Alhamdulillah, saya bersyukur ke hadrat Allah S.W.T. kerana dapat membentangkan laporan tahunan 2013, yang terus menunjukkan kecemerlangan dan keberkesanan perkhidmatan KIMIA Malaysia walaupun perlu menghadapi cabaran yang kian bertambah.
Antara cabaran utama ialah peningkatan beban kerja. Pada tahun 2013 sejumlah 367,874 laporan kimia telah dikeluarkan hasil analisis ke atas 1,820,826 sampel forensik, makanan, air, alam sekitar dan produk industri serta pemeriksaan kapal, iaitu pertambahan mendadak sebanyak 14.7 % bagi laporan kimia dan 9.8 % bagi bilangan sampel, berbanding dengan angka tahun 2012. (Pada tahun 2012 sejumlah 320,541 laporan kimia telah dikeluarkan hasil analisis ke atas 1,657,608 sampel.) Salah satu sumber yang menyebabkan kenaikan bilangan kes dan sampel yang signifikan ini ialah dari kes air kencing yang dikemukakan oleh Polis Diraja Malaysia ekoran satu keputusan mahkamah yang hanya mengiktirafkan ahli kimia di KIMIA Malaysia.
Sukacita saya melaporkan walau apa jua cabaran, pencapaian Piagam Pelanggan pada peratusan 98.6 % pada tahun 2013 ini, masih mengatasi sasaran tahunan pada paras 97 %.
Praise be to Allah S.W.T. for, with His grace, KIMIA Malaysia continues to deliver its services efficiently despite facing increasing challenges in 2013.
One such challenge is the increasing workload. This year a total of 367,874 reports were issued pertaining to the analysis of 1,820,826 forensic, food, water, environment and industrial product samples, including reports on ship inspection. This is a sharp increase of 14.7 % on the number of chemist’s reports and 9.8 % on the number of samples tested, compared to the year 2012. (In 2012, a total of 320,541 chemist’s reports were issued following analyses on 1,657,608 samples.) One of the causes for the increase in the number of cases and samples was the huge number of urine cases submitted by the Royal Malaysia Police following a court decision.
Despite this increase the achievement for our Clients’ Charter was 98.6 % which was above the annual target of 97 %.

Pada tahun ini, ekoran dari saranan PEMUDAH untuk menambahbaikkan tempoh siap laporan Forensik, Jabatan Perkhidmatan Awam (JPA) telah meluluskan pengambilan baru sebanyak 117 orang pegawai sains untuk jabatan. Justeru itu, KIMIA Malaysia berjanji menyiapkan semua laporan Forensik dalam tempoh satu bulan. Ini merupakan satu cabaran besar kepada KIMIA Malaysia.
Dari aspek kewangan, sejumlah RM 89,117,890.39 (97.4 %) dari peruntukan mengurus asal RM 91,509,443.74 dibelanjakan untuk operasi KIMIA Malaysia pada 2013. Kutipan hasil Jabatan pula ialah RM 3,048,149.44, diperolehi melalui bayaran ke atas pelbagai perkhidmatan analisis. Sejumlah 9,793 bil telah diproses dan hanya 6 bil dibayar melebihi tempoh 14 hari. Satu pencapaian yang membanggakan, pada tahap 99.94 %.
KIMIA Malaysia juga telah diluluskan sebanyak RM 21,939,300.00 di bawah Peruntukan Pembangunan bagi menjayakan empat projek pada tahun 2013. Perbelanjaan keseluruhan bernilai RM 16,066,948.53 (73.23 %) dicatatkan. Projek-projek tersebut adalah: -a) Mewujudkan sistem baharu bagi pengurusan maklumat
makmal (perolehan peralatan kod bar untuk Ibu Pejabat dan 4 makmal Cawangan);
b) Perolehan peralatan saintifik pengujian berteknologi moden;
c) Pembinaan bangunan tambahan Jabatan Kimia Malaysia Cawangan Bintulu;
d) Pembinaan bangunan baru Jabatan Kimia Malaysia Cawangan Terengganu.
Pelaksanaan projek-projek pembangunan ini melibatkan perolehan peralatan canggih dan sekali gus meningkatkan keupayaan kemudahan Jabatan, dan semestinya bererti akan memantapkan lagi perkhidmatan Jabatan.
Selaras dengan perancangan penambahbaikan perkhidmatannya, KIMIA Malaysia telah mewujudkan satu lagi Pusat DNA Forensik yang baharu di Cawangan Kota Kinabalu, Sabah dengan perbelanjaan RM 214,468.00 untuk kos pengubahsuaian makmal dan RM 2,753,233.00 untuk perolehan peralatan. Pusat ini dijangka beroperasi pada April 2014.
Jabatan ini meneruskan peranan aktifnya dalam forum antarabangsa dan di peringkat kebangsaan, seperti: -
In this year, following a call by PEMUDAH to improve on the service delivery of all Forensic reports, the Public Service Department (PSD) approved the recruitment of an additional 117 scientific officers for the department. With this additional staff, KIMIA Malaysia pledged to complete all forensic reports within one month. This will be a huge challenge to KIMIA Malaysia.
In ensuring the smooth operation of KIMIA Malaysia, a total of RM 89,117,890.39 (97.4 %) was spent out of a budgeted allocation of RM 91,509,443.74 under the Operating Expenditure. In turn, the department collected a total revenue of RM 3,048,149.44 through charges levied on certain analytical services. A total of 9,793 bills were processed by the department and out of this only 6 bills were paid in more than 14 days; achieving a commendable 99.94 % bill payment in 14 days.
KIMIA Malaysia was also allocated a sum of RM 21,939,300.00 for the development of four projects in 2013. However, the actual expenditure achieved was RM 16,066,948.53 (73.23 %). The four projects are: -
a) Establishment of a new laboratory information management system – procurement of barcoding equipment for Headquarters and 4 Branch Laboratories;
b) Procurement of modern high end scientific analytical equipment;
c) Construction of a new building for the Bintulu Branch Laboratory;
d) Construction of new building for the Terengganu Branch Laboratory.
These development projects such as the procurement of new high end equipment and improvement on the existing infrastructure will help KIMIA Malaysia to enhance its service delivery.
As part of its service delivery enhancement plan, a new Forensic DNA centre is being set up in the Kota Kinabalu Branch Laboratory with a renovation cost of RM 214,468.00 and RM 2,753,233.00 for the procurement of instruments. This centre is scheduled to start operation in April 2014.
The department continues to play an active role in various international and national forums and events such as: -

(a) menyertai International Forensic Strategic Alliance (IFSA)
Annual General Meeting & the INTERPOL 17th International Forensic Science Managers Symposium yang telah diadakan di Lyon, Perancis pada 8 – 10 Oktober 2013. Program ini telah dihadiri oleh Pengarah Bahagian Forensik, Encik Lim Kong Boon yang merupakan Presiden Asian Forensic Science Network (AFSN);
(b) menganjurkan QSEL 2013 bersama Institut Kimia Malaysia (IKM) pada 8 – 9 Oktober 2013;
(c) menganjurkan 11th Indo Pacific Association of Law, Medicine and Science Congress 2013 (INPALMS 2013) bersama dengan Forensic Science Society Malaysia (FSSM), UKM, UTM, Institut Perubatan Forensik Negara, Kementerian Kesihatan Malaysia pada 5 – 10 Oktober 2013;
(d) menghadiri mesyuarat ke sepuluh ASEAN Genetically Modified Food Network (ASEAN GMF Net) yang telah diadakan di Siem Reap, Cambodia dari 29 – 31 Mei 2013. Jabatan Kimia Malaysia sebagai Asean Reference Laboratory (ARL) untuk Genetically Modified Organism (GMO) telah mewakili Malaysia dalam mesyuarat ini;
(e) menghadiri mesyuarat ketiga ASEAN Food Testing Laboratories Committee (AFTLC) yang telah di adakan dari 26 – 28 Jun 2013 di Hanoi, Vietnam.
Di samping itu, Jabatan ini telah melayani lawatan wakil Pihak Berkuasa Kebangsaan Sudan ke Jabatan Kimia Malaysia pada 20 Disember 2013 sempena program ‘Mentorship’ anjuran Organisation for Prohibition of Chemical Weapons (OPCW) untuk memberikan pendedahan kepada pihak Sudan mengenai pelaksanaan Konvensyen Senjata Kimia di Malaysia. Pelawat diiringi oleh pegawai Pihak Berkuasa Kebangsaan Malaysia dari Wisma Putra.
KIMIA Malaysia sebagai pembekal Ujian Kecekapan (PT) yang diiktiraf telah menawarkan sejumlah 31 skim PT dalam bidang kimia, mikrobiologi dan ujian forensik sepanjang tahun 2013. Sebanyak 297 buah makmal telah mengambil bahagian dalam PT anjuran KIMIA Malaysia ini.
Bagi melengkapkan lagi pencapaian dalam sistem berkualiti, Jabatan Kimia Malaysia Cawangan Sibu telah mendapat pensijilan MS ISO 9001 bagi perkhidmatan analisis makmal pada Julai 2013.

(e) Attending the 3rd meeting of the ASEAN Food Testing Laboratories Committee (AFTLC) on 26 – 28 June 2013 in Hanoi, Vietnam.
Beside these, KIMIA Malaysia hosted a visit by representatives from the National Authority of Sudan on 20 December 2013 as part of the Mentorship programme organised by the Organisation for Prohibition of Chemical Weapons (OPCW) to provide exposure to the Sudanese authority on the implementation of the Chemical Weapons Convention in Malaysia. The visitors were accompanied by officers of the National Authority of Malaysia from Wisma Putra.
KIMIA Malaysia as a recognised Proficiency Testing (PT) provider offered a total of 31 PT schemes in chemical, microbiological and forensic testing. This year, a total of 297 laboratories took part in these PT schemes.
A further achievement in our quality system was the certification of the Sibu Branch under MS ISO 9001 for laboratory testing services in July 2013.

