From the Desk of Dr. C. P. Bansal, IAP President 2013

Dear Fellow Academicians,

I wish to sincerely thank all of you, for giving me an opportunity to serve the Academy in the capacity of the President IAP 2013 - our Golden Jubilee Year. I am aware that each New Year brings fresh expectations and I am confident that we would be able to meet them by working together harmoniously.

The year began with a very successful “PEDICON 2013” at Kolkata. The state of art venue equipped with latest technology was an asset to a very well crafted scientific programme. Science halls were named after senior Pediatricians, one from each zone. It was only possible because of meticulous planning, and hard work put in by the organizing team. I congratulate the Organizing Team of Pedicon 2013 and the IAP Secretariat for excellent coordination to make this mega event a grand success. Former President of India, His Excellency, Dr. A. P. J. Abdul Kalam made his spell binding presence in the Inaugural function of Pedicon and Dr. Montek Singh Ahluwalia gave his superb talk through video teleconference.

The members of the central science committee of Pedicon 2013 specially Prof. Piyush Gupta, tried their best to select the most suitable faculty for science sessions, with an objective to avoid the same faculty in more than one session in the conference and I am happy that we could majorly achieve that. Many new talents got the opportunity to present their knowledge from the platform of IAP’s prestigious National Conference in its Golden Jubilee year.

I sincerely thank pharmaceutical companies for supporting Pedicon 2013 generously without interfering with the science program of Pedicon. Prof. M. K. Bhan gave the prestigious S. L. Sheth Oration. It was great to enroll the participation of President AAP Prof. John McInerny and Executive Director of AAP Prof. Jonathan Klein staying through the duration of Pedicon.

An attempt was made to share our concern about teenage suicides with the society at large. The Golden Jubilee run with the theme “Prevent Teen Suicide” was very well appreciated. A joint inaugural function was held for all new programmes under IAP Action Plan 2013. All former Presidents of IAP were felicitated during the Presidential

Dinner. The GJ Blazer and the GJ tie remained attraction of the entire Conference.

The dream Projects of the team 2013, IAP Mission Uday, aimed at reducing Under 5 mortality and IAP Mission Kishore Uday designed for dealing with issues of adolescents took very good start at Pedicon and will soon be launched in various parts of the country. As we know there is paucity of trained health care personnel in our country. IAP team 2013 plans to create a pool of trained Child Health Workers through its program IAP TOUCH (Training of Untrained Child Health Workers). The National ToT was held at Gurgaon and the program will be rolled out in IAP branches. BLS awareness program is another important program designed for non-medical and paramedical health workers and has already taken off.

We are starting a unique initiative of Indian College of Pediatrics to streamline our academic activities. This initiative is taken with a group of academicians from various parts of the country. Presently, members are working on various aspects of this autonomous body. You are requested to contact me or Arvind Saili for any contribution for or feedback on this project. Our new e-bulletin, CHILD INDIA is already released. Its first issue has been appreciated by many.

The Basic and Advanced NRP is already running and going great guns, the advanced NRP is being very much appreciated by members. Some of the popular IAP program like Respiratory Tract Infection - Group Education Module, Asthma Training Module, Science of Vaccinology, TIPS, Golden Hour Emergency Medicine Course and Experts in Diarrhea Management, and Pediatric sleep project will continue in the Golden Jubilee year. Presently we are in the process of revising the modules of these popular programmes.

Few much needed and long overdue amendments in the constitution were passed in the SGMs held on 18th January at Kolkata, and on 6th March at Mumbai. I welcome one extra executive board member from Goa; a unique state with 100% members as members of central IAP. E-voting will soon be a reality.

IAP has a strong fifty plus members Executive Board and a

wide network of over 300 state, district and city branches. It is through active involvement of these members and branches that IAP achieves its objectives. I request you to get actively involved in generating community awareness and participate in health programmes especially parent education.

Communication is the back bone of any organization. We need to communicate with each other more often. IAP has started teleconferencing among Office bearers and various committees. I need your positive feedback and constructive criticism and guidance in the remaining 240 days of my tenure.

I find myself fortunate to be surrounded by an efficient group of 50 executive board members and office bearers. Please feel free to send your inputs and suggestions to improve functioning at various levels. Your feedback is very important for me to understand how we are moving to achieve our mission: “Commitment for improvement of the health and well-being of children”.

I wish you a very happy, eventful and fruitful year 2013.

Dear fellow members,

Season’s Greetings!

At the outset, I thank you for reposing faith in me by electing me as the IAP President Elect for the year 2013.

We are 50! The Golden Jubilee celebrations which began at the Kolkata Pedicon will continue till the next Pedicon at Indore. A lot has been achieved by the academy in last 50 years and we need to strengthen further and inch towards the goals set. MDG 4 goals is our Nation’s commitment and let us contribute to our best ability and help the nation march towards the same. The ambitious IAP action plan 2013 envisages a public private partnership and is a golden opportunity to showcase the world our strength and commitment towards child health.

Academics and advocacy are the two important areas the

IAP has been working since inception and it is heartening to share that the IAP now is being looked at as a force to reckon with by the government and is involved in policy meetings from time to time.

At the same time, unfortunately, IAP has been in the media for wrong reasons and we need to introspect and look at the IAP-industry relationship and ensure that the ethics and values are upheld at all times.

Finally would appeal to each one of you to make suggestions, indulge in constructive criticism so that the functioning of the association improves.

Greetings from Varanasi!

It gives me immense pleasure to talk to you through academy today. I wish all the members of our beloved IAP a happy, prosperous & joyous new year 2013. My heartfelt thanks to each member of IAP, executive board members & office bearers for electing me to serve this great academic organization of country in its Golden Jubilee year as National Vice President. Friends, I assure you that I would try my best to uphold the dignity & ideals of this great organization.

I believe that you must have enjoyed Golden Jubilee conference at Kolkata. I must congratulate our beloved President C. P. Bansal; organizing chairman, my respected senior Dr. Ritabrata Kundu; organizing secretary, my close friend Dr. Jaydeep Chaudhary & off course, ever smiling Treasurer Dr. Arup Roy for their untiring effort to make this conference a grand success. I am also thankful to my friend Dr. Manoj T. Rathi for meticulous planning of Golden Jubilee celebration.

Dear colleagues, our honorable President Dr. C. P. Bansal has started various innovative projects for the academy, eg. Mission Uday, Mission Kishore Uday, IAP Touch, GEM, ACPP etc. Mission Uday will really prove a major milestone in reducing under 5 mortality. IAP Touch is a unique & much needed program for medium & smaller cities, where trained health workers are lacking.

I request our esteemed members to mail us their invaluable ideas & suggestions, so that we can make it the strongest academic organization of World. Each & every member of IAP has a lot of talent & potential within them. Please use those hidden potential to make this IAP stronger & stronger. William James, the founder of modern Psychology, once said:

“Most people live – whether physically, intellectually or morally – in a very restricted circle of their potential being. We all have reservoirs of life to draw upon, of which we do not dream.”

I am quoting the words of great Indian Philosopher Patanjali written in a book:“When you are inspired by some great purpose, some extraordinary project, all of your thoughts break their bonds. Your mind transcends limitations, your consciousness expands in every direction & you find yourself in a new great & wonderful world. Dormant forces, faculties & talents become alive & you discover yourself to be a greater person by far than you ever dreamed yourself to be.”

The IAP should come forward with well defined & concrete policies pertaining to child health issues. Urban poor children needs a lot of attention & our members should serve these children at least once in a month. As an IAPian, I strongly believe that IAP should have a good liaison with Government as well as very positive presentation in society.

This golden jubilee year is very important to all of us, reminding us of our responsibility towards child health. Girl child, overcrowded transportation of children to school, long school hours & health education in school curriculum (especially in sec. education) needs attention of our academy.

