The sixth Portfolio Planning conference took place on 18th December 2008 with over seventy attendees from the public and voluntary sectors. The resultant Portfolio Plan brings together the issues of the day and progress made over the previous six years to support the Building a Better Bromley aim of “Promoting Independence”. The main focus of this year‟s plan is the Personalisation agenda. This holistic approach is set out in 'Putting people first: a shared vision and commitment to the transformation of adult social care', the ministerial concordat launched on 10 December 2007. The main aims of Personalisation are to ensure that people are able to live their own lives as they wish; confident that services are of high quality, are safe and promote their own individual needs for independence, well-being, and dignity. This will include a strategic shift towards early intervention, prevention and high quality advice and information for all. Throughout this years portfolio planning day issues around transport and the local environment were raised, although these areas do not relate directly to this portfolio they are impediments to independence. Over the next year I will be talking with other portfolio holders to look at how we work more laterally across the council to address cross-cutting issues with the aim to develop a set of objectives to ensure delivery. The AC Portfolio will continue to work in partnership to deliver the key service improvements set out within the Local Area Agreement recognising the broader health and housing needs and inequalities within the community and linking to the planning priorities of the Local Strategic Partnership. One of the key challenges to our future plans and continuing delivery of our services is the current economic downturn. This will also have an impact on the demand for the services we provide, particularly within the Housing Service. Over the next year the portfolio will be working to ensure that we provide high quality advice on debt management and enable those who require it to access mortgage recovery funds. Key national strategies affecting people with Dementia and Carers were published in 2008/09 and their key aims and objectives have been incorporated into this plan. Overarching themes within the AC 2009/10 Portfolio Plan are to promote independence and provide choice and personalisation of services whilst matching increasing demand within finite resource allocation. The four sections to the plan:
- Improved Health and Quality of Life - Making a Positive Contribution and Economic Wellbeing - More Choice, Control and Equality of Access - Personal Dignity and Respect,
demonstrate how the principles identified at the Portfolio Planning Conference underpin inspectorate outcomes and support the Building a Better Bromley aim of „Promoting Independence‟.

Issues: Research has shown that involving people and their Carers in the planning of their services has a positive
effect.
Need to manage expectations and prevent homelessness, whilst at the same time raise awareness of the implications of and the alternatives to homelessness.
Current economic down turn is increasing demand and reducing availability of social housing, expectations need to be managed whilst providing high quality financial advice, debt management and mortgage recovery where possible.
