Addendum #1 re: Laundry Facility at North Beach Campground Design-Build Date: August 20, 2020 To: All Bidders From: Burlington Parks, Recreation & Waterfront Re: Responses to questions from 8/18 site visit Burlington Parks, Recreation, and Waterfront received the following questions in the manner outlined in the above Request for Proposals dated August 12, 2020: 1. How large is the holding tank under the dump station to be demolished? The dump station slab that needs to be demolished is 10.5’ L x 4.5’ W x 4” Thick. At the site visit, there was a misunderstanding of how the exg. dump station works by Parks project coordinator. There is actually no holding tank under the dump station. The visible drain connects directly to City sewer. It is only a concrete pad that needs to be removed. The concrete pad will need to be removed and the sewer line capped and left in place. 2. Is it concrete, steel or fiberglass? Concrete with 6x6 welded wire mesh throughout. 3. Who is responsible for pumping it out and cleaning it? See response to question 1. There is not actually a tank, so there will be no need to clean it. 4. Once pumped, can the tank be filled with sand and left in-place? See response to question 1. There is not actually a tank. 5. Can the sewer lines and water lines at the demo’d. dump station be abandoned in-place? Yes, the lines can be abandoned in place. 6. Is a topographic plan available in the area of the new road? Yes, for this RFP we have attached a topographic plan with 1-foot contours projected over an orthoimage of this area to this addendum. The topography is generated from an unmanned drone flyover commissioned as part of the Campground Master Plan in 2017. The LIDAR data used to generate the contours is accurate to within 17 cm, so is more than accurate enough for 1-foot contours. The contours were not fully post-processed, so there are some small blips, divots, and static as the LIDAR captures every single small bump in the ground surface. This data can be transferred over to the awarded bidder during the project. We don’t think there will be time for us to set up a file transfer for this data during the bid period. 1 of 4

Addendum #1 re: Laundry Facility at North Beach Campground Design-Build

Date: August 20, 2020 To: All Bidders From: Burlington Parks, Recreation & Waterfront Re: Responses to questions from 8/18 site visit

Burlington Parks, Recreation, and Waterfront received the following questions in the manner outlined in the above Request for Proposals dated August 12, 2020:

1. How large is the holding tank under the dump station to be demolished?• The dump station slab that needs to be demolished is 10.5’ L x 4.5’ W x 4” Thick.

At the site visit, there was a misunderstanding of how the exg. dump station works by Parksproject coordinator. There is actually no holding tank under the dump station. 7. The NB Laundry Conceptual drawing scales off considerably more than the 100’ x 12’ noteindicates. Should we use the drawing or the note for our road length and width?• Please use the note. The sketch on the drawing is not done to scale, though the underlying

basemap is at 50’ = 1”

8. Considering that there will remain, active sites before and after the location of Sites #109, 110and 111, then should the:a) Sewer trunk line feeding risers at Sites #109, 110 & 111 be capped in-place or relocated out

from under the new roadway fill?b) Water line feeding Sites #109, 110 & 111 need to be turned off and left in-place or relocated

out from under the new roadway fill?c) Electrical service feeding Sites #109, 110 & 111 be left in-place or relocated out from under

the new roadway fill?• Parks intent is that sites #109, 110, 111 will be decommissioned to accommodate the new

road. The Campground Master Plan calls for the elimination of these sites completely. Tosave cost, the expectation would be that the sewer risers, water/electric stanchions would becapped at grade and left in place.

9. Who owns and maintains the OH secondary power line and electrical poles behind therestrooms?• The overhead power line and electrical poles are owned by the Burlington Electric

Department (BED). Parks leases the overhead lights on these poles from BED.

10. Do you need space in the addition for a change machine or soap dispenser?• Parks has a soap dispenser that we will provide and install. No space is needed for a change

machine

11. Do you need space in the addition for seating? If not, can the building be made smaller than 15’x 24’ if the equipment layout will work otherwise?• We need space for two seats within the building. Also, we need space for a laundry folding

table/counter. The building can be made smaller than 15’x24’ as long as the equipment willfunction and have the required clearances.

12. The RFP item II.c indicates, “stamped drawings for trades permitting approvals” are required. Isthis just boiler plate language or will we really need Mechanical & Plumbing, Electrical,Structural, and Civil engineering to develop and provide stamped drawings for a project of thissize?• This language is boilerplate. We have reached out to the City Trades Division regarding this

project. They have responded that drawings stamped by a licensed architect would sufficefor trades permitting purposes.

13. What is the make and model for the coin-op washer and dryers?• Both washers and dryers are manufactured by Whirlpool. Model #’s are as follows:

14. Is there adequate electrical service to the exg. laundry room for the additional equipment?• Parks’ staff electrician has evaluated the electrical service to the laundry room and has said

that there is adequate service for the additional appliances.

15. Is hot and cold water required for the washing machines?• Yes, both hot and cold water is required.

16. Is any mechanical ventilation required for the new laundry room?• Parks’ does not require any mechanical ventilation for the space. Windows or louvered vents

similar to those in the exg restroom would be adequate for the campground’s operationalneeds.

17. Are any upgrades to the fit and finish on the exg. restroom part of the project?• No, upgrades to the exg. restrooms are not included as part of this project.

18. Are there any drawings available for the exg. bathroom?• Unfortunately, we have not been able to locate any drawings for the exg. bathroom.

19. Is the hot water heater in the exg. bathroom large enough to service the new laundry, or will anadditional one be necessary?• No, the exg. hot water heater does not have enough capacity to service the additional

appliances. However, BPRW has an additional hot water tank in the exg maintenance barn(slated for demolition) that could be repurposed to the new laundry room.

20. Does the city have any requirements for depth/thickness of the subbase for the new roadway?• The City does not have any ‘requirements’ for the depth/thickness of the subbase for the new

roadway. BPRW expects it would need to be somewhat substantial to handle truck and RVtraffic. A recent design commissioned for replacement of another road within thecampground specified 18” of dense graded crushed stone subbase under the asphalt surface.

21. Is the access hatch mentioned in the RFP intended for the pump station sewer?• No. No access hatch or vault is required for the sewer connection. The access hatch

mentioned in the RFP needs to provide space for the pump station water lines to be shut-offand blown out seasonally. It could be a small 2’ riser.

22. Are trash and recycling collected by a side-load or rear-loaded truck?• The trash and recycling bins are loaded from the rear of the dump truck.

23. Do we need to keep adjacent bathrooms functional throughout the construction?• No the adjacent bathrooms do not need to remain functional during construction. They must

be functional when construction is complete.

24. Will BPRW supply the washers/dryers?

• Yes, BPRW will supply the washers and dryers. We have two of each in stock already and willbe acquiring two more of each by the end of the project.

25. Is the water at the campground metered?• Yes, the entire campground is metered off of one location.

26. Can the existing dishwashing sink/ slop sink be ‘lost’ to the new building?• The intent is for the new structure to provide a new sink for campground dishwashing. It

could be replaced in place if a freestanding structure is built, but if an addition is attached tothe laundry room, it would have to be replaced.

27. Will the new pump out need a holding tank?• No, the new pump out should connect directly to the City sewer system. The intent is to move

away from the existing system of pumping out a holding tank.

28. When does the work need to be completed?• Work needs to be completed before the Campground would reopen on May 1, 2021.

29. Does the door need a closer?• Yes, the door needs a closer

30. What brand of hardware is Parks and Rec’s standard?• Parks does not have a standard or preferred brand of hardware.