I will like to congratulate immediate past President Dr. Rohit Agrawal for great academics in 2012. I am very much fortunate to work with energetic & visionary President Dr. C P Bansal; brilliant, humble President elect Dr. Vijay Yewale; most efficient secretary general Dr. Shailesh Gupta, Treasurer Dr. Pravin Mehta, great academician Dr. Piyush Gupta. I will also like to congratulate Dr. Naveen Thacker & Dr. Vineet Saxena for excellent performance of IAP NRP FGM project.

Once again, I would like to thank you for electing me as National Vice President of this prestigious academy. Let us all work together for mission statement & IAP action plan of our visionary President.

I congratulate and compliment IAP for entering into the 50th Golden year of its existence and wish for a million years journey ahead. IAP ushered into a new era at the Golden Jubilee Pedicon at Kolkata with new dimensions and new promises, the promise of accomplishing the unfinished agenda of child mortality reduction. Mission Uday – a mission with a vision was launched and rolled out, probably a beginning step to address various child health issues like neonatal mortality, malnutrition, pneumonia and diarrheal deaths, poor state of immunization, etc. which are the main culprits in the country’s child mortality rate. Last year, through national pneumonia congress, IAP formulated consensus pneumonia management guidelines both at office and community level, which not only will go a long way in saving the lives of children from pneumonia deaths but also generated appreciation and attention with various national and international agencies towards IAP.

IAP is witnessing two major changes in this Golden year; one the electoral format, from postal ballots to e versions. Lets hope and wish this new avatar succeeds in putting to rest the allegations, mass collections, discontentment and legalities amongst the contestants. The second ‘Constitutional reforms’. Lets pray that they come true for the interest of the academy and its member IAPians.

Undoubtedly, strengthening routine immunization and preventing deaths by VPDs by optimal utilization of newer vaccines are important tools to achieve MDG-4. Recently held ‘elimination of measles and rubella’ meeting called by WHO and IPA at Nepal is testimony to it. Unfortunately,

many medical health professionals including some of our own members are trying to bring obstacles in the immunization programs of the Govt. and IAP alike, under some or the other pretext like cost, lack of disease surveillance data, AEFIs or conflicts of interest. The worst being approaching and crying foul with the lay press and media, which are ever ready to cook their stories on such fuel. I can assure you this will not only be detrimental but disastrous for IAP and poor children of the country as well.

I will end my message with two good news to share. On 13th January, I on behalf of IAP and as IAPs representative was invited by the HE Honorable President of India to participate in the 2nd anniversary of “Polio free India” celebration at Rashtrapati Bhavan. This testifies that IAP is considered as a stakeholder agency in polio eradication by the Govt. and the President of India. Indeed it was a matter of great pride for IAP and me as well. Recently in the last month, IAP was invited by the Indian Govt. to participate in the “Call to Action for child survival – World Summit” at Chennai. Though I could not, IAP was duly represented by the president Dr. CP Bansal and Dr. Panna Choudhury, the past president floating the IAP flag atop.

Lastly friends, I wish the newly elected team under the able leadership of Dr. C. P. Bansal strive more hard and scale more heights than the last one for the cause of “IAP”, “child” and the “Child Health Issues”

at the EB meeting, as also in the Conference Inaugural program and the President’s dinner. The 50th General Body meeting of IAP, was similarly a well attended event. A major and progressive decision taken by the general Body was the implementation of electronic voting in IAP elections from the year 2013, a milestone in the Golden Jubilee year of IAP. The much awaited Special General Body Meeting called to discuss amendments to the Constitution of IAP which could not be held at Gurgaon due to lack of time, was held at Kolkata, and the constitutional amendments suggested by the constitutional amendment committee and members of IAP were incorporated in the existing Memorandum of Associations of IAP. The new constitution was shared through webmail with all members of IAP, and is submitted to the charity commissioner for endorsement. The IAP UG Quiz and IAP PG Quiz were also successfully conducted at Kolkata.

Several administrative meetings were held at Kolkata and good decisions were arrived at. The Pediatric association of SAARC changed its office from India to Nepal, and the President of IAP (host of the SAARC symposium) was chosen as the President of PAS. Several areas of collaboration were discussed with AAP leadership, and meetings with the office bearers of IAP branches and chapters were successfully conducted. Uniquely, all Golden Jubilee projects of IAP were Inaugurated together at a well attended program. A 50 years commemorative film on IAP was screened at the President’s dinner. The film is being further developed with inputs received from members, and with more scenes of Pedicon being shot. IAP’s beautiful 50 years logo was also released at President’s dinner.

Eleven text books or specialty series books from IAP were released at the Pedicon 2013 Inaugural function. These books were printed at IAP National Publication House, Gwalior. IAP was able to provide these books on a complementary basis to all members of IAP Executive Board through the good offices of IAP National Publication House and the Publishing House, Jaypee Brothers. The functioning of the International Publication House of IAP at Indore, is being very efficiently managed by a committed team and a reprint of PALS and BLS manuals has been coordinated by the team at IPH.

Greetings from Central IAP office !

The year 2012 was indeed a great year for Indian Academy of Pediatrics. Under the leadership of the Immediate Past President, Dr. Rohit C. Agrawal, the year began with the successful organization of 49th National Conference in January 2011 at Gurgaon, and went on to see the development and conduct of several academic modules in different branches of IAP.

The first three months of the Golden Jubilee year of IAP, 2013 have been equally wonderful. Pedicon 2013 was declared a super success by almost everyone, and on all fronts. The well crafted science was received very well by delegates. Faculty that had never spoken on the National Platform were given an opportunity to showcase their abilities at Pedicon 2013. The participation of Past President of India, Shri. A. P. J. Abdul Kalam, Deputy Chairperson of the Planning Commission, Dr. Montek Singh Ahluwalia, Prof MK Bhan added luster to the conference. IAP doyen, Prof. Shanti Ghosh was awarded a Plaque for ‘Life Time’ achievement in the Inaugural function of Pedicon. Delegates at the conference were gifted a Golden Jubilee tie or scarf, and past presidents, executive board members, guests and dignitaries were given a golden jubilee blazer. A Golden jubilee run organized by the Golden Jubilee committee and the local organizers was a huge hit and saw some stalwarts of IAP run for the cause of adolescents and teen suicides. The Organizing team, led by the Organizing Chairperson, Organizing Secretary and the Treasurer deserve a collective pat on their backs for their contribution to this success. They hosted more than 7000 delegates over 5 days, without confusion at any level. The organizing team has already shared a decent amount from the conference surplus with Central IAP office.

The meeting of the Executive Board held in January at Kolkata, led by a very Proactive President, was well participated-in by enthusiastic EB members, and took very important decisions with far reaching and good consequences for IAP. Several new committee were formed and details of the Golden Jubilee projects were discussed. The leadership of AAP were special invitees

IAP has launched several new projects in the Golden Jubilee year carried forward some action plans of 2010 and 2011 into 2012. Some of these are detailed in the following paragraphs.

The IAP NNF NRP FGM project is steam rolling ahead, having facilitated the training of over a lakh NRP providers in the private and government sector since 2009. In 2013, the NRP ToT at Kolkata trained over 70 members in the conduct of Advanced (complete) NRP courses, based on NRP 2010 guidelines of AAP, modified for Indian settings. IAP intends to roll out the program for Pediatricians and Neonatologists in 100 centers in the country in 2013, creating approximately 3600 providers of complete NRP. The project has begun with Instructor updates in major cities, where existing instructors are refreshed with skills and methods for conducting advanced NRP trainings.

The programs of IAP Action Plan 2012, namely, Experts in diarrhea management, Asthma Training Module, Science of vaccinology, Problem solving in Pediatric Infectious diseases, Pediatric sleep project, and Respiratory Tract Infections - Group education module will be conducted in some branches of IAP in 2013. The IAP booklet, ABC of Asthma book will be printed and made available for IAP members in 2013. PALS and BLS activities continue successfully and with great vigor, as in the previous years. The PALS group has successfully conducted BLS program for the community, at several centers.