Dengan hasrat mendidik komuniti desa di seluruh negara dan menyampaikan program galakan sains terutama kimia dalam hidupan harian, Unit Inovasi selaku penyelaras di peringkat jabatan telah bekerjasama dengan MOSTI dalam penganjuran karnival Gerakan Sains dan Inovasi 2013 bertemakan ‘KIMIA ke Desa’. Program ini dilaksanakan melalui 4 projek komuniti di empat zon, masing-masing di Melaka, Perak, Sibu dan Sabah, dan berjaya mendapatkan penglibatan serta memberi impak kepada 3,000 peserta.
Latihan kakitangan merupakan satu teras strategik dalam Pelan Korporat KIMIA Malaysia. Pada tahun 2013 sebanyak RM1,308,524.20 telah diperbelanjakan untuk penganjuran kursus dan juga untuk menghantar kakitangan menghadiri 60 kursus samada di dalam negeri ataupun di luar negara. Empat orang pegawai sains yang sedang berkhidmat telah diberi peluang untuk melanjutkan pelajaran ke peringkat kedoktoran dan lima yang lain di peringkat sarjana di bawah Hadiah Latihan Persekutuan (HLP). Sebanyak lapan tugasan rasmi keluar negara telah dihadiri dengan kos perbelanjaan sebanyak RM 164,215.00. Selain daripada itu, latihan industri telah diberikan kepada 89 orang penuntut dari pelbagai universiti tempatan, selaras dengan komitmen KIMIA Malaysia kepada pembangunan modal insan Negara. Walaupun menghadapi kekangan kewangan, 4 projek komuniti yang memberi impak kepada 1,400 orang dalam komuniti tetap dijalankan.
Saya ingin merakamkan penghargaan saya kepada semua stakeholder KIMIA Malaysia terutama sekali MOSTI dan pelangan kami ke atas sokongan dan bimbingan berterusan mereka, yang membolehkan KIMIA Malaysia bergerak ke hadapan. Ikhlas apresiasi saya kepada semua kakitangan kerana dedikasi dan sumbangan mereka yang memastikan KIMIA Malaysia sentiasa selangkah di hadapan dalam memberikan perkhidmatan analitikal.
As part of its outreach programme to inform and educate the rural community on the role of science especially chemistry in their lives, KIMIA Malaysia started its KIMIA ke Desa programme in Malacca, Perak, Sibu and Sabah attracting about 3,000 visitors.
The training of the staff is one of the strategic thrust in KIMIA Malaysia corporate plan. For this year, a total of RM 1,308,524.20 was spent on holding or attending 60 courses. Also, four serving scientific officers were given the opportunities to further their education at the doctorate level and five other officers at the Master level. Beside this, industrial training was provided for 89 science undergraduates from the various local universities as part of the Department commitment towards the country. For this year, despite budgetary constraints, four community based projects that impacted 1,400 people in the community were carried out.
I would like to extend my appreciation to all the stakeholders of KIMIA Malaysia, especially MOSTI, as well as our clients for their unwavering support and guidance which has help KIMIA Malaysia to move forward. My deepest appreciation to all our staff members for their dedication and contributions in always ensuring KIMIA Malaysia remains one step ahead in providing scientific analytical services.

“Forensic Science: Assisting at the forefront in solving crimes”
In Malaysia, the Forensic Division of KIMIA Malaysia provides quality forensic analysis services. As a forensic laboratory accredited with the American Society of Crime Laboratory Directors/ Laboratory Accreditation Board (ASCLD/LAB International), its forensic services is at par with international forensic laboratories. To ensure compliance with the effective implementation of this international accreditation system, the laboratories under the Forensic Division undergo annual surveillance audit and was last inspected by Mr. Rodney Andrus on 19 – 20 June 2013.
Besides providing analytical services in the laboratories, officers from the Forensic Division also carry out investigations and analyses of evidences at crime scenes.
Human resource development is also enhanced by providing continual training in technical and functional aspects. Accordingly as a way to enhance the staff technical expertise, internationally well-known forensic experts such as Dr. Henry Chang-Yu Lee were invited to share their knowledge and experiences with staff of the Forensic Division.

Bahagian Forensik KIMIA Malaysia menyediakan perkhidmatan analisis forensik yang unggul di Malaysia. Sebagai Makmal Forensik yang telah mendapat akreditasi antarabangsa American Society of Crime Laboratory Directors/ Laboratory Accreditation Board (ASCLD/LAB International), kompetensi pekhidmatan sains forensik KIMIA Malaysia adalah setara dengan makmal forensik antarabangsa yang terkemuka. Bagi menjamin pematuhan perlaksanaan yang berkesan dalam sistem akreditasi antarabangsa ini, makmal-makmal di Bahagian Forensik menjalani pengauditan tahunan yang telah dilakukan oleh En. Rodney Andrus pada 19 – 20 Jun 2013.
Di samping menyediakan perkhidmatan analisis di makmal, pegawai-pegawai dari Bahagian Forensik juga kadang kala diminta untuk menjalankan penyiasatan dan menganalisis bahan bukti di tempat kejadian.
Pembangunan sumber manusia juga ditingkatkan dengan memberi latihan-latihan berterusan dari segi teknikal dan fungsian. Sehubungan dengan itu sebagai langkah bagi memastikan tahap kepakaran kakitangan ditingkatkan, beberapa pakar-pakar forensik yang terkenal di peringkat antarabangsa di dalam bidang forensik yang khusus iaitu Dr. Henry Chang-Yu Lee telah dijemput untuk sesi perkongsian ilmu dan pengalaman bersama pegawai sains di Bahagian Forensik .

The year 2013 has recorded an increase in workload that includes high-profile cases that have received extensive media coverage and public attention.
Tahun 2013 telah mencatatkan peningkatan dalam beban kerja yang merangkumi kes-kes berprofil tinggi yang telah mendapat liputan media yang meluas dan telah menarik perhatian umum.

● Serangan kumpulan pengganas Sulu, 10 sekuriti personel telah dibunuh dan 65 penganas Sulu telah ditembak mati. Attack by Sulu terrorists where 10 security personnel were killed and 65 Sulu terrorists were shot dead.● DNA 65 pengganas Sulu telah diekstrak bagi tujuan mendapatkan DNA ID mayat. DNA of 65 Sulu terrorists were extracted for DNA ID purposes.
Kes ‘Rambo Bentong’.‘Rambo Bentong’ Case
● Pembunuh bersiri dan perogol. Serial killer and rapist.● Membunuh seorang perempuan berumur 17 tahun di Bentong pada 2009. Killed a girl aged 17 years old at Bentong in 2009.● Profil DNA kesan air mani di baju dan kemaluan mangsa berpadanan dengan DNA tertuduh. DNA profile of semen stains obtained from the victim’s clothes and vaginal swab matched with the suspect’s DNA.

Main Services
A total of 106,487 reports on the analyses of 1,427,883 samples from Narcotics, Forensic DNA, Toxicology, Criminalistics and Document Examination were issued in 2013.
Improvement in Analytical Services
The Forensic DNA Section has used a new method, AutoMate ExpressTM Forensic DNA Extraction System for DNA extraction, which can increase the amount and cleanliness of extracting DNA.
The Toxicology Section has implemented a pilot study for the analysis of drugs in hair as a preparation to extend its scope of service. An early proposal was to take part in international proficiency testing to evaluate its competency in the method developed.
Enhancing International Recognition
The International Forensic Strategic Alliance (IFSA) Annual General Meeting & the INTERPOL 17th International Forensic Science Managers Symposium were held from 8 to 10 October 2013 in Lyon, France . The Forensic Division Director, Mr. Lim Kong Boon as President of the Asian Forensic Science Network (AFSN) attended the conference.
Mr. Lim Kong Boon and six senior forensic officers attended the 5th Annual Meeting & Symposium AFSN in Sentosa, Singapore from 11 to 14 November 2013. More than 800 participants from local agencies and other Asian countries were present. Ten scientific papers in the field of forensic were presented by these senior forensic officers.
Perkhidmatan-perkhidmatan Utama
Sejumlah 106,487 laporan kimia berkaitan analisis ke atas 1,427,883 sampel bagi Seksyen Narkotik, DNA Forensik, Toksikologi, Kriminalistik dan Pemeriksaan Dokumen telah dikeluarkan sepanjang tahun 2013.
Penambahbaikan Perkhidmatan Analisis
Seksyen DNA Forensik telah menggunakan kaedah baru, AutoMate ExpressTM Forensic DNA Extraction System bagi pengekstrakkan DNA yang boleh meningkatkan jumlah dan kebersihan DNA ekstrak.
Seksyen Toksikologi telah melaksanakan kajian awalan untuk membangunkan kaedah analisis dadah dalam rambut sebagai persediaan menambah skop perkhidmatan analisis. Cadangan awal adalah dengan mengambil bahagian dalam ujian kecekapan peringkat antrabangsa bagi menilai kebolehan kaedah yang dibangunkan.
Mengukuhkan Kedudukan di Peringkat Antarabangsa

Forensic Services Awareness Activities to the Community
The Forensic Division participated in various awareness activities to introduce forensic science services provided by KIMIA Malaysia to the community. Among the exhibitions were Smart Kids Program at PWTC and World Innovation Forum Kuala Lumpur (WIFKL) at KLCC. Also, the Forensic Division was visited by the Deputy Minister of Science, Technology and Innovation (MOSTI) Y.B. Datuk Dr. Abu Bakar bin Mohamad Diah.
Memperkenalkan Perkhidmatan Analisis Forensik kepada Masyarakat
Bahagian Forensik telah terlibat secara langsung dalam pelbagai aktiviti bagi memperkenalkan perkhidmatan sains forensik yang disediakan oleh KIMIA Malaysia kepada masyarakat. Diantaranya ialah pameran Smart Kids Program di PWTC dan pameran World Innovation Forum Kuala Lumpur (WIFKL) di KLCC. Timbalan Menteri Sains, Teknologi dan Inovasi (MOSTI) Y.B. Forensic Division is divided into five main sections. Bahagian Forensik terbahagi kepada lima seksyen utama.
KAJIAN PRESTASI PERFORMANCE REVIEW
All these sections provide forensic services mainly to law enforcement agencies such as the Royal Malaysia Police, Road Transport Department, Royal Malaysian Customs Department, Pharmacy Enforcement Division and Government Hospitals.
Narcotics Analysis
Narcotics Section routinely analysed dangerous drug cases such as heroin, monoacetylmorphines, methamphetamine, ecstasy pills, nimetazepam (Erimin 5 pills), ketamine, cocaine and cannabis.
Kesemua seksyen ini menyediakan perkhidmatan sains forensik terutamanya kepada agensi-agensi penguatkuasaan undang-undang seperti Polis Diraja Malaysia, Jabatan Pengangkutan Jalan, Jabatan Kastam Diraja Malaysia, Bahagian Penguatkuasa Farmasi dan Hospital Kerajaan.
Analisis Narkotik
Seksyen Narkotik menjalankan analisis rutin ke atas kes-kes yang melibatkan pelbagai jenis dadah seperti heroin, monoacetylmorphines, methamphetamine (syabu), pil-pil ecstasy, nimetazepam, ketamine, kokain dan cannabis (ganja).

Di samping menyediakan perkhidmatan analisis makmal, seksyen ini juga terlibat dalam membantu penyiasatan di tempat kejadian bagi kes-kes makmal haram pemprosesan dadah. Tahun 2013 telah menyaksikan kemunculan makmal haram pemprosesan dadah ketamine yang pertama di Malaysia.
Analisis DNA Forensik
Pemprofilan DNA merupakan kaedah yang telah banyak membantu agensi penguatkuasa kerajaan dan sektor swasta dalam penyelesaian kes-kes. Ia juga membantu individu persendirian dalam melakukan ujian paterniti dan serologi.
In addition to providing laboratory testing services, this section is also involved in assisting in scene investigation in cases of illegal drug processing laboratories. The year 2013 saw the emergence of the first illegal ketamine drug processing laboratory in Malaysia.
Forensic DNA Analysis
DNA profiling has helped government law enforcement agencies and the private sector in solving various cases. It has also helped various individuals in paternity and serological tests.

