M.Sc. Fernando Ratto, has a wide experience of more than 35 years in projects and works Planning, Design, Construction and Supervision, in airports and other specialties. He is also a System Airport Master, and Specialist in Airport Infrastructure Management and Operations. He works how team leader in the design review process and control construction of airports, mainly in Argentina, Spain, Peru, Haiti, Costa Rica, Uruguay, Ecuador, Somalia and Panamá. He has participated in all airport projects phases and has total knowledge of their construction process. He is currently the Construction Manager of the expansion project of the Tocumen International Airport, Panama, with an estimated value of US$ 1.2 billion. To date in his career he has participated in multiple projects that total more than US $ 2.1 billion and has led projects with more than 1.7 million manpower hours. In the Argentine Air Force (Aeronautical Authority), he was engaged, among others, as the Leader in the Architecture department, Leader in the Airport Infrastructure department, Aerodrome Government Inspector, member of GREPECAS from OACI and Delegate for the Permanent Inter- Ministerial Commission Air Transport Facilitation in Argentina. Today is Lieutenant Colonel (R) of Argentine Air Force. He has been engaged as Supervision Manager in design and construction of the new International Airport of Quito in Ecuador (construction amount: US$ 440.7 millions). He has also been hired as Main Specialist in airport terminals and airport infrastructure in the Technical Supervision of the works execution in the International Airport Jorge Chávez in Lima (construction amount: US$ 85.739,251 millions). He is highly trained in all related to ICAO international Standards, FAA Advisory Circulars and Operation Safety aspects. He is President of the Latin American and Caribbean Association of Airfield Pavements, ALACPA, acquiring expertise on airport pavement specialty.