The dream Project of the team 2013, IAP Mission Uday, aimed at reducing Under 5 mortality, had its first program at IAP Gwalior, and IAP Mission Kishore Uday designed for dealing with issues of adolescents had its inaugural launch at IAP Nashik. To address the issue of paucity of trained health care personnel in India, IAP has launched a program to create a pool of trained Child Health Workers through its program, IAP TOUCH (Training of Untrained Child Health Workers), which has its ToT at Gurgaon. BLS for the community is another important program designed for non-medical and paramedical health workers and is being conducted through several branches of IAP.

Indian College of Pediatrics is a unique concept to streamline the academic activities of IAP, beginning with the fellowship programs of sub specialty chapters. IAP

started an e-bulletin, CHILD INDIA in 2013 and the first issue was greatly appreciated. is already released. IAP participated in the measles - rubella initiative of the SEARO region of IPA, and has written to the Government to take part in the initiative to eliminate Measles and Rubella from the Indian Subcontinent.

984 new members were enrolled in 2012, and 683 new members were enrolled in the first three months of 2013. The total members as on March 31, 2013 are 21,111. An amendment in IAP constitution now allows Pediatric Postgraduates to apply for Life membership of IAP, if their qualification is obtained from an MCI / Government / UGC recognized Institute, with or without registration of the qualification with MCI or State Medical council. This amendment will increase the number of Life members of IAP.

Electronic voting will remove the many drawbacks of paper ballot voting in IAP elections. IAP members have been reminded since 2012 to update their personal data (especially the cell phone number and email address) at central IAP office to facilitate their registration for electronic voting on website. Details of the process of electronic voting were provided in the September 2012 issue of Academy Today. The process is being detailed again in this issue, along with the election notice.

A directory of members of IAP has been printed and is being distributed to all members through hand-delivery. This handy book will be a very useful desktop reference for members. IAP is celebrating its 50th year of existence in 2013, and the Golden Jubilee committee constituted in the IAP EB of 2012 has prepared a detailed plan for celebrations through all IAP branches.

We thank our Immediate Past President, congratulate our current President, and wish very well for the President elect of IAP. IAP has truly attained the maturity and strength of a 50 year old mother organization, with the visions of her Presidents, hard work of its office bearers and executive board members and the love and cooperation of its members from all over the country.

A) Pediatric Quiz for Postgraduates

The 6th IAP Pediatric Quiz for Postgraduates was conducted at the Golden Jubilee Pedicon 2013 held at Science City, Kolkata on the 20th January 2013. Dr Sailesh Gupta and Dr. Saheli Misra conducted the quiz.

The Scientific Committee invites delegates who wish to give a presentation during the PEDICON 2014, the 51st National Conference of Indian Academy of Pediatrics, to be held from January 8-12, 2014 at Brilliant Convention Center, Indore to submit the ‘Abstracts’ of their scientific studies.

Paper Category: Free Papers

The mode of presentation of free papers will be decided by the scrutinizing committee from amongst the abstracts received and authors will be informed accordingly. The papers not taken for ‘Oral’ will be taken for ‘Poster’.

The text of the ‘Abstract’ should contain not more than 250 words. It should be structured as far as possible in the following manner (Except Case Reports): (a) Introduction (b) Aims & Objectives (c) Material & Methods (including statistical methods where relevant) (d) Results (e) Conclusions.

The IAP will sponsor the candidates to various departments for training in India. The training shall be for a period of 4/8 weeks. The IAP will be awarding the Trainee Fellowships as follows:

Report of PEDICON 2013 50th National Conference of Indian Academy of Pediatrics

The Golden Jubilee Pedicon was organized by West Bengal Academy of Pediatrics in Kolkata from 17 to 20 January 2013 at Science City Convention Centre. The theme of the conference was “50 years of Child Care: Mission Achieved and Vision Ahead”. It was attended by about 7000 delegates from all over India. It was also attended by delegates from Bangladesh, Nepal, UK, USA, New Zealand, Middle Eastern countries and Ukraine.

The Presidential Dinner was hosted on 16 January 2013 at the serene Gold Acre of P C Chandra Greens just opposite Science City. The memorable occasion was graced by many past Presidents of IAP. They were felicitated and the Golden Jubilee Logo of IAP was released. Pandit Tanmoy Bose entertained the audience with his classical percussion ensemble Taaltantra.

On 15 and 16 January 2013 twelve Pre-conference workshops were arranged in various hospitals in Kolkata. All the workshops were very well attended.

The six scientific halls in Science City were named remembering the five stalwarts from five zones – Dr. L. S. N. Prasad, Dr. P. M. Udani, Dr. P. N. Taneja, Dr. J. N. Pohowalla, Dr. S. T. Achar and the main auditorium was named after Dr. Tapan Kumar Ghosh.

The scientific extravaganza was set rolling with CME on 17 January 2013. Four concurrent CMEs were organized on CME for Post Graduate Students, Basic Pediatric CME, Advanced Pediatric CME and CME on Allied topics.

Chief Guest Hon’ble Dr. A. P. J. Abdul Kalam inaugurated the Golden Jubilee Pedicon on 17 January 2013 evening by floating 50 lamps. He enthralled the huge audience with his inspiring speech. Dr Dilip Mahalanabis, the man who pioneered ORS graced as Guest of Honour and released the souvenir. To mark the occasion a book on 50 years of Pedicon was also released. Dr. Shanti Ghosh, past President of IAP was decorated with lifetime achievement award. It was followed by FIAP and other awards and book releases. The evening ended with classical dance recital by Dona Ganguly and her troupe.

This year 700 faculty members participated in the scientific deliberations which covered every aspects of

pediatrics. Many new speakers could be inducted this year as the policy of one session for each faculty member was followed. The packed halls during the scientific sessions were very encouraging. Late Dr. Shantilal C. Sheth oration was delivered by Dr. M. K. Bhan. The Pedicon Swarna Jayanti oration was delivered by Dr. Montek Singh Ahluwalia. Though he could not come in person, but he delivered the oration live from his office in Delhi by teleconferencing. The lively interaction with him was memorable. The two plenary sessions were on MDG 4 and on the theme 50 years of Child Care: Mission Achieved and Vision Ahead. The deliberation of the stalwart from Pakistan, Dr. Zulfikar Bhutta will be remembered for a long time. Pediatric association of SAARC countries met for a symposium on typhoid on 18 January 2013 where members from various SAARC countries participated.

The morning of 18 January 2013 started with the “Dream Run”. Members ran for the cause of “Prevent Teen Suicide, Prevent Thalassemia”. About 300 enthusiastic members participated in the run in the early winter morning. The atmosphere took a festive look with banners, festoons, the horse carriage and a band in the forefront. At the end of the days delegates enjoyed the gala banquets in the majestic arena of Nicco Park.

The Golden Jubilee Pedicon was a welcome change in many respects. Besides the one speaker one session norm, the speakers in the CMEs and conference were offered complimentary registration. None of the scientific sessions in the main scientific hours were sponsored by any pharmaceutical company. Neither the scientific halls were named after any pharmaceutical company. The conference also touched modern day innovations. It was the first medical conference in India which had its own downloadable app. The whole conference zone was also covered by wifi network.

The ‘Golden hour Emergency Management’ Course (GEM) is a course that logically follows the PALS course. The PALS course deals with identification of a sick child and initial stabilization based on the Appearance, Airway, Breathing and Circulation IRRESPECTIVE of the cause of illness. This refers to the first hour of contact. The GEM deals with management of emergencies based on the diagnosis in the emergency department after initial stabilization till the child is shifted to the PICU for further care.

The PALS module is running successfully all over the country and is very popular. The most frequent question after a PALS course asked by the participant is what next. The GEM is the logical next step.

The module will be based on the structure of The Advanced Pediatric Life Support Course done by the AAP. The major difference is that the course is far more detailed and caters to the Indian scenario.

