    2 Overview

    With High Speed Packet Access (HSPA), mobile operators can provide services with diversified trafficrates. This is beneficial to mobile operators in many cases, such as in competing with fixed-line

    operators and in justifying service fees. The typical traffic rates configured at the Radio NetworkController (RNC), however, are fixed and separated, and may be inconsistent with the maximum bit rates(MBRs) configured at the core network (CN).

    If an inconsistency occurs, the RNC selects a typical traffic rate closest to the MBR assigned by the CN.This rate, not the MBR, is then used for calculating the actual maximum traffic rate of the UE. As a result,the rate used by the UE is inconsistent with the MBR configured at the CN, and user experience may beaffected.

    With the feature Adaptive Configuration of Typical HSPA Rate, the RNC can calculate the actualmaximum traffic rate based on the MBR assigned by the CN when a traffic rate inconsistency occursbetween the RNC and CN. In this way, the rate assigned to the UE is consistent with the MBR configuredat the CN.

    Figure 2-1 shows how this feature is implemented in the WCDMA system.

    Typical traffic rates refer to the MBRs configured at the RNC rather than the MBR assigned by the CN.

    3 Principles

    3.1 Overview

    The CN sends the MBR to the RNC using an RAB assignment request message; The RNC comparesthe MBR assigned by the CN, the maximum rate supported by the UE, the maximum rate supported bythe serving cell, and the rate specified in the license file, and selects the lowest of these four values. TheRNC uses the lowest value as MBRrnc. The RNC then maps the MBRrnconto a typical traffic rate.

    Without the feature Adaptive Configuration of Typical HSPA Rate, if the MBRrnccannot be mapped ontoany typical traffic rate, the RNC selects the typical traffic rate closest to the MBRrnc. The RNC thenidentifies a Radio Access Bearer (RAB) index based on the MBR rncand the related attributes. Theseattributes are the CN domain, traffic class, source statistics descriptor, and direction. These attributesand RAB indexes are stored in the Traffic Radio Bearer (TRB) specifications table at the RNC. TheMBRrnccorresponding to the RAB index is the typical traffic rate. The RNC then sends the actualmaximum traffic rate calculated based on the typical traffic rate to the UE and configures the associated

    parameters for the service based on the RAB index.

    With this feature, if the MBRrnccannot be mapped onto any typical traffic rate, the RNC configures theassociated parameters for the service according to the traffic-bearing parameters for the typical trafficrate closest to the MBRrncand the rate assigned to the UE is consistent with the MBRrnc.

    This feature is applicable only to best effort (BE) services over HSPA channels.

    3.2 Typical Traffic Rate

    The TRB specifications table lists the TRB specifications supported by Huawei RNCs. For details aboutTRB specifications, seeRadio Bearers Feature Parameter Description.

    The MBRs of TRB specifications are the typical traffic rates configured at the RNC.

    3.3 Rate Matching Rules

    The RNC uses the MBR assigned by the CN to calculate the actual maximum traffic rate, and configuresthe associated parameters for the service according to the traffic-bearing parameters for the typicaltraffic rate closest to the MBRrnc.

    Assume that the CN specified the MBR for interactive services in the uplink, The RNC compares theMBR assigned by the CN, the maximum rate supported by the UE, the maximum rate supported by theserving cell, and the rate specified in the license file, and selects the lowest of these four values. TheRNC uses the lowest value as MBRrnc. Assume that the MBRrncis 5440 kbit/s. The typical traffic rates atthe RNC that are close to 5400 kbit/s are 2720 kbit/s and 5440 kbit/s. The rate closest to 5400 kbit/s is

    5440 kbit/s, which corresponds to RAB index 58. Without this feature, the rate assigned to the UE forinteractive services in the downlink is 5440 kbit/s. With this feature, the rate assigned to the UE is 5400kbit/s. In addition, the RNC configures the associated parameters for interactive services according tothe traffic-bearing parameters for RAB index 58.

    If two typical traffic rates are equally close to the MBRrnc, the higher traffic rate is selected. For example,if the MBRrncis 4520 kbit/s, traffic rates 3600 kbit/s and 5440 kbit/s are equally close to the MBRrncand5440 kbit/s is selected.

    3.4 Rate Matching Procedure

    This feature is enabled when thePsSwitch parameter is set toHSPA_ADPTIVE_RATE_ALGO_SWITCH.

    This feature can be provided in the uplink and downlink. The radio resources in the uplink and downlinkare separately allocated. The CN sends an uplink MBR and a downlink MBR. The RNC compares theMBR assigned by the CN, the maximum rate supported by the UE, the maximum rate supported by theserving cell, and the rate specified in the license file, and selects the lowest of these four values. TheRNC uses the lowest value as MBRrnc. The rate adaptive configuration procedure in the uplink is similarto that in the downlink.Figure 3-2 shows the rate adaptive configuration procedure based on theassumption that the MBRrncconfigured on the CN is 5400 kbit/s.