Tahun 2013, makmal DNA telah melakukan penambahbaikan dengan menggunakan teknologi baru dalam pengekstrakkan DNA yang dipanggil AutoMate ExpressTM Forensic DNA Extraction System yang boleh meningkatkan jumlah dan kebersihan DNA ekstrak sekaligus membolehkan pengekstrakkan DNA dilakukan daripada sampel yang mencabar.
Analisis Toksikologi
Ekoran perintah Mahkamah Rayuan, bermula pada 1 Julai 2013 Seksyen Toksikologi telah menerima kes urin daripada pihak Polis Diraja Malaysia (PDRM). Kes tersebut telah dirujuk ke KIMIA Malaysia sehingga selesai pindaan Akta Dadah Berbahaya 1952. Penghantaran kes-kes ini telah menyebabkan berlaku peningkatan bilangan kes dan sampel yang begitu ketara di semua makmal-makmal Toksikologi Jabatan Kimia seluruh Malaysia. Kes-kes urin yang diterima melibatkan analisis pengesanan dadah jenis Amphetamine Type Stimulant (Methamphetamine dan MDMA), Opiates (Morphine), Cannabinoids, Mitragynine dan Ketamine.
Tahun 2013 juga memperlihatkan peningkatan persampelan di lapangan bagi kes-kes penguatkuasaan Farmasi di bawah Akta Racun 1952. Peningkatan permohonan tersebut berikutan operasi secara besar-besaran oleh pihak penguatkuasa Farmasi terhadap produk-produk makanan kesihatan yang disyaki dicampur palsu dengan dadah sildenafil (bahan aktif di dalam Viagra) atau analog-analognya bagi tujuan menambah tenaga dan dadah pelansing badan (slimmimg drugs) seperti sibutramine, phentermine atau phenfluramine untuk meguruskan badan.
In 2013, DNA laboratory introduced a new technology for DNA extraction, called the AutoMate ExpressTM Forensic DNA Extraction System, which helped in increasing the concentration as well as the purity of the DNA extract. This enables DNA extraction from challenging samples.
Toxicology Analysis
Beginning 1st July 2013, following a Court of Appeal ruling, the Toxicology Section had to receive urine cases from the Royal Malaysia Police (PDRM). These cases were being referred to KIMIA Malaysia until the completion of amendments to the Dangerous Drugs Act 1952. As a result there was a drastic increase in terms of the number of cases and samples submitted to Toxicology laboratories either in the Headquarters or Branches as compared to previous years. These urine cases were received for the detection of Amphetamine Type Stimulant (Methamphetamine and MDMA), Opiates (Morphine), Cannabinoids, Mitragynine and Ketamine drugs.
The year 2013 also showed an increase in the number of Pharmacy enforcement site visit for sampling purposes under the Poisons Act 1952. This was due to the large-scale operations by enforcement authorities on health food products that were adulterated with drugs such as sildenafil (active substance found in Viagra) or its analogues in energy boost products and slimming drugs such as sibutramine, phentermine or phenfluramine.

Analisis Kriminalistik
Seksyen Kriminalistik juga membantu dalam penyiasatan kes-kes kemalangan kenderaan dimana kesan pelanggaran yang pertama bagi sesuatu kemalangan dikenal pasti dengan memeriksa kerosakan pada kenderaan yang terlibat dan mengenal pasti sebarang pemindahan bahan bukti fizikal. Kes kemalangan membabitkan sebuah bas yang berlaku berhampiran Genting Highlands ialah salah satu kes yang melibatkan pasukan forensik dari Seksyen Kriminalistik.
The Criminalistics Section also helps in the investigation of accident cases where the point of impact is determined by examination of the damage to the vehicles and the transfer of physical evidence. An accident case at Genting Highlands involving a bus was one of the many cases handled by the forensic team from the Criminalistics Section.

Pemeriksaan Dokumen Analisis pemeriksaan dokumen melibatkan kes-kes berkaitan jenayah komersil dimana ia bertujuan mengenal pasti pemalsuan dan kesahihan ke atas dokumen yang dipertikaikan. Antara dokumen-dokumen yang terlibat adalah seperti ugutan, nota bunuh diri, surat wasiat, cek, dokumen hartanah dan sebagai.
Cabaran utama analisis bagi pemeriksaan dokumen adalah menjalankan pemeriksaan tanpa spesimen yang sesuai dan tidak mencukupi khususnya bagi pemeriksaan tulisan tangan dan tandatangan. Document Examination
Document examination involves cases related to commercial crimes such as to identify forgery and verify authenticity of questioned documents. The types of documents received include threats, suicide notes, wills, cheques and real estate documents.
The main challenge in forensic document examination is performing the analysis without appropriate and adequate specimens, especially in the examination of handwriting and signature analyses. Number of cases and samples received from each laboratory has increased compared to the year 2012. There was a significant increase in the number of samples received by Headquarters, Penang and Kota Bharu laboratories.
DEVELOPMENT IN FORENSIC SCIENCE Presentation of Scientific Papers
The Forensic Division is also actively involved in research in order to provide quality services using the latest technology. The results from these researches not only assist in solving caseworks but are published in local or international journals. Also, oral paper presentations by scientific officers at international level have enhanced the name of KIMIA Malaysia in the eyes of the world.
Bilangan kes dan sampel yang diterima dari setiap makmal adalah meningkat berbanding tahun 2012. Terdapat peningkatan yang ketara dalam bilangan sampel bagi makmal Ibu Pejabat, Pulau Pinang dan Kota Bharu.
PERKEMBANGAN DALAM SAINS FORENSIK Pembentangan Kertas Kerja
Bahagian Forensik juga telah menceburi dengan giat dalam bidang penyelidikan demi memberi perkhidmatan yang bermutu serta berteknologi tinggi. Hasil dari penyelidikan tersebut bukan sahaja membantu dalam penyelesaian kes, malah telah menyumbang kepada penerbitan artikel/ kertas kerja dalam jurnal tempatan/ antarabangsa. CASES OF INTEREST
Testament
A suspect was charged with murdering his wife and two children in their home, then attempted to commit suicide but did not succeed. The suspect was said to be under high financial burden. The suspect also told police that he planned the murder with his wife without the knowledge of their children.
Five suicide notes found were believed to be written before the murders. These documents were analysed by the Document Examination Section, KIMIA Malaysia to ascertain the authorship of these documents.
Accident at Genting Highlands
Among accident cases that attracted public attention in 2013 was an accident case involving a bus near Genting Highlands. 37 people were killed when the bus carrying 53 passengers veered off from the road and fell 60 metres into a valley near Genting Highlands. A forensic team from the Criminalistics Section was involved in the investigation of the incident for two days.
KES-KES MENARIK
Surat Wasiat
Seorang suspek telah didakwa membunuh isteri dan dua anaknya di kediaman mereka, kemudian cuba membunuh diri namun tidak berjaya. Suspek dikatakan bertindak demikian disebabkan beban hutang kewangan yang tinggi. Suspek juga memberitahu polis bahawa dia merancang pembunuhan tersebut dengan isterinya tanpa pengetahuan anak-anak. Lima nota bunuh diri mengandungi wasiat yang dijumpai dipercayai ditulis sebelum kejadian pembunuhan itu kemudiannya dianalisis di Seksyen Pemeriksaan Dokumen, KIMIA Malaysia, Petaling Jaya untuk mengenal pasti individu yang menulis nota bunuh diri itu.
Kemalangan di Genting Highlands
Antara kes kemalangan yang menjadi perhatian orang ramai pada tahun 2013 adalah kes kemalangan yang melibatkan sebuah bas yang berlaku berhampiran Genting Highlands. Seramai 37 orang terbunuh apabila sebuah bas yang membawa 53 penumpang terjatuh dalam gaung dengan ketinggian 60 meter berhampiran Genting Highlands. Pasukan forensik dari Seksyen Kriminalistik terlibat dalam penyiasatan kemalangan ini selama dua hari.

Investigation of the First Illegal Ketamine Drug Processing Laboratory in Malaysia
An illegal ketamine drug processing laboratory was found in a warehouse at the Villaraya Industrial Park, Semenyih, Selangor on July 29 2013 by police from Narcotics Kajang. Items such as precursors, chemicals, solvents and glass apparatus were discovered. Chemists from KIMIA Malaysia were at the scene to investigate and collect samples for analysis. 2-chlorobenzonitrile (precursor) and ketamine as a product of processing was found at the scene.
Penyiasatan Makmal Haram Pemprosesan Dadah Ketamine yang Pertama di Malaysia
Makmal haram pemprosesan dadah ketamine telah ditemui di sebuah gudang di Villaraya Industrial Park, Semenyih, Selangor pada 29 Julai 2013 oleh Cawangan Narkotik Kajang. Barangan seperti prekusor, bahan kimia, pelarut dan alat radas kaca telah ditemui. Ahli kimia dari KIMIA Malaysia telah ke lokasi kejadian untuk menjalankan penyiasatan dan sampel telah dikumpulkan untuk analisis. 2-chlorobenzonitrile (bahan permula) dan ketamine sebagai hasil pemprosesan telah ditemui di tempat kejadian.

Bagi memastikan komuniti Malaysia yang selamat dan sejahtera, serta membantu dalam penjanaan ekonomi negara, Bahagian Kesihatan Alam Sekitar (KAS), KIMIA Malaysia melalui makmalnya di Ibu Pejabat dan Cawangan seluruh negara, memberikan perkhidmatan analisis dalam bidang alam sekitar, air, makanan dan bioteknologi.

In 2013, the number of cases handled was 242,136 which comprised 271,799 samples. Overall, the increase amounted to 2.9 % as compared to the number of cases received in 2012 (235,422).
In dealing with increasingly complex cases, new methods and equipment as well as improved work procedures were used. Procurement of instruments such as PFGE, GC-MS/MS, GC-FID, IC, ICP-MS and Discrete Analyzer has enhanced our analytical capabilities.
Pada tahun 2013, jumlah kes dikendalikan ialah 242,136 melibatkan sebanyak 271,799 sampel. Secara keseluruhannya, peningkatannya adalah sebanyak 2.9% berbanding dengan jumlah kes yang diterima pada 2012 (235,422).
Dalam menangani kes yang semakin kompleks, kaedah dan peralatan baharu serta prosedur kerja yang dipertingkatkan telah digunakan. Perolehan peralatan seperti Pulsed Field Gel Electrophoresis (PFGE), Gas Chromatography Triple Quad Spectrometer (GC-MS/MS), Gas Chromatography Flame Ionization Detector (GC-FID), Ion Chromatograph (IC), Inductively Coupled Plasma Mass Spectrometer (ICP-MS) dan Discrete Analyser telah menambah keupayaan analisis.