It caters to the needs of the grass root pediatrician who manages emergencies in small set ups.

The Module consists of various system modules which has 30 minute sessions per topic of which 20 minutes are spent in a talk and 10 minutes of audience interaction.

The afternoon sessions are devoted to skills stations. The course will run over 2 days with about 12 talks depending on local needs and 4 Skills stations.

This course has been running successfully since 2007. Since the module has undergone a revision (presentations and manual) a TOT was held during PEDICON 2013.

Through the good offices of Dr C P Bansal we have got sponsorship for equipment for the 5 zones We have 5 zonal coordinators who will conduct 5 zonal courses in 2013 to train faculty and then conduct courses independently in their zones subsequently.

The Faculty:

The Faculty will consists of a team of six of whom one is a pediatric surgeon and one an intensivist. The others should be PALS trainers with experience in Emergency Medicine.

IAP TOUCH - “IAP’s Training Of Untrained Child Health Attendant” Background and Introduction: Neonates and pediatric patients need highly specialized nursing skills because of their special needs. In our country 46% of inpatients and 81% of outpatients seek medical care in private sector. On the other side it is harsh reality that practically majority of private pediatric hospitals/nursing homes and clinics are run with semi-trained or untrained paramedic staff. At some level this affects the overall quality of care. In view of the general shortage of qualified trained paramedic personnel in the country and its disproportionate distribution amongst the government and private sectors, the possibility needs to be examined of entrusting some limited public health functions to nurses, paramedics and other personnel from the extended health sector after imparting adequate training to them in structured way in vernacular language. Thinking in the same line the Indian Academy Of Paediatrics is embarking on it’s ambitious and innovative project “IAP TOUCH Workshop” for the training of untrained pediatric staff (IAP’s Training Of Untrained Child Health Attendant).

In the year 2007, Indian Academy Of pediatrics Gujarat chapter conceived the project TRUMPPS with aim to give a structured training to the vast pool of crucial manpower, to boost our efforts in decreasing the infant mortality rate (IMR), under-5 mortality rate(U5MR), to strengthen the implementation of national health policies with special reference to child health and increase the overall standard of pediatric health care. To pass on the benefit of this project to wider section of society in the year 2013 the

Indian Academy Of Paediatrics has taken up this project on national scale under the “IAP Golden Jubilee Action Plan” with aim to impart structured formal training of this vast –vital workforce of paramedics from private healthcare setups.

Through this program, we wish to address issue concerned with the child healthcare and child survival in a most comprehensive manner through some state-of-the-art workshops and interactive sessions including workstations. This program aims:

• Orient staff to pediatric nursing skills.

• Giving them hands on training

• To help in reduction in IMR, NMR & Under 5 mortality rate and Childhood morbidities.

• To strengthen the implementation of national health policies

• To prepare SOP in Indian context.

• To act as model for replication in other specialties.

The IAP BLS Project The Objectives:

1. Create awareness and provide hands on experience through simulation on manikins to members of the IAP and other medical fraternity on the role of CPR in a case of Sudden Cardiac Arrest.

2. Create awareness and provide hands on experience through simulation on manikins to the family members and friends of the IAP members and other medical fraternity on the role of CPR in a case of Sudden Cardiac Arrest.

3. Create awareness and provide hands on experience through simulation on manikins to members of local media on the role of CPR in a case of Sudden Cardiac Arrest. In return expect the information to be dissipated in the local media / press to other members of the public.

4. Identify potential instructors and train them to further provide training to masses in their local areas. This would also need equipping them with manikins and other resources for training.

The Training Module:

1. To conduct the BLS awareness programs through at least 30 city branches accross India chosen by the CIAP in 2013. There would be three components of the one day activity:

a) A four hour BLS training session for the members of the IAP, invited by the local IAP branch

b) A two and a half hour BLS training session for the families, friends of the Pediatricians and members of the public invited by the local IAP branch

c) An press conference / press release by the city branch to the local electronic and print media regarding the importance of the BLS project and vision of the IAP

The IAP plans to support these programs by providing the following in each activity:

1. Forty BLS books for the HCP delegates

2. Forty SLP books for the laypersons

3. Financial support of Rs thirty thousand to the IAP branch to organize the event. This would be used for local venue arrangements, A-V aids LCD projections, laptop, one day meals, faculty travel reimbursements, and a comfortable overnight stay for the faculty in case of far reaching cities.

4. The city branches and the local IAP would be free to approach the sponsors to meet deficits if any.

5. Manikins may be provided to these branches through the IAP PALS group to conduct more such independent activities.

Expectations:

1. Awareness of CPR and the need for early by stander CPR to a victim of Sudden Cardiac arrest.

2. Improving the chances of a victim getting the bystander CPR after these programs, improving the chances of intact survival.

3. Creating local resource personnel to continue spreading the BLS skills in the community.

4. Enroll volunteers / philanthropic organizations / government setups to support these programs and provide logistics support.

Professional Assistance / Welfare SchemeThe Objectives:

The scheme shall be known as PAS “Professional Assistance Scheme”. ONLY the fellow/ life member of central IAP shall be the beneficiary of this scheme on yearly basis. The scheme shall assist the member ONLY as far as the issues related to medical negligence are concerned.

The Scheme:

This scheme shall be assisting the members by:

1. Medico-legal guidance in hours of crisis by a committee of subject experts.

2. Expert opinion if there are cases in court of law.

3. Guidance of legal experts. A team of Legal & med-legal experts shall be formed which will help in guiding the involved members.

4. Support of crisis management committee at the city / district level.

5. Financial assistance as per the terms of agreement.

The Funds:

The fund contribution towards the scheme shall be decided in consultation with the indemnity experts. The same will depend on the type & extent of practice, number of beds in case of indoor facilities & depending upon the other liabilities.

All the doctors working in the hospital (Junior, Senior, Temporary, Permanent etc) shall be the members of the IAP and this scheme, if the hospital wants to avail the benefits of this scheme. The scheme can cover untrained hospital staff by paying extra amount.

Telephone Help Line setting up and manning will be done.

Planning will be done to start the Diploma / Fellowship Course on med-leg issues to create a pool of experts. Efforts will be made to spread preventive medico-legal aspects with respect to record keeping, consent and patient communication and this shall be integral and continuous process under taken.

Expected outcome:

The members will be benefitted not only financially but can also have stress free, safe practice and guidance in hours of crisis.

The services:

A trust / committee / company / society shall look after the management of the collected fund. The Financial assistance will be like Medical Indemnity welfare scheme, where indemnity insurance part shall be covered by government / IRDA approved companies or any other private company. Compensation / cost / damages awarded by judicial trial shall be looked after by government / IRDA approved companies or any other company.

Medical Indemnity experts will be involved so that we have better vision & outcome of the scheme. If legal notice / case are there against a member he should forward the necessary documents to the concerned person. Reply to the notice / case should be made only after discussing with the expert committee. All litigations related to medical practice EXCEPT the criminal cases shall be covered under this scheme. The scheme will also NOT COVER the damages arising out of fire, malicious intension, natural calamity or similar incidences.

is that every child is protected against Diarrhea, Pneumonia and other VPDs, is well nourished and has access to preventive and treatment measures, with ultimate goal to reduce Under 5 mortality to achieve millennium development goal 4.

The project aims to create a pool of Resource Persons who can update the knowledge and enhance skills required in child survival interventions of Pediatricians and other concerned Health Care Personnel to deal with these killers more effectively and efficiently with evidence based science.

Specific Goals are to:

1. Make measurable progress to reduce mortality from Pneumonia and Diarrhea in children less than 5 years of age by 65% by 2015 compared to 2000 levels

2. Make measurable progress to reduce the incidence of severe pneumonia by 25% in children less than 5 years of age by 2015 compared to 2000 levels

3. Taking Steps for elimination of Measles and Rubella and strengthening RI.

4. Strengthening identification and management strategies of Severe Acute Malnutrition and Nutritional Anemia( as per government directives)

5. Reduce morbidity and mortality due to common pediatric diseases like Malaria, Tuberculosis, Dengue, Typhoid and other local epidemiologically important diseases.

