7. Explanation of the Change: The current BOR policy: 2.5.13 limits the number of transfer credits to 60 credits. Typically, RNs with a community or junior college degree who apply to SDSU have earned 80-90 credit hours of general education, support and nursing course work. Transfer students must still earn a minimum of 30 credit hours of Nursing specific courses from SDSU to graduate with the B.S. in Nursing. The 60 credit hour transfer limit places transfer students at a severe disadvantage to attend SDSU. The BOR 2.5.13 policy limit requires transfer students to take or repeat up to 20 credits of coursework (the difference between the 60 credit limit policy and the minimum 30 credits for the RN-B.S. in Nursing degree requirements). This is a huge barrier for SDSU admission, because it impedes a seamless transition to the B.S. in Nursing degree and hinders marketability and growth of the RN-B.S. in Nursing as a degree completion program. Because of this problem, SDSU requests consideration of waiving BOR Policy 2.5.13 for RN students seeking degree completion for the B.S. at SDSU and allowing junior, community college students transferring into SDSU’s RN Upward Mobility specialization? to transfer up to 90 credit hours toward their B.S. in Nursing completion. Graduates must meet regental, university, and departmental requirements regardless of the number of credits involved. The Institute of Medicine (IOM) report The Future of Nursing: Leading Change Advancing Health
emphasized the need for a greater number of nurses to enter the workforce with a baccalaureate degree or to progress to this degree early in their career. The IOM report along with the American Association of Colleges of Nursing called for a seamless progression from the Associate degree to the Bachelor of Science in Nursing. Additionally, the IOM report called for 80% of RNs to be educated at the BSN level by 2020. Many institutions are either preferentially hiring nurses at the BSN level or requiring their RN employees without the BSN degree to obtain it within a set period of time. Currently, SDSU’s B.S.-RN Upward Mobility option is not able to provide the seamless transition because of BOR Policy 2.5.13; therefore, impeding the marketability of the program.
