0 shows several light fixtures to be installed.

According to the above question and answer, some may interpret that the scope shown on E2.0 is

to be completely eliminated from the project. To eliminate any confusion on the interpretation of

this Q&A, please answer the following questions: Answer: Lighting scope to be completed

outside of this contract and has been REMOVED. The light fixtures are to be furnished by Owner

per notes on E2.0. Please confirm for record. Answer: Remove from scope. Is the intent for this

project to install the light fixtures (furnished by Owner) as shown in E2.0? Answer: Remove from

scope. If the answer to #2 is yes, please advise if the light fixtures will be installed before or

concurrent with the ceiling installation (ceiling by Owner). Answer: Not in scope scope.

If the answer to #2 is no, please advise if the electrical infrastructure for the light fixtures is to be

included in this project’s scope (power circuitry to lights, switches, etc.)? Answer: No , this is not

in scope

38. It was stated in the pre-bid walk that the new partitions and ceiling scope would be performed

outside this contract.

Answer: See responses for questions #39-41.

39. Will the new partitions and ceiling scope be performed before or after this project?

Answer: Before – unfinished walls to deck to allow for mechanical ducting routes.

40. Is the intent for the mechanical diffusers to be installed, hanging from the open ceiling? Or should

the flex ductwork and diffusers be turned over to the Owner so the Owner can install once the

ceiling scope takes place?

Answer: Diffusers to be installed, hanging from open ceiling.

41. There are wall-mounted devices shown in the drawings such as thermostats, O2 sensors, power

receptacles and light switches. Please advise as to the plan for how the wall-mounted devices are

to be installed without the walls in place.

Answer: Walls will be in place.

42. The electrical drawings indicate that a Fire Alarm stobe is to be relocated onto a new wall that is

not in the project scope to build. Please advise if this scope will still be required. If it is, please

advise how to handle the installation of the FA strobe during the project timeline (walls will not

be installed at this point).

Answer: Walls will be in place for FA scope.

43. Per specifications, the drain pans for the FCU’s is to be welded stainless steel. Please confirm

stainless is required for project record

Answer: Stainless Steel is required.

44. Per M6.0, the new FCUs are to come with ECM motors. On a similar project with UTH, the ECM

motor requirements were removed from the scope of work and the project team was to provide

belt-driven fans with standard permanent split capacitor (PSC) motors. Please confirm for project

record that the FCU’s are to come with the ECM motors.

Answer: Confirmed – provide FCU’s with ECM motors.

45. Is the building post tension? If so, will it be the responsibility of the Contractor to scan prior to

coring or will the Owner take care of survey?

Answer: Yes, contractor responsibility.

46. Are background checks required? If so, please provide to what extent is required.

Answer: Please refer to Section 1.18 of Special Conditions.

47. There is MEP going into the gypsum board walls which currently are not in place. Will these

walls be built prior to mobilization? To what extent will they be built? Will UT-Health cover all

cost of any cutting, painting and patching required to run MEP items through any walls?

Answer: Walls will be in place - unfinished with access for ductwork run.

48. Per M2.01 there are plans for a ceiling to be installed within the lab. What type of ceiling is

scheduled to be installed? Will it be installed after all the MEP plenum space work or should the

Contractor take in account for any ceiling modifications to install MEP systems?

Answer: Ceiling installation will not be installed within the lab.

49. Drawing M2.0 has Fire Protection notes regarding the new architecture. Will Fire Protection

work be included on this project? If yes, please define the scope of work.

Answer: Fire Protection scope will be by Owner

50. Specifications section 23 21 00 3.03 notes that flushing the hydronic piping will be required.

Please confirm flushing will still be required with the small amount of pipe that is called to be

new.

Answer: Flushing will be required.

51. Fire Alarm specifications were provided. Please confirm Fire Alarm scope will not be required

on this project.

Answer: A strobe will be added inside freezer enclosure

52. Please confirm the work hours for this project.

Answer: 7:00 a.m. - 4:00 p.m. except for disruptive work to be coordinated with building

manager. 53. Clarification: There were some contradicting information provide for questions #23 and #44, the

following response is to clarify any misunderstandings.

Response: UTHSC Controls confirms – they want ECM motors.

54. The corridor adjacent to the electrical room has exposed ceiling with painted MEP conduits/pipes.

Please advise if the new feeder conduits running from the electrical room to the lab will need to

be painted to match existing.

Answer: Yes – ADDED conduit will need to be painted – color TBD

55. UT informed us during the prebid walk that the walls/ceilings will be put in place by others. With

that said, it seems the sprinkler scope should be eliminated from the project scope. Please confirm

sprinkler scope is removed from the project scope.

56. Answer: Confirmed – eliminate the sprinkler scope