2) Key Components of the Project

A. To Disseminate IAP National Consensus Guidelines for common pediatric diseases which cause significant morbidity & mortality and (IYCF) Guidelines

B. Targeted Interventions in high priority districts identified by Government and IAP

C. Advocacy Meetings

D. Surveillance - Expanding IDSURV, establishing AEFI surveillance network,

E. Awareness and media campaign

3) IDSurv - To achieve its goal, the project also includes IDSurv, one of the best & real time reporting systems of infectious Disease Surveillance Network and AEFI, as a core part of this project. The main objective of this surveillance network is to develop an early warning system for pediatric infectious diseases in India, to generate data on burden of infectious diseases in India and to generate data on severe AEFI.

All IAP Uday Resource persons and IAP Uday Volunteers in each district will be trained on how to use IDSURV during their respective workshops and after successful completion of the training, they will have an access to IDSURV with a specific given user id and password to capture above mentioned data electronically. 4) 1st Regional TOT - The first Regional TOT (Training of Trainers) of IAP Mission Uday was successful launched at Kolkata on 15th January, 2013 during the PEDICON. The two day workshop (15th & 16th Jan,2013) was planned very meticulously with interactive sessions on diseases like Diarrhea, Pneumonia, Tuberculosis, Dengue Malaria & Typhoid. Expert faculties were invited to share their vast knowledge on the respective diseases with the delegates. All the delegates attended the two day session very enthusiastically and interactively.

5) 1st District Level TOT - After the grand and successful launch of IAP Mission Uday at Kolkata during PEDICON, the first District level TOT was organized at Gwalior (M.P) on 24th February, 2013. With the help and support of Expert faculties, the workshop was successfully organized. After the successful completion of the workshop all the delegates were awarded with a certificate and were designated as “Uday Resource Persons”.

regarding the preventable pediatric diseases causing high under five mortality rates. Below mentioned are the plans for the future.

1. To conduct IAP Mission Uday in 50 High priority districts where under five mortality is high.

2. To empower all the Pediatricians and others who are involved in Health care delivery, to deal with common Pediatric diseases.

3. To train everyone on how to use IDSurv and to develop a real time reporting and monitoring system for the progress of ongoing intervention for disease reduction and early detection of outbreaks in order to initiate investigation and control measures.

4. To organize Uday Workshop and train approx. 30

Resource person in the selected 50 high priority districts in each year.

5. To train 300 health professional as IAP Uday Volunteers in 50 districts in each year.

6. To train 500 ANMs and ASHA workers in 5 districts in each year. GSK (GLAXOSMITHKLINE BIOLOGICALS SA) & GOI (Government of India) has agreed to provide support to this project. Through this project we propose to develop an efficient, cost effective and sustainable system for on-going training and monitoring of IAP Uday program. We hope that this program through network of dedicated Regional and District Resource persons plan to put a sustainable system in place.

IAP-PALS has become a movement in India. The credit goes to all the past conveners along with the faculty who have given their valuable time towards it. Many PALS courses have been done but the need of the hour is to ‘Reach the Unreached’.

We need to have courses in the districts and the north of north zone and the East Zone. The East zone is severely hampered by a paucity of facilitators, poor infrastructure and great distances. Andhra Pradesh is the only state to have all districts covered with a PALS course. However, it is not difficult to have this replicated in the other states. The PALS team is ever willing for this and there have been many instances where PALS members have given up 4-5 days of practice for a 2 day course. The district office bearers need to take the initiative in holding the course. All

they need to do is to contact me, the PALS instructor they may know or the central IAP office. Be assured, we are only a call away.

Nurses PALS also need to be given much importance. We have now set up a standardized course which will be uniform all over the country. It is a simple one day course with hands on training.

BLS is now being given due importance under the Presidential Action Plan 2013 and the PALS group is in the forefront in its implementation. I request each and every member to come forward and help in our mission

Dear and Respected Sir,

As we lead-up to World Immunization Week this April, countries of the world have the opportunity to demonstrate commitment to a common goal: that all children have a healthy start to life. We pediatricians share that same commitment.

We congratulate the Government of India for tremendous progress in immunization and the related gains in child health. Routine immunization rates are good at 74 % (Unicef 2011 data). By reaching every child with vaccine, India has stopped polio, and has dramatically reduced measles in just over a decade.

This decade, we must build on these gains and stop measles entirely. We have made so much progress already with an effective, inexpensive vaccine, and we can now go the distance and eliminate measles as a threat to our children. This requires even more commitment from all of us.

Globally, about 430 children are still dying of measles each day. Almost half of those deaths occur in the South-East Asia region. Even where national immunization coverage is high, we are missing children – perhaps in the same communities- too often. Measles is one of the most infectious diseases known, and moves very fast. We can and must move faster.

Reaching all children with measles vaccine gives us an opportunity to also reach them with rubella, in a combined vaccine. Congenital rubella syndrome can be completely prevented, and as a pediatrician we fully support efforts to prevent infant and childhood disability and the associated health, social and economic costs. By preventing measles and rubella together for about Rs. 10/- we produce significant savings for our country and communities.

Respected Sir, Indian Academy of Pediatrics fully supports Indian Government’s efforts to eliminate measles and to use the opportunity to eliminate rubella as well. We stand with you to support your efforts to promote immunization during World Immunization Week, and thereafter. We urge you to make a strong statement about India’s intention to ensure every child is vaccinated, and relegate diseases such as measles and rubella into their rightful place in history.

To this end, we will support the Government’s effort to increase routine immunization in the Public and Private health sectors, create awareness amongst members of the Pediatric fraternity to objectify elimination of rubella along with measles, to promote the use of combine measles and rubella vaccine and to increase awareness amongst parents about the importance of vaccination against measles and rubella.

Dear All,

As you know India has become wild polio-free in January 2011, and is now on the verge of certification of polio eradication. Since we have actively participated in all polio eradication related activities of the Government of India (GoI) / NPSP in the past; it is our utmost duty to strengthen the ongoing program in the final stages. Hence, friends we humbly urge all of you to please ensure the following:

– Any child brought for immunization should not leave your facility without receiving a polio dose, OPV or IPV, if indicated by the schedule!!

– We must encourage administration of all OPV doses during the ongoing campaigns, NIDs or SNIDs of GoI / NPSP;

– We should avoid discussion on the sensitive issues like VAPP with parents, media personnel or at any non-academic public forum;

– The current IAP recommendations on polio immunization are one suggested way to the practitioners on how to best utilize available polio vaccines (OPV and IPV) in their office practice. However, they may use even GoI schedule in a given child, if earlier is not feasible;

– We should continue to report all AFP cases to designated authority since AFP surveillance is a critical component of GPEI and essential to rapidly detect poliovirus circulation/importation in the country;

– Please strengthen ‘Universal Program of Immunization (UIP)’ of GoI by reporting adverse events following immunization (AEFI) to the designated authority or to IAP’s IDSurv;

– We must also aggressively counteract any misinformation campaign against vaccines and vaccination programs in the media.

A Review of books Published by IAP National Publication House, Gwalior, and released at the 50th National Conference of IAP at KolkataIAP Specialty Series Pediatric Cardiology

With reduction in infant mortality from preventable causes in many parts of India and the developing world, it is increasingly apparent that pediatric heart diseases are likely to surface as an important priority. Most postgraduate programs in the country are unable to provide structured training in pediatric cardiology because very few facilities have a pediatric heart program. Additionally, many practicing pediatricians have not had training opportunities in Pediatric Cardiology.

