Introduction

The Education and Care Services (ECS) department was formed on 1 April 2012 by bringing together:

– Adult and Community Services

– Children and Young People Services

It brought together the service areas for:

– Adults Care

– Children's Social Care

– Education

– Operational housing

with support from joint commissioning, administration, performance management, strategy and finance

The ECS vision

The vision:

Supporting improved quality of life through encouraging high aspirations, maximising independence, promoting healthy lives, and protecting the most vulnerable.

The ECS department seeks to identify and capitalise on the collaborations that can result where the work overlaps between two or more service areas:

Encouraging high aspirations

for all children and young people to have high aspirations that they can achieve their educational attainment

for children in care to have high aspirations for their future

for older people to have high aspirations that they can live independently for longer

for people who have disabilities to have high aspirations that they can support themselves independently – including achieving employment

for parents and carers to have high aspirations of their parenting ability and their child(s) future

Maximising independence

for all children and young people to successfully transition to adulthood

for children with Special Educational Needs and Disabilities to successfully transition to adulthood and to live as independently as possible

for people who have disabilities to live as independently as possible

for older people to maintain their independence and live their lives to the full, receiving high quality support when they need it

for parents and carers to provide support to their child(ren) to enable them to live as independently as possible

Promoting healthy lives

for all children and young people to have happy and healthy lifestyles

for children in care to be supported to have healthy lifestyles

for children and young people who have caring responsibilities to have their health needs met and be supported in their caring role

for older people to have happy and healthy lifestyles

for parents and carers to set a good example of healthy lifestyles to their child(ren)

Protecting the most vulnerable

for all children and young people to be safeguarded and protected from harm – including safe from bullying or crime

for children in care to live in suitable and supportive placements

for older people and adults at risk to be kept safe from experiencing abuse, neglect and exploitation

for parents and carers to promote positive attitudes and behaviour to, and take responsibility for, their children