Perkhidmatan Analisis Alam Sekitar
Sampel-sampel penguatkuasaan yang dianalisa termasuklah sampel efluen, kumbahan, cecair larut resap, kualiti udara, buangan terjadual, kualiti minyak petroleum dan minyak terpakai, kes-kes tumpahan minyak dan pemantauan kualiti air permukaan.
Sebanyak 12,810 kes telah diterima yang merangkumi 36,520 sampel.
Mengikut Bidang
Sampel pemantauan kualiti air permukaan yang terdiri daripada sampel air tasik, air sungai, air laut dan air tanah merupakan penyumbang terbesar (18,015 sampel) kepada bilangan sampel. Ini diikuti sampel efluen cecair (8,947) dan sampel-sampel lain (6,161).

Environmental Analytical Services
Enforcement samples analysed include effluent, sewage, liquid leachates, air quality, fuel and recovered oil quality, oil spill cases and monitoring of surface water quality.
A total of 12,810 cases were received comprising 36,520 samples.
According to Field
Surface water quality monitoring samples which include lake water, river water, sea water and ground water samples were the largest contributor (18,015 samples) to the number of samples analysed. This was followed by effluent samples (8,947) and miscellaneous samples (6,161).

According to Laboratory
The Headquaters laboratory, Petaling Jaya is the major contributor to the workload received, amounting to 3,013 cases consisting of 11,715 samples. This is followed by the Pahang and Sabah laboratories, 1,841 cases (4,025 samples) and 1,336 cases (4,141 samples) respectively.

Biotechnology Analytical Services
In 2013, a total of 153,474 cases were received compared with 143,306 cases in 2012. This shows an increase of 7.1 % in the number of cases.
According to Field
Water samples for microbiology analysis (96.7 %) is the largest contributor to the total number of sample analysed. GMO analysis and Meat Speciation/ Halal is only offered at the Headquarters while Zoology analysis is only carried out at the Johore Branch Laboratory.
According to Laboratory
For microbiological analysis of food, most of the samples received and analysed were at Headquarters while Kedah, Pahang and Sibu laboratories did not received any food samples for analysis.
Perkhidmatan Analisis Bioteknologi
Pada tahun 2013, sebanyak 153,474 kes diterima berbanding dengan 143,306 kes pada tahun 2012. Ini menunjukkan pertambahan sebanyak 7.1 % kes berbanding dengan tahun sebelumnya.
Mengikut Bidang
Sampel mikrobiologi air (96.7 %) merupakan penyumbang terbesar kepada jumlah bilangan sampel analisis bioteknologi. Analisis GMO dan Pengspesisan Daging/ Halal hanya ditawarkan di Ibu Pejabat manakala analisis Zoologi pula hanya dijalankan di Makmal Cawangan Johor.

Water Analysis Services
51,704 water samples were received for analysis in 2013. The highest number of samples received was for the National Drinking Water Quality Surveillance (NDWQS) programme and followed by the Sanitary Survey programme.
Perkhidmatan Analisis Air
Sebanyak 51,704 sampel air telah diterima untuk dianalisis pada tahun 2013. Bilangan sampel yang terbanyak diterima adalah dari program Kawalan Mutu Air Minum (KMAM) dan diikuti oleh program kajian kebersihan.

Food Analytical Services
In 2013, a total of 21,245 cases comprising 26,289 of various food samples were received and analysed by the food laboratories in Headquarters and Branches located across the country. Overall, there was a decrease in the number of cases and samples received as compared to the previous year (26,105 cases/ 31,937 samples).
Of the amount received in 2013, the highest number of cases/ samples received is from Selangor (8,153 cases/ 8,635 samples).
Perkhidmatan Analisis Makanan
Pada tahun 2013, sejumlah 21,245 kes melibatkan 26,289 pelbagai sampel makanan telah diterima dan dianalisis oleh Makmal Makanan Ibu Pejabat serta Makmal Cawangan seluruh negara. Secara amnya, terdapat penurunan jumlah kes dan sampel berbanding tahun sebelumnya (26,105 kes/ 31,937 sampel).
Dari jumlah yang diterima pada tahun 2013 tersebut, bilangan kes/ sampel terbanyak adalah diterima dari negeri Selangor iaitu (8,153 kes/ 8,635 sampel).

Horse Meat Adulteration Scandal in Food Products in Europe
In mid-January, 2013, the world was shocked with the scandal of horse meat adulteration in meat-based food products in the food supply chain to supermarkets across Europe. Horse meat is suspected to contain drugs that can cause serious blood disorder to human. Millions of food products had been withdrawn from the market. Fifteen samples of meat-based
foods were sent to KIMIA Malaysia on 20 February for DNA analysis.The results of analysis showed that all food products were free from horse meat adulteration.
Methanol Poisoning Case Involving Myanmar Nationals
A methanol poisoning incident was reported among Myanmar Nationals, which also involved the deaths of several people after drinking alcoholic beverages. 60 liquor and 30 chemical samples were taken from several places and sent to KIMIA Malaysia for testing. The results showed no methanol was detected.
Cyclamate-Banned Sweetener
Public complaints on 'pop ice' samples containing banned cyclamate sweetener were received. Laboratory tests on 20 samples of various brands confirmed the presence of cyclamate.
Legionella Case in Plaza Sentral KL
An employee of Plaza Sentral, KL died and several workers were hospitalised. 74 air samples were sent by the Department of Occupational Safety and Health in April 2013 for analysis.
Analysis of the air samples detected the presence of Microbacterium spp., Staphylococcus hominis and Bacillus subtilis. Legionella bacteria was not detected.
KES-KES BERKEPENTINGAN UMUM
Skandal Pencemaran Daging Kuda ke dalam Produk Makanan di Eropah
Pada pertengahan Januari 2013, dunia dikejutkan dengan skandal pencemaran daging kuda ke dalam produk makanan berasaskan daging di dalam rantaian bekalan makanan ke pasar raya di seluruh negara Eropah. Daging kuda tersebut disyaki mengandungi dadah yang boleh menyebabkan penyakit ‘blood disorder’ yang serius kepada kesihatan manusia. Berjuta-juta produk makanan telah ditarik balik dari pasaran. Sebanyak 15 sampel makanan berasaskan daging telah dihantar ke KIMIA Malaysia pada 20 Februari bagi analisis DNA. Keputusan analisis mendapati kesemua produk makanan tersebut bebas dari pencemaran daging kuda.
Kes Keracunan Methanol Minuman Alkohol oleh Warga Myanmar
Insiden keracunan methanol dilaporkan di kalangan warga Myanmar yang turut melibatkan kematian beberapa orang selepas meminum minuman beralkohol. 60 sampel minuman keras dan 30 sampel bahan kimia diambil dari beberapa tempat kejadian dan dihantar ke KIMIA Malaysia untuk ujian. Keputusan analisis mendapati tiada methanol dikesan.
Bahan Pemanis Terlarang-Siklamat
Aduan awam sampel ‘pop ice’ mengandungi bahan pemanis terlarang siklamat telah diterima. Ujian makmal ke atas 20 sampel pelbagai adunan mengesahkan kehadiran siklamat tersebut.
Kes Legionella di Plaza Sentral KL
Seorang pekerja dari Plaza Sentral, KL telah meninggal dunia dan beberapa orang pekerja telah dimasukkan ke hospital. Sebanyak 74 sampel udara telah dihantar oleh Jabatan Kesihatan dan Keselamatan Pekerjaan pada bulan April 2013 untuk dianalisis.
Hasil analisis udara tersebut mendapati bakteria Microbacterium spp., Staphylococcus hominis dan Bacillus subtilis. Bakteria legionella tidak dikesan.

Wildlife Fraud Case
In April 2013, the GMO/ Wildlife Unit received 24 animal organ samples from the Sandakan Wildlife Department through the Sabah Branch of Laboratory. These samples were suspected of being bear bile and was the result of the Department of Wildlife enforcement seizure operation on a premise, which also sells traditional Chinese medicines. DNA sequencing analysis identified most of the 24 samples as originates from various pig species Sus scrofa, Sus barbatus, Sus verrucosus and one of them was from the Python (Phyton reticulatus) family. These species are among animal species that are protected under the Wildlife Act 1972 and also related acts in Sabah.
Death in Kualiti Alam, Negeri Sembilan
In an incident, which took place at Kualiti Alam, two workers were confirmed dead and one was reported unconsious for a few hours, while they were transferring hazardous waste suspected to contain sulphide (S2-) and cyanide (CN-) from a tanker into the storage tank. In total 12 samples were sent to KIMIA Malaysia for sulphide and cyanide analysis. Samples were collected from a few sites, where the incident took place as well as from the factory, which generated the waste. Chemical analysis on all these samples confirmed the presence of sulfide and cyanide.
Kes Penipuan Hidupan Liar
Pada bulan April 2013, Unit GMO/ Hidupan Liar telah menerima sebanyak 24 sampel organ haiwan daripada Jabatan Hidupan Liar Sandakan melalui Makmal Cawangan Negeri Sabah. Organ-organ haiwan ini yang disyaki sebagai hempedu beruang adalah merupakan hasil rampasan operasi penguatkuasaan Jabatan Hidupan Liar ke atas sebuah premis yang juga menjual ubat-ubatan Cina tradisional. Analisis penjujukan DNA telah dapat mengenalpasti sebahagian daripada 24 sampel tersebut sebagai berasal daripada spesis-spesis babi hutan (Sus scrofa), babi janggut (Sus barbatus), babi tunggal (Sus verrucosus) dan satu daripadanya adalah daripada ular sawa (Phyton reticulatus). Spesis-spesis berkenaan adalah antara spesis haiwan yang dilindungi di bawah Akta Hidupan Liar 1972 dan juga akta-akta berkaitan di negeri Sabah.
Kematian di Kualiti Alam, Negeri Sembilan
Dalam insiden yang berlaku di Kualiti Alam seramai dua orang pekerja telah disahkan mati dan seorang lagi tidak sedarkan diri untuk beberapa jam semasa memindahkan bahan buangan berbahaya yang disyaki mengandungi sulfida (S2-) dan sianida (CN-) dari tanker ke tangki simpanan. Sebanyak 12 sampel telah dihantar ke KIMIA Malaysia untuk analisis kehadiran sulfida dan sianida yang diambil dari beberapa tempat kejadian di Kualiti Alam serta kilang penghasilan buangan tersebut. Analisis kimia keatas semua sampel tersebut mengesahkan kehadiran sulfida dan sianida.

Oil Spill in Selangor River Water Treatment Plant
An oil spill occured in Gong River, Gombak on 30 August 2013. This caused Syabas to close four water treatment plants, which cut off water supply to almost one million people in the Klang Valley. The oil spill was suspected to have occured from a vehicle repair workshop, located nearby the river. In total nine oil samples, respectively taken from workshop, soil, drain and river, were sent to KIMIA Malaysia by DOE Officers for oil waste and fingerprinting chemical analysis. Fingerprinting analysis showed that the used oil in the samples originated from same source.
Tumpahan Minyak di Loji Air Sungai Selangor
Satu kejadian tumpahan minyak berlaku di Sungai Gong, Gombak pada 30 Ogos 2013. Ini menyebabkan pihak Syabas terpaksa menutup empat loji rawatan airnya yang mengakibatkan lebih kurang satu juta penduduk di Lembah Kelang terputus bekalan air. Tumpahan minyak disyaki berlaku dari sebuah bengkel membaiki kenderaan yang terletak berhampiran sungai tersebut. Sebanyak sembilan sampel minyak yang masing-masing diambil dari bengkel, tanah, longkang dan air sungai telah dihantar ke KIMIA Malaysia oleh pihak JAS Gombak untuk analisis kimia minyak buangan dan fingerprinting. Analisis fingerprinting menunjukkan minyak dalam sampel-sampel tersebut datang dari sumber yang sama dan adalah minyak terpakai.