This book is written to address the practical needs of practicing pediatricians and postgraduate students. Conceptual framework and core information is provided in key areas in pediatric cardiology. The whole book is written in an easily understandable style. A number of experts from within India and selected authors from overseas have contributed individual chapters.

Pediatric cardiology is a relatively new specialty and numerous advances happen in a relatively short period of time. The second edition has retained the basic structure of the first edition. The individual chapters have been revised to incorporate important advances that have occurred in the last 4 years. The second edition retains a strong clinical focus.

It is hoped that the second edition will continue to help bridge the gap in knowledge between pediatric heart specialists on the one hand and practicing pediatricians and postgraduates on the other.

problems seen in a general pediatric clinical practice. Each topic is elucidated with case scenarios and provides an algorithm to its clinical approach and management. This book is designed so as to be used as a clinician’s handbook rather than a reference textbook.

IAP Specialty Series Pediatric Gastroenterology

Pediatric Gastroenterology in India has made giant strides in the last few decades. We have moved from Malnutrition, ICC and ORS to Obesity, metabolic liver diseases and liver transplantation. From a handful of trained personnel in few tertiary centers, we now have qualified specialists in almost all regions of India. Advanced laboratory support now enables diagnosis of uncommon gastrointestinal and liver diseases. The professional competence and technological capabilities available in India in our field are far ahead of any other developing country, and even comparable to the West.

This book is a comprehensive attempt to discuss the latest antimicrobial therapy in children in the Indian setting. The book is divided into four sections. Textbooks of pediatric critical care tend to be too exhaustive in pathophysiology and somewhat difficult to read and understand for an average reader. Ready availability of a manual describing an easy-to-implement protocol-based approach to commonly seen potentially life-threatening pediatric emergencies would be of great use to residents, pediatric consultants and even physicians taking care of

critically ill or injured children. With the above-mentioned goal in mind, under the action plan of IAP this book entitled IAP Textbook of Pediatric ICU Protocols was conceived to be edited by national experts in this vast field of pediatric intensive care. Lt. Col. Dr. Dilip Vasudeo Gokhale,

MD, DCH, DHA

Born 16th Aug 1946 in Pune, was third among 4 siblings. Father (Vasudeo Gokhale) was a Scholar & Agriculture research Scientist

Mother was a homemaker and professionally trained Harmonium Player.

Schooling: Initial schooling in Wai, Mahabaleshwar & Aurangabad

MBBS from Govt Medical College Nagpur – 1971,

DCH (Nagpur) 1973 & MD (Pediatrics) – Mumbai (1986)

Commissioned in the Indian Army on 21st Aug 1972 and his first posting was in Military Hospital, Cardio Thoracic Centre (M H CTC) Pune.

He served in the army for 24 Years and was posted at various locations like MH Nasirabad, Delhi, INHS Aswini Colaba (Mumbai), MH Merrut, MH Deolali, 164 MH Binnaguri & finally retired as one of the senior classified specialist (Pediatrics) in the Indian Army from M H Kirkee (Pune).

Post his relieving from the Army, he settled in Nasik and set up his consultancy here. Parallely he also got involved with Prabodhini School, a school for special children. He took up the task of professionalism in the administration of the school and personally conducted classes / courses for teachers / staff handling these special children, He did this by way of various presentation OHP slides, diagrams and details of the brain structure which helped his students to empathize well with the special children. He was associated with Prabodhini school till his last days as vice president of their board of trustees.

He was an Active member of IMA and IAP Chapter in Nasik,

The rebirth of Social Security Scheme at IMA Nasik was his brain child and worked proactively till he breathed his last for which people shall remember him for days to come.

Late Dr. Imantaram Agrawalla was President of IAP Odisha State Branch in 2007, Chairman of Reception committee of Pedicon 2008, recipient of the Purbanchal Sisu Bisengya Siromoni Award, fellow of Indian Academy of Pediatrics and was the election officer Odisha for two terms. He is an academician par excellence. His absence is a great loss for Odisha which cannot be filled up in near future.

Following his retirement, he was settled at Khetrajpur, Sambalpur. For last two months, he was treated at Apollo Hospital, Bhubaneswar. On the morning of 04th February 2013 he breathed his last leaving his bereaved family in great sorrow. It is an irreparable loss to the family of IAP-Odisha State Branch.

IAP-Odisha State Branch mourns at the unexpected sad demise of Our Popular Ex-President Dr. Imantaram Agrawalla and we pray for his great soul to rest in Peace.

One of his cherished moments during his army days was accompanying Manna De on the Tabla in a special programme held for the Indian Army in Pune in 1973. He was also a competitive Badminton Player during his days in the Army.

Wife: Mrs. Pradnya Gokhale is a mathematician. Captioned the Vidharba Hockey Team in her University Days. Retired from Boys Town School in 2009. She continued to be a active athelete even today.

An Journalist by qualification and a performing vocalist (in classical and semi classical music). Married to a Naval Officer (Indian Navy), She has 2 children and they are based at Vishakhapatanam at the moment.

A Novel Infectious Disease & AEFI Surveillance Network

Indian Academy of Pediatrics in collaboration with its Kutch branch has started Infectious Disease Surveillance Project for Vaccine Preventable Diseases (VPDs) and AEFI (Adverse Event Following Immunization) reporting system. The Objectives of the project are to develop an early warning system for pediatric infectious diseases in India, to generate data on burden of infectious diseases in India and to generate data on severe AEFI.

You can also edit data later or even delete the case if the final diagnosis changes. The data reported through all the methods is integrated in real time and immediately updated on the website. Doctor’s name, Patient’s name and Patient’s con-tact details will be visible only to the person who has reported the case and it shall not be divulged on the website.

The data is analyzed periodically by experts and utilized to generate disease burden and also presented in scientific fora.

An early warning system is being integrated on the website wherein if heavy activity of particular disease is noted from a specific geographical area, an alert by email and SMS is sent to all members on IDsurv network from that area.

Dear IAP Members,

IAP General Body Meeting held at Kolkata, in January 2013 had decided to conduct all future IAP elections by electronic voting i.e. voting on net or via mobile phone. The process is secure and user friendly. In a matter of minutes you can cast your vote in a hassle free manner. You are requested to register yourself to be eligible for e-voting.

On 4TH May,2013 in Executive Board Meeting at Khajuraho, it was again discussed and most of members suggested that the as the IAP members are not acquainted with new system. So change over should be take at least one year overlapping both ballot and e-voting. This year as a special provision those who could not get registered themselves, up to 31-8-2013, due to any reason, shall get an postal ballot paper with attached form for e-voting registration, which has to be returned along with vote. From next year no ballot paper will be sent to anyone.

Only eligible Fellow/ Life/ Ordinary members of the Society who have paid their annual subscription for the current year, shall be eligible to offer themselves as candidates for election or to propose or second the candidature of any member or to participate as a voter in the elections. Members must ensure that their subscriptions are paid up before they offer themselves as candidates, proposer, seconder or voter as the case may be.

IAP Election Commission will accept the nomination papers of the candidates and shall have no role in publication of bio-data of candidates. A candidate has to approach Hon. Secretary General, CIAP / Editor of Academy Today / Editor for IAP Website for publication of bio-data after the list of candidates is finalized by IAP Election Commission. Editor of Academy Today / Website will decide about format and size of bio-data to be published as per guidelines set by Executive Board.

A members may file as many nominations as they desire,

but only for one post, however payment may be made only once and the photo copy of the payment proof should be attached with all such nominations. The name of the candidate should be mentioned on the nomination as registered with IAP. No other change in the name will be allowed. The nomination papers will be scrutinized by the IAP Election Commission to decide about its validity or otherwise. The geographical State of the candidates will be determined as per the address recorded with the Central IAP as on March 31, 2013.

After scrutiny the Chief Election Commissioner shall publish on website and forward the list of valid candidates for information to the contesting candidates. Any eligible candidate not desiring to contest the election must send his written request to withdraw his nomination on or before the date of withdrawal i.e. 20TH July 2013 before 5 PM.

