RE: Seamless Transfer Resolution

WHEREAS, it is important that a liberal arts background in a variety of academic areas be provided to Nassau Community College students,

AND WHEREAS, the needs of students focused in a particular discrete degree must be addressed,

AND WHEREAS, the course offerings of departments and the transferability of these courses must be considered,

AND WHEREAS, the SUNY Memorandum to Presidents (MTP), dated June 13, 2013, states that associate degree programs shall not exceed 64 credits,

AND WHEREAS, the MTP further states that general and discrete AA/ AS degrees need to maintain compliance with SUNY's 7 out of 10 general education categories,

AND WHEREAS, among its duties, the CWCC is charged to study and evaluate curricula; to recommend changes in curricula and in course requirements for graduation,

THEREFORE, BE IT RESOLVED that

• the current Associate in Arts, Liberal Arts and Science: Humanities and Social Science remove 2 credits from General Electives, and that

• the current Associate in Science, Liberal Arts and Science: Mathematics and Science remove 2 credits from Other Liberal Arts, and that

• current discrete Associate in Arts and discrete Associate in Science degrees a) remove a departmental course OR b) 1-4 credits from any single NCC General Education category,

AND c) maintain required ENG 101/100, one Mathematics course and

one Lab Science course, and that

WHEREAS,  SUNY  has  instituted  new  forms,  and  

WHEREAS  some  of  the  language  in  the  CWCC  Procedure  Manual  is  outdated,  

THEREFORE  BE  IT  RESOLVED  that  the  following  editorial  changes  be  made  to  the  CWCC  Procedure  Manual.  

Section  II:  New  Programs  

1. The  new  SUNY  Program  Announcement  Form  with  lines  for  the  Area  Dean  and  the  Academic  Affairs  Designee  will  replace  the  current  one.  

2. The  new  SUNY  Program  Proposal  forms,  including  the  new  Certificate  form  will  replace  the  current  ones.    

3. The  Guide  to  Academic  Program  Planning  will  replace  the  current  SUNY  Guidelines  included  in  Appendix  III  

4. All  references  to  AVP  for  Academic  Affairs  will  be  changed  to  Academic  Affairs  Designee  in  text  and  on  forms.    

5. New  program  requirements  will  reflect  the  distributions  passed  by  the  CWCC  and  the  Academic  Senate  in  response  to  the  SUNY  Seamless  Transfer  MTP.  

Section  VI:  Distance  Education  

1. All  reference  to  Telecourses  will  be  removed.    Telecourses  will  be  phased  out  as  of  Fall  2015.  2. All  references  to  AVP  for  Academic  Affairs  will  be  changed  to  Academic  Affairs  Designee.  3. Hybrid  courses,  considered  a  distinct  modality  from  fully  online  courses  will  have  a  separate  section  

outlining  requirements  in  which  departments  will  indicate  which  components  of  hybrid  courses  are  online  and  which  are  face-­‐to-­‐face.  

4. References  to  online  versions  of  the  course  outline  will  be  removed  because  the  course  outline  is  the  same  for  online  and  face-­‐to-­‐face  classes.  

5. The  DEE  form  will  include  check  boxes  for  Hybrid  and  Fully  Online.  6. The  DEE  form  will  include  the  following  sentence,  “For  hybrid  courses,  explain  which  components  of  

the  course  will  be  online  and  which  will  be  face-­‐to-­‐face.”  

Section  X1:  SUNY  GER

RE: RESOLUTION ON ADDING UW GRADE TO FRESH START POLICY

WHEREAS the Academic Standing Committee was charged with reviewing and revising the regulations governing the Fresh Start Program to take account of the UW grade; therefore, be it

RESOLVED that the following changes have been made to the Fresh Start Program to include the UW grade (inclusions in bold; there were no deletions):

The Fresh Start Program allows a student who has not been in attendance at Nassau Community College for five years (ten fall-spring semesters) to remove from the grade point average grades lower than "c" earned during his/her previous attendance. For purposes of the Fresh Start Program, the grade of"UW" shall be considered lower than a "C."

1. In all credit bearing courses taken after re-entry and before acceptance into the program, the Fresh Start candidate must receive a grade of "c" or higher. A "UW" is considered lower than a "C." Therefore, a candidate is urged to carefully review hislher schedule and not to overextend hislher commitments. For non-credit courses, a grade of "s" must be achieved.

2. The Fresh Start candidate may apply for Fresh Start during the semester in which he/she expects to complete twelve (12) credits after re-entry.

3. The Fresh Start candidate must successfully complete twelve (12) credit hours of study within two acadernic years after re-entry ill order tor his/her application to be approved.

