Supervisory and Regulatory Committee of the Award and its functions:

Follow up the work of the committees. Nomination of members of arbitration committees. Determine the schedule of the award. Preparation of the Declaration and Conditions of the Award. Estimating all the needs and prizes of the Award and following up on their implementation. Follow-up of the implementation of the award by receiving the statements, auditing, receiving and sorting the results. Preparation and organization of the closing ceremony. Settlement of the prize money. Preparing the final report of the awared and submitting it as appropriate.

� The jury consists of three members:A member of the Arbitration Committee shall have the following conditions: To be a keeper of the Holy Quran, knowing the knowledge of readings . To be proficient in Tajweed and Maqam performance. Has sufficient experience to arbitrate the award.

1st Stage: (Preliminary Qualifiers) The jury will evaluate all participations to select the best contestants and nominate the top (5) of each �nal category.

2nd Stage: (Final Qualifiers)Qualifying competitors are subject to the following criteria:

It will take place over 5 days with 10 reviews per day.

Eighth: Stages of the Award

Good start and end (Qafalat) 5 marks Do not start suddenly. Prepare to the higher tones gradually.

Ninth: Questions and Grades

The committee evaluates performance and grades according to the following mechanism:

30 marks for apply the provisions of Tilawa, Tajweed and control stops and starts.

70 marks for sound quality and performance to be distributed as follows:

Good end (Qafalat) 5 marks Keep in mind that the end of the verses (Aayat) is free of discord. The audio space in terms of tones (Qarar & Jawab – high & low voice) 10 marks Review the largest sound area in the throat during reading, taking into account the lack of burdened and su�ocation. Proper transition between tones and non- burdened 5 marks Adjust the audio tone without �ipping. Take into consideration the transition between the tones so that transitions are correct. Breath-control (breakout or su�ocation) 5 marks Properly distribute the breath so that the reading speed should be stable, balanced and in a single mode. Taking into consideration the distribution of the breath properly so that it does not have ugly stop and discomfort. Reverence Tilawa 5 marks Combining the reverence and singing with the Quran and read with the performance optimizers. The ability to interpret meanings (interpretive reading) 5 marks Taking into account the use of performance patterns to serve the meanings correctly, do not read a verse (Aaya) of happiness in sadness or vice versa. Al-Orab sound and smooth voice and beauty 30 marks Take into consideration the sound of the existing Al-Orab and show their best voice capabilities.

Short Film Category inDocument on Human FraternityFirst: Introducing the Short Film Award or Animation:It is a competition for the people around the world in the holy month of Ramadan to participate in a short film, cartoon or 3D animation; prepared and produced with the available technical resources to them and can be used to participate in a short film about one of the areas that included in Document on Human Fraternity:

Fields of Short Film awardThe idea of the film must reflect one or more points of " Document on Human Fraternity ":- The believer is invited to express human brotherhood and support a culture of mutual respect and help the weak, poor, needy and orphans without ethnic or religious dis crimination.- All human beings are equal in rights, duties and dignity.- The human soul is pure and Allah has forbidden to kill it.- Renounce policies of intolerance and discrimination, and hateful ideological tendencies.- The culture of dialogue, cooperation and acquaintance contributes to the containment of many social, political, economic and environmental problems.- Spreading the culture of tolerance, coexistence and peace, and highlighting the values of justice, goodness and human brotherhood.- To highlight the importance of the family as the core of societies through its role in raising children, educating them and immunizing them with ethics and family care.- Convicting life-threatening practices such as terrorist acts, trading in human organs and abortion. - Warning against the use of religions to fuel hatred, violence and extremism and to stop using the name of Allah to justify acts of murder, displacement and terrorism.- Freedom is the right of every human being: belief, thought, expression and practice.- The concept of citizenship is based on equality of duties and rights between the majority and the minority without distinction.- To highlight the right of women in education, work and to political rights.

Sixth: Participation Conditions1. Commit in all competition rules and regulations.2. Competitors can participate in one film only.3. The competition is open to movies filmed by all types of media and cameras, including smartphones (mobile phone or any other smart devices). The type and model of the camera or device used in the photography must be specified in the contest application form.4. Writing the names / names of all those who participated in the preparation, representation, editing and directing of the film at the end of the film.

Second: Terms of Short Film Award: The award is available for all films with different techniques and types as long as they serve the idea of the subject of the competition. Must be (3) minutes duration at most and the film should be acting movie or animation.

Third: Nomination Criteria: the Concept of Tolerance1- The film highlights the reality of the concept of human brotherhood and its dissemination The culture of peaceful coexistence among the peoples of the world and the preservation of the family as a core of building society and protecting disabled people.2- The idea should be creative and has not been shown before.3- The idea must serves the objectives of the subject.

Fifth : Nomination Criteria of the Islamic Teaching Award (ethical values)1- The film highlights one or several aspects of the Document on Human Fraternity, such as: peaceful coexistence, renunciation of violence and extremism.2- Creative idea.3- The idea serves the objectives of the subject.

Fourth: Award Dates:Receiving participations begins from 1st Ramadan until 15th Ramadan.

All entries must be submitted as digital files with sufficient accuracy and size to enable the jury to evaluate and preferably take into consideration Following : - Participants are entitled to use any available editing technology to maintain the quality of the material. - The final version of the film can be presented in one of the following formats MP4 or MOV in HD 720p or Full HD 1080p or any other suitable format for display. - Upload the movie to one of the large file sharing websites services like DropBox, OneDrive or Wetransfer, And send a link. - Films should not contain any margins, watermarks, or signatures and must not have been digitally manipulated.

Seventh: Arbitration competition mechanism:Competition films will be subject to arbitration by a panel of specialists with the neces-sary expertise and technical knowledge to evaluate them. The committee's evaluation will focus on several key elements of evaluation process:• Compliance with the above mentioned standards, conditions, and the technical criteria for participation in the competition.• The film's screenplay highlights the idea behind it.• Production.• Creative skills used.• Sound and visual effects, their interconnection to the clips.

Eighth: Selecting participations:• In its absolute discretion, the committee will select films participating in the contest.• If the film is selected to participate in the competition, the committee will inform the film maker / film makers of this and will inform those who have chosen the next steps to take.• If the film is not selected, the committee will send a letter within one week of the announcement of the final selection list. No comments or reasons allowed for the decision.• The film is owned by the Holy Quran Tahbeer & its Science Award and has all rights to publish it.

Ninth: Award:

Tenth: General matters relating to the Award:1. Candidates will be notified via e-mail.2. All submissions must be submitted as digital files of the appropriate size and accuracy, so that the judging panel can evaluate.3. Participants themselves must create videos. They should not have been published, used before or have been violated by copyright laws. They will rejected if they were theft or plagiarism.4. It is possible to exclude videos that carry offensive or inappropriate content, and the decision is entirely due to the "committee".5. All participants agree to grant the Award Committee the right to use their videos for promotional purposes on their own websites and social networking sites. Participatory progress is considered as automatic consent to this condition.6. The Committee is not responsible for the persons appearing in the video work where the responsibility of their consent to filming is the responsibility of the participants themselves.7. The committee shall make all decisions on candidates and winners, and all decisions taken by the Committee shall be deemed final.8. The Committee shall not be liable for any financial, emotional or any other loss that may result from participation in the Contest.