All the eligible members on IAP membership list as on March 31, 2013 are eligible to cast their votes. Each voter shall be entitled to cast one vote for each post. Prior registration is a must for e-voting. A member can vote via net or registered mobile number as per procedure given in notification.

The Candidates as well as Proposers & Seconders of the nominations are required to give a self-attested photo copy of their photo identity viz. PAN-Card / Passport / Driving License / IAP Identity Card /Aadhaar Card or Voter ID Card (any one) along with the nominations. Only one of the above mentioned photo-ids will be accepted. Any other proof of photo-id unacceptable.

up to August 31ST, 2013 for the current election. It can be done by submitting a duly filled registration form and a self-attested copy of Photo Identity viz. PAN-card / Passport / Driving License / IAP Identity Card /Aadhaar Card or Voter ID Card (any one).

B. Verification - This process is to verify the members details filled in the registration form and is done by Central office of IAP. This will be done by calling the member, Secretary of respective branch or by other modality as seems appropriate by IAP office. You are requested to respond to the call from IAP office for the purpose.

C. Authentication for e-voting - After verification by CIAPO the member’s voting right will be activated which is called Authentication. Information of activation will be sent on registered mobile and mail ID. The member will be eligible to vote only after Authentication and Activation.

A soft copy of the list containing the names and addresses of Fellow, Life and Ordinary Members of the Society shall be supplied on request at Rs.5000/- per copy. Any change of address after March 31, 2013 will not be accepted for the purpose of IAP Election 2014.

The candidate is required to pay applicable ‘Nomination Fee’ as mentioned below:

Nomination Fee for the post of President-Elect Rs. 20,000/-

Nomination Fee for the post of Hony. Secretary, Jt. Secretary and Treasurer Rs. 10,000/-

Nomination Fee for the post of Executive Board Member Rs. 5,000/-

The Nomination Fee should be paid by a crossed bank draft drawn in favor of “Indian Academy of Pediatrics” payable at Mumbai or by cash. The Nomination Fee should accompany the Nomination Paper failing which the Nomination shall be disqualified. The Nomination Fee is non-refundable.

Eligibility for the different Posts-(As per Clause of constitution of IAP). Please note in case of any disputes amended version (on 6-3-2013) of IAP constitution shall be referred.

1. Clause 14.3- The President-Elect, the Secretary General, joint secretary and the Treasurer a shall be elected by all the Ordinary/Life/Fellow members of the Society from amongst themselves.

2. Clause 14.4- The Ordinary/Life member contesting for the post of President Elect should have been a member of the Society for 10 complete years consecutively as on 1st January to be eligible to contest for the ensuing election and should have served on the Executive Board or as Office Bearer or both for a period of 2 complete years before contesting for the post of President Elect. The Editors in Chief of Indian Pediatrics and Indian Journal of Practical Pediatrics, Honorary Secretary, Joint Secretary, Treasurer and Organizing Secretary of Pedicon will not seek election for the post of President elect till the completion of their present term in the office. *These changes in the constitution will not affect the eligibility of candidates to re-contest for the future elections who contested before these changes.

3. Clause 14.6 - A member contesting for the post of the Honorary Secretary General should have been a member of the Society for 7 complete years consecutively as on or before 1st January to be eligible to contest for the ensuing election and should have served on the Executive Board for two complete years before contesting for the post of the Secretary General.

4. Clause 14.7 - A member contesting for the post of the Joint Secretary and Treasurer should have been a member of the Society for 5 complete years consecutively as on or before 1st January to be eligible to contest for the ensuing election and should have served on the Executive Board for two complete years before contesting for the post of the Treasurer of the Society.

5. Clause 14.8 - The Ordinary/Life member contesting for the post of Executive Board member should have been a member of the Society for 5 complete years consecutively as on 1st January to be eligible to contest for the ensuing election. The term of the elected members to the Executive Board other than the

Office Bearers shall be of a period of one year, and there shall be a ceiling of three years of continuous membership and there shall be a gap of one year for them to become eligible to contest again for Executive Board membership. This is not applicable for the post of Office Bearers. The maximum period a member can be a member of Executive Board after excluding the post of Office Bearer shall be 6 years which shall include the period of Vice President ship.

6. Clause 14.9 - The Secretary General and the Treasurer shall be residents of Mumbai or Navi Mumbai or Thane city, Joint Secretary shall be from Delhi, Gurgaon, Bahadurgarh, Sonepat, Ghaziabad, Faridabad and Noida.

7. Clause 14.12 - The Executive Board members shall be elected as follows:

The Executive Board members from each State will be elected by the members of the respective States only. The number of State wise Executive Members shall depend on the strength of eligible voters from the concerned States which will be as follows:

100 to 500 One Executive Board Member

501 to 1250 Two Executive Board Members

1251 to 2250 Three Executive Board Members

2251 and above Four Executive Board Members

Maximum numbers of Executive Members from any state can be four.

The number of Associate Life members, Associate members and Post Graduate Student members will not be counted while calculating the membership strength of each state for this purpose.

8. Clause 14.13 - Any member who has any complaint about the election shall give the same in writing addressed to the President of IAP within 21 days of the declaration of the result.

9. Clause 14.14 - An Election Tribunal consisting of the President as the Chairperson and two Immediate Past Presidents in order shall be constituted to go into the complaint and the decision of the Tribunal shall be final if there is a difference among the members of the election tribunal, the decision shall be by majority.

10. Clause 14.15 - Any dispute shall be subject to Mumbai jurisdiction.

Following are the components of the Code of Conduct –

1. Eligibility as Candidate

• A nominee should have been a member of IAP for the requisite number of years, as laid down in the IAP ‘Memorandum of Associations’ and in the election notice

• A nominee should not have any monetary dues to IAP pending against his name

• A nominee will declare conflict of interest (being on the advisory committee or in any other capacity of pharmaceutical company) with pharma companies along with the nomination form, and will resolve the conflict of interest (resign from their position in pharmaceutical company), before filing the nomination.

2. Electioneering – the following actions are disallowed by contestants –

• Advertisements in lay press about election, any kind of press release, and interviews on any subject

• Placement of banners with personal names anywhere in the country

• Hosting of official dinner / cocktail parties for fellow members from IAP

• Negative propaganda about fellow contestants

• Use of pressure, inducement or coercion to get votes from fellow IAP members; Only an appeal through emails / print media like letters, brochures and IAP official publication like Academy Today for votes is allowed, before the last date for submission of appeal in Academy Today, as decided by the Election Commission.

• Impersonation of an eligible voter of IAP

• Suspected mass voting will be investigated.

3. Participation as faculty or delegate in programs of IAP / Pharmaceutical companies -

• For the post of Executive Board member this code will apply to his / her state of election; for

the post of President, Secretary, Treasurer and Joint Secretary, this code will apply to the entire country.

• After the release of final list of contestants, the contestants will not participate as faculty in any academic program hosted by Pharma company.

• The contestants will not be faculty / organizing team member of any IAP program after the release of the final list of contestants. Those contestants who are in the committee of the IAP programs can continue to coordinate the programs but cannot be faculty for the program.

• Contestants can be delegates at academic programs organized either by IAP or by Pharma Industry (with exception of Infant Milk Substitutes Industry), but must pay for their own travel, accommodation and registration.

4. Sponsorship from Pharmaceutical companies is disallowed for contestants –

5. For posting / personal distribution of electioneering material such as letters and pamphlets

• Breach of Code of Conduct will be considered if –

• A written / email complaint is received about the conduct of a contestant from a member of IAP and confirmed by the EC after investigation.

• A breach of code of conduct is observed by any of the Election Commissioners

• The breach is proved with documentary proof (audio/visual/print/electronic)

• A documented breach of code of conduct by a contestant will invite disqualification of his / her candidature by the EC, with 2/3rd majority.

