1.0 INTRODUCTION
T N & Associates Inc. (TN&A) has received contract task
order (CTO) 0004 from the
Department of the Navy, Naval Facilities Engineering Command
Southwest (NAVFACSW),
under the Environmental Multiple Award Contract (EMAC), Contract
No. N68711-01-D-6005.
Under CTO 0004, TN&A will assume continuation of ongoing
groundwater and landfill gas
monitoring activities at Installation Restoration (IR) Site 1
Landfill located at the Former Naval
Air Station (FNAS), Moffett Field, Mountain View, CA (Figures 1
and 2). Groundwater and
landfill gas monitoring activities have been conducted at IR
Site 1 since April 2005 by Tetra
Tech EC, Inc. (TtECI) in accordance with the Long Term
Monitoring Plan (LTMP) described in
the approved Post-Closure Long Term Monitoring Plan prepared by
TtECI in March 2005
(TtECI, 2005a). Per the LTMP, a minimum of two years monitoring
is required, and thus after
completing sampling activities in 2006, groundwater and landfill
gas data for 2005 and 2006 will
be evaluated to determine if sampling frequency can be reduced
from semiannual to annual.
Any modification to the sampling program will be approved by
Navy and regulatory agencies
prior to implementation. The Sampling and Analysis Plan (SAP)
consisting of Field Sampling
Plan (FSP) and Quality Assurance Project Plan (QAPP) was
prepared to support the LTMP in
March 2005 (TtECI, 2005b).
Under CTO 0004, TN&A will assume ongoing groundwater and
landfill gas monitoring at IR
Site 1 for 2 years, i.e., from April 2006 to April 2008.
Following the 2006 groundwater and landfill
gas monitoring efforts, which will be the midpoint of TN&As
2-year monitoring assignment, the
Navy will evaluate the results to determine if the sampling
frequency can be reduced from
semiannual to annual, in accordance with the approved LTMP. For
purposes of this SAP, it is
assumed that the monitoring frequency will not change and that
semiannual monitoring will be
performed for year 2006 and 2007, up to April 2008. This SAP
Addendum will be used in
conjunction with the Navy-approved Final SAP (FSP and QAPP) for
Site 1 Landfill Post-Closure
Long-Term Monitoring Plan prepared by TtECI on March 18, 2005
(TtECI, 2005b).
The SAP Addendum provides information on personnel change and
documents field activities to
be performed by TN&A from April 2006 to April 2008 for
post-closure operations and
maintenance (O&M) of IR Site 1 Landfill, including
groundwater monitoring and landfill gas

monitoring. All monitoring activities will follow specifications
of the Navy-approved SAP
prepared by TtECI in March 2005. Data quality objectives (DQOs)
are described in the SAP
(TtECI, 2005b). The following sections provide brief summary of
monitoring activities and
document project personnel changes.
1.1 RATIONALE FOR SAMPLING TN&A is contracted to provide for
post-closure O&M of the IR Site 1 Landfill including
groundwater and landfill gas monitoring. O&M of the landfill
will be conducted in accordance
with the approved LTMP (TtECI, 2005a), which provides
specifications for inspection,
maintenance, and monitoring during the post-closure maintenance
period.
1.1.1 Groundwater Monitoring Per the LTMP (TtECI, 2005a), the
long term groundwater monitoring program was designed to
meet the Applicable or Relevant and Appropriate Requirements
(ARARs) specified in the
Record of Decision (DoN, 1997). The approved monitoring program
includes sampling every 5
years for constituents of concern (COCs) specified in SAP
(TtECI, 2005b) and semiannual
sampling for monitoring parameters (MP). COC sampling is not
anticipated under CTO 0004
and thus, is not discussed in this Addendum.
MPs, listed in Table 1, are select analytes that are considered
indicative of potential migration of
impacted groundwater (TtECI, 2005b). MPs for semiannual
groundwater sampling were
identified and approved by the U. S. Environmental Protection
Agency (EPA) and the Regional
Water Quality Control Board (RWQCB) the Final Technical
Memorandum Site 1 Groundwater
Evaluation Process (Tetra Tech FW, Inc. [TtFW], 2004).
In accordance with LTMP, IR Site 1 monitoring network consists
of the following wells (refer to
Figure 3 for well locations):
For water level measurements
Twelve groundwater monitoring wells (W1-1R, W1-5, W1-6, W1-7,
W1-8, W1-12R,
W1-14, W1-15, W1-16, W1-19, W1-20, W1-24),
Two collection trench wells (W1-22 and W1-23), and
Two piezometers wells (PZ1-18 and PZ1-21);

For groundwater sampling
Nine groundwater monitoring wells (W1-1R, W1-5, W1-8, W1-12R,
W1-14 W1-15,
W1-16, W1-19, and W1-24), and
Two collection trench wells (W1-22 and W1-23);
To meet monitoring requirements, semiannual groundwater sampling
has been conducted in
April and October since April 2005. Locations for water level
measurements and groundwater
sampling are shown on Figure 3. During semiannual sampling
events, groundwater from each
well is sampled for the following parameters (TtECI, 2005b):
Dissolved metals (EPA Method 200.8),
Volatile Organic Compounds (EPA Method 5030B/8260B),
Semivolatile Organic Compounds (EPA Method 8270C), and
Organochlorine Pesticides (EPA Method 8081A).
In accordance with project DQOs, analytical results will be
evaluated using calculated
concentration limits (CCLs) listed in Table 1. If MP
concentrations of downgradient monitoring
points, i.e., W1-01R, W1-14, W1-15, W1-16, W1-19, and W1-24
(TtECI, 2005a) exceed CCLs,
then evaluation will be conducted in accordance with the
prescribed data evaluation process
(TtFW, 2004).
Table 2 presents proposed groundwater samples, rationale, and
analysis. The proposed
groundwater analysis is summarized in Table 3. TN&A will
continue the groundwater monitoring
program for IR Site 1 for 2 years of the LTMP, from April 2006
to April 2008, following the
specifications of the Navy-approved SAP prepared by TtECI in
2005. The quality control (QC)
procedures as well as the field sampling procedures for this
project will be focused on achieving
DQOs described in Final SAP (TtECI, 2005b) in a timely,
cost-effective, and safe manner.
1.1.2 Landfill Gas Monitoring In accordance with the ROD (DoN,
1997), landfill gas monitoring program was designed to meet
the applicable or relevant and appropriate requirements (ARARs)
and continue to collect landfill
gas monitoring data at the landfill and along the site boundary
to comply with California Code of
Regulations (CCR) Title 27 Section 20921(a)(2) (TtECI, 2005a).
Semiannual measurements of
methane concentrations will conducted at nineteen gas vents
(GV-1 through GV-19) installed
through the refuse, four landfill gas monitoring wells (LGMW1-1
through LGMW1-4) installed
around the periphery of the landfill, and twenty-one perimeter
monitoring points (P-1 through

analytical services for this project. Each laboratory listed in
Appendix A have current evalu
by the Naval Facilities Engineering Service Center (NFESC) and
are currently certified by the
California Department of Health Services (DHS) Environmental
Laboratory Accreditation
Program (ELAP) for analysis of hazardous materials for each
method specified. Implemen
schedule for sampling, analysis, and reporting is summarized in
Table 5.
In accordance with the Environmental Work Instructions No. 6
(NAVFA
data deliverables (EDDs) will be delivered in a format
compatible with Naval Electronic Data
Deliverable (NEDD). Field and analytical data collected under
this CTO will be uploaded to th
Naval Installation Restoration Information Solution (NIRIS)
database using NEDD tables.
