4. BACKGROUND. FAR Part 65, Slll::.part E, provides the regulatory requirements for certification of repairmen. Due to a recent regulatory change, it has beoome necessary to provide a step-by-step procedure for certification of a repairman.

5. GENERAL. An awlicant for a repairman certificate will normally be employed by a certificated repair station, manufacturer's maintenance facility, or a certificate holder operating under the provisions of FAR Parts 121, 127, or 135, and are 1'X>t required to take a written, oral, or practical test.

a. When an a licant is lo ed a certificate holder o ratin under the provisions of FAR Parts 11, 12, or 135 and at cert1f1cate holder operates a certificated re~ir station, the applicant will need only a single repairman certificate provided the ratings are identical for toth organizations.

b. A repairman may be enployed by nore than one repair station. In this case the person will need a separate repairman certificate for each repair station if they are different companies.

c. An applicant for a repainnan certificate who is employed by a person holding an air carrier operating certificate should be assigned to a JX)Sition in which he/she is responsible for the work of a shop or department that perfonns maintenance; be authorized to perform required inspections or be authorized to sign the airworthiness release er log entry required by Sections 121.709, 127.319, or 135.443.

a. An applicant for a repairman certificate who is enployed Q'i a certificated repair station or rranufacturer's maintenance facility should be at or ab:>ve the level of shop foreman or department head and should be directly in charge of the maintenance function for which he/she is certificated.

6 • ELIGIBILITY. To te eligible for a repainnan certificate each applicant is required by Section 65.101 to:

a. Be at least 18 years of age;

b. Be specially qualified to perform maintenance 01 aircraft oc components thereof, appropriate to the job for which he/she is etployed;

c. Be employed for a specific job requiring those special qualifications by a certificated repair station, manufacturer's maintenance facility, or by a certificated conrnercial operator or certificated air carrier, that is . required by its operating certificate or approved operations specifications .. to provide a continuous airworthiness maintenance program according to its maintenance manuals;

d. Be recomnenaea for certification by his/her ercployer, to the satisfaction of the Administrator, as able to satisfactorily maintain aircraft or romponents, appropriate to the job for which he/she is errployed:

e. Have one of the follCMing:

l. Have at least 18 rronths of practical experience in the procedures, practices, inspection methods, materials, tools, machine tcx:,ls, and equiµnent generally used in the maintenance duties of the specific job for which he/she is ercployed and certificated; or

2. Carplete formal training that is acceptable to the Administrator, and is specifically designed to qualify the applicant for the job in which the ai;plicant is to te employed; and

f. Be able to read, write, speak, and understand the English language, or, in the case of an applicant who <bes not meet these requirements and who is errployed outside the United States by a certificated repair station, a certificated U.S. conrnercial operator, or a certificated u.s. air carrier, described in paragraph c, have his/her certificate endorsed ''Valid only outside the United States."

7. EXPERIENCE. The 18 months of practical experience required for certifica­tion of a repairman should not be conputed from experience gained as a student

mechanic. Practical exp:!rienoe stould be cbcumented through the use of employment records or military service records that srow in detail the s~cialized experience gairea in the specific job for which the repainnan applicant applies.

8. TRATIUNG IN LIEU OF EXPERIENCE. In the past, the only meam of obtaini.rg a repauman oertiflcate was by presentation of a letter of recanmerdation fran the repair station, manufacturer's maintenance facility, or p:!rson h::>ldirg an air carrier Op:!ratirg oertificate irrlicatirg that the applicant has hcrl at least 18 months of specialized exi:;erience in the specific job in which he/she is to be employed. A raw concept has been introduced which pr017ides for certification of repainnen utilizirg fonnal trainirg that is acceptable to the Administrator in lieu of ex~rience. Formal traini.rg acceptable to the Administrator includes:

a. Current specialized formal trainirg for a specific job when it is aca:::rnplished by the manufacturer of the proouct or by an FAA rertificate:'l agency such as a repair station or the h:>lder of an air carrier operatirg certificate, or aviation maintenance technician scoool, or an accredited college or university.

b. Trainirg which has been sul::mitterl to the Flight Starrlards field office havirg jurisdiction wer the area in which the traini rg is to l:e con:iucted, arrl fourrl acceptable. The trainirg sh::>uld contain the followirg:

{l) A canplete curriculum for the specialized traini.rg to l:e giv'en.

( 2) A breakdown of the number of lours to re s~nt in traini.rg includirg a breakoown of the h:>urs S'fent in a classroan arrl the oours s~nt in a sh::>p or laboratory.

