During the financial year 2014-15 the H.P. State Biodiversity
Board carried out the following activities for implementation
of Biological Diversity Act, 2002 in the State:
I. ORGANIZATION OF AWARENESS WORKSHOPS
ABOUT BIOLOGICAL DIVERSITY ACT, 2002
Organized seven one day awareness workshops about the
Biological Diversity Act, 2002 and Biological Diversity
Rules, 2004 to the stakeholders of biodiversity as follows:

Participants were exposed to the term biodiversity, its
importance, threats/ pressures on biodiversity,
conservation and management needs. The participants
were exposed to the provisions of Biological Diversity
Act, 2002 and Biological Diversity Rules, 2004.
Resource Person delivering lecture to the participating stakeholders
They were apprised about the constitution of
Biodiversity Management Committees at every local
body and the role and duties of the BMCs.
They were apprised about preparation of People’s
Biodiversity Register
They were briefed about regulation of the access,
conservation and management of the biological
resources and sharing of benefits accruing out of the
use of biological resources and traditional knowledge
based on local biological resources on equity and
gender basis in the State.
About 1000 stakeholders of biodiversity at the above
Blocks were generated awareness about Biological
Diversity Act, 2002 and Rules, 2004.

II. BIODIVERSITY MANAGEMENT COMMITTEES
CONSTITUTED
34 Biodiversity Management Committees (BMCs)
were constituted in the State

III. CAPACITY BUILDING TRAININGS FOR
BIODIVERSTY MANAGEMENT COMMITTEES
ORGANISED
Organized One day Capacity Building training to the
members of 14 Biodiversity Management Committees for
preparation of People’s Biodiversity Register by the HPSBB
as follows:
GSSS Churag, Development Block Karsog ,District
Mandi on 25/02/2015.
Gram Panchayat Thana, Devlopment Block, Chopal,
District Shimla on 20/03/2015.
Gram Panchayat Garli, for Dev. Block Pragpur,
District Kangra, and Dev. Block Nadaun, District
Hamirpur. On 10/03/2015.

IV. PEOPLE’s BIODIVERSITY REGISTER AT
PANCHAYAT LEVEL
The HPSBB has prepared Drafts of the People’s
Biodiversity Register of Gram Panchayat, Jana, Gram
Panchayat, Toong, Gram Panchayat, Churag, Gram
Panchayat, Jukhala and Naina-Tikker in the State .
Process for preparation of Drafts of the People’s
Biodiversity Registers initiated and preliminary and
secondary information about bio-resources and
traditional knowledge based on the local bio-resources
have been collected at the Gram Panchayats namely;
Gram Panchayat, Darlaghat in Solan District, Gram
Panchayat, Sarahan and Jokhed in Shimla District is
under progress.

V. INTERNATIONAL BIODIVERSITY DAY
CELEBRATED
The State level function was organized on 22nd May,
2014 at Gaiety Theatre, The Mall, Shimla with the
collaboration of Education Department, H.P in which
students of local and adjoining schools of Shimla town
participated and activities namely; Popular lecture on
the theme, Poster display, Painting competition, quiz
competition etc. were organized by the H.P State
Biodiversity Board.
Essay writing competition was organized on the theme
“Island Biodiversity” in the Schools of Shimla and
adjoining areas of Shimla town in Junior and Senior
categories before 20th May, 2014 in the schools of
Shimla town and adjoining areas and after evaluation
by the beast three entries from each schools were
further evaluated by the Judges selected for awarding
prizes on 22nd May, 2014.
The H.P State Biodiversity Board organized a live
discussion on the theme “Island Biodiversity’’ in
which Dr. J.C. Rana, Principal Scientist cum Head,
NBPGR, Phagli, Shimla, H.P, Dr.K.K.Pramanik,
Head, Indian Agriculture Research Institute Amartara
Cottage, Shimla, H.P and Sh. K.Kaisth, Principal
Scientific Officer, H.P, State Council for Science
Technology and Environment participated as experts
during the live discussion organized from at
Doordarshan Station, Shimla and All India Radio,
Shimla.
The International Biodiversity Day was celebrated on
22nd May, 2014 by 12 Biodiversity Management
Committees selected for preparation of Biodiversity
Registers on pilot basis for implementation of
Biological Diversity Act, 2002 in the State at Block/
Panchayats.
Celebrated International Biodiversity Day at all
District Headquarters of the State with the
collaboration of Department of Education, H.P in
which various activities namely; discussion on
Biodiversity, Rally, Debate, quiz, painting competition
etc. at every district Headquarters of the State.
Eco-Clubs established by the State Council under
National Green Corps also celebrated the International
Biodiversity Day by organizing various activities
namely; Rallies, Debates, Essay writing, quiz and
painting competitions etc at their schools.