Dumping of Toxic Waste in Sugarcane Plantation, Rawang
An illegal dumping of toxic waste incident took place in the sugarcane plantation at Sg. Bakau, Jalan Batu Arang, Rawang. In total, 29 waste samples were collected from the waste dumping site by DOE officers, Gombak, on 25 October 2013. The analytical results showed that the samples contain toxic chemicals including solvents such as toluene and xylene, and heavy metals such as zinc, titanium and lead.
Drinking Water Sample from Malbatt-UNIFIL, Lebanon
Water Section received drinking water samples used by the Malaysian forces under the United Nation peacekeeping mission in Lebanon (Malbatt-UNIFIL). The samples were collected by the Science and Technology Research Institute for Defence (STRIDE) due to a report of unknown residues found on the kitchen utensil after boiling the water. The result of analysis found that the samples had a high level of hardness but still below the maximum acceptable value under the Malaysian drinking water quality standard. This high level of hardness was due to the underground source of water.
Pembuangan Sisa Toksik di Ladang Tebu, Rawang
Satu kes pembuangan sisa toksik haram telah berlaku di satu ladang tebu, di Sg. Bakau, Jalan Batu Arang, Rawang. Sebanyak 29 sampel buangan diambil dari tapak pembuangan tersebut oleh pihak JAS, Gombak, pada 25 Oktober 2013. Keputusan analisis mendapati sampel mengandungi bahan kimia toksik termasuk pelarut seperti toluene dan xylene serta logam berat seperti zink, titanium dan plumbum.
Sampel Air Minum dari Pasukan Malbatt-UNIFIL, Lebanon
Seksyen Air telah menerima sampel air minum yang digunakan pasukan tentera pengaman Pertubuhan Bangsa-Bangsa Bersatu Malaysia di Lebanon (Malbatt-UNIFIL). Sampel telah diambil oleh pihak Institut Penyelidikan Sains & Teknologi Pertahanan (STRIDE) berikutan laporan dari pengguna terdapat kesan-kesan berkerak pada peralatan dapur selepas memasak air. Hasil analisis mendapati sampel air tersebut mempunyai tahap keliatan yang tinggi tetapi masih di bawah tahap yang dibenarkan oleh standard kualiti air minum Malaysia. Ini disebabkan oleh kandungan mineral yang tinggi kerana sumber air diambil dari air bawah tanah.

ACHIEVEMENT 2013
KAS Division is involved in training and research projects at national and international levels, which contributes to various aspect of safety, welfare and economy of our nation.
Collaborative Project
There were several collaborative projects between KIMIA Malaysia and other government agencies such as: -
1) Food Composition Database Project with the Institute of Public Health (IPH) and Institute for Medical Research (IMR);
2) Project on determination of vitamin content in infant milk formula sold in the market with the Selangor Health Department;
3) Alkylphenol survey project at intake and treatment plant outlet with Ministry of Health Malaysia;
4) Water analysis project of water from ex mining pond to determine its suitability as an alternative source of water throughout the Selangor State with the Selangor Water Management Authority (LUAS);
5) Analysis for the quality of raw water project with Malacca Water Regulatory Body;
6) Special Sampling Programme of Public Wet Market Effluent Discharge with the Department of Environment;
7) A study for the identification of genetically modified food in wheat flour sample with Ministry of Health Malaysia (MOH).
PENCAPAIAN 2013
Bahagian KAS terlibat dalam latihan dan projek penyelidikan di peringkat kebangsaan dan antarabangsa, memberi sumbangan dari segi keselamatan, kesejahteraan dan ekonomi.
Projek Kerjasama
Terdapat beberapa projek kerjasama diantara KIMIA Malaysia dengan agensi-agensi kerajaan seperti:
1) Projek Food Composition Database dengan Institut Kesihatan Umum (IKU) dan Institut Penyelidikan Perubatan (IMR);
2) Projek penentuan kandungan vitamin dalam formula susu bayi yang dijual di pasaran dengan Jabatan Kesihatan Negeri Selangor;
3) Projek kajian Alkylphenol di loji rawatan Treatment Plant Outlet (TPO), muka sauk (sumber air) bersama Kementerian Kesihatan Malaysia;
4) Projek analisis air dari kolam takungan air bekas lombong bagi menentukan kesesuaian sebagai sumber alternatif air di seluruh Negeri Selangor bersama Lembaga Urus Air Selangor (LUAS);
5) Projek analisis kualiti air mentah bersama Badan Kawal Selia Air Melaka;
6) Program Khas Persampelan Pelepasan Efluen Pasar Basah Awam bersama Jabatan Alam Sekitar;
7) Kajian pengenalpastian kehadiran makanan terubah suai genetik (GM) dalam sampel tepung gandum bersama Kementerian Kesihatan Malaysia (KKM).

Scope of New Service
KAS Division has added more new work areas, namely: -
1) Analysis of multiclass pesticide residues acaricides, dinitroaniline and chloroacetanilide in food;
2) Detection of ethoxyquin in the shrimp and animal feed exported to Japan;
3) Detection of mycotoxin (aflatoxin) in chilly.
Skop Perkhidmatan Baru
Bahagian KAS telah menambah lagi bidang kerja baru iaitu:
1) Analisis pengesanan sisabaki racun kumpulan acaricides, dinitroaniline dan chloroacetanilide dalam makanan.
2) Pengesanan bahan ethoxyquin dalam udang dan makanan ternakan untuk eksport ke Jepun;
3) Pengesanan mikotoksin (aflatoxin) dalam cili
Improvement in Work Process
Some changes in work processes were carried out to improve the effectiveness of report delivery to the clients, namely: -
1) Method from ‘Enterobacteriacea plus sakazakii’ RT PCR kit protocol was done using ABI Viia 7. The entire screening process was improved by using new technology to distinguish live and dead bacteria;
2) The use of new Laboratory Information Management System (LIMS) has facilitated the delivery process of analytical reports via e-mail to the clients, and also enabled the approval of analytical reports from other DOC branches;
3) Three Work Instructions regarding Receipt & Handling of NDWQS Samples directly to Headquarters, from Branches and non-NDWQS samples from Branches.
Penambahbaikan dalam Proses Kerja
Beberapa perubahan dalam proses kerja telah dilakukan bagi menambah baik keberkesanan penyampaian laporan kepada pelanggan iaitu:
1) Kaedah daripada protokol RT PCR kit ’Enterobacteriacea plus sakazakii’ telah dijalankan dengan ABI Viia 7. Keseluruhan proses penyaringan ini ditambah baik menggunakan teknologi baru bagi membezakan bakteria yang hidup dan mati;
2) Penggunaan Sistem Pengurusan Informasi Makmal (SPIM) yang baru telah memudahkan proses penghantaran laporan analisis melalui e-mel kepada pelanggan-pelanggan dan membolehkan laporan diluluskan (release) dari makmal Cawangan KIMIA Malaysia;
3) Tiga Arahan Kerja baru untuk Penerimaan dan Pengendalian Sampel KMAM secara terus ke Ibu Pejabat dari Makmal Cawangan Negeri dan sampel Bukan KMAM dari Makmal Cawangan.

Bahagian Industri dan Klasifikasi Tarif Dagangan (IKTD) menyediakan perkhidmatan analisis dan khidmat nasihat dalam bidang penentuan klasifikasi tarif barangan, pemeriksaan kapal, analisis produk utama negara seperti petroleum dan minyak sawit serta analisis ke atas pelbagai barangan pengguna. Selain itu, Bahagian IKTD juga menguruskan program dan aktiviti yang berkaitan dengan keselamatan dan kesihatan pekerjaan bagi Jabatan ini.
Industry and Trade Tariff Classification (IKTD) Division provides analytical and advisory services in areas such as the determination of tariff classification codes of goods, ship inspection, analysis of the nation’s primary products such as petroleum and palm oil as well as analysis of a variety of consumer goods. IKTD Division also manages occupational safety and health programmes and activities for the Department.

KAJIAN PRESTASI KERJA
Pada 2013, jumlah keseluruhan bilangan kes dan sampel yang diterima Bahagian IKTD adalah masing-masing 19,251 dan 121,144 berbanding tahun 2012 iaitu 21,325 dan 388,126. Penurunan keseluruhan sebanyak 9.7 % bagi kes dan 68.8 % bagi sampel pada tahun ini dijangkakan berikutan peralihan kepada penggunaan sistem baru pendaftaran kes dan sampel iaitu Sistem Pengurusan Informasi Makmal (SPIM). Melalui sistem baru ini, kaedah pengiraan kes dan sampel adalah berbeza dan secara tidak langsung mempengaruhi jumlah bilangan kes dan sampel tahun 2013.
The total number of cases and samples received by IKTD Division in 2013 was 19,251 and 121,144 respectively, compared to 21,325 cases and 388,126 samples received in 2012. The overall decrease of 9.7 % in the number of cases and 68.8 % in the number of samples was expected following the migration to the new registration system of cases and samples which is Laboratory Information Management System (LIMS). Through this new system, the way of cases and samples calculated is different and indirectly has affected the total number of cases and samples in 2013.

Di peringkat luar negara pula, satu pembentangan bertajuk ‘Direct Derivatisation and Rapid GC-MS Analysis of Nerve Against Marker in Aqueous Samples’ telah diberikan oleh pegawai dari Bahagian ini di 11th International Symposium on Prohibition Against Chemical and Biological Warfare Agents, Stockholm, Sweden.
Di samping itu, kepakaran dalam bidang analisis senjata kimia juga dijadikan sebagai contoh kepada pegawai-pegawai dari Sudan yang berkunjung ke makmal KIMIA Malaysia di bawah Mentorship Programme anjuran Organisation for Prohibition of Chemical Weapons, OPCW yang beribu pejabat di The Hague, Belanda.
At the international level, a presentation entitled ‘Direct Derivatisation and Rapid GC-MS Analysis of Nerve Against Marker in Aqueous Samples’ was given by an officer of this Division at the 11th International Symposium on Prohibition Against Chemical and Biological Warfare Agents, Stockholm, Sweden.
KIMIA Malaysia’s expertise in chemical weapons analysis was exhibited to officers from Sudan when they visited the department under the Mentorship Programme organised by the Organisation for the Prohibition of Chemical Weapons, OPCW, located in The Hague, Netherlands.