4. Acceptance into Fresh Start will be granted only once. 5. The Fresh Start candidate will be permitted official withdrawal ("W") grades only if he/she

has an extenuating circumstance such as a medical or personal emergency authorized and accepted by the Dean of Students.

6. The Fresh Start Policy does not supersede existing BEP or ESL policies and programs. A student placed in a BEP program or ESL courses as a result of the College's placement test must satisfactorily complete the program's requirements before Fresh Start status can be considered.

7. The Fresh Start Policy does not supersede departmental admission policies. 8. The Fresh Start Policy does not supersede College dismissal policies. (See College catalog

section on dismissal policy and dismissal appeal procedures.) 9. The Fresh Start policy does not prevent a student from repeating courses in order to secure a

higher grade in those courses. 10. The guidelines set forth in the Fresh Start Policy cannot be waived.

Application Procedure for Fresh Start:

I. A student may apply for Fresh Start status during the semester in which he/she expects to complete the twelve credits described in parts two and three of the policy guidelines noted above. Provided that all criteria for the policy have been met, Fresh Start status will be

Whereas, the Academic Standing Committee [ASC] has been charged with reviewing the Incomplete Grade Policy of 1995 to ensure consistency with other grading policy and make recommendations to the Senate.as appropriate, and

Whereas, grades ofIncomplete may be assigned to those students who, for some valid reason, have not satisfied all academic requirerrients for the course but have a reasonable expectation of completing the required work, and

Whereas, a student has until the end ofthe following IS-week semester to complete the course work and thus remove the grade of Incomplete, and

Whereas, the ASC believes that there needs to be a policy specifying the number of extensions of an incomplete that can be granted as there is no limit presently in place and that without one, students can request extensions of an incomplete indefinitely, and

Whereas, an incomplete grade grants a student an extension of a full academic semester to complete the work, therefore be it

Resolved, that a request for an extension must pe submitted to the instructor by the student prior to the end of the first 15 week extension, and be it further resolved that, under extreme extenuating documented circumstances, the instructor, at hislher discretion, may petition for a one time only extension of an Incompiete grade for an additional semester, therefore be it

Resolution on Class Size

Whereas, the NCCFT Collective Bargaining Agreement gives the Academic Senate the power to "formulate and propose academic policies including policies on class size ... for the consideration of the President and Board of Trustees," (Section 19-1.3), and

Whereas, at its meeting of March 17, 1977, the Academic Senate resolved that "the class size limits of record as of January I, 1977 shall remain in effect until modified by the Academic Senate," and

Whereas, in May, 2010 Vice President for Academic Affairs Jack Ostling announced an increase in class size, violating the NCCFT Collective Bargaining Agreement as well as the Senate Bylaws and the aforementioned Senate Resolution, and

Whereas, at its meeting of May 15, 2012, the Academic Senate resolved that any change to current practices for determining class size comply with the Academic Senate Curriculum Committee (CWCC) procedures for new course approval and comply with the Senate Resolution on class size of March 9, 1978 and be subject to consultation and agreement by the Academic Department and the college, and

Whereas, President Donald Astrab concurred with this resolution on June 5, 2012, and

Whereas, at its meeting of April 23, 2013, the Academic Senate resolved that "the numbers to be used for reviewing and making recommendations for maintaining or changing class size be based on the CWCC approved master class size limits," and

Whereas, Acting President Kenneth Saunders concurred with this resolution on April 25, 2013, and

Whereas, on May 5, 2014, the ad hoc Class Size Committee recommended that the responsibility for overseeing class size remain with the CWCC, and

Whereas, the class size limits established in the 1970s and through the Senate new course approval process are still in force and may only be revised by the Academic Senate, and

Whereas, the college administration's.unilateral increase in class size violates Academic Senate policy, be it therefore

Resolved, that the Academic Senate process outlined in the May 15, 2012 Senate Resolution on Class Size Policy be adhered to before implementing any changes to class size.

WHEREAS the Developmental Education Committee has been charged by the Academic Senate with re-examining the policy for exemption from placement testing in English, Mathematics, and Reading for students seeking admission to NCC, and WHEREAS the Developmental Education Committee has worked from September 2014 to April 2015 to address charge #10, “At the request of the College Administration, consider lowering ACT and SAT cut-off scores to levels equivalent to a majority of other SUNY community college cut-off scores for use in exempting incoming students from the college’s placement tests,” and WHEREAS the Developmental Education Committee has worked from September 2014 to April 2015 to address charge #11, “At the request of the College Administration, consider developing multiple measures for exempting incoming students from the college’s placement tests,” and WHEREAS the Developmental Education Committee members recognize the need to facilitate student placement into the appropriate course levels while safeguarding the rights of underprepared students to receive support through developmental coursework, both in non-credit and credit-bearing courses, according to the mission of the college, and WHEREAS the Developmental Education Committee, after full committee discussion of data provided by NCC’s Office of Institutional Research and the Administration, and at the direction of the committee chair, formed discipline-specific subcommittees in English, Mathematics, and Reading for the purpose of investigating the current exemption policies in English, Mathematics, and Reading, and WHEREAS the Developmental Education Committee subcommittees in English, Mathematics, and Reading not only examined current NCC policy for placement testing exemption, but also researched national and local data regarding both standardized test scores and multiple measures as indicators of student placement into credit-bearing courses, and WHEREAS the Developmental Education Committee subcommittees in English, Mathematics, and Reading have done a careful review of current educational research on

