In applicazione della BRRD le banche dovranno, tra l’altro, a partire dal 2019 creare e mantenere requisiti minimi di passività eleggibili (MREL) da utilizzare nel caso di bail-in. I requisiti in questione sono al momento in corso di revisione per essere allineati ai requisiti del TLAC approvati dal FSB nei mesi scorsi. Nel frattempo, sono state analizzate alcune soluzioni operative che possono essere utilizzate nelle strategie di funding delle banche per creare un buffer di passività tra gli strumenti di capitale e le obbligazioni senior unsecured. Pursuant to the BRRD and starting in 2019, the banks will, among other things, create and maintain minimum eligible liabilities (MREL) to be used in the case of bail in. The requirements in question are currently being reviewed for alignment with TLAC requirements approved by the FSB in recent months. Meanwhile, some operational solutions have been analysed so that they can be used in banks' funding strategies to create a liability buffer among between equity capital instruments and unsecured senior bonds.

Con l’Unione dei mercati dei capitali l’Europa ha avviato un piano d’azione per dare impulso al finanziamento di imprese e investimenti, attraverso – tra le altre cose - la promozione di mercati della cartolarizzazione di qualità, che consentirà alle banche di immettere nel ciclo economico nuove risorse finanziarie, e un maggiore e più semplice acceso diretto delle imprese ai mercati dei capitali. La CME è anche un’occasione per il settore bancario per incrementare la componente commissionale dell’attività bancaria, attraverso la messa a disposizione di servizi di consulenza ed assistenza alle imprese nel reperimento di risorse finanziarie sui mercati dei capitali. With the Capital Markets Union, Europe launched an action plan to boost the financing of businesses and investments through, among other things, the promotion of quality securitisation markets. This will allow banks to put new financial resources into the economic cycle and give businesses greater and easier direct access to capital markets. The CME is also an opportunity for the banking sector to increase the commission component of banking activities, through the provision of advisory services and assistance for businesses in obtaining financial resources on the capital markets.