Selain dari kerja-kerja analisis di makmal, pegawai-pegawai Bahagian IKTD turut terlibat dalam pembentangan ceramah teknikal di forum-forum nasional dan antarabangsa. Antara bidang kepakaran Bahagian IKTD yang sering menjadi rujukan adalah dalam bidang analisis bahan senjata kimia di mana penglibatan jabatan ini termasuk penganjuran kursus berkaitan persampelan dan analisis bahan berbahaya yang dianjurkan bersama dengan Jabatan Bomba dan Penyelamat Malaysia.
Seminars and Courses
Aside from analytical work in the laboratory, IKTD officers were also involved in the presentation of technical seminars in national and international fora. IKTD staff also organised courses on the sampling and analysis of dangerous goods in collaboration with the Fire and Rescue Department of Malaysia.

Dari aspek khidmat nasihat, Bahagian IKTD terlibat memberikan ceramah mengenai pengambilan sampel bagi bahan kimia, tekstil, kertas, rokok dan minuman beralkohol kepada pegawai-pegawai Jabatan Kastam Diraja Malaysia (KDRM). Ini bagi memastikan pegawai penguatkuasa agensi tersebut mengambil sampel yang representative dan menepati keperluan protokol persampelan sampel bagi tujuan analisis makmal.
Melindungi Kepentingan Pengguna
Pelbagai barangan pengguna seperti produk petroleum, alat mainan, berus dan lain-lain diterima dari Kementerian Perdagangan Dalam Negeri Koperasi dan Kepenggunaan (KPDNKK) bagi pematuhan kepada Akta Perihal Dagangan 2011.
Selain itu, Bahagian IKTD juga menerima pelbagai sampel di bawah tender agensi-agensi yang membekalkan pakaian seragam kepada kakitangannya seperti Kementerian Dalam Negeri (KDN), Kementerian Kesihatan Malaysia (KKM), Jabatan Penjara Malaysia, Polis Diraja Malaysia (PDRM), Pusat Perubatan Universiti Malaya (PPUM) dan lain-lain lagi. Antara sampel-sampel yang sering diterima termasuk tekstil, tali pinggang, kasut dan lain-lain.
In terms of advisory services, IKTD officers gave lectures on the sampling of chemicals, textiles, paper, cigarettes and alcoholic beverages to officers from the Royal Malaysian Customs Department (KDRM). This was to ensure that enforcement officers would obtain representative samples and fulfil the necessary sampling protocols for analytical purposes.
Protecting Consumer Interests
A variety of consumer products such as petroleum products, toys and brushes were received from the Ministry of Domestic Trade, Co-operatives and Consumerism (KPDNKK) to determine their conformity with the Trade Descriptions Act 2011.
IKTD Division also received various tender samples from agencies providing uniforms to its staff, such as the Ministry of Home Affairs (KDN), Ministry of Health ((MOH)), Prison Department of Malaysia, the Royal Malaysia Police (PDRM) and University Malaya Medical Centre (UMMC). Among the samples received were textiles, belts and shoes.

Kutipan Hasil Pendapatan Kerajaan
Peranan Bahagian IKTD dalam aspek ini adalah dalam menjalankan analisis ke atas barangan import dan eksport supaya pihak KDRM dapat menetapkan kod tarif yang sesuai bagi tujuan kutipan cukai yang tepat. Barangan utama yang dihantar untuk tujuan ini termasuk bahan polimer, produk petroleum, minuman beralkohol, rokok dan pelbagai bahan mentah yang diimport untuk industri pembuatan di negara ini.
Collecting Government Revenue
IKTD Division plays an important role in analysing goods for import and export to enable KDRM to determine suitable tariff codes for the collection of appropriate duties. Goods sent for this purpose include polymers, petroleum products, alcoholic beverages, cigarettes and imported raw materials for use in manufacturing.

Keselamatan dan Kesihatan Pekerjaan (OSH)
Program dan aktiviti bagi menjaga keselamatan dan kesihatan pekerjaan dijalankan sepanjang tahun berpandukan kepada Manual Keselamatan dan Kesihatan Pekerjaan Jabatan serta Manual Keselamatan Makmal. Audit dalaman dan luaran dijalankan untuk memastikan pematuhan kepada sistem OHSAS 18001. Antara aktiviti yang dijalankan termasuk penganjuran kursus, ceramah dan penerbitan buletin yang berkaitan dengan isu-isu keselamatan dan kesihatan pekerjaan serta pemeriksaan berkala makmal dan kawasan tempat kerja.
Aktiviti kemuncak di bawah program ini adalah penganjuran minggu OSH dimana pelbagai aktiviti dijalankan untuk menimbulkan kesedaran dan meningkatkan pengetahuan berkaitan OSH. Aktiviti derma darah yang dijalankan setiap tahun dengan kerjasama Pusat Bank Darah bukan sekadar aktiviti Unit OSH tetapi juga merupakan aktiviti korporat jabatan untuk membantu mereka yang memerlukannya.
Occupational Safety and Health (OSH)
Programmes and activities relating to occupational safety and health were held throughout the year in accordance with the Department’s Occupational Health and Safety Manual and Laboratory Safety Manual. Internal and external audits were held to ensure compliance to the OHSAS 18001 system. Among the activities were courses, lectures and published bulletins relating to occupational safety and health issues as well as scheduled inspections of laboratories and work areas.
The climax of OSH programme for the year was OSH Week, in which many activities were held to encourage the awareness and knowledge of OSH. A blood donation campaign, which is an annual event in collaboration with the National Blood Bank, was held as not only an OSH activity but also as a community service project.

Penambahbaikan Perkhidmatan
Dalam usaha meningkatkan perkhidmatan analisis, Bahagian IKTD telah mengadakan beberapa sesi dialog bersama pelanggannya bagi menyelesaikan isu-isu yang berbangkit berhubung dengan permohonan analisis. Antara sesi dialog yang telah dilaksanakan adalah :
a) Dialog antara Unit Tekstil, Kertas dan Kulit, IKTD dengan PPUM berkenaan analisis tekstil sampel-sampel tender pakaian seragam kakitangan PPUM;
b) Dialog antara Unit Produk Kimia, IKTD dengan Jabatan Keselamatan dan Kesihatan Pekerjaan (JKKP) Subang Jaya bagi membincangkan analisis ‘Welding Fume’;
c) Dialog antara Unit Petroleum, IKTD dengan KPDNKK Putrajaya bagi membincangkan isu-isu berkaitan analisis diesel subsidi.
Ketiga-tiga sesi dialog ini berjaya mencapai objektifnya dimana Bahagian IKTD dan pihak pelanggan telah mencapai kata sepakat untuk menyelesaikan beberapa masalah yang dibangkitkan untuk kelancaran kerja di masa akan datang.
Pada tahun 2013, Bahagian IKTD juga berjaya menambah dua kaedah analisis tekstil dalam senarai kaedah yang mendapat akreditasi MS ISO/IEC 17025.
Continuous Improvements in Services
In order to improve its analytical services, IKTD Division organised dialogue sessions with its clients to settle issues arising from requests for analysis. Among those were:
a) A dialogue between the Textile, Paper and Leather Unit, IKTD and PPUM regarding the analysis of tender samples of PPUM staff uniforms.
b) A dialogue between the Chemical Products Unit, IKTD and the Department of Occupational Safety and Health (JKKP) Subang Jaya on the analysis of welding fumes;
c) A dialogue between the Petroleum Unit, IKTD and KPDNKK which discussed issues relating to the analysis of subsidised diesel.
All three dialogue sessions successfully achieved their objectives, and IKTD Division and its clients agreed on solutions to settle current issues.
In 2013, IKTD Division also successfully obtained MS ISO/IEC 17025 accreditation for two more test methods for textile analysis.

KES-KES MENARIK CASES OF INTEREST
Lif Terhempas
Pada 19 April 2013 yang lalu, Bahagian IKTD menerima permohonan analisis kabel lif daripada pihak JKKP. Kes ini mendapat perhatian yang serius kerana ia melibatkan kemalangan lif terhempas yang disyaki berpunca daripada kabel lif yang terputus. Analisis secara perbandingan antara kabel keluli yang elok dan baik dengan kabel keluli yang diambil daripada tempat kejadian telah dijalankan. Hasil daripada analisis tersebut membantu pihak JKKP dalam menjalankan siasatan lanjut berhubung kes tersebut.

Lift Accident
On 19 April 2013, IKTD Division received a request for the analysis of a lift cable from JKKP. The case was given serious consideration as it involved a lift accident that was suspected to be due to a cable that gave way. A comparison analysis with a similar steel cable from the same site was performed. The results of the analysis were used by JKKP in their investigation.

Keracunan Methanol dalam Minuman Keras
Susulan daripada aduan kes keracunan akibat meminum minuman keras terutama arak jenis samsu dan whisky yang melibatkan warga asing, Kementerian Kesihatan Malaysia telah menjalankan persampelan di kilang-kilang minuman keras berlesen di negeri Kedah, Selangor, Wilayah Persekutuan Kuala Lumpur, Melaka, Johor, Perak, Pulau Pinang, Sabah dan Sarawak dan dihantar untuk dianalisis ke Ibu Pejabat KIMIA Malaysia.
Analisis bagi mengesan kandungan methanol telah dijalankan ke atas sampel-sampel tersebut dan mendapati beberapa jenama minuman keras jenis whisky mengandungi methanol. Methanol tidak dibenarkan dalam semua jenis minuman kerana ianya boleh memudharatkan kesihatan.
Methanol Poisoning in Liquor
Following complaints involving foreign nationals poisoned by drinking liquor, especially samsu and whisky, the Ministry of Health obtained samples of these beverages from licensed liquor factories in Kedah, Selangor, Kuala Lumpur, Malacca, Johore, Perak, Penang, Sabah and Sarawak and sent them to the Headquarters for analysis.
The samples were analysed to determine their methanol content. Result of analysis found that a number of whisky samples contained methanol. Methanol is not allowed in beverages as it is toxic.

Semakan Semula Dokumen Kualiti Jabatan
KIMIA Malaysia terus meningkatkan komitmennya dalam menawarkan perkhidmatan efisyen, berkesan dan terkini buat pelanggannya. Teknologi serta cara/ prosedur kerja yang terbaik diterapkan dalam sistem dan amalan kerjanya. Pada Mei 2013, dua dokumen utama dalam akreditasi standard MS ISO/IEC 17025 iaitu Manual Kualiti dan Standard Operating Prosedure (SOP) Jabatan telah berjaya disemak dan dikemaskini. Enam SOP baharu juga telah berjaya disiapkan. Ini merupakan sebahagian daripada penambahbaikan kualiti yang berterusan.
Perluasan Site dalam Pensijilan MS ISO 9001:2008
Pada 2013, Cawangan Sibu telah berjaya memperoleh pensijilan MS ISO 9001:2008 semasa audit yang dijalankan oleh SIRIM QAS pada Julai 2013. Dengan perluasan site ini, telah menjadikan 11 daripada 12 Cawangan disamping Ibu Pejabat KIMIA Malaysia telah mempunyai pensijilan MS ISO 9001:2008.
Review of Quality Documents
KIMIA Malaysia is steadfast in its commitment to offer efficient, effective and up-to-date services to its customers. The best technologies, methods and procedures are applied in its work. In May 2013, two main documents in the accreditation of MS ISO/IEC 17025 standard i.e. the Quality Manual and Standard Operating Procedure (SOP) were successfully reviewed and updated. Six new SOPs were also prepared. This is part of the continuous improvement in its quality system.
Extension of Site for MS ISO 9001:2008 Certification
In 2013, Sibu Branch successfully obtained certification to MS ISO 9001:2008 from SIRIM QAS in July 2013. With this, 11 out of 12 Branch laboratories of KIMIA Malaysia are certified to MS ISO 9001:2008.

