Step – 2: Situation Analysis – Ward Wise
(12 Days – 9th to 24th October 2019)
Responsibilities: Ward Wise planning committee concerned Ward Member will be held responsible for
overall planning.

Activities:
1. As per calendar date fixed for that Ward, the planning team will assemble at the Ward.
2. First 3 days, they will collect all secondary data ( Previous Year ward wise plan, social map,
Resource Map. MA data, previous year MGNREGA Plan, Previous Year FFC Plan, Previous years
PRP and information from line deptts. (available funds and schemes) Institutions and local
organization)
3. Primary information collection
a. Mapping ( Social / Resource) = 1 Day
b. Focus Group Discussion (Farmers, Women & Child, Youth) = 3 Days.
4. Compilation of all information in prescribed format (Annexure – I ) depicting the situation
analysis of the Ward = 3 days
5. Ward Sabha for prioritization and Prioritization of PRP (Ward / VO wise) = 1 day
6. Draft Status Report of the Ward = 2 Days
Step – 3 : Consolidation of ward DSR into Panchayat Status Report
(5 Days – 25th to 31st October 2019)
Responsibilities:
a. GPPFT
b. Working Group
c. Team for PRP
President & Secretary are overall in charge.
Activities:
1. Collection of ward wise DSR
2. All same sectors of the ward wise DSR will be segregated into same prioritization order.
3. Preparation of Draft Panchayat Status Report in Prescribed format. (Annexure – II) required
format for Panchayat DSR
4. Consolidation of Ward wise PRP in to GP PRP
Step 4: Prioritization Gaon Sabha / Gaon Sabha for Prioritisation
(Two Gaon Sabha per day per Dev. Block, Starting from 1st to 19th November
2019)

Activity : 3 Activities to be undertaken:
a. Visioning and Prioritization of the Panchayat Draft Status Report
b. Presentation of Schemes & Funds= of lone department for the FY 2010 – 2021
c. Presentation of Village Poverty Reduction Plan by representatives of Teams of PRP
Responsibilities:
1. The Secretary in consultation with the president, GP will call the Gaon Sabha
2. All ER members and functionaries of the GP will assist the secretary
3. All committee members (WLPFT, GPPFFT, Working Groups) will help to conduct the Gaon Sabha
4. The BDO and his / her team also assist for proper conduct of Gaon Sabha
5. The president and member of AP also assist for proper conduct of Gaon Sabha
6. The Chairperson and members of ZP also assist for proper conduct of the Gaon Sabha
7. All line deptt. workers also present to discuss this.
8. All SHG members of the committees
Agenda of the Gaon Sabha
1. Preside over the Sabha by the President
2. Brief objective of the Sabha by the Secretary
3. Read out of Panchayat Draft Status Report by the Secretary. The all other committee members
will assist the Secretary
4. Detail discussion on the Draft Report
5. Visioning and Prioritization of the Panchayat Status Report
6. Read out the Priority of the Panchayat Status Report
7. Read out of Scheme and Fund of the line department by the concerned line department.
8. Read out of village Poverty Reduction Plan by the SHG / by representatives of Teams of PRP
9. Read out the Minutes of the meeting by the Secretary
10. Remark of the President
11. Vote of thanks by Gaon Panchayat coordinator
** The minutes of the meeting will be written by GPC, E and Tax Collector jointly.
** The GPC, JE, GRS, Tax Collector will write the minutes of the meeting
** The Record Keeper & Compiler of Working Group will do this job.
Step 5: Panchayat Sitting for Preparation of Holistic Panchayat Development
Plan (5 Days – 20th to 26th November 2019)

Responsibility:
1. The secretary, GP will lead the team
2. All other members of committee will assist him / her
3. All frontline workers also help in this process
4. The BDO and his team also extent full support to develop the GPDP
5. PRI members of AP and ZP will also present
Activities :
1. Preparation of Annual Draft Plan
2. Preparation of resource Envelop. (Annexure – III)
3. Presentation of holistic Plan in prescribed format (Annexure – IV)
4. Segregation of plan as per the fund available with various project / programme. (Annexure – V)
5. Presentation of Annual Plan of MGNREGFA, Fifteen Finance Commission Grant etc for Financial
Year 2020 – 2021.
Step – 6: Gaon Sabha for Approval of Annual Acton Plan
(Two Gaon Sabha per day per Dev. Block starting from 27th November to
13th December 2019 )
Responsibilities:
1. The Secretary in consultation with the president, GP will call the Gaon Sabha
2. All ER members and functionaries of the GP will assist the secretary
3. All committee members (GLPFT, GPPFFT, Working Group) will help to conduct the Gaon Sabha
4. The BDO and his / her team also assist for proper conduct of Gaon Sabha
5. The president and member of AP also assist for proper conduct of Gaon Sabha
6. The Chairperson and members of ZP also assist for proper conduct of the Gaon Sabha
7. All line deptt. workers also present to discuss this.
8. All SHG members of the committees
Activities:
1. Approval of Annual Action Plan based on available fund for the FY 2020 – 2021
a. For MGNREGA =
b. For Fifteen Finance Commission Grant =

2. Upload of FFC Plan at planningonline.gov.in portal
3. The GP MGNREA plan will be submitted to Anchalik Panchayat to prepare the Annual Action
Plan of Anchalik Panchayat for onward submission to Zilla Parishad.
4. Emphasis will be given for plan on less cost and no cost activities and it will be presented at the
Gaon Sabha
5. Other Plans will handed over to line department for inclusion into their Annual Action Plan.
