What is the state of implementation?

• Two documents identified 18 priority products 2005 – 2008: 2005 Ecodesign Directive 2005/32/EC 2009 – 2011: The 1st Ecodesign Working Plan (2009-2011)

• 37 preparatory studies

(26 from 2005/32/EC + 11 from the 1st WP)

• 17 implementing measures adopted (savings: approx. 380 TWh)

(12 ecodesign + 5 energy labelling) + 1 tyre labelling legislation + 1 directive on hot-water boilers

Priority products from 2005/32/EC Ecodesign Directive (Article 16):

1. Heating and water heating equipment2. Electric motor systems3. Lighting in both the domestic and tertiary sectors4. Domestic and professional appliances5. Office equip. in the domestic and tertiary sectors 6. Stand-by losses for a group of products7. Consumer electronics8. HVAC systems (heating, ventilation, air condition.)

Priority products from the 1st WP (2009-2011):

stakeholders (NGOs, industry), media, citizens

What were the challenges?

• (Too ambitious?) planning in the past• More reliable planning that takes into account available resources as well

as ongoing activities

• (Complex?) preparatory & adoption procedure• The study on the revision of the Ecodesign Directive will assess the

procedure and identify its weakest points• Setting tighter ecodesign requirements for a longer time period (e.g. BAT

as Tier III)• Fast track procedure for the expected reviews

• (Significant?) increase of implementing and communication activities• Outsourcing of non-legislative tasks (e.g. communication – ‘helpdesk’) • Reinforced standardisation process (e.g. NGOs, NA consultants)• Better support to and follow-up of national market surveillance activities• Support of other actors: EACI, JRC, Member States and stakeholders