the use of standardized tests, high school GPA standings, high school class rankings, advanced placement scores, and New York State Regents in English and Mathematics (in varying math coursework), and WHEREAS the Developmental Education Committee subcommittees in English, Mathematics, and Reading have determined from the data provided by august experts from Columbia University’s Teacher’s College and the Community College Research Center that student GPA is the most reliable measure for determining placement of students into college courses and for predicting college success, and WHEREAS the Developmental Education Committee subcommittees in English, Mathematics, and Reading have been further informed that, as an open-admissions college, NCC does not employ the competitive admissions system of other colleges that stabilizes differences in the GPA to eliminate variances and define that measure as reliable and predictive, and WHEREAS the Developmental Education Committee subcommittees in English, Mathematics, and Reading have done a careful analysis of the New York State revised Regents in English and Mathematics (in varying math coursework), concluding that the revised test forms, which are now far more rigorous in their focus on critical thinking skills and the scores of which are readily available to the NCC Admissions Office, since most New York State students take Regents as a part of their high school graduation, are good indicators for exemption, and WHEREAS the Departments of English, Reading/Basic Education and Mathematics/CSC/ITE, represented by the Developmental Education Committee and the subcommittees in English, Mathematics, and Reading have carefully considered benchmark scores in the Regents exams that indicate proficiency for placement into credit-bearing courses in those departments, and WHEREAS the following policy changes apply only to exemptions from the English, Mathematics, and Reading Placement tests (Accuplacer), and WHEREAS students who are not exempted from testing are not placed into developmental coursework ; rather, such students test in the appropriate areas of English, Mathematics, and/or Reading, and WHEREAS students who do undergo placement testing enter the multiple pathway branching processes in English, Mathematics, and Reading that have been established to fully support all NCC student learning needs, therefore BE IT RESOLVED THAT the NCC placement test exemption policies in English, Mathematics, and Reading be amended to reflect the following placement into credit-bearing courses:

English Writing: 1. Students presenting . . .

a. a NY State English Language Arts Regents score of 85+, acquired within four years of application to NCC, OR

b. a score of 540+ on the SAT writing section, OR c. a score of 23+ on the ACT English section

shall be exempt from the writing placement exam. Furthermore, these students shall be placed into ENG 101, Introduction to Composition, the first credit-bearing English course in the composition series. 2. Out of state students and/or those without an English Regents grade,

acquired within four years of application to NCC, presenting . . . a. an SAT Writing score of 540+, OR b. an ACT Writing score of 23+

shall be exempt from the writing placement exam. Furthermore, these students shall be placed into ENG 101, Introduction to Composition, the first credit-bearing English course in the composition series.

3. Students presenting advanced courses in high school: a. Advanced Placement Exam in English Literature and Composition

shall be exempt from the writing placement exam. Furthermore, these students shall be placed into ENG 101, Introduction to Composition, the first credit-bearing English course in the composition series.

4. The Developmental Education Committee is not recommending waivers for ENG100 at this time, because the course is new (began in Fall ’14) and since it embeds developmental work for students who fail the WritePlacer by one level (5). Therefore, we believe students should have the opportunity to take the WritePlacer and place either into ENG101, ENG100, or if necessary, ENG001.

Mathematics: 1. Students presenting . . .

a. an SAT math score of 490, 500 or 510, OR b. an ACT math score of 20 or 21,

shall be exempt from only the Arithmetic section of the Accuplacer Mathematics exam. These students shall be given the algebra section of the Accuplacer Mathematics exam to determine any need for remediation in algebra.

• Post-graduate and Transfer Students: Exemptions from the placement test will be given to those students who provide documentation that they possess a college degree from an accredited institution. Students who have graduated from colleges outside the United States may be required to take one or more sections of the placement test. In addition, transfer students who submit documentation that they have successfully completed a college level mathematics course equivalent to Nassau's MAT 109 (Algebra and Trigonometry) or higher shall be exempt from the mathematics portion of the placement test. Those who submit documentation that they have successfully completed a college level course equivalent to Nassau's ENG 101 (Composition I) shall be exempt from the reading and writing portions of the placement test.