KIMIA ke Desa
KIMIA Malaysia menyokong Program Gerakan Sains dan Inovasi (GSI) 2013 yang bertujuan mendokong agenda pembangunan negara melalui pembudayaan sains dan inovasi di kalangan rakyat Malaysia. KIMIA Malaysia telah menyertai program ini melalui program yang dikenali sebagai Kimia Ke Desa 2013. Program yang berkonsepkan ilmiah, interaktif, hiburan dan riadah telah diadakan di Melaka (Jasin), Sabah (Kota Belud), Sarawak (Saratok) dan Perak (Sungai Siput). Seramai 3,000 orang dianggar mendapat manfaat daripada program ini.
KIMIA ke Desa
KIMIA Malaysia took part in the ‘Program Gerakan Sains dan Inovasi (GSI) 2013’ with the aim of supporting the national development agenda in instilling a culture of science and innovation among Malaysians. KIMIA Malaysia took part in this programme by organising ‘Kimia ke Desa’ events in rural areas. The events were held at Malacca (Jasin), Sabah (Kota Belud), Sarawak (Saratok) and Perak (Sungai Siput) with scientific, interactive, entertaiment and recreation concepts. A total of 3,000 people had benefited from these events.

Kalibrasi Peralatan – KIMIA Malaysia menentukur sendiri peralatan dalam skop akreditasi kalibrasinya. Alatan tersebut termasuklah alat penimbang dan heat enclosure. Pada 2013, sijil kalibrasi bagi 472 peralatan-peralatan ini telah dikeluarkan untuk kegunaan seluruh makmal.

Equipment Calibration – KIMIA Malaysia carries out calibration for its measuring equipment within its accreditation scope of calibration. The equipment calibrated are balances and heat enclosures. In 2013, a total of 472 laboratory equipment calibration certificates were issued to all laboratories in KIMIA Malaysia.

Ujian Kemahiran Analisis (PT) – Bagi memastikan prestasi analisis KIMIA Malaysia setaraf dengan makmal-makmal luar negara, sebanyak RM 96,713.00 telah digunakan untuk penyertaan PT di peringkat antarabangsa.
Pembekalan Ujian Kemahiran Analisis (PT) – PT dibekalkan dalam berbagai bidang merangkumi bidang analisis makanan, air, alam sekitar dan mikrobiologi. Sejumlah 297 buah makmal telah menyertai program ini termasuk sembilan makmal daripada negara ASEAN.
Bahan Rujukan Piawai – Sebanyak RM 228,921.00 telah dibelanjakan bagi tujuan pembelian 144 jenis bahan rujukan piawai untuk memenuhi keperluan analisis pada tahun 2013.
Proficiency Testing (PT) – To ensure that the analytical performance of KIMIA Malaysia’s laboratories are at par with international laboratories, a total of RM 96,713.00 was expended for PT participation at the international level.
KIMIA Malaysia Proficiency Testing (PT) Programme – PT schemes offered cover many fields comprising analysis of food, water, environment and microbiology. A total of 297 laboratories participated in this programme; including nine laboratories from ASEAN countries.
Certified Reference Materials – A total of RM 228,921.00 was expended on the purchase of 144 standard reference materials to meet various analytical requirements in 2013.

KIMIA Malaysia aktif dalam penghasilan bahan rujukan piawai sekunder untuk dibekalkan kepada Bahagian Forensik terutamanya untuk memenuhi keperluan di makmal Narkotik. Empat jenis bahan rujukan sekunder telah berjaya dihasilkan melalui kaedah sintesis, pengekstrakan dan penulenan yang melibatkan kos penjimatan melebihi enam juta ringgit.
KIMIA Malaysia is active in the production of secondary reference materials for the Forensic Division, especially for narcotics analysis. Four types of secondary reference materials were produced by synthesis, extraction and purification methods with savings of more than six million ringgit.

Verifikasi terhadap 53 bahan rujukan yang terdiri daripada dadah, makanan dan bahan kimia. Ketulenannya bahan rujukan tersebut disahkan dengan kaedah analisis menggunakan HPLC, GC-FID, GC-MS, NMR, FTIR dan DSC.
Verification on 53 reference materials consisting of drugs, food and chemical standards was carried out. The purity of these reference materials was verified by analytical methods using the HPLC, GC-FID, GC-MS, NMR, FTIR and DSC.

Research and Method Development – In 2013, research on various matrices for pesticides residues was conducted. As a result, five new test methods were developed. These new test methods were developed to meet new testing requirements from customers.

UNIT PEMBANGUNANBagi Rolling Plan 3 (RP2013), sebanyak RM 21,939,300.00 peruntukan pembangunan telah diluluskan untuk dua projek fizikal dan dua projek perolehan peralatan. KIMIA Malaysia telah membuat perbelanjaan sebanyak RM 16,066,948.53. Butiran projek dan peruntukan adalah seperti jadual di bawah: -
Projek perolehan peralatan bagi sistem baru pengurusan maklumat makmal ini merupakan perolehan sistem kod bar yang diintegrasi kepada Sistem Pengurusan Informasi Makmal (SPIM) yang telah dibuat perolehan pada tahun lepas. Dengan peruntukan yang diluluskan, Makmal-makmal di Ibu Pejabat dan empat Cawangan iaitu Kuching, Kota Kinabalu, Pulau Pinang dan Johor telah dapat dilengkapkan dengan sistem kod bar 2D. Semua senarai kerja, resit dan label di makmal-makmal ini telah boleh dicetak dengan kod bar 2D ini.
DEVELOPMENT UNITUnder Rolling Plan 3 (RP2013), a total amount of RM 21,939,300 was approved for two physical and two equipment procurement projects. KIMIA Malaysia managed to expend RM 16,066,948.53 for these four projects. The details of these projects and allocations are as below: -
The procurement under the new Laboratory Information Management System project involves purchasing bar code systems for the Laboratory Information Management System (LIMS) that was acquired last year. With the allocated budget, 2D bar code systems were purchased for Headquarters and four Branch laboratories, namely Kuching, Kota Kinabalu, Penang and Johore. All worklists, receipts and labels in these laboratories could be printed with 2D bar codes.

Projek fizikal kedua yang diluluskan tahun 2013 ini adalah Projek pembinaan bangunan baru Jabatan Kimia Malaysia Cawangan Terengganu. Tanah tapak bagi projek ini terletak di Lot PT1968 – Mukim Cabang Tiga dan PT2148 – Mukim Kubang Parit. Jabatan Kerja Raya telah dilantik untuk melaksanakan projek ini dimana pada tahun 2013, hanya melibatkan kerja-kerja siasatan tanah dan melengkapkan dokumen penentuan keperluan setiap makmal dan ruang bangunan. Projek ini dijangka akan ditender pada suku kedua tahun 2014.
The second physical project approved for 2013 is the construction of new building for the Terengganu Branch Laboratory. The project site is located in Lot PT1968 – Mukim Cabang Tiga and PT2148 – Mukim Kubang Parit. The Public Works Department (PWD) has been appointed to carry out this project, which in 2013 only involve worksite investigation and documentation of the needs and space of the laboratory. The project is expected to be tendered in the second quarter of 2014.
Projek pembinaan bangunan tambahan Jabatan Kimia Malaysia Cawangan Bintulu, Sarawak merupakan projek sambungan dari tahun lepas. Projek merupakan pembinaan bangunan dua tingkat untuk menempatkan makmal-makmal Forensik dan Bahagian Pentadbiran Cawangan Bintulu. Projek ini dijadualkan siap pada pertengahan tahun 2014.
The construction of a new building for the Bintulu Branch Laboratory in Sarawak is a continuation of the project from last year. This project involved the construction of a two storey building to house its Forensic laboratories as well as its administrative office. The project is scheduled for completion in mid 2014.

UNIT TEKNOLOGI MAKLUMAT (IT)Selain daripada kerja rutin yang melibatkan penyelenggaraan sistem dan peralatan ICT serta memberi khidmat bantuan berkaitan isu dan masalah ICT kepada kakitangan KIMIA Malaysia, Unit IT sentiasa berusaha untuk memastikan kemudahan ICT di KIMIA Malaysia ditambahbaik untuk memudah dan melancarkan tugasan. Pada tahun ini, kelengkapan ICT untuk pengurusan maklumat makmal telah ditambahbaik dengan penggunaan sistem kod bar yang telah diintegrasi dengan LIMS. Sistem ini telah digunapakai oleh makmal-makmal Ibu Pejabat dan empat Cawangan utama KIMIA Malaysia iaitu Pulau Pinang, Johor, Kota Kinabalu dan Kuching.
Dalam tahun 2013 ini, sebanyak 132 unit komputer desktop telah dibeli bagi tujuan menggantikan komputer yang telah usang dan juga bagi keperluan kakitangan yang masih belum memiliki komputer di Ibu Pejabat dan makmal-makmal Cawangan.
INFORMATION TECHNOLOGY UNITApart from routine work involving the maintenance of ICT systems and equipment and solving ICT issues and problems of the staff of KIMIA Malaysia, IT Unit continuously strives to improve the ICT facilities so as to facilitate and accelerate the department work processes. This year, ICT equipment for the LIMS has been improved with the use of an integrated bar code system. This system has been implemented in the laboratories in Headquarters and four of its Branches; namely Penang, Johore, Kota Kinabalu and Kuching.
In 2013, a total of 132 units of desktop computers was purchased for the purpose of replacing old computers as well as for staff who still do not have a computer in Headquarters and Branch laboratories.

Bagi memenuhi keperluan Kementerian Kewangan supaya semua aset didaftarkan dalam Sistem Pengurusan Aset (SPA), perolehan perkakasan SPA juga telah dibuat untuk seluruh makmal Cawangan KIMIA Malaysia pada tahun ini selain Cawangan Johor dan Pulau Pinang yang telah dilaksanakan pada tahun lepas. Pekakasan yang dibeli merangkumi komputer, printer, scanner dan barang-barang sokongan lain yang menyokong aplikasi SPA.
Dalam memastikan semua maklumat kursus yang dihadiri oleh kakitangan KIMIA Malaysia dikumpul dan diselenggara dengan teratur, Unit IT telah menguruskan perolehan server bagi Aplikasi Sistem Profil Latihan pada tahun ini. Sistem Aplikasi Profil Latihan telah dimuat naik dan latihan penggunaan program tersebut telah diberikan kepada kakitangan Unit Latihan dan Kompetensi dan pegawai terlibat.
To meet the requirements of the Ministry of Finance that all assets are registered in the Asset Management System (SPA), all Branch laboratories were equipped with the SPA system this year except for the Johore and Penang Branches which had implemented them last year. The SPA system purchased includes computers, printers, scanners and other support items.
To ensure all information on courses attended by KIMIA Malaysia staff are collected and properly maintained, a server for the Training Profile System was purchased. The application system has been installed and training on the usage of this system has been given to all involved staff.

