Main aim of ActionMed:
The main aim of ActionMed was to support and improve the implementation of the MSFD across the Mediterranean focusing on the needs of its five steps, in close collaboration with the RSC (UNEP/MAP) and its Ecosystem Approach.
The project:
reviewed the initial assessment, the GES definition and the environmental target setting in 2018, (Art. 8, 9, 10) with emphasis on biodiversity,
developed integrated, coordinated and financially sustainable regional Action Plans (short, mid-term, long-term) and best practices for monitoring programmes (Art. 11), and programmes of measures (Art. 13), test their implementation and finally
supported the establishment of an information Management System to fill data
gaps for Mediterranean marine waters.

MAIN OUTCOMES of the ActionMed project (1 – biodiversity)
Report on MSFD biodiversity descriptors/indicators for the Mediterranean – A comparison of targets and associated indicators & proposal of a common set of biodiversity indicators for the Mediterranean Sea (including the work under Barcelona Convention).
An inventory of existing methods (published biodiversity indicators /indices/metrics, including the sources of information) to asses marine environmental status in the Mediterranean sea.
Development of an intelligent GIS simple tool for biodiversity indicators (related to
D1 and Seafloor Integrity (D6) descriptors), in order to assess the degree of vulnerability of benthic habitats to human stressors and to support scientists and policy makers, managers, and stake-holders on MSFD monitoring requirements and Marine Spatial Planning (by adopting a risk based strategy).
Manual and recommendations for strategies/action plans for ongoing assessment of biodiversity indicators in the Mediterranean.

Availability, accessibility and visualization (possibly via GIS Tools) of large datasets is crucial to define
monitoring strategies and interpret their output. Pivotal role of data portal and virtual research
environment (e.g. EMODnet, LifeWatch-ERIC). Integration of European Research Infrastructures in the
implementation of European Directives, can reinforce the EU policy towards a wise and efficient process
of ensuring ecosystem health at the EU scale.

Georeferenced Database containing relevant data on national MSFD monitoring programs proposals submitted by Mediterranean EU countries.
Report on gaps of national MSFD monitoring programs proposals and evaluation of their coherence at regional level.
Report on pilot action on the integration of automated continuous monitoring systems (moorings) and offshore plankton pelagic sampling, addressing descriptors 1, 4 and 10 within routine mesoscale hydrographic surveys.
Report on pilot study on the development of reliable indicators, parameters and thresholds for GES determination within descriptor 1, based on key protected species monitoring in infralittoral bottoms.
Mid and long term Action Plans for overcoming the detected gaps and inconsistencies, and ensure the coherence among Mediterranean MSs MSFD monitoring plans.

Homogenisation of the structure of the national MSFD monitoring plans from a formal
point of view
Specific gaps and needs were revealed regarding the structure of MSFD monitoring programmes by the Mediterranean EU MSs, which should be further homogenized as a pre-requisite to make them fully comparable.
Enhance the international coordination of contents, with a particular focus on
standardization of methodologies
Low level of coordination and involvement of the scientists/specialists directly in charge of elaborating the
national monitoring program or subprograms.
Enhance coordination/harmonization between MSFD and UNEP/MAP I-MAP monitoring
strategy
There is already a high level of coherence and overlapping at the level of criteria and indicators. However, efforts should be continued and intensified, in order to further streamline monitoring programmes under the MSFD and the UNEP/MAP – IMAP.

Support the elaboration of possible measures (at regional and national/ subregional level)
The DeCyDe-4-ActionMed tool to evaluate and rank new suggested measures and to enhance coordination/collaboration among countries (stakeholders workshops)
the ActionMed Best Practice Database (open access, measures selected by the stakeholders). The Database identifies 15 similar initiatives implemented successfully around Europe, with the aim to showcase success and fail factors, as well as lessons learned, so as to assist in the implementation of similar practices in the project countries, and more widely.

Visibility of projects’ key results - website
• ActionMed Website will cease to exist in September 2017, but its major/key results will be visible through the new project, MEDCIS (Support Mediterranean Member States towards coherent and Coordinated Implementation of the second
phase of the MSFD).
• Furthermore, there was a request from DG Environment to JRC/MCC to host a single page of the key results of all previous projects (like IRIS-SES, BALSAM, JMP NS/CS, etc.).
• Therefore, ActionMed results will be also hosted through the JRC/MCC website.
• If possible, ActionMed documents will also be uploaded in INFO/RAC.
Marine Directors - Competent authorities are invited to:
• Note and use the main findings and tools of the project, for their regional Action Plans (short, mid-term, long-term) and best practices for monitoring programmes, and programmes of measures;
• to improve coherence in implementing the MSFD and increase cost-effectiveness;
• Provide a firm basis for international collaboration by:
― Supporting the MPAs networks and a Mediterranean organization to enhance knowledge and coordination on marine biodiversity
― Provide continued support for development of joint assessment and evaluation in the implementation of NAPs and PoMs with the RSC,
― Seeking operational collaboration with neighbouring countries.