VI. BIODIVERSITY HERITAGE SITES (BHS) Have identified 15 Sacred Grooves for declaration of
Biodiversity Heritage Sites in the State
No Objection Certificate procured from the Panchayats
namely; Jana, Nirath, Thouna, Badhya and local
Management Committees of the Sacred Groves out of the
identified 15 Sacred Groves.
VII. ECO-AUDIT TRAINING WORKSHOP WITH
SPECIAL FOCUS ON BIODIVERSITY ORGANISED
Eco Audit training workshop with special focus on
Biodiversity was organized to 26 Eco-clubs of Bilaspur
and Hamirpur District by HPSBB on 5-6 February, 2015
at Senior Secondary School, Boys, Distt. Hamirpur.

VIII. UNEP-GEF-MoEF ABS Project: Activity-I: Identification of Biodiversity with Potential for
ABS and their valuation in selected ecosystems
such as forest, agriculture and wetlands:
Draft of the database on tradable bio-resources in
Himachal Pradesh has been prepared.
More than 300 ABS potential bio-resources identified
from the State.
Interactive meetings for identification and valuation of
Biodiversity with BMC members, panchayat
representatives, local stakeholders and knowledgeable
persons were held at following locations:
o Karsog, Distt. Mandi on 21.4.2014
o Janjehli, Distt. Mandi on 22.4.2014
o Banjar, Distt. Kullu on 23.4.2014 & 24.4.2014
o Anni, Distt. Kullu on 25.4.2014
o Jeori, Distt. Shimla on 26.4.2014
o Nichar, Distt. Kinnaur on 27.4.2014
o Details of the programmes/meetings organized for
documentation of Traditional Knowledge associated
with biological resources in Himachal Pradesh
relevant to BD Act and Nagoya protocol are as under:
o Organized consultative meetings with BMC
members and panchayat representatives of
Dhan, Samkher, Har and Nana in Distt Kangra
on 1.8.2014.
o Discussions were held with Mr. Jaswant Singh,
Vaidya from Har village, for documentation of
TK on 2.8.2014
o Discussions for documentation of TK held
with Dr. Brij Lal, Scientist, IHBT Palampur on
2.8.2014
o Documentation of trade of bio-resources
during the Minjar fair at Chaugan, Chamba
carried out on 3.8.2014 & 4.8.2014.
Organized two interactive meetings in Kangra &
Kullu districts (with consultant from NBA Chennai)
for economic valuation of selected ABS potential Bio-
resources as detailed below:
o BMC Dhan on 30 & 31 October, 2014, for
BMC members, local stakeholders and
fishermen
o Sojha, Distt. Kullu on 2 November, 2014 for
BMC members and local stakeholders of
BMCs Shikarighat and Tandi
Activity-II: Development of tools, methodologies,
guidelines, frameworks for implementing
ABS provisions of the Biological Diversity Act
Organized two consultative meetings with BMC
members, Panchayat representatives and local people
for development of process documentation manual on
ABS systems for use by other countries in the region
and globally at:
o Chatri and Janjehli, Distt. Mandi on 11.7.2014
and
o Banjar, Distt. Kullu on 13.7.2014
Activity-III: Piloting Agreements on ABS
19 Local Biodiversity Funds (LBFs) initiated in
the State
4 draft PBRs of BMCs Dhan, Sukhnara, Harsar
and Narwana Khas were prepared
Interactive meetings for preparation of PBRs with
BMC members of Sukhnara, Dhan & Narwana
Khas, and officials of different line Departments
viz., Revenue, Agriculture and Forest organized
from 22.8.2014 to 31.8.2014.
Interactive meeting for preparation of PBR were
organized with BMC members, panchayat
representatives and local stakeholders of BMC
Jeori, Distt. Shimla on 23.11.2014 and 24.11.2014.
Activity-IV: Capacity Building for Strengthening the
Implementation of ABS provisions of the BD Act
Organized 1st level foundation course on identification
of local biological resources and ABS issues for 40
participants, including BMCs and village youths
nominated by BMCs under Village Botanist Course at
Shimla from 26-28 November , 2014 Organized 2nd level
foundation course on identification of local biological
resources and ABS issues at Foundation for