PENCAPAIAN KIMIA Malaysia telah mencapai kejayaan ke tahap yang paling unggul hasil komitmen daripada warga KIMIA. Selaras dengan visi KIMIA Malaysia menjadi sebuah organisasi yang menerajui dalam penyelesaian saintifik, Unit Sumber Manusia telah bertindak secara dinamik dan proaktif terhadap perincian dan keperluan pertambahan perjawatan bagi jawatan teknikal.
KIMIA Malaysia amat prihatin dan mengambil berat berhubung tekanan yang dihadapi oleh warga KIMIA ekoran pertambahan beban kerja dan tugas masing-masing. Pada 26 Jun 2013, KIMIA Malaysia telah menerima Waran Perjawatan Pegawai Sains C41 sebanyak 117 orang untuk Ibu Pejabat dan seluruh Cawangan. Pertambahan ini menjadikan keseluruhan perjawatan Pegawai Sains C41 sebanyak 384 orang. Selepas pertambahan perjawatan tersebut, keseluruhan perjawatan KIMIA Malaysia berjumlah sebanyak 1409 orang.
Kakitangan yang berilmu, kompeten, cekap dan berpengalaman serta berinovasi tinggi merupakan modal insan yang diperlukan bagi menerajui perkhidmatan sains di KIMIA Malaysia. Oleh itu, untuk menjadi sebagai sebuah organisasi bertaraf dunia, KIMIA Malaysia telah memastikan warga KIMIA disediakan dengan latihan yang relevan untuk memperoleh ilmu pengetahuan dan kompetensi bagi melaksanakan tugas dengan cekap dan berkesan supaya dapat menggalas tanggungjawab yang diamanahkan.
Bagi memastikan latihan yang diberi kepada warga KIMIA adalah bersesuaian dengan keperluan kemahiran dan pengetahuan mengikut gred, Unit Latihan dan Kompetensi telah menyediakan Pelan Operasi Latihan untuk Pegawai Sains dan Pelan Operasi Latihan untuk Kumpulan Pelaksana. Penguatkuasaan penggunaan Pelan Operasi Latihan untuk Pegawai Sains telah dilaksanakan pada Oktober 2012 dan diikuti dengan Pelan Operasi Latihan untuk Kumpulan Pelaksana pada Julai 2013.
ACHIEVEMENTKIMIA Malaysia has achieved much success due to the commitment from its staff. In line with its vision of becoming a leading organisation for scientific solutions, the Human Resources Unit has actively looked into the requirements for additional technical posts in the department.
KIMIA Malaysia is always attentive towards the pressure and challenges faced by its staff due to ever increasing workload and duties. On June 26, 2013, KIMIA Malaysia received a warrant for an additional 117 C41 Scientific Officer Posts. This increases the staff strength for C41 Scientific Officers to 384. With these additional posts, the overall staff strength of KIMIA Malaysia becomes 1409.
Knowledgeable, competent, efficient, experienced and innovative staff are needed to lead the scientific services in KIMIA Malaysia. Thus, to become a world-class organisation, KIMIA Malaysia has to ensure its staff are provided with relevant training to acquire the knowledge and competency to perform their duties and responsibilities efficiently and effectively.
To ensure that the training given to KIMIA staff is compatible with the skills and knowledge requirements of the various grades, the Training and Competency Unit has prepared the Training Operational Plan for Scientific Officer and the Training Operational Plan for Supporting Staff. The Training Operational Plan for Scientific Officer was implemented in October 2012 and followed by the Training Operational Plan for Supporting Staff in July 2013.

Pada November 2013, pemakaian Garis Panduan Pemantapan Laporan Nilaian Prestasi Tahunan Jabatan Kimia Malaysia telah dilaksanakan kepada semua Pengarah Bahagian dan Cawangan. Garis panduan ini bertujuan menjelaskan beberapa penambahbaikan bagi memantapkan serta mengharmonisasikan peraturan pengurusan sistem penilaian prestasi yang sedia ada supaya penilaian prestasi yang dibuat adalah lebih objektif, adil dan telus khususnya berkaitan dengan pencapaian Sasaran Kerja Tahunan (SKT), penilaian dan pemberian markah. Ia juga bertujuan untuk meningkatkan kecekapan pengurusan penilaian prestasi KIMIA Malaysia dan menyediakan panduan yang lebih jelas kepada pegawai yang terlibat.
In November 2013, the Garis Panduan Pemantapan Laporan Nilaian Prestasi Tahunan Jabatan Kimia Malaysia was forwarded to all Divisional and Branch Directors for implementation. The guidelines aim to clarify, enhance and harmonise rules regarding the annual performance evaluation system so that it is more objective, fair and transparent. This is especially so for evaluating the annual target achievement and its scoring. ACTIVITIES
Activities carried out by the Administrative Unit under Administration and Management Division are general administrative duties, security and department vehicle management.
Unit Kewangan menguruskan penyediaan bajet berdasarkan Sistem Outcome Based Budgeting (OBB) yang telah dilaksanakan pada tahun 2010. Sistem ini akan diaplikasikan dalam tempoh Rancangan Malaysia ke-10 bagi menggantikan Modified Budgeting System. Dalam pendekatan OBB, penekanan telah diberikan kepada impak dan keberkesanan projek dan program berbanding mementingkan perbelanjaan dan output semata-mata.
Perolehan aset-aset dan kontrak perkhidmatan melalui sebut harga dan tender di KIMIA Malaysia telah diselaras dan diuruskan oleh Unit Perolehan. Antara aktiviti perolehan pada tahun ini adalah seperti berikut:
The Finance Unit is responsible for preparing and managing the budget based on the Outcome Based Budgeting (OBB) system which was implemented in 2010. This system will be applied within the 10th Malaysia Plan to replace the Modified Budgeting System. In the OBB approach, emphasis is given to the impact and effectiveness of projects and programmes compared with expenditures and output alone.
The procurement of the assets and contract services through quotations and tenders in KIMIA Malaysia are coordinated and managed by the Procurement Unit. Procurement activities during the year are as followed:

Pemantauan Sistem Pengurusan Aset (SPA) adalah aplikasi yang dibangunkan untuk tujuan kawalan dan pemantauan aset. Sistem ini dibangunkan mengikut kaedah kawalan pengurusan aset dan stor yang dikeluarkan oleh Perbendaharaan Malaysia (Pekeliling Perbendaharaan Bil. 5 Tahun 2007 Tatacara Pengurusan Aset Alih Kerajaan dan Pekeliling Perbendaharaan Bil. 5 Tahun 2009 Tatacara Pengurusan Stor). Ibu Pejabat KIMIA Malaysia telah mencapai 100 % pemantauan dan pelaksanaan SPA telah diperluaskan ke seluruh Cawangan. Unit Aset, Stor dan Penyelenggaraan juga telah membuat perancangan untuk memperluaskan pengurusan Sistem Pengurusan Stor (SPS) pada tahun hadapan.
KIMIA Malaysia telah menubuhkan Unit Komunikasi Korporat sebagai platform hubungan untuk menyalurkan maklumat kepada media dan pihak luar. Bagi memperkenal dan mempromosikan KIMIA Malaysia, 4 pameran telah diadakan iaitu Karnival Sains ASM 2013, Program My Crazy Idea for The Nation 2013, Hari Terbuka KIMIA 2013 dan World Innovation Forum (WIF) 2013. Selain dari itu, KIMIA Malaysia juga menerima lawatan dari organisasi lain seperti Universiti Teknologi Mara (UiTM), Pegawai Penyiasat Jenayah dari Maktab Polis Diraja Malaysia, Jabatan Hal Ehwal Islam, Negeri Sembilan, Pusat Sains Negara dan Sekolah Menengah Kebangsaan Buntong, Ipoh, Perak.
Sistem Pengurusan Aset (SPA) is an application developed for the purpose of monitoring and control of assets. This system was developed in accordance with the asset and store management control regulations issued by the Malaysian Treasury (Pekeliling Perbendaharaan Bil. 5 Tahun 2007 Tatacara Pengurusan Aset Alih Kerajaan and Pekeliling Perbendaharaan Bil. 5 Tahun 2009 Tatacara Pengurusan Stor). KIMIA Malaysia’s Headquarters has reached 100 % monitoring and implementation of the SPA has been expanded to all Branches. Also, the Assets, Store and Maintenance Unit has made plan to expand the use of the store management system (SPS) for next year.
KIMIA Malaysia has established its own Corporate Communications Unit as a platform for disseminating information to the media and public. To introduce and promote KIMIA Malaysia, four exhibitions were held, namely ASM Science Carnival 2013, Program My Crazy Idea for the Nation 2013, KIMIA Open Day 2013 and World Innovation Forum (WIF) 2013. In addition, KIMIA Malaysia also received visits from other organisations such as University Technology Mara (UiTM), Criminal Investigation Officers of the Royal Malaysia Police College, Department of Islamic Affairs, Negeri Sembilan, the National Science Centre and the National Secondary School Buntong, Ipoh, Perak.

Bagi menjalankan analisis saintifik, KIMIA Malaysia memerlukan sumber-sumber rujukan terkini bagi tujuan penyelidikan, analisis dan pembangunan kaedah analisis baru oleh para pegawai. Pada tahun 2013, Unit Perpustakaan KIMIA Malaysia telah membuat pembelian 75 item buku dengan kos sebanyak RM 50,000.00. Selain dari itu, sebanyak 10 naskah tesis yang diterima pada tahun 2013 hasil penyelidikan dan pembelajaran akademik di peringkat Sarjana dan Kedoktoran oleh pegawai telah ditempatkan di perpustakaan sebagai sumber rujukan tambahan.
To carry out its scientific analysis, KIMIA Malaysia staff require the latest reference materials for their research, analysis and development of new analytical methods. In 2013, the Library Unit purchased 75 books at a cost of RM 50,000.00. In addition, 10 theses were received and placed in the library as a source of additional references. These theses are from research and academic studies at Master and Doctorate levels undertaken by KIMIA staff.

Saban tahun KIMIA Malaysia menyumbang dengan cara tersendiri terhadap masyarakat melalui tanggungjawab sosial korporatnya (CSR). Pada tahun ini, sebanyak empat aktiviti telah dijalankan yang mana terdiri daripada ceramah dan kempen memupuk kesedaran alam sekitar di kalangan masyarakat. Seramai 1,400 orang telah menerima impak daripada aktiviti yang telah dijalankan. Aktiviti-aktiviti ini dapat membantu meningkatkan kesedaran masyarakat terhadap alam sekitar yang kita didiami. Each year KIMIA Malaysia contributes in its own small way towards the community through its corporate social responsibility (CSR) activities. This year four activities were carried out ranging from talks and campaigns to inculcate awareness of our environment among the community.
