Main aim of ActionMed:

The main aim of ActionMed was to support and improve the implementation of the MSFD across the Mediterranean focusing on the needs of its five steps, in close collaboration with the RSC (UNEP/MAP) and its Ecosystem Approach.

The project:

reviewed the initial assessment, the GES definition and the environmental target setting in 2018, (Art. 8, 9, 10) with emphasis on biodiversity,

developed integrated, coordinated and financially sustainable regional Action Plans (short, mid-term, long-term) and best practices for monitoring programmes (Art. 11), and programmes of measures (Art. 13), test their implementation and finally

supported the establishment of an information Management System to fill data

gaps for Mediterranean marine waters.

MAIN OUTCOMES of the ActionMed project (1 – biodiversity)

Report on MSFD biodiversity descriptors/indicators for the Mediterranean – A comparison of targets and associated indicators & proposal of a common set of biodiversity indicators for the Mediterranean Sea (including the work under Barcelona Convention).

An inventory of existing methods (published biodiversity indicators /indices/metrics, including the sources of information) to asses marine environmental status in the Mediterranean sea.

Development of an intelligent GIS simple tool for biodiversity indicators (related to

D1 and Seafloor Integrity (D6) descriptors), in order to assess the degree of vulnerability of benthic habitats to human stressors and to support scientists and policy makers, managers, and stake-holders on MSFD monitoring requirements and Marine Spatial Planning (by adopting a risk based strategy).

Manual and recommendations for strategies/action plans for ongoing assessment of biodiversity indicators in the Mediterranean.

Proposals for the Mid- & Long-term Action Plans

- Goal to be achieved:

Conserve biodiversity through targeted actions for species and

habitats following a holistic approach.

Develop an efficient protection framework

Increase awareness and ensure knowledge on biodiversity to

all policy makers and stakeholders

MSCG meeting, 28 April 2017, Brussels

Page 11: Action Plans for Integrated Regional Monitoring Programmes ...€¦ · Lack of communication between researchers and environmental managers. ... • Enhance the conservation measures

- Gaps/issues

There are not common methodological approaches for biodiversity

assessment

MSs do not report on all the biodiversity criteria and indicators, thus

leading to a high level of incoherence and reduced comparability.

The level of integration with other EU legislations (i.e. Natura 2000) is

relatively low.

The regional cooperation is not satisfactory.

National monitoring areas and sub-areas present a large internal

heterogeneity in abiotic drivers and species distribution. As a consequence,

it is difficult and often not appropriate to select common thresholds for

impact level.

Lack of communication between researchers and environmental managers.

MSCG meeting, 28 April 2017, Brussels

Page 12: Action Plans for Integrated Regional Monitoring Programmes ...€¦ · Lack of communication between researchers and environmental managers. ... • Enhance the conservation measures

- Potential solutions and options for the identified issues:

• Improve data collection and interpretation to improve biodiversity assessments

• Targeting priority species and habitats

A reference list of species and habitats is proposed for the Med on the basis of their sensitivity to human

pressures, or representing functional group of species, or providing a habitat for other species, aiming to

improve the comparability of assessment and facilitate cooperation in monitoring between countries

sharing a (sub)region (see also Decision IG. 22/7 on Integrated Monitoring and Assessment Programme of

the Mediterranean Sea and Coast and Related Assessment Criteria (COP 19, Athens, 2016)).

• Implementation of the Ecosystem Approach principles

• Establishment of NETWORKS of MPAs in the Mediterranean (from the shore to the high

and deep sea)

• Enhance the conservation measures for the Natura 2000 Network in the marine

environment

• Invasive Alien Species

A non-native species strategy should be planned and implemented in the Mediterranean building on

prevention, detection and long term control of invasive species to take forward the CBD principles (See the

Updated Action Plan concerning Species Introductions and Invasive Species in the Mediterranean Sea

(Decision IG. 22/12) adopted by Barcelona Convention (COP 19, Athens, Greece).

Page 13: Action Plans for Integrated Regional Monitoring Programmes ...€¦ · Lack of communication between researchers and environmental managers. ... • Enhance the conservation measures

MSCG meeting, 28 April 2017, Brussels

•Increase stakeholder involvement and awareness

•Need for a coordinating body for Biodiversity research, consultancy and

sustainable use in the Mediterranean Sea

Fragmented seascape of the important players in the Med in many levels of the geopolitical

administration with only little coordination and collaborative effort (northern countries deal with the

implementation of the EU Directives, the southern deal with their state's Acts and Laws).

EU authorities and the Barcelona Convention lead, with many organizations involved in synergies on the

sustainable use of the marine biodiversity, as CIESM, FAO, GFCM, next to UNEP/MAP and others. Each of

them have its own mission and mandate and defines actions, accordingly.

Strengthening of UNEP/MAP SPA/RAC, could also be envisioned in this respect

The Biodiversity experts in ActionMed identified a key need for one regional organization with clear

mission on the coordination of the scientific knowledge, to support and consult the implementation of

the relevant legislation on marine biodiversity use to the Mediterranean. A good model would be ICES,

with a clear vision and implementation plan, backed up by CBD and the Barcelona Convention, and with

signatory countries to shoulder responsibility for its development, functioning and performance, funding.

----------------------------------------------------------------------------------------------------------------------------------------

Availability, accessibility and visualization (possibly via GIS Tools) of large datasets is crucial to define

monitoring strategies and interpret their output. Pivotal role of data portal and virtual research

environment (e.g. EMODnet, LifeWatch-ERIC). Integration of European Research Infrastructures in the

implementation of European Directives, can reinforce the EU policy towards a wise and efficient process

of ensuring ecosystem health at the EU scale.

Mid and long term Action Plans

for overcoming the detected gaps and inconsistencies, and ensure the coherence among

Mediterranean MSs MSFD monitoring plans

Homogenisation of the structure of the national MSFD monitoring plans from a formal

point of view

Specific gaps and needs were revealed regarding the structure of MSFD monitoring programmes by the Mediterranean EU MSs, which should be further homogenized as a pre-requisite to make them fully comparable.

Enhance the international coordination of contents, with a particular focus on

standardization of methodologies

Low level of coordination and involvement of the scientists/specialists directly in charge of elaborating the

national monitoring program or subprograms.

Enhance coordination/harmonization between MSFD and UNEP/MAP I-MAP monitoring

strategy

There is already a high level of coherence and overlapping at the level of criteria and indicators. However, efforts should be continued and intensified, in order to further streamline monitoring programmes under the MSFD and the UNEP/MAP – IMAP.

Visibility of projects’ key results - website

• ActionMed Website will cease to exist in September 2017, but its major/key results will be visible through the new project, MEDCIS (Support Mediterranean Member States towards coherent and Coordinated Implementation of the second

phase of the MSFD).

• Furthermore, there was a request from DG Environment to JRC/MCC to host a single page of the key results of all previous projects (like IRIS-SES, BALSAM, JMP NS/CS, etc.).

• Therefore, ActionMed results will be also hosted through the JRC/MCC website.

• If possible, ActionMed documents will also be uploaded in INFO/RAC.