• Any impersonation or other fraud will be reported to the Police / Medical Council of India / other appropriate authority in the Jurisdiction of the suspected fraud.

Dear IAP Members

IAP General Body Meeting at Kolkata, in January 2013 has decided to conduct all future IAP elections by electronic voting i.e. voting on net or via mobile phone. This is one of the foremost pending reforms of IAP. A live demo of electronic voting was given in the Executive board meeting at Mumbai in October 2012. The process is secure and user friendly. In a matter of minutes you can cast your vote in a hassle free manner. The process has two parts:

(1) Registration for e-voting; and (2) Casting of the vote. A life member of IAP has to register once only. The steps of e-voting process are explained below:

A. Registration (electronically or physically) - All the members have to register (electronically or physically) for e-voting.

B. Authentication - This part will be done by Election Commission or any designated agency as per decision.

2. After logging in, click on “Click here if you are not registered Register”

3. On the next page search your name by entering your First OR Last Name as given in IAP records and your state. 4. On the next page, fill all the required columns and attach the scanned copy of one of the following. Passport, Driving license, IAP ID card or PAN card. Uploading of photo ID may take some time (depending on the speed of your system) *

5. Click on - I agree to the Terms and Conditions

6. Now click Register

7. On successful registration you will get a message

on your registered mobile and e mail ID for the confirmation of the registration.

b. Physical – Please send the duly filled attached registration form to the Election Commissioner’s office or IAP Office, Mumbai on the address given below with one self-attested photo ID with address proof (Copy of Passport, Driving license, IAP ID card, Voter ID card, Aadhaar Card or PAN card). Filling all the columns in the registration form is mandatory.

B. Authentication to Vote After receiving your registration form, either

electronically or physically, by the election commissioner’s office it will be verified as per official records. You are requested to keep your registered mobile number on for the next few days for a verification call and answer all the questions asked by the caller. This verification call will not take more than two minutes. You are also requested to answer all the questions as given in registration form. Any wrong information may disqualify you for the authorization to vote. After satisfactory confirmation report, your account will be activated for voting. Information of activation to authorize to vote will be sent on your registered mobile and mail ID.

C. Actual E-Voting You will get information on your registered mobile and

mail ID whenever the election is scheduled. You are eligible for the e-voting. This information shall also be published in Academy Today.

1) What is E-Voting?

Ans. E-Voting is voting through an electronic system where IAP member can vote either via internet or SMS. This is as per the resolution passed at the GBM held at Kolkata in Jan 2013. This completely replaces the Postal Ballot. GBM has authorised IAP for setting up an electronic platform to facilitate IAP member to cast vote in electronic form. Accordingly, IAP has set-up an electronic infrastructure to facilitate IAP member to cast votes in electronic form through internet and Mobile phone (SMS).

2) How will I benefit from the e-Voting System?

Ans. Substantial reduction in administrative cost, hassles free, eco-friendly, fast and obviates the need for viz.,

• Postal correspondence

• Verification of signatures

• Counting of votes

• Storing of physical ballot papers

• Accuracy in counting of votes.

11) What happens if I lose or change my mobile?

Ans. Nothing will happen unless you change your mobile number.

12) In case of problem whom should I contact?

Ans. You may contact Chief Election Commissioner‘ Office or the address of contact person provided in the notification of the election/web site of IAP election..

13) What happens if my internet connection or electricity goes off during the process of voting?

Ans. You may re login for the process. Your voting remains incomplete till the whole process is completed.

14) Whether typing in upper/lower case or small/capital letters makes any difference?

Ans. No. You may use any case as the reporting in not case sensitive.

17) How can I reduce the size of my id proof file to less than 2 MB?

• Size of the attachment filemust not bemorethan 2 MB. To check the sizes of file please right click on the file. New list will open in which click on Property and check the size of the file.

• If the size of the file is more than 2 MB, toreduce the size click on the attachment file and bring cursor on open with and select -paint. In the paint window click on Resize button. New window will show Pixels button to click. Fill 1000 in horizontal: and click on box given with Maintain aspect ratio there. Now click on OK. Save this file on desktop by using Save As and save the file as a jpeg file. This file can be uploaded in registration form.

18) How can I make sure that my casted vote has been counted for the election?

Ans. You will receive a confirmation mail and SMS accepting your vote.

Ans. This is for the verification of the authenticity of the voter. To activate your ID for voting this is required step in case of verification needed. So you are requested to spare 2 to 3 minutes for this. You will not be eligible to vote if your verification is incomplete.

VOTING-

1. Is time period for e-Voting same as Postal Ballot?

Ans. Yes. The time defined as per election notification is applicable for e-Voting.

2. Can a IAP member modify a vote already casted before the closing of e-Voting cycle?

Ans. No. Vote once casted will be considered final and cannot be modified.

3. Will proxy be able to cast vote in e-Voting System ?

Ans. e-Voting System brings flexibility, convenience and ease of operation for the IAP member to cast vote through internet or by SMS. Thus, eliminating the need to appoint a proxy.

4. How can I participate for e-voting by internet?

Ans. Actual E-Voting

I. You will get information on your registered mobile and mail ID whenever the election is scheduled. You are eligible for the e-voting. This information shall also be published in Academy Today.

VII. On the next page search your name by entering your First OR Last Name as given in IAP record and your State. Alternatively your name can be searched by entering only mobile number in the specified field, if it has been given to CIAP earlier. Confirm your name, address and other details in the data and Click on Retrieve

VIII. After confirming your particulars, click on Login given against your particulars.

IX. In the next window your IAP number will be displayed. Here click on password by clicking on - Click here to generate One Time Password (OTP).

X. Password will be sent on your registered mobile and email id. This OTP will be valid for only 30 minutes.

XI. Enter the password you have received in given space for password and click on Login

XII. Now E-voting page will open. Click on Start –E-Voting

XIII. Choose candidates of your choice by clicking on the checkbox and then click on

XIV. In the next step you can either change your choice of candidates or confirm.

XV. In this last step you may click on Yes or No. By Clicking on yes you will receive Congreatulations! You have successfully submitted your vote. this message on the screen. This confirmation will also be sent to your registered mail ID and mobile number.

5. How can I participate for e-voting by mobile?

Ans. Mobile voting method

1. After successful registration and receiving of activation confirmation, voter can vote by sending SMS SAMIT EVOTING on 9246356765.

2. The voter will receive a reply SMS having names of the candidates and their code written against their name.

3. Chose the code of the candidates you want to elect and SMS it on 9246356765.

Categories of Membership –

(1) Student Member: Applicant who has passed M.B.B.S. and doing Post Graduation can enroll himself/herself at 50% of the prevailing rate of life membership at the time of admission and pay the balance 50% within 4 years or earlier. On making

full payment, he/she will be entitled to change the “Student” Membership category to either “Associate Life” or “Life” depending on the graduation / post graduation status.

(2) Associate OR Associate Life Member: Applicant who has passed M.B.B.S. only, have an option to become Annual Member i.e. “Associate” Member (renewable every year) OR “Associate Life” Member by paying life membership amount in one lump sum.

(3) Ordinary OR Life Member: Applicant holding M.B.B.S. and Post Graduation (such as D.C.H., M.D. (Ped), D.N.B. (Ped) or any other degree recognized by the Executive Board of IAP as equivalent are eligible to be “Ordinary” Member (renewable every year) OR “Life” Member by paying life membership amount in one lump sum.

How to Apply for Membership –

Application should be made in the prescribed form. Along with the application for membership of IAP, photo copies of the following documents should be submitted-

Photo copies of the M.B.B.S. & Post Graduation Cer tificates as (as per degrees listed in your application).

Photo copies of the degrees registration cer tificates with State Medical Council OR Medical Council of India (Not Mandatory).

Cer tificate from the HOD stating that the applicant is a bonafide student of his/her Medical College and that the Institute is recognized by the Medical Council of India for Pediatric Postgraduate training. (if the application is for “Student” Membership).
