The answer:

All of the above are important and many are the results of a quality school, but none INSURE quality.

Ferris State University has a contract (charter) with each Board of Directors of the Academy.

THEREFORE, IT IS THE RESPONSIBILITY OF THE BOARD TO MAKE CERTAIN THAT THE ACADEMY IS A QUALITY SCHOOL AND MEETS ALL OF THE GOALS SET FORTH IN THE CONTRACT.

The Charter Schools Office has defined its expectations of quality for all FSU-authorized academies:

1. Student Achievement of Expected Educational Progress

Student Achievement of Educational Progress is defined using three metrics:

1. The percent of academy cohort students annually achieving within or above the grade level interquartile range (as defined by Scantron Performance Assessment) meets or exceeds the CSO established five-year trajectory*

*All trajectories are unique to each academy and have been established on that academy’s baseline performance data

2. The annual percentage of MEAP proficiency• The Academy will meet or exceed the

MEAP score improvement goals as defined by the Charter Schools Office

• A five-year proficiency trajectory for MEAP score improvement goals has been established for each academy based on the following parameters:

Operational Efficacy is defined through the use of three essential indicators:

1. Financial Performance and Sustainability• The extent that financial policies and

procedures establish clear operating standards for financial management of the academy and are focused on expected student achievement outcomes. This requires the use of a financial accounting system, budget development and oversight, annual audits, strategic planning, adequate fund equity, facility planning, anticipated staff and program needs, and student enrollment projections.

2. Governance and Stewardship• The Board establishes policies and procedures

consistent with authorizer contractual requirements and the requirements of Federal and State law, as well as all court decisions and regulations promulgated by the Michigan Department of Education and/or the State Board of Education.

• A strategic plan is established based on SMART goals, and is frequently reviewed and revised a necessary. SMART goals must be:

Specific, Measurable, Ambitious, Realistic, with assigned responsibility, and Timely, with specific target dates

What Board members need to know at MI-SAAS (for now):

• MI-SAAS is due to be enacted for the 2011-2012 school year.

• MI-SAAS was passed by the State Board of Education in 2009 as the State’s new school accreditation system to provide means of setting standards for continuous quality improvement.

• Aligns with US Department of Education guidelines for identifying persistently low achieving schools.

• As part of new system, MDE has now established a “School Reform Office” to oversee PS performance.

Ed YES! grades will GO AWAY. Schools will fall into one of THREE categories:

• ACCREDITED No mare than one subject below 60% proficient and no subjects below 35%

• INTERIM Two or more subjects below 60% proficient but not lower than 35%; or if school is identified as falling in lowest 20% in State’s ranking system. Note: A school may fall into this category if it meets all standards but does not make AYP.

• UNACCREDITED One or more subjects lower than 35% proficient; or school is in the lowest 5% of State ranking; or school is identified as persistently low achieving.

What does it all mean for Boards?

1. Student achievement is JOB ONE for schools. Lack of acceptable progress is unacceptable if you receive State and/or Federal School Aid funds.

2. Accountability mechanisms must be put in place at the local level to insure growth. (Performance incentives, penalties, terminations)

3. There are NO EXCUSES-all students are expected to achieve.

4. Expectations for Academy Reauthorizations will become continue to go up!