    The rate adaptive configuration procedure is as follows:

    1. The CN sends the RNC an RAB Assignment Request message, carrying a MBR.

    2. The RNC compares the MBR assigned by the CN, the maximum rate supported by the UE, themaximum rate supported by the serving cell, and the rate specified in the license file, and selects the

    lowest of these four values. The RNC uses the lowest value to calculate the actual maximum trafficrate. The RNC uses the lowest value as MBRrnc. Assume that the MBRrncis 5400 kbit/s.

    3. The rate assigned to the UE is consistent with the MBR rnc. In addition, the RNC obtains thetraffic-bearing parameters for the typical traffic rate 5440 kbit/s, which is closest to 5400 kbit/s.

    4. The RNC maps the MBRrnconto the MAC rate and sends the MAC rate to the NodeB.

    5. Based on the MAC rate, the NodeB assigns resources to the UE.

    6. An RAB connection is set up between the RNC and UE.

    7. The UE transmits data at the MAC rate mapped from the MBRrnc. The data transmission is based onthe traffic-bearing parameters for the typical traffic rate 5440 kbit/s.

    With this feature:

    The actual maximum traffic rate of the UE increases if the MBR assigned by the CN is higher than thetypical traffic rates configured at the RNC.

    The actual maximum traffic rate of the UE decreases if the MBR assigned by the CN is lower than thetypical traffic rates configured at the RNC.

    6 Engineering Guidelines

    6.1 When to Use Adaptive Configuration of Typical HSPA Rate

    This feature is applicable only to PS best effort (BE) services over High Speed Packet Access (HSPA)channels. This feature enables the RNC to calculate the actual maximum traffic rate based on themaximum bit rate (MBR) assigned by the CN.

    6.2 Feature Deployment

    This section describes how to activate, verify, and deactivate the optional feature WRFD-030004Adaptive Configuration of Typical HSPA Rate.

    6.2.1 Prerequisites

    Dependencies on Hardware

    The BTS3812E, BTS3812A, and BTS3812AE must be configured with the EBBI, EBOI, EULP+EDLP,or EULPd+EDLP boards. Downlink services must be established on the EBBI, EBOI, or EDLP board.

    The DBS3800 must be configured with the EBBC or EBBCd board. Downlink services must beestablished on the EBBC or EBBCd board.

    The 3900 series base stations must be configured with the WBBPb, WBBPd, or WBBPf board.Downlink services must be established on the WBBPb, WBBPd, or WBBPf board.

    Dependencies on Other Features

    The features WRFD-010610 HSDPA Introduction Package and WRFD-010612 HSUPA IntroductionPackage have been configured before this feature is activated.

    License

    The license "Self-adaption of HSPA Typical Throughput" on the BSC6900 side has been activated. Fordetails about the license items and how to activate the license, seeLicense Management FeatureParameter Description.

    6.2.2 Data Preparation

    Table 6-1 lists the data to prepare before activating this feature.

    6.2.5 Verification Procedure1. Before the feature is activated, trigger the CN to assign a non-typical rate for a PS BE service to be

    carried on an HSPA channel. Check the real rate.Expected result: The PS BE service is set up successfully on an HSPA channel with a typical rate.

    2. After the feature is activated, trigger the CN to assign a non-typical rate for a PS BE service to becarried on an HSPA channel. Check the real rate.Expected result: The PS BE service is set up successfully on an HSPA channel with the assignedrate.

    6.2.6 Deactivation Procedure

    Run the RNC MML command SET UCORRMALGOSWITCH(CME single configuration: UMTS Radio

    Global Configuration Express > Connection_Oriented RRM Switch Configuration > Connection OrientedAlgorithm Switches; CME batch modification center:Modifying RNC Parameters in Batches)to disablethis feature. In this step, clear the HSPA_ADPTIVE_RATE_ALGO_SWITCHcheck box under theparameter PS Rate Negotiation Switch.

    Meaning:PS rate negotiation switch group.

    1) PS_BE_EXTRA_LOW_RATE_ACCESS_SWITCH:When the switch is on, access at a rate of 0 kbit/s or onthe FACH is determined according to the currentconnection state of the RRC if the PS BE admission andthe later preemption and queuing fail.

    2) PS_BE_INIT_RATE_DYNAMIC_CFG_SWITCH: Whenthe switch is on, the initial rate of the service should bedynamically configured according to the value of Ec/Noreported by the UE when the PS BE service isestablished.

    3) PS_BE_IU_QOS_NEG_SWITCH: When the switch ison, the Iu QoS Negotiation function is applied to the PSBE service if Alternative RAB Parameter Values IE ispresent in the RANAP RAB ASSIGNMENT REQUEST orRELOCATION REQUEST message.

    4) PS_RAB_DOWNSIZING_SWITCH: When the switch ison and the RAB downsizing license is activated, the initialspeed is determined on the basis of cell resources.Downsizing is implemented for BE services.

    5) PS_STREAM_IU_QOS_NEG_SWITCH: When theswitch is on, the Iu QoS Negotiation function is applied tothe PS STREAM service if Alternative RAB ParameterValues IE is present in the RANAP RAB ASSIGNMENTREQUEST or RELOCATION REQUEST message.
