What Do Vertical Scales Measure?
• The location of a student on a continuum that covers 3rd through 8th grade standards for reading and math
• A student’s progress from year to year
• An approximate measurement of growth

Which Grades, Languages, Subjects, Tests Will Have Vertical Scales?
• Grades 3-8• English and Spanish language tests• Reading and Math• TAKS, TAKS-A, TAKS-LAT, and (eventually)
TELPAS• The tests that will not have vertical scales at this
point are:– Any high school tests– TAKS-M (may come later) and TAKS-Alt at all levels– Any writing, science, or social studies tests
Which Vertical Scales Will be Comparable, Which Won’t?
• TAKS and TAKS-A in English are comparable
• TAKS and TAKS-A in Spanish are comparable
• TELPAS will be a separate scale
• None of the three categories above can be directly compared with any of the others
What Will Vertical Scales Look Like?
• The scale is from 0 to approximately 1,000 for 3rd through 8th grade
• Scale scores for English language tests will be identified with an ‘E’ proceeding the number and Spanish with an ‘S’
• Examples: E-489, E-980, S-540
What Changes WillVertical Scales Bring?
• Starting next year, they will replace horizontal measures
• Will include adjustments to “cut scores” (met standard and commended levels – see next slide)
What Will Be Reported This Year?
• Same basic reporting information as past years– Old scale with 2100 as Met Standard and 2400
as Commended Performance– Same graph on Confidential Student Report
• New Information – Reading and mathematics
• English grades 3-8; Spanish grades 3-6
– Vertical scores reported near Lexile/Quantile scores

What is the Texas Projection Measure (TPM)?
• An estimate of whether a student is likely to pass the Texas Assessment of Knowledge and Skills (TAKS) tests at a future grade
• TPM is based on (1) a student’s current performance on TAKS and (2) the TAKS scores from all students at the campus that a student attends.
TPM Predictors
• Uses three predictors for reading and mathematics projections– students’ current year scale score in reading– students’ current year scale score in mathematics– average campus scale score in projection subject
(i.e., reading for reading and mathematics for mathematics)
• For science, social studies, and writing, add student scale score for that subject, for a total of four predictors

For reading/ELA and math• Grades 3 and 4 to 5
• Grades 5, 6, and 7 to 8
• Grades 8, 9 and 10 to 11
For science• Grade 5 to 8
• Grade 8 to 11 (2010)
• Grade 10 to 11
For social studies• Grades 8 and 10 to 11
For writing• Grade 4 to 7
• On Confidential Student Report– Indicator (yes/no) about
whether student projected to meet the standard in the next high stakes grade
– “Texas Projection Measure—Projected to Meet Standard at Grade XX: YES”
2009 Impact on AYP* and TEA*
Adequate Yearly Progress 2009• Students who do not meet the standard in reading or
math will be included in the numerator (# of students passing) if their TPM indicates that they are likely to pass at the targeted grade.
TEA Accountability 2009 (pending final approval by the Commissioner)
• The TPM will be added to Required Improvement and exceptions to allow a school to improve on rating level above the rating level of the actual scores.
*For SSI contents/grades, the TPM for the first two administrations will be included with the highest score for each individual student being selected.