( 3) A breakcbwn of the gradirg system to re used am a schedule of phase testirg arrl fira.l testirg.

(4) A metlx>d of sh:>wi11:} that a student has successfully canpletoo the current s~cialized trainirg, inclooirg the nnrber of h:>urs the student canpleted ard the student's fira.l examination grade.

c. Traini.rg given on a contiruirg basis reed l:e subnittErl to the Flight Stardards field office havirg jurisdiction Oller the trainirg facility only once for evaluation unless substantial curriculum charges are made at a later date.

training was O)nducted. This training should not be mistaken for training obtained for a mechanic certificate with an airframe or pcMerplant rating and should not be confused with en-the-job-training.

9. RATIN:iS. Repairman ratings should coincide with the specialized skill or talent required for the specific job for which t.he person is anployed to perform or supervise. In oo case will a repainnan certificate be issued to circumvent an applicant obtaining a mechanic certificate with appropriate ratings.

a. When employed by a certificated repair station, the repairman rating should coincide only with the ratings held by the repair station which require specialized training such as gyro instruments, propeller overhaul, argon heliarch welding, nondestructive testing, etc.

b. When employed by a person holding an air carrier operating certificate, the repairman ratings should correspond to the speciality or shop in which they perform or supervise, such as, hydraulic ex>mponent overhaul, landing gear 01Terhaul, special inspections, turbine disc overhaul, etc.

10. REPAIRMAN PRIVILEGES. ·rhe holder of a repairman certificate employed by a certificated repair station, a manufacturer's maintenance facility, or the holder of an air carrier operating certificate may perform or supervise the maintenance, preventive maintenance, or alteration of aircraft or aircraft corrponents appropriate to the job for which the repairman was errployed and certificated. Unless the repairman understands the current instructions of the certificate holder by whan he/she is 01ployed and the manufacturer's instructions for continued airworthiness, that person may rot perform or supervise duties under his/her repairman certificate. A certifi­cated repairman en-ployed by a person holding an air carrier operating certifi­cate may sign the release or entry only for the work for which he/she is enployed and certificated as required by Sections 121.709(b)(3), 127.319(b)(3), and 135.443(b){3).

11. APPLICATI~ PROCEDURE For each repainnan rating desired an applicant should sul:mit:

a. An original of FAA FoDn 8610-2, Airman Certificate and/or Rating Application, with all appropriate iterr5 in Sections I through IV oornpleted. The repairman oox should be checked on the top of the form and the rating sought should be typed underneath. Figures 1, 2, and 3 illustrate a properly completed form.

b. A letter of recarmendation is required from the applicant's employer for each rating for which application is made. The letter of recomnendation should clearly state that the applicant meets the requirements of Sections 65.101, 145.39, 145.41, and 145.43. The letter of recomnendation should clearly state the specialized job the applicant will perform or supervise,

the total arrount of experience or training the applicant has in the specialized job and a statement that the repair station or person holding an air carrier operating certificate has a need for the applicant as a repairman.

Note: In reconmending to the Administrator, the repair station, manu­facturer's maintenance facility, or person holding an air carrier operating certificate should reconmend only qualified person(s) that have the required experience or specialized training for the specialized job for which they are to be enployed.

c. The Federal Aviation Act of 1958, Title VI, Section 602, provides for the Administrator to issue airman certificates specifying the capacity in which the airman is authorized to serve, if the Administrator finds, after investiga­tion, that the applicant for an airman certificate possesses the proper qualification and is physically able to perform the duties of the certificate desired. Investigation~ the Administrator O'.)Uld entail a thorough check of the applicant's employment records, military records, formal training records, or direct testing to assure that the applicant has the required experience or formal training for the specialized repairman rating applied for.

12. APPLICATION DISAPPROVAL. If an applicant for a repairman certificate is disapproved, the a:pplication and letter of recomnendation will be returned to the applicant. The returned ex>cuments will be accompanied~ a letter of explanation to the ai;:plicant and will explain the exact portions of t11e FAR-that the applicant did not ~t. . ..

13. REISSUANCE OR CHANGE IN RATING. When the ai;:plication is for re issuance or a change in rating, the certificate number, date of issue, and appropriate ratings will be transcr;-ibed to the appropriate spaces on the temporary certificate exactly as they appear on the holder's Airman Certificate, AC Form 8060-1. The superseded certificate will be attached to the ai:plication and forwarded with the file.

14. SURRENDERED CERI'IFICATES. When a repairman is relieved fran, or no longer performs the duties for which he/she was employed, the repairman certificate is no longer effective and rn.1st, under Section 65.lS(d), be returned to the Administrator.
